The number of local Kashmiri youths recruited by terror groups in the Valley in the first five months this year (2017) alone has more than doubled as compared to the whole of 2016, intelligence agencies cautioned the Union Ministry of Home Affairs (UMHA) on June 2, reports The Asian Age. This comes a day after Union Home Minister (UHM) Rajnath Singh said that infiltration of militants from Pakistan has dropped following the Army’s surgical strikes against terror launchpads in Pakistan occupied Kashmir (PoK) in September last year.According to a report by intelligence agencies, the security establishment has expressed concern over terror recruitments. While 128 locals joined militancy last year, “the figure could be between 260 and 300 till May this year alone.’’ Another important issue flagged by intelligence agencies and described as “alarming’’ was that the recruitment drive, particularly by Hizb-ul-Mujahideen (HM), was not just limited to south Kashmir but extended to north as well as central Kashmir. One of the main reasons, sources said, for the sharp increase in locals joining the ranks of militant groups in the Valley was the sustained and aggressive campaign, including through social media, carried out by terror modules particularly after the killing of HM ‘commander’ Burhan Wani in July 2016. Intelligence agencies have also alerted that terror outfits were facing a severe shortage of arms and ammunition as security agencies have been successful to a large extent in checking smuggling of weapons from across the border. This, the report adds, could lead to an increase in incidents of militants snatching weapons from security forces in the days ahead and that most local Kashmir youths recruited recently would be used for this purpose. The report said, one of the main reasons for local youths getting lured by HM, as compared to Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), the other two main terror outfits active in Kashmir, is that HM is largely a local group with most of its cadre and sympathisers from the Valley alone.

Two Army jawans were killed and four others injured as militants attacked an Army convoy near Toll Post Lower Munda on Srinagar-Jammu National Highway in Qazigund area of Anantnag District on June 3, reports Daily Excelsior. The firing by militants left six jawans injured out of which two critically wounded soldiers succumbed to their injuries. They have been identified as Manivang and Deepak Methi. The injured have been identified as Subedar Shrinavas Murli, Naib Subedar Shiv Kumar, Vaid Prakash and Sepoy Subash Chand. Sources said that the army and other security agencies had inputs that a Lashkar-e-Toiba (LeT) group based in Kulgam was planning an attack on Security Forces (SFs) convoy on the National Highway. However, Hizb-ul-Mujahideen (HM) has claimed responsibility for the attack on Army convoy that left two jawans martyred. "A Hizb squad carried out the attack. We congratulate it for the successful attack," Hizb operational spokesman Burhan-ud-din was quoted as saying by a Kashmir-based news agency.

For second consecutive day on June 4, the National Investigating Agency (NIA) conducted simultaneous raids in Jammu and Srinagar to unearth the nexus of hawala (illegal money transfer) funding to separatists, Over Ground Workers (OGWs) and others to fuel militancy and unrest in the Valley even as the raiding teams were reported to have recovered foreign currency apart from yesterday’s (June 3) seizure of cash, gold and other items including documents, reports Daily Excelsior. The NIA has frozen bank accounts and lockers of some of the separatists and traders, whose houses and business premises have been searched in the biggest ever crackdown to unearth hawala and terror funding in the Kashmir valley from Pakistan and some other foreign nations during the past two days. Nearly 40 locations have been raided and searched since yesterday by large number of NIA personnel, assisted by the Enforcement Directorate sleuths with the protection of paramilitary and Police personnel.Sources said that Pakistan and its sponsored militant outfits, mainly Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) had not only used New Delhi and Haryana based hawala operators to pump money to the separatists, OGWs and other influential persons to keep the pot boiling in the Valley but they had also used cross-LoC (Line of Control) trade between Jammu and Kashmir and Pakistan occupied Kashmir (PoK) through Poonch-Rawlakote and Uri-Muzaffarabad routes to generate the funding.

