There has been a sharp drop in the number of stone-throwing incidents in the Kashmir Valley this year (2017), Director-General (DG), Central Reserve Police Force (CRPF), Rajiv Rai Bhatnagar said on July 1, reports The Hindu. “Last year [2016], around 1,600 incidents were reported when CRPF personnel were attacked with stones. This year [2017], the number has fallen to fewer than half, around 700 incidents maybe. There are days when there is no such incident,” Bhatnagar said. The 1,600 incidents were reported in five months after Wani’s killing, while the 700 incidents were recorded from January to June in 2017. Around 30,000 personnel of the CRPF are deployed in the Valley to assist the local police in maintaining law and order and conducting anti-militancy operations. Attacks on Security Forces (SFs) by stone-throwing youth escalated in the Valley after July 8, 2016 when Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani was killed in an encounter. Bhatnagar said that though there was resistance from people during anti-militancy operations in the form of heavy stone-throwing at security forces, this had not disrupted any operation. “No anti-militancy operation was aborted due to stone pelting. While we have showed lot of restraint, we did not let them run riot. We have revised our standard operating procedures and are increasingly using non-lethal options like tear gas shells and plastic bullets,” he said. “The number of militants being killed has gone up sharply and this has led to desperate attacks on security forces. We would bullet-proof all the vehicles that are used for patrolling duties,” he said. “Recently, six of our jawans were saved as their armoured vehicle protected them when they came under heavy fire from terrorists. A sub-inspector sitting at the front was killed we are getting the vehicles 100% bullet-proofed now,” the DG said. The CRPF is also providing pre-induction training to jawans at their training centre in Lethpura in Pulwama on how to handle the crowd through non-lethal means, Bhatnagar said.

India on July 3, said the interview telecast by a Pakistani TV channel of Hizbul Mujahedeen (HM) ‘chief’ Syed Salahuddin on July 1, is further proof of Pakistan's role in cross-border terrorism, reports The Statesman. "The brazen admission by Syed Salahuddin of perpetrating terrorist attacks on India and having the capacity to carry out such attacks at any place and time in India is a further proof of Pakistan's continuing policy of cross-border terrorism," External Affairs Ministry spokesperson Gopal Baglay said. "His (Salahuddin) confession of assistance in such activities from Pakistan also affirms the complicity of Pakistan's state structure in using terrorist proxies as a matter of policy against the neighbours," Baglay said. He added, "The interview only highlights the unabashed manner in which terrorist organisations and leaders enjoy freedom of operations in Pakistan, including access to terror financing and procurement and supply of weapons for terrorism." In an interview to Geo TV, Salahuddin admitted to carrying out terrorist attacks in India and claimed that he could target the country "at any time". "Till now our focus was on Indian occupation forces. All the operations that we have done or are underway, we focus only on the installations of these occupational forces," Salahuddin said. Baglay said that it was "a matter of deep regret that senior Pakistan functionaries continue to justify and defend the activities of such internationally-designated terrorist entities and leaders who are responsible for killing thousands of innocent civilians over the past three decades". "Pakistan must give up its policy of cross-border terrorism, fulfil its obligations under international resolutions and stop all activities of terrorists from the territory under Pakistan's control," he added.

"Malik was arrested today (July 3) when police raided the JKLF's office at Abi Guzar. He has been shifted to Central Jail, Srinagar, on a judicial remand," a spokesman of the separatist group said. The Police did not give any reason for the arrest but it is believed to be a preventive action since Hizb-ul-Mujahideen (HM) ‘chief’ Syed Salahuddin has given a call for agitation to observe first anniversary of its slain militant Burhan Wani on July 8.

