China has again extended by three months its technical hold on the US, France and UK-backed proposal to list Pakistani terror group Jaish-e-Mohammed (JeM) 'chief' Masood Azhar as a designated terrorist by the United Nations (UN), NDTV reports on August 3. China had in February, 2017 blocked the US move to designate Azhar as a global terrorist at UN. The deadline for China to take action on its technical hold was till August 2. If China would not have extended the technical hold, Masood Azhar would have automatically been designated under the UN as a terrorist. A veto-wielding permanent member of the Security Council, China has repeatedly blocked India's move to put a ban on Masood under the al Qaeda Sanctions Committee of the Council.

Indian Government on August 4, urged countries that share its concerns on international terrorism to cooperate in fighting all forms of terror, reports news18.com. “You are aware of our position. He (Azhar) is the leader of JeM, which has been involved in terror acts against India and fomenting trouble in other countries. All the countries that share our concern will cooperate in the sanction,” Ministry of External Affairs (MEA) spokesperson Gopal Baglay said. Baglay said that Azhar had been involved in carrying out terror activities against India and this was a well-known fact. He was replying to a question on China once again extending by three months its technical hold on the US, France and UK-backed proposal to designate Azhar a global terrorist by the UN.

Union Home Minister (UHM) Rajnath Singh directed the Para-military Forces and Jammu and Kashmir Police (JKP) to step-up operations against the militants and their Over Ground Workers (OGWs) and to ensure that there was no fresh infiltration of the militants from Pakistan, reports Daily Excelsior on August 24. The UHM is understood to have issued these directions at a very high-level security review of Jammu and Kashmir (J&K) situation with top brass of Ministry of Home Affairs (MHA), heads of Para-military Forces, Intelligence Bureau and senior officers from J&K at his North Block office. “The anti-militant operations undertaken by security forces and police, infiltration attempts foiled and successful along the borders and related issues for the last two months of summer were taken up at the meeting in which the top brass of MHA, para-military forces, Intelligence agencies and State police officers briefed the Union Home Minister,’’ sources said, adding Rajnath Singh was satisfied the way Security Forces (SFs) have tackle militancy and eliminated a number of militants including the top commanders especially those belonging to Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM) outfits. “Infiltration by the militants from Pakistan side has been contained to maximum extent this summer and this process must go on to keep it at zero level,’’ UHM Singh said at the meeting.

One Policeman was killed and several others were injured after militants attacked the District Police Lines (DPL) in Pulwama District early on August 26 (today) morning, reports The Times of India. The militants opened fire on DPL Pulwama around 3:45 am today (August 26), resulting in injuries to eight Security Forces (SFs) personnel including Policemen and Central Reserve Police Force (CRPF) jawans. It was later reported that one Policeman has lost his life. A gunbattle ensued as SFs opened retaliatory fire on the militants. The cross firing was still ongoing till the report last came in.Daily Excelsior adds that the attack is being termed as a Fidayeen (suicide) attack. Jaish-e-Mohammed (JeM) has claimed the responsibility of the attack. Heavy gunfight is underway with around 2-3 militants believed to be hiding inside DPL, Pulwama.

