Deputy Inspector General of Police (Magadh range), Arvind Pandey, claimed that the three Maoists were killed when over 100 cadres of the outfit attacked Umaria police station close to the Jharkhand border. The building of the police station and adjoining residence of the officer in-charge were partially damaged in the attack, while a police vehicle was also burnt.

Police said that a group of eight Maoists, including a woman, had carried out the raid on Harulia village. Sources said the attack came a few hours after CPM state secretary Anil Biswas gave a call in the same district to party activists to counter the Maoists. Nizamabad range Deputy Inspector General of Police, Anjan Kumar, said that on the revelation by an arrested Maoist, N. Raji Reddy, the police recovered two dumps of electronic devices. Cadres of the Communist Party of India-Maoist (CPI-Maoist) raided Basaguda village in the Dantewada district targeting the activists of Salva Judum and killed six of them on March 6, according to Hindu. Approximately 30 persons supporting the anti-Maoist campaign were injured in the attack. An unspecified number of villagers have been taken hostage by the Maoists. Sources said that at least 700 tribals, mostly Sangham members from the Maoist strongholds, accompanied the armed squads that led the operation. Further, while retreating from the village, the Maoists blasted a private bus, which was on its way from Jagadalpur to Basaguda, near Timmapur. Two persons aboard the bus were killed while 10 others were wounded.

The incident occurred in the midst of a shutdown called by the Maoists in the Palamau division, which covers Latehar district. General Railway Police spokesperson S.R. Gandhi said that the Maoists had attacked the train driver and cut off the communication system, snatching the walkie-talkie from the guard. Inspector-General of Police B.C. Verma added that the train was headed for Mughalsarai in Uttar Pradesh from Barkakhana in Jharkhand and close to a thick forests between the Heyagarha and Kumudi stations, around 7.30 p.m. when the Maoists seized it in protest against the killing of their 'zonal commander' Jagannath Koiri during an encounter in the Palamau district on March 3. Later, on March 14-morning, the Maoists released the train and all passengers were reported to be safe. "Around four hundred security personnel have reached the spot and all passengers, the driver and the guard are safe," the Inspector General of Police said. The engine of the train has been partially damaged, he said adding that the train will resume journey after carrying out the necessary repair work.

According to Telegraph, police killed ten Communist Party of India-Maoist (CPI-Maoist) cadres in an encounter inside a dense forest on the Jharkhand-Bihar border on March 20. Jharkhand's Director-General of Police, V.D. Ram, the operation began around midnight and continued for two hours in Chouparan, 75 km north of Hazaribagh. The police recovered four bodies of the Maoists and a number of sophisticated arms, all of them believed to have been snatched during attacks on security forces. The Maoists reportedly took the rest of the bodies away. Three regular rifles were looted from the police, Hazaribagh District Superintendent of Police, Pravin Kumar Singh, added. One Maoist was also arrested, while two semi-automatic rifles, two SLR, one DBBL gun, three hand grenades, one sten gun and three regular rifles were recovered from the encounter site. An 11-year-old boy, Pappu Paswan, was also rescued from the Maoist captivity. Pravin Kumar Singh said that the group of around 40 Maoists was led by their 'sub-zonal commander' Ajay Yadav, who is believed to have escaped with the others into the Gaya district of Bihar.

In the pre-dawn strike, a group of over 200-armed Maoists, including women and few sympathizers, had attacked the sub-jail in R. Udayagiri town, freed 40 prisoners, killed three police personnel, and took a police officer and the jailor hostage. The Maoists reportedly pulled down the jail gates to help prisoners escape and also simultaneously attacked the police station, an Orissa Special Armed Police Camp, the treasury, the tehsildar’s (local administrative official) office and a telecom tower. The exchange of fire reportedly lasted around two hours. Police said the two who were taken hostage by Maoists were the officer in charge of the police station, Ranjan Kumar Mallick, and the jailor, Rabinarayan Sethi. According to the District Collector, Binod Bihari Mohanty, the Maoists also looted arms from the police station, including 25 self-loading rifles, a pistol, a light machine gun and an AK-47 rifle. The Maoists also burnt stamp papers worth nearly Rupees 40 lakh in the treasury. The Maoists had approached the town from two directions and retreated after the attack via Saralapadar into the deep jungles. Chief Minister Naveen Patnaik told the Legislative Assembly on March 24 that the Maoists were believed to have come from the Vizianagaram district of neighbouring Andhra Pradesh. They reportedly conversed in Telugu, Hindi and Soura (a tribal dialect). Media reports added that in a related incident, one civilian was killed and nine others were injured in a landmine blast at Kankadaguda, 10 kilometers from R. Udaygiri, while clearing the trees from the roads. The landmine was reportedly planted by the Maoists while retreating.

"To suppress our party and the people's movement, the state government is implementing the Chhattisgarh Vishesh Jansurakshya Abhiniyam-2005 and to protest against that the Dandakaranya Special Zonal Committee (DKSZC) and the Chhattisgarh state committee jointly call for a bandh on March 29," a joint statement of both the committees of the CPI-Maoist said on March 28. "However, in people's and student's interest, hospitals and schools have been put out of the ambit of the bandh," DKSZC spokesman Gudsa Usendi and Secretary of the 'North Bastar Divisional Committee (Kanker)' Sujata Nareti said in the joint statement. Following the Co-ordination Centre meeting attended by the police chiefs and Chief Secretaries of 13 Maoist-affected States and a number of Central Ministries in New Delhi on March 31, the Union Home Secretary V. K. Duggal admitted that Maoist violence was on the rise this year in Chhattisgarh but claimed that the situation in 12 other affected States was by and large under control. Compared to 475 violent incidents in the first quarter of 2005, there were only 391 in year 2006, though the number of casualties went up from 114 to 157. The number of security force (SF) personnel killed till March 30, 2006 is 47 as against 45 during the same period during year 2005. "There have been more civilian casualties, the intensity was also higher," Duggal said. In Chhattisgarh, which bore the brunt of Maoist attacks in the first quarter of this year, 162 incidents were reported compared to 97 in the same period during 2005. "In this year's incidents, there were 105 casualties, including 27 of security personnel”, he disclosed. During the same period in 2005, three civilians and six SF personnel were killed. The Home Secretary also informed that local resistance groups would be trained in self-defence and given police protection. He added that there was a consensus at the meeting that such groups were useful although, it should be ensured that local resistance was encouraged in areas effectively dominated by SFs so that the people there did not become vulnerable to attacks. A four-pronged strategy was also discussed to strengthen the Railway Protection Force, the Government Railway Police, the State police and intelligence agencies. Further, all States were asked to fill up vacancies in their police force. The Home Secretary informed that Bihar was making efforts to fill 17,000 vacancies, while Jharkhand recently recruited 11,000 constables and still 1,000 vacancies remained. The number of vacancies in Andhra Pradesh was about 6,000. Further, the meeting also decided to extend the scheme of Security Related Expenditure for Maoist areas by another five years, for which Rupees 250 crore has been earmarked.
