National Investigation Agency (NIA) team investigating the Pathankot terror attack of January 2, 2016 will be visiting Pakistan for further investigation, Doordarshan News reports on April 2. NIA has also sought voice samples of senior functionaries of Jaish-e-Mohammed (JeM) and DNA sample of mother of a slain terrorist. The visiting Joint Investigation Team (JIT) of Pakistan on its part has assured the NIA of full co-operation in the investigations and welcomed the NIA's proposed visit to Pakistan for a further probe in the matter. India has provided ample evidence till date of how top JeM militants were involved in the Pathankot attacks. India told the United Nations (UN) that Jaish-e-Mohammed (JeM) 'chief' Maulana Masood Azhar was one of the handlers of the terrorists who attacked the Pathankot airbase (January 2, 2016) and his outfit received arms training from Taliban, Hindustan Times reports on April 5. In its failed bid to have Masood designated as terrorist by the UN, India has conveyed to the world body that he and his terrorist group JeM have continuously engineered terror attacks against India, the latest instance being the strike on Pathankot airbase.The attack was engineered by terrorists belonging to JeM and credible evidence has emerged that the handlers of the terrorists were senior leaders of JeM, including Masood Azhar, according to the Draft List Entry submitted in the UN. Further, incriminating material has also been recovered from the dead terrorists disclosing their links to the terrorist organisation, it said.Masood had a meeting with Lashkar-e-Taiba (LeT) 'founder' Hafiz Saeed and Hizbul Mujahideen (HM) 'chief' Syed Salahuddin and decided to “avenge” the hanging of Afzal Guru, who was convicted for the 2001 attack on Parliament. “A decision was taken in the meeting for possible cooperation with the Taliban to train terrorists for this purpose. There are credible intelligence reports that elements of JeM have actually received training in tactics, use of weapons and psychological warfare from the Taliban,” the Draft said. At the behest of Pakistan, China had blocked India’s bid to have Azhar designated as terrorist by the UN in the aftermath of the Pathankot strike. Pushing its case for incorporating Masood’s name in the al Qaeda Sanctions List, India has told the UN that Masood is a Pakistan-based international terrorist and a leader of JeM and its chief financier, recruiter and motivator.

Pakistan may not give permission to the National Investigation Agency (NIA) team to visit the country or meet Jaish-e-Mohammed (JeM) 'chief' Maulana Masood Azhar in connection with the January 2, 2016 Pathankot terror attack investigation, a media report said on April 4, reports Zee News. “Don't expect reciprocity in Pathankot attack probe. India (is) doing (a) shoddy probe and maligning Pakistan by dragging in ISI,” an official said. He further added that Pakistan's “JIT team was taken to the crime scene in Pathankot only for 45 minutes”. The NIA, which is probing the case in India, had handed over the DNA samples of four slain terrorists involved in the attack and other evidences to the JIT so it could bring to book the perpetrators.

India has conveyed its disappointment to China after its move to add Jaish-e-Mohammed (JeM) 'chief' Maulana Masood Azhar, to an international blacklist of terrorists faced Chinese opposition at the United Nations (UN), Indian Foreign Secretary S. Jaishankar said on April 6, reports The Hindu. “We have taken up the issue with the Chinese at a fairly high level and we will continue to pursue this with them. We will have to wait and see where this goes,” Mr. Jaishankar said.India accused JeM of masterminding the January attack on the Pathankot air base, and had requested that Azhar be added to the U.N. Security Council blacklist of groups linked to al Qaeda or Islamic State (IS), but China objected it.Mr. Jaishankar, however, added that the issue will remain limited between India and China at the UN and will not “overflow into other areas”. Further, Jaishankar’s statement received quick response from officials at the Chinese Embassy. “We agree with Prime Minister Narendra Modi’s idea that there should be no discrimination when dealing with terrorists. But when it comes to naming who is a terrorist, we need more discussion at the international level,” said Liu Jinsong of the Chinese Embassy. Earlier, Chinese Ambassador Le Yucheng said on April 5, that Beijing had not dismissed India’s move to bring a ban on Azhar. “We felt that the information provided by India to the UN was inadequate, that is why we placed a ‘technical hold’— a temporary measure,” Mr. Le said.