Former Hizb-ul-Mujahideen (HM) ‘commander’ Zakir Musa, in his first message as an al-Qaeda operative, released an audio recording on June 5 slamming Indian Muslims for not joining Islamic jihad for 'Ghazwa-e-Hind' (the final and last battle for the conquest of India), reports The Times of India. Two senior Jammu and Kashmir Police officers confirmed it was Musa's voice. Invoking the recent "atrocities" against Muslims in India, Musa reiterated that the war was not just limited to Kashmir. "It's a war between Islam and the infidel," he declared in his first direct address to Indian Muslims in an audio clip shared via Telegram and WhatsApp groups. Against a black al-Qaeda banner, with a world map added along with and two Kalashnikovs rifles emblazoned on two sides, Musa spoke in Kashmiri-accented Urdu. Recalling multiple instances of lynching of Muslims by cow-vigilantes, Musa shamed Indian Muslims for not standing up for the victims.In his rant against Indian Muslims, Musa said, "They are the most shameless Muslims in the world. They should be ashamed of calling themselves Muslims. Our sisters are getting abused and dishonoured and Indian Muslims keep screaming that 'Islam is peace'." "They (Indian Muslims) are the most 'beghairat qaum' (shameless community) who cannot speak up against oppression and injustice. Is this what our Prophet and his 'salafs' (followers) have taught us? They gave their blood during the wars and martyrdom for the honour of our sisters," Musa said. Referring to the historic Islamic 'Jung-e-Badr', he said, "They were 313 and ruled the world. We are crores now but only as slaves." Warning Indian Muslims, Musa said, "You still have a chance to stand up and join us. Come forward or it will be too late for you." A civilian, identified as Adil Farooq was killed during clashes in Shopian District after Security Forces (SFs) trapped two militants of Hizb-ul-Mujahideen (HM) on June 6 evening, reports Daily Excelsior. SFs cordoned off Ganowpora village in Shopian District in the evening after reports of two militants of HM – Naveed and Zahid – were hiding in a house. As the SFs cordoned the village, SFs fired few probing shots. The residents of the area immediately came out and pelted stones on the SFs, who were conducting the operation. Adil Farooq was hit by a bullet and was removed to hospital for treatment. He, however, succumbed to injuries. The clashes amid cordon are going on and it is not yet clear whether militants have fled or are still hiding in the village.

Investigations revealed that he was Danish Ahmed, a resident of Handwara in the Kupwara District studying at the Doon P G College of Agriculture Science and Technology, Dehradun. “A few days back, video clips of an unidentified terrorist wearing a battle pouch with a grenade were in circulation on social media. “These video clips were clicked in Tral area by local media persons during the funeral of selfstyle terrorist commander Sabzar Bhat,” a Police spokesperson said.Danish was also found to have been involved in stone pelting incidents in Handwara during the 2016 turmoil. “He was picked up by the police but was let off after counselling in view of his career,” the spokesperson said. After Danish’s involvement in militancy was established, Security Forces (SFs) got in touch with his parents and impressed upon them the need to counsel their son to surrender. “His parents were convinced that if he surrenders, he would be dealt with fairly under law. Efforts made by security forces yielded results and Danish surrendered before police and 21 Rashtriya Rifles of army in Handwara,” he said. During questioning, Danish revealed that he had been in touch with militants in south Kashmir on social media and was persuaded to join them. “He was tasked by HizbulMujahideen commanders to activate some local youth in north Kashmir and make the region as militancy infested as the southern part of Kashmir. “However, after spending few days with the terrorists in south Kashmir, he realized the futility of joining militant ranks,” the spokesperson said. A case under relevant sections of law has been registered against Danish, he said. The case is being considered under the J&K Surrendered Militants Rehabilitation Policy.