Separately, a senior Police officer said that footprints of militants have been sharply increasing in the Kashmir Valley with as many as 50 young men taking to arms in the past six months, reports India Today on July 5. Most of these new recruits came from Pulwama, Shopian and Kulgam Districts in South Kashmir, which had become the hub of tech-savvy, young militants. "A total of 50 Kashmiri youths joined militancy in the valley in 2017," the Police officer said. Rising footprints of militants have raised concern among the security agencies, which believe the trend reflects the worsening situation in Kashmir. The officer said that 88 Kashmiri youths joined militancy in 2016, the highest in the past six years. Since 2014, there has been a constant rise in the number of people joining militancy. As many as 66 youths joined militancy in Kashmir in 2015 and 53 in 2014, data compiled by security agencies revealed. In 2010, 54 youths joined militancy and in 2011, the number came down to 23. It further dipped to 21 in 2012 and 16 in 2013, it said. The Pulwama-Shopian-Kulgam region has become a hotbed of home-grown terrorists, the officer said. Officers dealing with security aspects said Pulwama, which has of-late emerged as the terror epicentre, is strategically important as it is the central point to connect Srinagar, Anantnag, Kulgam, Shopian and Budgam Districts of Central Kashmir. The new-age militants has speedily increased their footprints in Pulwama, Kulgam and Shopian Districts mainly because of the unprecedented support offered by the local population, the officer said. "The areas have seen the highest number of encounters and attacks," the officer added. Topography of Pulwama, with its vast orchards and fields ringed by dense forests, also provide a perfect shelter and operating cover to the militants. Pulwama was home to Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani, who was killed in an encounter with Security Forces (SFs) in July 2016. It is also the base of Abu Dujana, ‘commander’ of Lashkar-e-Toiba (LeT) militants in the Kashmir Valley, Abu Musa and dozens of other known militants. SFs have also foiled attempts by dozen others to cross over to the Pakistan-occupied Kashmir (PoK) for arms training, the officer said. In 2017, as many as 54 men were stopped from joining the ranks of militants, the officer said.

As many as 92 terrorists were killed till July 2, 2017 in Jammu and Kashmir (J&K), against 79 in the corresponding period of 2016, reports The Times of India on July 6. In fact, the numbers of terrorists killed in counter-insurgency operations so far this year have surpassed the year-wise figures for 2012 and 2013 when United Progressive Alliance (UPA) was in power at the Centre. While 72 and 67 terrorists were eliminated in J&K in 2012 and 2013 respectively, the numbers picked up during National Democratic Alliance (NDA)'s tenure, touching 110 in 2014, 108 in 2015 and 150 in 2016. "Terrorists killed till July 2 this year are only slightly less than killings through 2014 and 2015," a senior Union Ministry of Home Affairs (UMHA) official said, attributing the successes to seamless coordination between the Army, Central Forces, State Government and Intelligence Agencies. "The forces have been given a free hand to track and intercept the terrorists holed up in the valley, before launching intelligence-based operations with due mapping of the target and how to neutralise terrorists with minimum collateral damage," said a senior UMHA functionary. The official underlined that among the 92 terrorists killed in J&K till July 2, most of the targets were big and prominent terror operatives. Infiltration figures also show a decline. As against 371 infiltration cases recorded in 2016, 124 were recorded till May-end this year. "Many of these 124 terrorists have been neutralised since," said a UMHA official. While terror-related incidents were higher at 168 till July 2 this year as compared to 126 in the corresponding period of 2016, stone-pelting incidents witnessed a dip with 142 incidents till June 2017. In July 2016 alone, there were 820 incidents, though this was largely on account of outbreak of violence after the killing of Hizb-ul-Mujahideen (HM) leader Burhan Wani on July 8, 2016. The central security establishment feels that better statistics of terror-related violence in J&K, are largely to do with the Centre's strategy to actively engage with the terrorists holed up in the valley with full backing of the State Government. However, the momentum of the counter-terror operations needs to be sustained or intensified. India on July 3 protested to the UK over the planned rally. “We took a booking for a peaceful rally highlighting the human rights abuse in Kashmir. However, we are now aware of concerns raised about the promotional leaflet and, having assessed the material, have not given permission for the use of Victoria Square,” a Birmingham City Council spokesperson said. India’s Deputy High Commissioner, Dinesh Patnaik, sent a “note verbale” on July 3 to the Foreign Office including details of Wani’s crimes and propagation of violence in the Kashmir Valley. “A rally on Kashmir is a different matter but to glorify and eulogise a terrorist is unacceptable. The UK itself has suffered at the hands of terrorism in the last few months and lives have been overturned as a result. How can law and order allow such a glorification of terrorists and propagation of violence,” wrote Patnaik. The senior diplomat also questioned if the UK Government would allow the same UK-based protest groups, which have their origins in Pakistan, to organise a rally in favour of Pakistani-origin Khuram Butt and other terrorists involved in the attack on London Bridge last month which claimed eight lives. “If the same people celebrating Wani were to plan a similar glorification of Khuram Butt and the other London Bridge terrorists, would this country’s law and order allow that to go ahead as well,” he questioned, adding that the joint statement issued following British Prime Minister Theresa May’s visit to India in November 2016 had categorically stated joint action against all forms of terrorism. Report added that Groups such as Tehreek-e-Kashmir Europe