SFs arrested a Hizb-ul-Mujahideen (HM) militant, identified as Hilal Ahmad Bhat from Dahwatoo in Awantipora area in Pulwama District on March 1, reports Hindustan Times. Two Chinese grenades, one camouflage uniform, one knife and some other incriminating material were also recovered from Bhat’s possession, said Police. Bhat had joined the HM ranks recently, the official said adding a case under relevant sections of the Ranbir Penal Code (RPC) have been registered against him.Daily Excelsioradds that the arrested HM militant was in close contact with top HM commanders in South Kashmir. Report said that he had recently joined the militant ranks of HM outfit and was active in the general area of Awantipora and Pulwama. He was in close contact with HM ‘commanders’ Zakir alias Musa and Reyaz Naikoo alias Zubair ul Islam.

At least two militants and one Jammu and Kashmir (J&K) Police constable were killed while an Army major and Central Reserve Police Force (CRPF) personnel were injured during the ongoing encounter between Security Forces (SFs) and militants which started on March 4 evening in Shikargah in Tral in Pulwama District, reports Daily Excelsior on March 5 (today). According to reports, the house where the militants were hiding has been demolished by the SFs. The identity of the militants hasn’t been revealed yet. However, at least two Hizb-ul-Mujahideen (HM) terrorists, including the right hand man of slain Hizbul ‘commander’ Burhan Wani, Sabzar Bhat, were believed to be trapped in the encounter, sources said.As the news about the encounter spread in the area, a law and order problem erupted, with civilians pelting stone at the SFs, adds Daily Excelsior. One assailant hit an Assistant Sub Inspector (ASI) and snatched his AK-47 rifle before disappearing into the crowd. A separate operation is on to recover the weapon. A top officer said, “Security forces were stopped by civilians. Resistance was shown. We had to rush in reinforcement. An ASI of CRPF was injured his weapon snatched by (the) belligerent crowd.”

Jammu and Kashmir (J&K) saw a three-fold increase in cases of rioting and a substantial rise in arson cases in 2016 which also witnessed five-month-long unrest after killing of terrorist Burhan Wani, official data of Crime Branch of State Police showed, reports The Times of India on March 5. According to data, J&K has witnessed as many as 3,404 cases of rioting in 2016 as compared to 1,157 such cases in 2015, an increase of 2,247. Similarly, Police registered as many as 267 cases of arson in 2016 as compared to 147 such cases in 2015, thereby showing an increase of 120 during the period, it said.Officials of the Crime Branch point towards this increase because of the 2016 unrest in Kashmir Valley for five months following killing of Hizb-ul-Mujahideen (HM) ‘militant commander’ Burhan Wani in July 2016. There has also been an increase of 143 cases of attempt to murder from 2015 to 2016. As many as 573 cases of attempt to murder have been registered in 2016 as compared to 430 such cases in 2015. There has also been an increase in murder cases. As many as 140 cases of murder were registered in 2016 as compared to 133 such cases in 2015, it said. The statistics reveal there has been no custodial death in 2016 and 2015.The cases of communal riots have also registered an increase in 2016 as compared to 2015. As many as six such cases were registered in 2016 as compared to four in 2015, it said. The year 2016 also saw an increase in cases under Unlawful Activities [Prevention] Act (UAPA). While 146 cases were registered under the Act in 2016, only 44 were registered in 2015 showing an increase of 102. The figures have further revealed increase in cases under Arms and Explosives Acts in 2016 as compared to 2015. While 180 cases were registered under Arms Act in 2016, as many as 146 such cases were registered in 2015. Similarly, 39 cases were registered under Explosives Act in 2016 as compared to 34 such cases in 2015.Of the total 2,690 incidents of stone pelting, North Kashmir accounts for the highest number of 1,248 incidents followed by 875 incidents in South Kashmir and 567 in Central Kashmir, according to official data of State Home Ministry. Sopore, which is part of Baramulla District, has recorded the highest number of 492 incidents of stone pelting during the unrest, while the total number of such incidents in the entire Baramulla District is 810, the data said. Baramulla is followed by Srinagar and Kupwara Districts with 339 such incidents each reported, it said adding 271 such incidents took place in Anantnag District, followed by 264 in Pulwama, 173 in Shopian, 167 in Kulgam, 163 in Budgam, 109 in Bandipora and only 65 in Ganderbal District.