The Central Reserve Police Force (CRPF), in the meantime, has sounded alert and asked its troops across Kashmir to remain alert and launch offensive against the militants.At least 10 CRPF personnel were injured as militants hurled a grenade on their camp at Lariyar village of Tral in Pulwama District on June 13. Militants lobbed the grenade on 180 Battalion CRPF camp at Lariyar resulting in injuries to 10 CRPF men. The injured have been identified as Charanlal, Ganpat Singh, Santanu Gosh, Kundan Lal Chatry, Ramdulare, Meghnad Das, Itlish Kumar, Motilal Meena, Gnanave A, B Sanjay Sadahsio. SFs have launched a cordon and search operation at Layar after the attack. This is the second grenade attack in Tral on CRPF within 24 hours. On specific information regarding movement of militants, a joint Naka of Handwara Police and Rashtriya Rifles (RR) was laid at Chogal, Handwara in Kupwara District during which two persons identified as Mehrajudin and Obaid Shafi Malla both residents of Awantipora were caught while moving in suspicious circumstances. On their checking a huge cache of arms and ammunition was recovered. During the investigation, they revealed that they had come to Handwara for receiving ammunition and other war like stores for their militant outfit in South Kashmir. Sources said that preliminary investigating revealed that these militants were members of an HM militant module, which would not only recruit youth into militancy by radicalizing them over social media but also coordinate their training and arranged arms/ammunition.On the discloser of these two militants, two more members of the module working as OGWs were arrested from Awantipora in Pulwama District. The FIR (First Information Report) lodged by the NIA in connection with the case also names Saeed, who is the mastermind of the 26/11 Mumbai terror attack, as one of the main accused for financing terror activities in the Valley. The Enforcement Directorate (ED), which also lodged a case on June 23 to investigate the money laundering angle in terror financing, too has named Hafiz. “Initial investigations have confirmed that Hafiz Saeed routed at least Rs 50 crore over a period of almost a year since last July during which time the Valley witnessed unprecedented violence. This is a conservative estimate and the figure could be much higher. Most of the money came through a well organised hawala network through Saudi Arabia, Bangladesh and UAE. The outfit has released an elaborate document titled 'Code of conduct for Mujahideen in the subcontinent' detailing its objectives, targets, and do's and don'ts for members. "All personnel of the military are our targets, whether they be in the war zone or in barracks at their bases. Even the personnel on vacation are not exempted due to their battle against implementation of sharia," the outfit said in the document. This is an exact reproduction of the text, "Officers are a greater priority than soldiers. The greater is the seniority, greater is our priority to kill him. Those officers of the military who have the blood of our Kashmiri brothers on their hands are our targets," the outfit said. The document makes several references to Kashmir, and the opening note even refers to a resident of Uttar Pradesh (UP)'s Sambhal, Maulana Asim Umar, as the 'emir' or chief of the so-called al-Qaeda in the Indian Subcontinent (AQIS).Indian intelligence sources said they were keeping a close tab on the development as it comes soon after former Hizb-ul-Mujahideen (HM) ‘commander’ Zakir Musa floated a new outfit and openly acknowledged support from al Qaeda. The document also mentions that hostages should either be traded for a brother, given up for ransom or be killed, besides elaborating on targets in Pakistan, Arakan (Myanmar) and Bangladesh. The move comes just hours before the first meeting between Indian Prime Minister Narendra Modi and US President Donald Trump at the White House in Washington. As a consequence of this designation, US persons are generally prohibited from engaging in transactions with Salahuddin and all of Salahuddin’s property and interests in property subject to United States jurisdiction are blocked.As a senior leader of HM, the State Department said in September, 2016, Salahuddin, also known as Syed Mohammed Yusuf Shah, vowed to block any peaceful resolution to the Kashmir conflict, threatened to train more Kashmiri suicide bombers, and vowed to turn the Kashmir valley “into a graveyard for Indian forces”. “Under Salahuddin’s tenure as senior HM leader, HM has claimed responsibility for several attacks, including the April 2014 explosives attack in Indian-administered Jammu and Kashmir, which injured 17 people,” the State Department said. In an interview to The Hindu, Hurriyat ‘chairman’ Mirwaiz Umar Farooq expressed apprehensions that the United States’ (US) move has “far alarming ramifications” internally in Kashmir. “Indigenous militant outfits here never linked up with global terror and worked around the Kashmir issue. My fear is that militancy can drift in a different direction as any wrong branding of forces will pave way for those forces who completely reject the international system. Unfortunately, the U.S. decision will be responsible for this.”Condemning the US’ stand on Salahuddin, who also heads the United Jehad Council (UJC) that comprises around 13 militant outfits and is based in Pakistan-occupied Kashmir (PoK), the Mirwaiz said the Hurriyat commitment to dialogue and its position on seeking U.S. intervention “will stay the same.” “However, I fear the new U.S. position may shrink space for those canvassing for dialogue processes in the J&K,” he added. The Government of India on June 29 defended the United States’ (US) use of the term "Indian-administered J&K", saying that it only affirmed India''s position that Hizb-ul-Mujahideen (HM) (HM) ‘chief’ Syed Salahuddin is involved in "cross-border" terrorism, reports The Times of India. "Use of term ''Indian-administered J&K'' affirms our position that Syed Salahuddin been involved in cross-border terrorism against India," said the Ministry of External Affairs (MEA). The MEA added that the US has used the same term before, in "yearly reports on terror including 2010-13". During the 2010-2013 period, the Congress-led UPA (United Progressive Alliance) was in power at the Centre. The MEA implied that the US, by using this term, clearly meant there are two parts to Kashmir, one of which is Pakistan-occupied-Kashmir, or PoK. And by acknowledging PoK, the US underscored that Salahuddin''s actions amounted to terror across the border. "India''s consistent position that the entire state of Jammu and Kashmir is an integral part of India is well known," the MEA added.
