The National Investigation Agency (NIA) has sent Letters Rogatory to Islamabad seeking investigation by a competent agency there into the evidence collected by it on the Pathankot (in Indian State of Punjab) attack, pointing to its origins in Pakistan, reports Times of India. Among the evidence cited in the letters rogatory are Pakistani phone numbers contacted by the terrorists, intercepts of their conversations with Pakistan-based Jaish-e-Mohammad (JeM) handlers like Kashif Jaan who escorted them to the infiltration point, the photographs of the four terrorists whose bodies were recovered, details of their belongings including shoes that belong to Pakistani brand 'Sardar', and their weapons/ammunition along with markings. Only two of the four slain terrorists have been identified so far, as Nasir and Salim.

Security has been tightened across Delhi and in several states amid fears of an impending terror attack, Zee News reports on March 7. Temples, key buildings, shopping malls, popular markets and military installations all are under security radar of the Delhi Police and other security agencies amid an intelligence input that terrorists could carry out a strike in the city and National Capital Region (NCR) region on March 7, on the occasion of Mahashivaratri.As per the Intelligence Bureau (IB) alert, 10 terrorists belonging to the Lashkar-e-Toiba (LeT) or Jaish-e-Mohammed (JeM) terror groups are believed to have sneaked into the Indian territory through the Gujarat border. It is suspected that the terror operatives are planning to target Delhi, especially because the Parliament is in session.The Delhi Police are ensuring that CCTV cameras at all places with high footfall, like popular markets in the city and Metro stations, are functional. Patrolling across the city has been intensified. The terror alert followed discovery of an abandoned boat off the coast of Gujarat.High alert has also been sounded in Gujarat and Jammu and Kashmir, apart from Delhi. Security around major religious sites in Gujarat like Somnath Temple and Akshardham and in metro cities -- Mumbai, Delhi, Chennai, Kolkata and Bengaluru – has also been increased.Vital installations across the metros like railway stations and airports are also being secured. In Kolkata, security was stepped up at the NSC Bose International Airport after an e-mail threat that it would be blown up within 24 hours. The e-mail came in the airport manager's ID early yesterday and it was claimed to have been sent from Germany.

The Indian Coast Guard has enhanced surveillance along the West coast, more specifically in the seas off Gujarat, following inputs that 10 suspected Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM) terrorists could have entered India from Pakistan to launch an attack, IBNLive reports on March 7."We have enhanced our air and sea surveillance following the security threat. Our surveillance is always 24x7, but since the input has come directly from the NSA, we are more cautious," said a senior Coast Guard official. Four National Security Guard (NSG) teams were rushed to Gujarat following the input which mentions about 10 terrorists of LeT and JeM having entered India via Gujarat and that they could carry out a terror strike in Delhi. The Coast Guard has not only pressed more ships into the sea for surveillance, but also increased the sorties of its planes for aerial vigil.

Union Home Minister Rajnath Singh reviewed the internal security situation in the country in the wake of inputs that 10 suspected Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM) terrorists have entered India from Pakistan through Gujarat, The Times of India reports on March 7. At a high-level meeting, attended by top security officials including Home Secretary Rajiv Mehrishi and Director of Intelligence Bureau (IB) Dineshwar Sharma, Singh took stock of the situation and the steps taken to prevent any possible terror attacks.The UHM was briefed that four National Security Guard (NSG) teams have taken position in different locations in Gujarat and would rush to any place if there is any emergency, official sources said. Singh also reviewed the steps taken to increase security in strategic locations, religious sites and industrial spots in Gujarat and metro cities apprehending threats, they said.

According to the statement issued after the meeting, “They also discussed US-India collaboration against Lashkar-e-Taiba, Jaish-e-Mohammed, and other terrorist threats.” The statement further said, "Building on their leaders' commitment to make the US-India partnership a defining relationship for the 21st century, they agreed to deepen their already close collaboration on these issues."