A day after Hizb-ul-Mujahideen (HM) ‘deputy chief’ Sabzar Ahmad along with some of his associates escaped from an encounter site in Tral area in Pulwama District of South Kashmir, Central Reserve Police Force (CRPF) has admitted that stone pelting is hampering anti-militancy operations in the Valley and many militants have escaped from the encounter sites during the clashes, reports The New Indian Express on March 6. “The stone pelting is hampering our anti-militancy operations,” said Inspector General (IG) CRPF (Operations), Zulfikar Hassan. At least six CRPF personnel, including an officer, were injured on March 4 evening, in Hayena area of Tral in Pulwama District when locals pelted stones on Police, paramilitary and army men, who were laying siege around the village to conduct operation to flush out a group of militants hiding there. An INSAS (Indian Small Arms System) assault rifle of a CRPF officer was snatched by the mob after injuring him. During the clashes between locals and security men, the HM ‘deputy chief’ Sabzar Ahmad along with some of his associates managed to escape from the area, Police sources said.On March 4, Security Forces (SFs) had to call off anti-militancy operation in Shopian District of South Kashmir after militants holed up in a house managed to escape following intense protests and stone pelting from locals.On March 6, SFs faced protests at Pinjoora area in Pulwama District of South Kashmir, where they had gone to conduct search operations after receiving inputs about presence of the militants. Later, the operation was called off after no militant was found. Asked what measures have been taken to prevent protests and stone pelting at encounter sites, IG CRPF said, “The local administration is taking steps to prevent people from staging protests and pelting stones on security men during anti-militancy operations in the Valley.”However, despite these measures intense stone pelting takes place at some places during the encounters, Hassan said. According to him, most of the stone pelting incidents during anti-militancy operations have taken place in South Kashmir.

The Police recovered two pistols, two pistol Magazines, 20 rounds, four grenades, one wireless set and a packet of explosive substance from the militants. A joint team of Army and Special Operations Group (SOG) of J&K Police had laid a naka following specific inputs about the movement of militants. A militant who was travelling in a vehicle opened fire on Army in which Army Major was injured. In the retaliatory fire, the militant was gunned down. One pistol and a grenade were recovered from his possession.

In a 12minute video, circulated widely on social media, Zakir Rashid Bhat, alias Zakir Musa, is seen preaching violence in the name of Islam. The terror outfit also separately directed voters to boycott the upcoming bypolls for two parliamentary seats and panchayat polls in the Valley. "When you pelt stones, don't think you're helping just one Musa or one mujahideen. You must do it to help and protect Islam," Musa said. "We'll hoist Islam's flag in our Kashmir one day," he proclaimed. Wearing an Afghan cap, a beige coat over a brown sweater, Musa appeared to be imitating Wani's strategy of using Islamic State (IS)style videos and social media propaganda to lure youth into militancy. A day after HM posters put up in Pulwama in Kashmir provoked the youth in Kashmir to “fight for Islam, not Kashmir,” posters have been put up by the Lashkar-e-Toiba (LeT) in the neighbouring District of Anantnag asking the people not to vote in the upcoming local polls, reports Times Now on March 18. The posters have warned people to stay away from the election process and not to cast their vote. The J&K Police have taken cognizance of these threats and have launched a probe to check the veracity of these posters. “The terror outfits have trying their best to ensure terror in the valley through the posters but not much heed should be paid into it,” Colonel (retired) VN Thapar said. “The government shouldn't bring its own guard down; rather it should ensure swift action.”

Terrorist violence in Jammu and Kashmir has declined in the aftermath of surgical strikes executed by the Army in September 2016, the Union Government said in Parliament on March 22, reports The Times of India. According to statistics furnished by the Government in reply to a question in the Rajya Sabha (Upper House of Parliament), terrorist incidents fell to 87 between October 1 and December 31, 2016, from 110 between July 1 and September 30, 2016. Union Minister of State for Home Hansraj Gangaram Ahir told the House that 34 Security Forces (SFs) were killed in the three months prior to the surgical strikes, while 19 died in the subsequent quarter. Civilian killings also fell from 7 to 6 in the corresponding period. According to sources, the fall in number of terrorist incidents is largely on account of weakening of violent protests that broke out after HizbulMujahideen (HM) ‘commander’ Burhan Wani was killed in an encounter in July. Law and order disturbances peaked in the Valley state between July and September 2016, but violence witnessed a sharp decline thereafter as the protests died down and normalcy returned to the State.

