India has been working closely with the FBI (Federal Bureau of Investigation) ever since the 26/11 terror attacks in Mumbai, and the FBI is also actively helping NIA (National Investigation Agency) in unravelling the Pathankot terror attack, India Today reports on September 6. But it is the growing influence of Islamic State (IS) which remains a huge challenge. With pan-India arrests of IS terror recruits in the past two years, India has been taking the help of the United States, as most of the servers of the mobile app sites and social networks are based in America. Many terror organisations like Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) continue to spread terror through their websites and Twitter handles. Close to 40 web and mobile based applications have been used by terrorists in the recent past, with high-end encryption. While agencies like Cert-in have been keeping a check, it is largely left to the NIA to crack terror-related cases.

Three soldiers were injured when militants attacked an army convoy in Handwara area in Kupwara District on September 7, reports Daily Excelsior. The army convoy was attacked by militants at Kralgund along Kupwara-Baramulla highway in Handwara area when it was on its way to Srinagar. Three soldiers, two identified as Havaldar Jagtap Singh and Sepoy Shafiq Malik, have been injured. The condition of one of the three soldiers is stated to be critical. Militant outfit Hizb-ul-Mujahideen (HM) meanwhile claimed responsibility for the attack. However, sources said that it is a group army had already inputs that a group of five militants present in the area were planning attack on convoy in the area. They said that these militants are believed to be belonging to unknown Afghan brigade that is linked to Jaish-e-Mohammad (JeM) and is headed by Abdullah Salfi.

Terror outfit Jaish-e-Mohammad (JeM) released a video issuing threat against mainstream politicians and Kashmiri ‘informers’ working for the Security Forces (SFs) in the valley, reports The Times of India. In a seven-minute video, a masked man, standing against a wall banner inscribed with Quranic verses in Arabic and an AK-47 hanging by his side, described Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani - whose killing by the SFs two months ago triggered massive violence in the valley - as 'shaheed-e-millat' (martyr of the community). The masked man threatened that the militants would take the violent "movement" to its logical conclusion. "This is the last warning for pro-India politicians and youth who work for the Police and Army. Don't think we don't know your names. We have your addresses as well," the militant threatened while reading out the names and addresses of the targeted people. He asked the identified people to seek forgiveness from Allah and join the militants' cause. Senior Superintendent of Police (SSP) Baramulla Imtiyaz Hussain Mir told that the video was uploaded on a Facebook page and eventually shared through Whatsapp groups. He said the Jammu and Kashmir Police had specific intelligence about the presence of Pakistani terrorists, including the one who had issued threats in the video. Mir identified the masked man as a Pakistani JeM terrorist.

Some of the equipment carried by the terrorists who attacked Uri Army camp on September 18, morning had Pakistani markings on them, said Ranbir Singh, the Director General of Military Operations (DGMO), reports The Times of India. Giving details of the attack that left 17 soldiers martyred; the DGMO also said that initial reports of probe into the attack suggest that all of them were foreign terrorists and belonged to terror outfit Jaish-e-Mohammed (JeM). The terrorists who carried out the attack were heavily armed, the Army said. The Army has recovered four AK 47 rifles and four Under Barrel Grenade Launcher (UBGL), from the killed terrorists. Assuring a befitting reply to the perpetrators of the terror attack, the DGMO said, "I assure you that the Army is prepared for any evil design by the adversary and will give a befitting response".

The Army on September 19, said, it reserves the right to respond to any cross-border terror attack “at the time and place of our own choosing”, a day after the Uri strike that was blamed on a Pakistan-based terror outfit Jaish-e-Mohammad (JeM), reports The Times of India. The Army also said it has the desired capability to respond to any blatant acts of aggression and violence as deemed appropriate by us. “The Indian Army has displayed considerable restraint while handling the terrorist situation both along the Line of Control and in hinterland. However, we have the desired capability to respond to such blatant acts of aggression and violence as deemed appropriate by us,” Director General of Military Operations (DGMO), Lieutenant General Ranbir Singh said in a statement to the media at the South Block. “We reserve the right to respond to any act of the adversary at the time and place of our own choosing,” he added.

The Jaish-e-Mohammad (JeM) had carried out multiple terror strikes in Jammu and Kashmir but none were as audacious as the Uri attack in Baramulla District on September 18, reports The Times of India on September 20. After the Uri strike, JeM has joined the league of top terror groups like Lashkar-e-Taiba (LeT) and Al Qaeda, especially as the attack followed the one on the Pathankot airbase on January 2, 2016. In contrast, the LeT, considered the biggest active terror group in the subcontinent, has failed to demonstrate its striking capability post Mumbai 26/11 as it has come under various international sanctions. Its groups of militants who infiltrated into India recently were either killed or arrested. JeM has been constantly upping its ante inside the valley after 2012 under the banner of 'Afzal Guru Squad.' Set up in 2000 by Maulana Masood Azhar — released by the National Democratic Alliance (NDA) Government, after the hijacking of Indian Airlines flight to Kandahar 1999 — JeM was once isolated within Pakistan but appears to have got a new lease of life including support from the Inter Services Intelligence (ISI). The group was also responsible for an attack on an Army camp in Tangdar area Kupwara District in November last year.