The magazine’s new issue was posted online even as External Affairs Minister Sushma Swaraj announced that Pakistani officials would arrive in India on March 27 as part of their ongoing investigation of the attack. Indian intelligence officials told that the Jaish’s online publication, including a column by its ‘commander’ Maulana Masood Azhar, held by Pakistan, is the latest evidence that the organisation’s on-ground operations are continuing normally.Sources said Jaish’s 16-acre seminary in Bahawalpur (Punjab, Pakistan) has been holding religious discussions on “the virtues of armed jihad” each month, while vehicles carrying armed men have been sighted heading out of the town to their training base in the Cholistan desert. Last week, flags bearing the Jaish’s black logo were hoisted on the bridge connecting Karachi with Hub Chowki, linking the city with the province of Balochistan.In line with al-Qalam’s normal editorial practice, the magazine leads with a column by ‘Saadi’ – a pen-name used for the past several years by the Azhar, who top Pakistani diplomat Sartaj Aziz had said last month was in “protective custody”. Ministry of External Affairs (MEA) urged the Union Ministry of Home Affairs (UMHA) and the National Investigation Agency (NIA) to help build a firm case against Hizbul Mujahideen (HM) 'chief' Syed Salahuddin.India had approached the United Nations Security Council’s (UNSC) sanctions committee in February to act against Maulana Masood Azhar, who heads the Jaish-e-Mohammed (JeM) group that is blamed for an attack on Pathankot airbase (January 2, 2016). Sources say Indian efforts this time are unprecedented, but the task is challenging because the country has never succeeded in getting anyone designated as a terrorist by the UN panel. Last time, China torpedoed its efforts to put Azhar in the sanctions list.Indian officials said efforts to get 11 individuals and entities named could test other countries’ resolve to have concrete counterterrorism measures, which New Delhi hopes wouldn’t fail. “If we succeed in some cases, it will have a global significance,” said an official. “Terrorism emanating from the region is not merely an India-Pakistan issue.” The naming process involves proving how these entities and individuals are associated with UN-proscribed organisations such as al Qaeda, Islamic State (IS) and Taliban. Efforts are on to get “credible and clinching evidence”, sources said. The audio clip purportedly contains the voice of Mufti Abdul Rauf Asghar, brother of JeM ‘chief’ Maulana Masood Azhar, claiming to have send ‘mujahideen’ (holy warriors) to attack the Pathankot airbase and making fun of India’s response. “They listened attentively…did not question the evidence provided by us,” said Sharad Kumar, the Chief of India’s National Investigation Agency (NIA).umar was present when the clip was played for the Pakistani team. The team visited the airbase on March 29 as part of its investigations into the attack. “The audio clip of Rauf is an important part of the evidence gathered by NIA during its probe into the January 2 airbase attack as it shows Jaish owning up responsibility of sending attackers,” Kumar said.The clip was uploaded on a Jaish-linked website ‘rangonoor.com’. Jaish also uses another website ‘alqalamonline.com’ for its jihadi propaganda. Write-ups by one ‘Saadi’ which Indian investigators believe to be a pen name of Masood Azhar, appear regularly on alqalamonline.com. During the probe, the NIA found that both the websites are hosted on a service provider called ‘siteground.com’ in Pakistan and a credit card used to payment. The card is in the name of Nasim Ahmad, who we believe is a frontman of the Jaish ‘chief’ and his brother Rauf, said an investigator on the condition of anonymity. Kumar said the NIA will seek access to Maulana Masood Azhar and his brother Rauf besides their voice samples.“We would also like to visit Bahawalpur, where Jaish is headquartered. We expect Pakistan will agree to our demand,” Kumar added. India has already provided intercepted phone calls purported to have been made by the Pathankot attackers to family members and handlers based in Pakistan.

The National Investigation Agency (NIA) has identified the four fidayeen (suicide attackers) who attacked the Pathankot airbase (January 2, 2016) and two of their Pakistan-based Jaish-e-Mohammad (JeM) operators, reports First Post. The revealed names of the four fidayeen- Nasir Hussain, Hafiz Abu Bakar, Abdul Qayum and Umar Farooq. The report also reveals that these attackers' residence Vehari (Punjab), Gujranwala (Punjab), Sukkur (Sindh) and Sanghar (Sindh) Districts in Pakistan. Pakistani-based operators, identified as Kashif Jan and Shahid Latif, are allegedly responsible for operations in operations Sailkot and lauching cadres in India respectively. The report further added that Kashif has been missing since his name came in the investigations and Latif was deported back to Pakistan after having served 10 years in an Indian jail.The NIA has shared this information with the Pakistani Joint Investigation Team (JIT). The names and addresses of the attacker were discovered after their bodies were recovered from the encounter site and according to Sharad Kumar, Director General NIA, they are waiting for the JIT to give them a confirmation on the names and get back to the NIA.

China has once again blocked India' bid at the United Nations (UN) to ban Jaish-e-Mohammed (JeM) 'chief' Maulana Masood Azhar, the mastermind of the Pathankot terror attack, NDTV reports on April 1. According to highly placed sources in New Delhi, just hours before the deadline earlier today (April 1), China requested the UN Committee, which is considering a ban on the chief of the Pakistan-based terror outfit JeM, to keep on hold the designation. After the Pathankot attack on January 2, India in February, 2016 wrote to the UN calling for immediate action to list Azhar under the al Qaeda Sanctions Committee.The submission was armed with strong evidence of the outfit's terror activities and its role in the Pathankot attack that killed seven Indian military personnel. India also told the UN Sanctions Committee that not listing Azhar would expose it and other countries in South Asia to threats from the terror group and its leader. The India submission was considered by the Counter-Terrorism Executive Directorate (CTED) for technical aspects of the evidence provided. The technical team then with the support of the US, UK and France had sent it to all the members, sources said.All were told that if there are no objections the designation will be announced after the expiry of the deadline, the sources said. "However, hours before the deadline, China requested the Committee to hold up the banning of the JeM chief," the sources added.

Members of Pakistan's joint investigation team (JIT) could not refute the evidence presented by the National Investigation Agency (NIA) to establish that the four terrorists attacked Pathankot base were Pakistani nationals, Indian sources claimed, The Times of India reports on April 1. Sources also said the JIT, which spent another day verifying evidence and talking to eye-witnesses, couldn't deny India's case that the attack originated from Pakistan.The JIT was asked to take action against the suspects, including conspirators Jaish-e-Mohammed (JeM) 'chief' Maulana Masood Azhar, Abdul Rauf, Kashif Jan, Shahid Latif and five others, who planned the attack. The NIA has sought DNA samples of suspects based in Pakistan. All the evidence, officials said, was admissible in Pakistani courts which increases the chance of the NIA getting evidence from their end. "Our probe converges with the Pakistani JIT on some aspects they have shared regarding action taken by them so far. It's for the first time that Pakistani officials couldn't refute the evidence and are more or less agreed that the attackers came from their country," a senior NIA official said. The JIT will now interact with the NIA in a concluding session today (April 1) before leaving for Pakistan.