Parrikar told his counterpart, General Chang Wanquan, that India "attaches highest priority to its relations with China" and is "committed to further developing friendly and cooperative relations with China". General Chang said Parrikar's visit was "important for improving strategic mutual trust and improving cooperation between the two armed forces."The visit also comes amid new strains over China blocking India's attempt to list Jaish-e-Mohammed (JeM) 'chief' Masood Azhar over the Pathankot terror attack as a sanctioned terrorist at the UN Security Council. Indian External Affairs Minister Sushma Swaraj on April 18, strongly raised with her Chinese counterpart Wang Yi the issue of China blocking its bid to have Jaish-e-Mohammad (JeM) 'chief' Masood Azhar designated as a terrorist by the UN, reports News18. Swaraj took up the issue with Wang at a bilateral meeting here on the sidelines of the Russia-India-China (RIC) trilateral meeting of their foreign ministers. Official sources said the issue was raised by Swaraj besides deliberations on a range of issues. India's Foreign Secretary S Jaishankar last week had said in New Delhi that India has taken up at a "fairly high level" with China the issue of Beijing blocking its bid to have Azhar designated as terrorist by the UN but the issue will not "overflow" into other areas of bilateral ties. According to sources, NIA Director General Sharad Kumar, during his recent visit to the US, sought from the Federal Bureau of Investigation (FBI) any further details it may have on the role of Jaish-e-Mohammad (JeM) operatives, including its ‘chief’ Maulana Masood Azhar, in planning and executing the strike. India has told China "clearly" that there cannot be any differentiation among terrorists as all are the same, Defence Minister Manohar Parrikar on April 22 said, days after Beijing blocked India's bid to have Pathankot terror attack mastermind and Jaish-e-Mohammed (JeM) 'chief' Maulana Masood Azhar designated as a terrorist by the UN, reports NDTV. Parrikar's comment came a day after he returned home from his five-day visit to China during which he also raised India's concerns about the presence of Chinese troops in Pakistan administered Kashmir (PaK), besides discussing crucial matters like boundary issues and setting up of a military hotline between DGMOs (Director Generals of Military Operations) of the two countries."I have expressed very clearly to them that there cannot be differentiation in terrorists. All terrorists are the same and they should be dealt with the same principle, including the issue they had obstructed at the UN. They should also deal with it in the same manner," he stated. Parrikar said India did not shy away from expressing its concerns to China in a clear and firm manner. "Issue was also raised and India's concerns were presented in a clear manner. May be for the first time, it was raised clearly and firmly. As new religious institutions dot several parts of the Kashmir valley, they have been attracting youths more where, according to the security assessments, the young men are indoctrinated with the type of religion being followed by likes of banned Islamic State of Iraq and Syria (ISIS) and al-Qaeda terror groups. The new trend has left many religious heads, worrying as they believe that the new generation of youth is being weaned away from Sufi tradition that has been followed in the Valley for centuries.A senior security official, who spoke on the condition of anonymity, said while older generation families offer prayers at their traditional mosques, the youth prefer to pray at the new religious places which have been built in the last couple of years. As questions crop up over the funding for new mosques, the Army, Police and Central security agencies believe that large amount of illegal funds are been pumped into the Valley from Gulf countries and they apparently go unchecked. “The funds come in small amounts to avoid detection. Besides we believe that certain business houses having their establishment in these countries; over invoice their products and pass on the surplus funds,” a senior Police official said. This large inflow of hawala funds from Gulf countries and more Kashmiri youths getting sucked into militancy are dangerously stoking terrorism in the Valley in a fresh test for Security Forces (SFs) in their anti-militancy operations. An axis from Tral, Batapora, Panjgaon and Yaripora in South Kashmir is witnessing a dominance of terror group Hizbul Mujahideen (HM), while in the other axis from Palhalan to Sopore this group and few militants of Jaish-e-Mohammed (JeM) are calling the shots, according to officials.

Chinese Foreign Ministry spokesperson, Hua Chunying said: “We encourage all parties related to the listing matter of Masood Azhar to have direct communication and work out a solution through serious consultations.” She added: “China is willing to continue with its communication with all the relevant parties."The spokesperson stressed that China’s advocacy of direct talks between New Delhi and Islamabad was anchored in the rules and procedure of the UN 1267 committee, where the Azhar issue had been raised. She pointed out that the “committee encourages countries that ask for the listing and countries where individuals or entities covered in the listing come from or live in”.Official sources confirmed that China was engaging India and Pakistan on the Masood Azhar issue at the UN headquarters, besides other fora.