are believed to be involved in the organisation of the rally as part of a so- called ‘Martyrdom Day’ call for Wani from Pakistan-occupied Kashmir (PoK). The latest communication between the Indian High Commission in London and the Foreign Office reflects an increasingly outspoken stance being taken by the Indian Government over sensitive issues. The Indian High Commissioner to the UK, Y K Sinha, had spoken out last week against what he described as “anti-India activity” on British soil. “The way the UK permits anti-India activity on its soil, in Delhi people are quite perturbed about that. We are also a democratic society but we do not discuss issues that affect our friends and allies,” he had said during the launch of a new book on India-UK ties titled ‘Winning Partnership’. According to this report, these transcripts are undeniable and damning proof of how Pakistan is aiding and abetting terror activities in Pakistan. Terror outfits have lost 90 members to military offensives during the past few months, and hitting back with chemical weapons may be a desperate way for HM to get back at the Indian security establishment. Officials said out of the 100 terrorists killed in major joint operations this year, 33 belonged to Lashkar-e-Toiba (LeT) and 23 to Hizb-ul-Mujahideen (HM). Sources said some of the big names gunned down in the last months included LeT's ‘district commander’ Basir Lashkari (who was listed among A++ category of wanted terrorists in the valley); another top commander of Pakistan-based outfit Abu Haris; outfit's ‘divisional commander’ Abu Musaib; and HM ‘commanders’ Sabzar Ahmad Bhat, Aquib Ahmad Bhat, Abu Hamza and Gulzar Ahmad Lone.According to a senior official who coordinates joint operations with army, CRPF and J&K Police's SOG (Special Operations Group), most of the terrorists have been neutralised in Budgam, Kupwara, Kulgam, Baramulla, Anantnag, Bandipore and Pulwama. He said while 57 terrorists have been killed in joint operations, 43 were killed while infiltrating from Pakistan. "Specific intelligence is being gathered on terrorists hidings in villages and they are being targeted as part of coordinated operations. For example, three terrorists - Javid Ahmed, Sheikh Dawood Ahmed and Aaquib Gul - were neutralised in Budgam on Tuesday (July 11) night after security forces zeroed in on the house where they were holed up," said an official who didn't wish to be named. He also said the situation in Kashmir has attracted “international” attention. “At the heart of the matter is really the issue of cross- border terrorism perpetrated on India including on the people of the state of J&K. So, the matter is that cross-border terrorism in our region emanating from a particular source is threatening peace and stability in not only India but other neighbours,” External Affairs Ministry Spokesperson Gopal Baglay said. As far as the Kashmir issue itself is concerned, the Government’s position has been very consistent and clear, he asserted. “We have been ready to have dialogue with Pakistan among other issues (including) J&K in a bilateral framework. That position of addressing all issues with Pakistan including the Kashmir issue in a bilateral framework has not changed,” Baglay said. Senior Superintendent of Police (SSP) Baramulla, Imtiyaz Hussain said that Baramulla Police, assisted by other SFs, busted the module which has been active in the area to lure young boys to militancy. The SSP said the module was being spearheaded by HM ‘commander’ Parvez Wani alias Mub-ashir, a resident of Gagloora, Handwara in North Kashmir’s Kupwara District. The SSP said the module had plans to send many boys to Pakistan on valid visa to get them trained in militant camps of Pakistan-occupied Kashmir (PoK). “One of the accused Abdul Rashid Bhat had visited Pakistan in the month of May this year and got training for undertaking terrorist activities in Khalid bin Waleed camp of HM located in PoK,” he said. The SSP said Bhat had got the visa from Pakistani High Commission in New Delhi on the recommendation of a separatist organization. “Arms, ammunition and Rs one lakh in Indian currency has been recovered from their possession,” he said. Citing statistics of violence reported from the State, which has been affected by stone pelting since the killing of Hizb-ul-Mujahideen (HM) militant leader Burhan Wani on July 8, 2016, the Union Ministry of Home Affairs (UMHA) said in a written reply in Lok Sabha (Lower house of Indian Parliament) that 583 cases (of violence) have been reported this year (2017) till date against 2897 total registered in 2016. UMHA informed that 12,650 miscreants (referring to the stone pelters) and separatists have been arrested or bound down (charged) under substantive and preventive laws since last year. It added that separatists/trouble mongers have been kept under close surveillance to check their activities. The J&K Police, Army, Central Reserve Police Force (CRPF) and National Investigation Agency (NIA) have taken strong action the stone pelters and terrorists in last one year. This year, 100 terrorists have already been killed in action with Security Forces (SFs) in J&K. The UMHA added that while 2808 incidents of stone pelting were reported from J&K in 2016 in which 85 civilians were killed, 8932 were injured and two security personnel were killed and 8378 personnel were injured, 664 such incidents have been reported this year till July 9. In 664 incidents this year, 21 civilians have been killed, 107 civilians have been injured (till May 31), one security personnel has been killed while 1073 have been injured. The UMHA data shows that infiltration attempts from Line of Control (LoC) has gone up this year as compared to the last year around the same time. In January this year, there were 7 infiltration attempts at LoC as compared to 2 in January 2016, while 10 attempts have been made in June 2017 as compared to 7 last June. Total 42 infiltration attempts have been made by terrorists from Pakistan this year till June end, said UMHA. The Government added that the Army has adopted a robust counter infiltration strategy along the LoC which is an appropriate mix of technology and human resources put together to check infiltration.

