According to The Hindu, left-wing extremist (also known as Naxalite) outfits, the People's War Group (PWG) and Janashakti, have suggested to the Andhra Pradesh Government that direct talks between them could be held on October 13. A joint letter to the effect signed by the PWG and Janashakti State 'secretaries', Ramakrishna and Amar respectively, was handed over to the Home Minister, K. Jana Reddy, by the emissaries of the outfits in Hyderabad on October 1.

The West Bengal Chief Minister, Buddhadeb Bhattacharjee, said in Kolkata on October 2 that there was no possibility of talks with left-wing extremist (also called Naxalite) groups in the State till they laid down their arms. "A dialogue can be considered thereafter," the Chief Minister stated during an interview with The Hindu. He also added that "will we allow any corridor in our State for the Nepal Maoists to maintain contact with the ultras here." While indicating that West Bengal would also watch how the talks between the Andhra Pradesh Government and the Peoples' War Group (PWG) progress, the Chief Minister added that Governments in other Naxalite-affected States felt that the talks would only worsen the situation in their regions.

The Andhra Pradesh Government has decided to have direct talks with left-wing extremist (also known as Naxalite) outfits on October 15. The People's War Group (PWG) emissary, Varavara Rao, had met the Home Minister, K. Jana Reddy, at the Secretariat on October 3 and handed over a letter indicating the willingness of the PWG leadership to hold parleys on October 13. However, the Government later suggested October 15 in view of the Asifnagar Assembly byelection on that day. The PWG 'secretary', Ramakrishna, the 'Andhra-Orissa Border Special Zonal Committee secretary', Sudhakar, and member of the 'North Telangana Special Zonal Committee', Ganesh, along with the three emissaries and representatives of the Janasakthi are likely to participate in the talks.

On October 4, the People’s War Group (PWG) rejected the Orissa Government's offer of peace talks, saying it would not be possible until all arrested Naxalites are released and the Central Reserve Police Force (CRPF) withdraws from southern Orissa. Earlier, the Chief Minister, Naveen Patnaik, had announced that his Government was ready to hold talks with the left-wing extremist groups, but without conditions. On September 28, the Government had also agreed to withdraw cases against 162 Naxalites and 1513 minor cases against over 2,000 tribals.

Quoting an intelligence report, the Telegraph indicated on October 7 that left-wing extremists (also known as Naxalites) of the banned People’s War Group (PWG) and Maoist Communist Center (MCC), active in the jungles of West Midnapore district, are planning to carry out attacks in the State. The report said Naxalites might engineer bomb blasts and killings after the forthcoming Durga Puja festival. According to district police chief Vineet Goyal, "We have information there are large amounts of explosives tucked away in the jungles. We also have reports that the PWG-MCC is drawing up a hit list." Intelligence sources said the number of Naxalites in the district is increasing with many coming from the States of Andhra Pradesh and Orissa. "While a year ago, the number of PWG-MCC activists was about 40 in the district, now there are about 90 of them. A large number of them are in the jungles of Lalgarh and Salboni," said the report.

According to The Hindu, on October 12 in Hyderabad, the People's War Group (PWG) leaders, Ramakrishna, Sudhakar, Ganesh and Janasakthi representatives, Amar and Riyaz, stated that "we believe that the overthrowing process is not possible by bringing down one ruling clique and giving power to another through elections which are a sham. We think protracted armed struggle is the only route that can ultimately raise the consciousness of the masses and put the real State power in their hands." They also said the outfit was prepared for talks with the Government as part of the struggle and their "basic objectives" were non-negotiable. "We are not going to give up our protracted armed struggle to our basic objectives of land, livelihood and liberation", they added. The report says that armed squads of the two outfits have merged and sources claimed that the "action" at Mahuadanr in the Palamu district of Jharkhand this week was carried out by the ‘unified command’. On October 14, the People’s War Group (PWG) ‘State secretary’, Ramakrishna, at a news conference in Hyderabad, announced that the left wing extremist (also known as Naxalite) outfits, the PWG and the Maoist Communist Centre (MCC) have merged to form a new "unified" Communist Party of India (Maoist). He said the party was formed on September 21, 2004 at an undisclosed place in the forests, but the announcement was "withheld" owing to security reasons. The general secretary of the PWG ‘central committee’, Muppala Laxman Rao alias Ganapathi, had been elected ‘general secretary’ of the new party. Ramakrishna and Janasakthi leaders said that the merger would cause "fear among the ruling classes." It had "fulfilled the aspirations of the masses" for a strong revolutionary party that would usher in a "new democratic society" by advancing towards socialism and communism, Ramakrishna added. They also stated that the two guerrilla "armies" of the PWG and the MCC — the People's Guerrilla Army (PGA) and the People's Liberation Guerrilla Army (PLGA) — have now merged and would be called the PLGA from December 2, 2004.

According to The Times of India, the peace talks between representatives of the left wing extremist (also known as Naxalite) outfits and the Andhra Pradesh Government did not progress much as expected due to serious reservations by both the parties over the issue of Naxalites carrying guns into villages. The Naxalite outfits claimed a broad agreement was reached on this matter but Home Minister K Jana Reddy disputed that claim. He insisted he was still not agreeable to extremists carrying weapons during political activities and asked the talk referees to persuade them to eschew guns. The Naxalites, however, agreed to make disputed clause VII of the ceasefire agreement, which stipulates laying down of weapons, a part of the agenda for the talks, which will resume on October 16, today. ‘State secretary’ of the erstwhile People’s War Group (PWG), Ramakrishna, who briefed the media separately, said despite reservations, both sides had reached an agreement on the terms of the ceasefire, which would be signed on October 16, today. Accordingly, the guerrillas would not cease to carry weapons into villages, he added. The Hindu reports that the first round of peace talks between the Andhra Pradesh Government and PWG, Janashakti resulted in a ceasefire agreement. The ceasefire will be in force "as long as the talks continue" and not merely for three months as announced earlier by the Government. The agreement was reached without a written document signed by both the sides. The five-member Naxalite team insisted on the Home Minister, K. Jana Reddy's signature after preparation of a document. But the latter held that such an arrangement was needless. He pointed out that the existing ceasefire was being implemented on the basis of the correspondence between them during the last four months. With the weapons issue taking most of the time, the first day's talks did not make much headway on the 10-point agenda. Jana Reddy headed the government team, which comprised of Minister for Revenue Dharmana Prasada Rao, Social Welfare Minister D Redya Naik, Municipal Administration Minister K Ranga Rao, former Minister T Purushotham Rao, P Venkat Rao and Tirupati Urban Development Auth-ority chairman Karunakar Reddy and former minister K Kesava Rao. The erstwhile PWG team was led by its ‘secretary’ Ramakrishna. The other members of the team were Sudhakar, ‘secretary’ of the ‘Andhra-Orissa Border Special Zone Committee’, and Ganesh, member of the ‘North Telangana Special Zonal Committee’. Janashakti was represented by its ‘secretaries’ Amar and Riaz. Disclosing this to presspersons in Bangalore on October 28, the Additional Chief Secretary and Development Commissioner, Chiranjeev Singh, said Union government would extend financial support for shifting those residing in the park area. Nearly 200 persons residing there had applied for land outside the park area expressing their desire to shift from the forests.
