Reuters reports that the Maoists have called for a week-long strike to counter official celebrations to mark the anniversary of the founding of the State that began on November 1. Maoists have put up banners and posters to demand a boycott of the celebrations and have threatened to ‘try’ anyone attending Government celebrations in their jan adalat (Kangaroo court). They also have dug up many roads or blocked them with trees in the interior Bastar region forcing vehicles to stay off the roads. A senior official added that landmines have been planted near police and paramilitary positions.

The Nalgonda district Police have arrested four collaborators of the Communist Party of India-Maoist (CPI-Maoist), who had set ablaze a poclain at Lingamvaarigudem in Samsthan Narayanapur mandal on October 29. Superintendent of Police M.M. Bhagwat told The Hindu on November 3 that Uppalapalli Yadaiah alias Ramaswamy, who led the operation, was still at large. He further said "Only five to six Maoists are operating in the district now. I suggest them to surrender before the police and lead a normal life.”

During separate raids, a cache of arms and ammunition, including two carbines, a rifle and one 9 mm pistol, were recovered from the nearby Yadpur village. According to New Indian Express, the Communist Party of India-Maoist (CPI-Maoist) wants to infiltrate its cadre into the Army, para-military forces and top-level administration network of the police force to gather information and mobilise support for the movement. A party document, which is under circulation among the party’s state and district units in Andhra Pradesh, states, “Till our strength increases and matches that of the enemy, we should not indulge in all-out war. However, we should irritate the enemy by hitting at its outposts, communication network, operational and central base.” The document which says that mobile warfare strategy should be adopted in the future has also stated that the outfit intends to create disunity among the para-military and police forces by attracting a section of it towards the Maoist ideology.

An encounter between Central Reserve Police Force (CRPF) personnel and cadres of the Communist Party of India-Maoist (CPI-Maoist) was reported from the Biligura forest area under Motu police station in the Malkangiri district on November 7, reports Dharitri. According to official sources, a group of 200 Maoists opened fire on a CRPF platoon returning from a combing operation in the Mutulugura area. Maoists fled after the CRPF retaliated. No fatalities were reported in the incident.

On November 10, a Special Armed Reserve constable, Vishnu Mishra, was killed in a landmine blast triggered by the Communist Party of India-Maoist (CPI-Maoist) cadres near Darbaguda in the Dantewada district. Another constable, Abdul Shaheed, was severely injured. The Hindu reports that the landmine was detonated targeting a police party on a routine road-checking duty. The Maoists reportedly decamped with a rocket launcher and a .303 rifle from the police party.

On November 10, nine cadres of the Communist Party of India-Maoist (CPI-Maoist) including the State Committee member and Rayalaseema divisional committee secretary Obulesu were killed in an encounter in the Gopavaram reserve forests of Kadapa district, reports The Hindu. The other killed Maoists include Obulesu’s wife, Prasanthi, who was Guntur district secretary and Mallkarjuna, Anantapur district secretary. The remaining Maoists were yet to be identified. Police sources said that encounter took place as special police parties accosted a group of 31 Maoists holding a meeting at Eddu Mora hillocks in Gopavaram mandal. The Maoists opened fire when the police appealed to them to surrender. While nine were killed on the spot, the others managed to escape. Police recovered an AK-47 rifle, four .303 rifles, three SLRs, a SBBL gun, another SBBM gun, two carbines and an 8 mm pistol from the encounter site. Director General of Police Swaranjit Sen said, "The Maoists' presence has been neutralised in the area after this encounter."

In the Balrampur police district of Sarguja, police personnel killed two Maoists (reportedly hailing from Jharkhand), Sanjay Singh and Lal Bihari, in the Joba forest near Manikpur village. A ‘zonal commander’ of the outfit, Ram Singh Cherwa (also from Jharkhand), reportedly escaped with bullet injuries. Balrampur Superintendent of Police, S.R.P. The target of the attack was the Prime Minister's Gram Sadak Yojana road project, which the Maoists believe will give security forces better access to insurgents’ hideouts, police sources said. A senior police official said, “The guerrillas use a forest corridor to travel to and from Jharkhand. If good roads are built, security forces can step up vigil.” The incident is the latest in a series of attacks in the region in the run-up to a state-wide shutdown called by the Maoists on December 14.