A Police officer said that Assistant Superintendent of Police (ASP) Pulwama, Chandan Kohli, was on his way from Pulwama to Anantnag in a car along with two Personal Security Officers (PSOs) when a group of militants coming from opposite directions in another car fired at the bullet proof vehicle of the ASP near Padgampora village leading to an exchange of fire in which two militants were killed on the spot while two of the militants fled from the spot leaving behind the car. The slain militants have been identified as Shahbaz Shafi Wani alias Rayees Kachroo, resident of Beloo Rajpora of Pulwama and Farooq Ahmad Hurrah, resident of Nazneenpora of Shopian. “Both of them belonged to Hizb ul Mujahideen. The dead bodies have been handed over to the legal heirs for last rites”, the Police officer said. One AK rifle, one SelfLoading Rifle (SLR), one AK magazine, 2 SLR Magazines, 2 pouches and a grenade was recovered from the spot. The car in which militants were travelling was also seized by the Police. Inspector General of Police, (IGP) Kashmir, SMJ Gillani said, “An AK47 rifle and one SLR were recovered from them. Interestingly, the SLR weapon was snatched from a minority picket in the month of October”.

Security Forces (SFs) busted a Hizb-ul-Mujahideen (HM) militant module in Kulgam District on March 27, and arrested eight of its members who were tasked to carry out attacks on SFs and snatch weapons, reports Daily Excelsior. Superintendent of Police (SP) Kulgam, Shridhar Patil, said that the District Police and Army received a specific intelligence input on March 21 that HM militant has constituted a module of about a dozen Over-Ground Workers (OGWs) to carry out attacks on SFs, Police personnel and snatch weapons. Patil said that the module was formed by district ‘commander’ of the outfit Altaf Dar alias Al-Kachroo and Towseef Sheikh alias Mossad. “We registered a case on the basis of this information and during the investigations, it came to the fore that Zubar Ahmad Badar, a resident of Nai-Basti in Qoimoh area of the district was the main king-pin of this module and he was subsequently arrested along with one of his associates”, he said. The SP said that during further course of questioning, it became evident that leader of this module and other members were having large quantity of arms/ammunition for conduct of subversive activities.

A Hizb-ul-Mujahideen (HM) militant was killed and a Para-commando was injured in a fierce gun battle in Chadoora area of Budgam District on March 28, reports Daily Excelsior. A joint team of the Army, Police and Central Reserve Police Force (CRPF) surrounded a house at Zuin village in central Kashmir's Budgam in which the HM terrorist was hiding. An encounter began at 5.30am once the terrorist began firing. Civilian protesters soon gathered at the spot and began pelting the forces with stones, injuring more than 60 Police and CRPF personnel along with four soldiers, Army spokesman Col Rajesh Kalia said. The Army had to fire at the protesters, killing three of them — all in their twenties — before the eight-hour-long operation ended with the terrorist, as Tauseef Ahmad Wagay of Kanjijulla village of Yaripora in Kulgam District, being gunned down. Sources said that one militant managed to escape during massive stone-pelting.Amid clashes, one civilian identified as Ishfaq Ahmad of Rangreth area of Rawalpora in Srinagar was killed when he was shot by Security Forces (SFs). One of the protesters identified as Zahid Rashid son of Ab Rashid Ganie received bullet injuries and later succumbed to his injuries. Another youth identified as Saqib Ahmad who was admitted at hospital succumbed to his injuries. Twenty civilians have been injured in day-long clashes at Chadoora area. The clashes and protests also erupted at Yaripora Kulgam, Rawalpora, Tral, Pulwama, Rangreth and other areas. A top Hizb-ul-Mujahideen (HM) ‘commander’, identified as Amir Nabi Wagay, surrendered before Security Forces (SFs) in Anantnag District on March 31, reports Daily Excelsior. A Police official said that Amir was suffering from kidney failure and doctors had advised him dialyses. He said that he was involved in the grenade throwing incidents in South Kashmir and various other militant activities. He had joined militancy on August 16, 2014 and was active since then. His surrender was facilitated by the Counter Insurgency Kashmir (CIK), Police said. However, sources said that in the official records he has been shown arrested by the Special Operations Group (SOG) of Jammu and Kashmir Police (JKP) and 1-Rashtriya Rifles (RR) from whose operational area he was hailing from.
