According to official sources, one of the Naxalite leaders was growing a teak plantation in 400 acres in the area for the past 20 years and was donating the income derived from these plants to the PWG.

Left-wing extremists, Naxalite organisations of four South Asian countries--India, Nepal, Bangladesh and Sri Lanka have joined their hands to form an umbrella organization named Coordination Committee of Maoist Parties and Organization of South Asia (CCOMPOSA). This was claimed by a joint statement released by these nine organisations on July 1. The statement said that the CCOMPOSA has been formed to "unify and coordinate the activities of the Maoist parties and organisations in South Asia." The CCOMPOSA comprises the People's War Group (PWG), the Maoist Communist Centre (MCC), the Revolutionary Communist Centre of India (MLM), the Revolutionary Communist Centre of India (Maoist) from India, the Purba Bangla Sarbahara Party, the Purba Bangla Sarbahara Party (Maoist Punargathan Kendra) and the Bangladesh Samyabadi Party (ML) from Bangladesh, the Communist Party of Nepal (Maoist) and the Communist Party of Ceylone (Maoist) from Sri Lanka.

The Committee of Concerned Citizens, which is involved in a dialogue with the Chief Minister N Chandrababu Naidu and left-wing extremist outfit the People's War Group (PWG) on the need to end hostilities between the government and the Naxalite groups held consultation with mainstream political parties on July 3. Addressing a press conference, convenor of the Committee said the leaders of all the parties welcomed its initiative and renewed his appeal to the State government and the Naxalite groups to cease armed activities for a specific period of one year to create conducive atmosphere for a dialogue.

According to media reports, left-wing extremist, Naxalite outfit the People's War Group (PWG) is planning to intensify operations in Andhra Pradesh. The PWG is believed to have organized a major training programme for its 15,00 strong People's Guerrilla Army (PGA) to gear up its cadres for renewed offensive in the State. Moreover, the PWG is also believed to be on weapons acquiring spree. According to police sources, the PWG has managed to collect about Rs. 10 crore to finance its military expenditure. On their part, the police have made arrangements to face new challenge. Police stations in north Telangana have put up three layers of electric fences, besides laying land mines in the backyards. For added protection, bulletproof watchtowers, latest weapons, eaves-dropping equipment, night vision instruments, bullet-proof jackets and even a pilot-less aircraft have been acquired to track the movements of Naxalites.

In an interview to a national daily on July 6, a top PWG leader said, "We will not allow TDP/BJP functionaries to enter our strongholds." He added that both the State and Union governments were implementing a 'fascist agenda' to curb democratic forces in Andhra Pradesh and making a deliberate attempt to eliminate his party’s leadership by entertaining covert operations. The PWG leader also hinted at possible physical assaults on TDP and BJP leaders functioning, mostly in the Telangana region.

Responding to a call by the Committee of Concerned Citizens (CCC) for cessation of hostilities between the government and Naxalites, the PWG has reportedly put five conditions before commencement of talks. These conditions are: Lifting of the ban on the group and recognising it as a political party; taking action against policemen involved in 'fake encounters' and conducting a public enquiry; lifting ban on all organisations fighting for 'democratic rights of the people'; registering cases and arresting all 'renegade' Naxalites and 'human rights activists'; and taking action against those policemen who are 'planting moles' in the group in a bid to eliminate its leaders. A senior PWG leader during an interview with a national daily made these demands at a hideout in Karimnagar district, on July 6.

Left-wing extremists, Naxalites of the People's War Group (PWG) have reportedly sent a letter to Tribal Development Minister Madhukar Pchad serving an ultimatum to the State government. It said, at all government schools, teachers who are not from Gadchiroli district should be replaced with local educated youths by July 20, 2001. The Minister, while talking to newsmen in Mumbai said, "The PWG has threatened that if the state fails to agree to its demand, it will trigger large scale arson in the district. Food godowns at the ashram schools will be destroyed and all ashram schools in the district will be declared closed." Following the threat, the Minister held a meeting with officials of the rural development, school education and home departments in Mumbai. Reports say that the rural education department has in-principle agreed to take a hard look at the appointments made in those schools.

The Maharashtra government has decided to call back all non-Gadchiroli district faculty with immediate effect. The decision was taken in response to the threat issued by left-wing extremist, Naxalite outfit the People's War Group (PWG) to replace all teachers in ashram and zila parishad schools who are not from Gadchiroli district with local educated youths by July 20. Speaking to newsmen in Mumbai on July 13, the Tribal Development Minister, Madhukar Pichad said, "Around 50-80 ashram school teachers do not belong to Gadchiroli. They have been employed over the years but we have decided to reposition them elsewhere in view of the PWG's threat". The PWG had warned of 'bloodshed' and abduction of students if the State government did not comply with its demand. The PWG had also demanded that unemployed youths in Gadchiroli should be absorbed in government service under the special district component plan.

He said the Kamtapuri Liberation Organisation (KLO) was receiving arms training from the United Liberation Front of Asom (ULFA), and if they joined with the Maoists in Nepal, it could become a deadly situation. He went on to say that the porous borders with Nepal and Bangladesh were being used by Pakistan’s Inter Services Intelligence (ISI), which has been trying to destabilise the peaceful environment through activities such as supporting separatist and anti-national forces, circulating fake currency and resorting to subversive activities. Other problem areas included, the CM said, the activities of the Naxalite groups –– the People's War Group (PWG) and the Maoist Communist Centre(MCC) –– in Midnapore, Bankura and Purulia.

According to official sources, the Bihar government is considering a proposal to reward left-wing extremists, Naxalites of the Maoist Communist Centre (MCC), the People's War Group (PWG) and activists of private army of landlords, the Ranvir Sena, if they surrender. A senior official said, "The scheme is aimed at getting the extremists to surrender and eschew violence." The police are also said to have prepared a list of 48 hardcore members of the MCC, PWG and Ranvir Sena. Sources said, the Naxalites and activists of the Ranvir Sena who surrender would be given between Rs.50,000 and Rs.500,000, depending on their standing in their organisations. The proposal also includes rewards for those who provide information about the hideouts of the 48 activists.

On July 30, Andhra Pradesh police clarified in an official release that the Eturunagaram police station in Warangal district suffered only minor damage in the attack by left-wing extremists, Naxalites of the People’s War Group (PWG) on July 29. The police said only a row of the Central Reserve Police Force (CRPF) barracks adjacent to the police station was razed in the incident. Initial reports held that the police station was damaged extensively. The release said, the Naxalites planed to blow up the entire police station, kill its personnel and decamp with arms and ammunition, but alert police personnel foiled their attempt. It was probably for the first time that the PWG used a remote controlled Improvised Explosive Device (IED) to storm a police station in the State. Meanwhile, the toll in the July 29-attack on the police station rose to five with two more persons, civilians, succumbing to injuries.

However, when asked whether the government was willing to accept some of the conditions of the PWG for such talks, he said the issue would be discussed by the State Cabinet soon.