Inspector General of NIA, Alok Mittal, described arrests of seven separatist leaders as “one important step’’ and declared that investigations in the case would continue and all those found connected/involved in the case would be examined, raided and appropriate action taken against them at an appropriate time. “We have arrested the separatist leaders based on the evidence gathered during raids at various places few days back and follow up investigations,” Mittal said, adding that six arrests were made from Srinagar and one from New Delhi. All those arrested in Srinagar are being shifted to New Delhi for questioning after Police remand from the court, he added. Those arrested include Altaf Ahmad Shah alias Altaf Fantoosh, Ayaz Akbar Khandey, Raja Mehrajuddin Kalwal, Peer Saifullah, Aftab Hilali Shah alias Shahid-ul-Islam, Nayeem Khan and Farooq Ahmad Dar alias Bitta Karate. A top Police officer said, the cell was keeping a watch on Musa, a Kashmir-born militant, whose name first appeared in an Arabic publication close to the Al-Qaeda in May. “We are monitoring the Musa group’s activity and its connections across the borders,” the officer said. The U.K.-based Guardian newspaper reported that Al-Qaeda “has formally announced the establishment of a new Kashmir-based terror group Ansar Ghazwat-ul-Hind headed by Musa. The Global Islamic Media Front, the online propaganda distribution arm of Al-Qaeda, has also mentioned Musa’s name. Over one dozen protesters were injured in clashes which was triggered after the killing of two Hizb-ul-Mujahideen (HM) militants in an encounter in Pulwama District on July 30, reports Daily Excelsior. Security Forces (SFs) cordoned off Tahab village in Pulwama District after inputs that two militants are hiding in the village. As the SFs laid siege to the village, the militants hiding tried to flee and fired at the SFs, triggering a brief gunfight in which two militants were killed. Soon after the news of the killing of militants spread in the area, the area observed shut down and protests broke out. People tried to reach to the encounter site and pelted stones on SFs who retaliated with aerial firing and tear smoke. Over a dozen youth were injured one among them is critical as a bullet hit him in the chest. He was identified as Asif Ahmad of Lassipora Pulwama. The militants have been identified as Shariq Ahmad of Gulzarpur Awantipore and Showkat Ahmed alias Shabir of Mehand Anantnag, who had joined militant ranks this year only. Large number of people attended the funeral of Shariq Ahmad at his ancestral Takuna village of Pulwama.

Suspected Hizb-ul-Mujahideen (HM) militants robbed and decamped with a cash amount of over INR 5 lakh from Arwani branch of Jammu and Kashmir (J&K) Bank in Bijbehara area of Anantnag District on July 31, reports Daily Excelsior. Around 12:40 pm, a group of four HM militants, who had boarded an Alto Car, stopped outside the Arwani branch of J&K Bank. They said while two militants stayed outside the bank, rest others armed with one AK 47 rifle and one INSAS rifle barged into the J&K Bank branch where they asked officials to handover cash. Interestingly, both the militants had donned a veil, locally called Burqa, and after looting the cash on gun-point, they also ransacked the computers of the bank branch. Police said that militants fled with around INR 5.20 lakh amount. A police spokesman said that during the initial investigation and with the help of CCTV footage, it was found that HM militants are involved in the crime.