The National Remote Sensing Centre (NRSC) will help the National Investigation Agency (NIA) to map the attack site using satellite images at Uri in Baramulla District, once NIA takes over the probe into the terrorist attack, to weave the big picture on one of the worst terror attacks on the Army that killed 18 soldiers, reports The Times of Indiaon September 20. The satellite image will help investigators to connect the dots instead of hand-drawn sketches. The Centre has informally conveyed its decision to the NIA on handing over the Uri probe, but NIA is still waiting for the official notification from the Ministry of Home Affairs (MHA). A team of six NIA officials from New Delhi are camping in Srinagar and are expected to visit the spot once the MHA issues the order. NIA sources said that irrespective of what the Army feels about Jaish-e-Mohammad (JeM) being the perpetrator of the attacks, NIA will conduct an independent investigation to confirm the information.

Indian Army and Border Security Force (BSF) on September 24, arrested two men from Pakistan occupied Kashmir (PoK) who had been acting as guides for infiltrating terror groups into India from the Line of Control (LoC) in Uri sector in Baramulla District, reports The Time of India. The two men, Ahasan Khursheed and Faisal Hussain Awaan are working for Jaish-e-Mohammad (JeM), said the Army in a statement. The agencies were in the process of ascertaining if the four fidayeen (suicide squad) involved in the September 18, terror attack at Uri were also provided a safe passage across LoC by the two arrested men. "The duo was recruited two years ago by Jaish-e-Mohammad and were guiding terrorists to infiltrate across the line of control" the statement added. While Khursheed belongs to Khaliana Kalan village, Awan is from Pottha Jahangir village. Both villages are in PoK.

The National Investigation Agency (NIA), on September 27, took into custody the two men from Pakistan-occupied Kashmir (PoK) arrested by Army in connection with its probe into the attack at an Army camp in Uri in Baramulla District even as it established the identity of one of the four slain attackers as belonging to PoK, reports Daily Excelsior. The NIA took over the custody of the two men identified as Ahasan Khursheed alias DC, a resident of Khaliana Kalan and Faisal Hussain Awan, a resident of Pottha Jahangir—both in PoK, and would produce them before a designated court soon, official sources said. The two were arrested by the Border Security Force (BSF) and the Army in a joint operation at ‘Angoor Post’ at Gavalata village in Uri last Saturday (September 24) when they were trying to infiltrate into India. The duo initially claimed that they had inadvertently crossed into India but after sustained interrogation they not only informed the security agencies about the two guides who had helped the terrorists to infiltrate but also helped them in identifying one of the militant involved in the attack, the sources said. One of the killed terrorist was identified by NIA as Hafiz Ahmed of Darbang in Muzaffarabad Tehsil (revenue unit) of PoK. The two had been recruited initially by Pakistan-based terror outfit Jaish-e-Mohammed (JeM) for guiding its militants to infiltrate across the Line of Control (LoC) and later they helped other militant groups as well, the sources said.

US National Security Advisor Susan Rice spoke to her Indian counterpart Ajit Doval to offer condolences to families of the Uri attack victims and express support for India on the issue of terrorism, White House National Security Council spokesman Ned Price said in a read-out on the call. The call was initiated by Washington and took place before the Indian strike beyond the Line of Control (LoC). An internal report of the Union Ministry of Home Affairs (UMHA) suggests that terror training camps in Pakistan occupied Kashmir (PoK) have been moved deeper inside Pakistan territory, The Hindu reports on October 1. The development comes a day after India announced that it had carried out surgical strikes across the Line of Control (LoC) and destroyed seven terrorist launch pads. Central security agencies have informed UMHA that at least 12 terror camps belonging to the Lashkar-e-Taiba (LeT), Hizbul Mujahideen (HM) and Jaish-e-Mohammad (JeM) have been shifted from Muzaffarabad in PoK to various areas like Mansehra (Khyber Pakhtunkhwa), Naushehra and Jhelum (both in Pakistan’s Punjab). These camps house around 500 armed militants.“We have been informed by our sources in Pakistan that many terror camps have been vacated and shifted near crowded towns deep inside Pakistan. This has been primarily done to minimise casualties to their assets,” said a senior official. At the terror camps run with the help of the Pakistan Army and the Inter-Services Intelligence (ISI) militants are trained to launch attacks against India, said the official. “While the launch pads are located just along the LoC, where the terrorists halt briefly or wait for an appropriate time to cross over to India, the terror camps are spread over an area and house many people,” said the official.According to him, it was estimated that around 300 cadres belonged to the LeT in these camps. All the camps that were shifted were located at Pir Chanasi, Aksha Maskar and Tabuk near Muzaffarabad in PoK, said the official. The central security agencies have pieced together this report with the help of satellite images, ground reports and inputs from western intelligence agencies.

The number of slain militants (as per different estimates) varies from a minimum of 30 to as high as 70 – are being buried in areas near to the scene of the operation.