Vaid on August 28 said that the ultimate outcome of the "war" being waged by Pakistan is that people of the state were getting killed, reports India Today. Speaking to reporters at the wreath laying ceremony of Assistant Sub-Iinspector (ASI) Abdul Rashid, who was shot and killed by militants in Anantnag District on August 28, he said, "I will only say that one more citizen of Jammu and Kashmir has been martyred". "It is the blood of our people that is being spilled and the ultimate outcome of the war that has been waged from across is that people of J&K are getting martyred which is not a good thing," the DGP said. Vaid said that the movement of militants has been noticed in many places. “We have inputs that they are planning strikes on security forces,” he said. He noted that with “most local militant ‘commanders’ killed, foreign ultras were being pushed through the border to “attack security installations”, but said there was “no high alert” in the Valley. Two days before the August 26 deadly Pulwama attack, in which eight Security Forces (SFs) personnel and three militant killed, the Intelligence Bureau (IB) had shared two specific inputs with the SFs claiming that heavily armed and trained fidayeen (suicide squad) attackers of Maulana Masood Azhar-led Jaish-e-Mohammed (JeM) had infiltrated from Pakistan and their targets were camps of military and other SFs, reports The Times of India on August 30. The information shared by IB was of "high priority" nature and it was felt that JeM was planning something on a major scale like last year's (2016) Pathankot Indian Air Force (IAF) base attack. The first input, shared on August 23 claimed that seven JeM suicide attackers have entered India through the Line of Control (LoC) at Poonch (Poonch District) on the intervening night of August 16-17 and have split into two groups - of four and three members. It added that one group was headed towards Jammu, while another was going to Srinagar.The second IB communiqué, sent to ground forces on August 24, two days before the Pulwama attack, informed that four heavily armed JeM attackers had successfully infiltrated into the Jammu sector via Shakargarh in Narowal (Pakistani Punjab) to Gurdaspur on Indian side, on the intervening night of August 16-17. The border in Poonch sector on LoC is secured by Indian Army while Gurdaspur at International Border (IB) is under the control of Border Security Force (BSF).The report also said that the District Police Lines (DPL) campus in Pulwama, which houses Jammu and Kashmir (J&K) Police families, was already abuzz with huge presence of security personnel on August 25 and August 26 due to some VIP movement. Sources said that the three JeM terrorists entered the camp wearing combat fatigues same as Indian SFs, hence they went unnoticed. Officials in SFs said they were aware of infiltration and all campuses were on high alert in J&K and Punjab but the IB inputs were not specific to Pulwama district lines. What is worrying the Government now is that out of 11 JeM fidayeen, who infiltrated on August 16-17 night, eight are still present in the Valley or Punjab due to which all SFs premises are on high alert. Senior Government officials added that infiltration of so many fidayeens in a day suggests that JeM is planning something big. The IGP denied that the Security Forces (SFs) have lost grip on counter-insurgency operations. “There is no loose grip in our operations. The successes which the security forces got in which top commanders of Lashkar [Lashkar-e-Toiba] or HM [Hizb-ul-Mujahideen] were eliminated, the militants have went into hiding and are trying to look for other ways to survive,” he said. Khan said the militants have gone into hiding and they have reports that they have gone to higher reaches. “They used to freely roam in buildup areas that has now stopped,” he said, adding that the local militants have “now given space to foreign militants whether of Jaish-e-Mohammad [JeM] or any other”. The IGP said that one or two groups of JeM are still operating in South Kashmir and in the fringes of Srinagar District, even after the killing of three in August 26 Pulwama encounter that left eight security personnel dead.

Days after the fidayeen (suicide squad) attack by the Jaish-e-Mohammed (JeM) in Pulwama on August 26, pro-Afzal Guru slogans have been found scrawled at the encounter site, reports The Hindu on August 31. Police view this as JeM’s “bid to announce its comeback in mainland Kashmir”, from where it had been eliminated in 2014. A top Police official confirmed that the three fidayeen militants who had stormed the District Police Line (DPL), Pulwama, on August 26 had used charcoal to write slogans in favour of Guru, who had been executed for his role in the Parliament attack in 2013. Starting with “AGS (Afzal Guru Squad)”, the slogan written inside one of the burnt DPL complexes read, “Afzal Guru ka intikaam” (Revenge of Afzal Guru). Eight security personnel had been killed in this attack. This is the fourth time that the JeM has used the site of an attack to mention Guru’s name, in an attempt to refer to the ‘Al-Shohada Brigade’ or ‘Shaheed Afzal Guru Squad’, formed by the organisation that reportedly carries out ‘suicide missions only’. Earlier, similar pro-Guru graffiti had been found at the encounter sites in Pathankot and Nagrota in 2016. In Afghanistan, after India’s consulate in Mazar-e-Sharif was attacked in 2016, similar graffiti had been found at the site, with a slogan written in blood claiming “revenge for Afzal Guru”. “A majority of Hizbul Mujahideen and Lashkar-e-Toiba militants have gone into hiding in the upper reaches of south Kashmir, and are banking on the JeM cadre. Our investigations reveal that the Jaish cadre has taken a leading role in carrying out strikes the government forces,” said Inspector General of Police (IGP), Kashmir, Muneer Khan. Another senior official of the counter-insurgency cell said that the deadly Pulwama attack is the first by the JeM in mainland Kashmir in the past three years. “The attack was meant to announce its comeback in the Valley, from where it had been wiped out in 2014, either through the killing or arrest of its 16 members,” a top counter-insurgency official said. Director General of Police (DGP), J&K, S. P. Vaid said that ‘small groups’ of JeM militants ‘have infiltrated into Kashmir with the sole objective of carrying out suicide attacks on security establishments’.
