The number of local Kashmiri youths recruited by terror groups in the Valley in the first five months this year (2017) alone has more than doubled as compared to the whole of 2016, intelligence agencies cautioned the Union Ministry of Home Affairs (UMHA) on June 2, reports The Asian Age. This comes a day after Union Home Minister (UHM) Rajnath Singh said that infiltration of militants from Pakistan has dropped following the Army’s surgical strikes against terror launchpads in Pakistan occupied Kashmir (PoK) in September last year.According to a report by intelligence agencies, the security establishment has expressed concern over terror recruitments. While 128 locals joined militancy last year, “the figure could be between 260 and 300 till May this year alone.’’ Another important issue flagged by intelligence agencies and described as “alarming’’ was that the recruitment drive, particularly by Hizb-ul-Mujahideen (HM), was not just limited to south Kashmir but extended to north as well as central Kashmir. One of the main reasons, sources said, for the sharp increase in locals joining the ranks of militant groups in the Valley was the sustained and aggressive campaign, including through social media, carried out by terror modules particularly after the killing of HM ‘commander’ Burhan Wani in July 2016. Intelligence agencies have also alerted that terror outfits were facing a severe shortage of arms and ammunition as security agencies have been successful to a large extent in checking smuggling of weapons from across the border. This, the report adds, could lead to an increase in incidents of militants snatching weapons from security forces in the days ahead and that most local Kashmir youths recruited recently would be used for this purpose. The report said, one of the main reasons for local youths getting lured by HM, as compared to Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), the other two main terror outfits active in Kashmir, is that HM is largely a local group with most of its cadre and sympathisers from the Valley alone.

The National Investigation Agency (NIA) has approached Pakistan to provide details of four fidayeen (suicide) attackers involved in Uri attack of September 18, 2016, The Times of India reports on June 13. The attack at Uri became one of the main reasons for strained Indo-Pak relations in the last one year. According to the sources in the anti-terror probe agency, a judicial request (letter rogatory) has been sent to Pakistan via diplomatic channels in which details of DNA samples, medicines, clothes, shoes, accessories and DNA of one of the four terrorists who was identified as Abu Anas by the agencies. NIA wants to know from Pakistan the identities of other three terrorists, their outfit and who sent them apart from other details. The agency probe points to the role of Lashkar-e-Taiba (LeT) in the terror strike. Earlier, the Army had claimed that Jaish-e-Mohammad (JeM) was behind the plot but later evidence suggested that the four fidayeen belonged to LeT.

Director General of Police (DGP) Dr, S P Vaid on June 14 said that said that Jaish-e-Mohammed (JeM) carried out yesterday’s (June 13) serial attacks in South and North Kashmir. “Hizb-ul-Mujahideen (HM) has large presence and it has been for quite some time and it is not today. These incidents have been carried out by the Jaish-e-Mohammed though Hizb-ul-Mujahideen claimed responsibility”, he added. The DGP, when asked about more attacks taking place in South Kashmir, said that the area has more local militants. “South Kashmir has more local terrorists and that is the reason. North Kashmir is in fact other way round and foreign element is more and that may be the reason”, he said.

Intelligence agencies have received inputs that a group of women fidayeen (suicide attacker) have infiltrated into the country to execute a "spectacular strike", The Times of India reports on June 16. The attack could be in the form of a suicide bombing or a lone-wolf strike, they have warned. These fidayeen belong to Jamat-ud-Dawah (JuD) and erstwhile Jaish-e-Mohammed (JeM) and have been hand-picked and trained by Pakistan's Inter-Services Intelligence (ISI) in camps of Khyber Pakhtunkhwa province. According to the inputs received by agencies, there are at least 7-8 women in this group and half of them are believed to have crossed over in the last one or two months.Talha Sayeed, son of JuD 'chief' Hafiz Sayeed, is the 'commander' of this operation, say sources. Among possible targets are refineries, nuclear reactors, metro trains, artillery stores besides army and paramilitary base camps, religious places and embassies. The threat perception has been verbally conveyed to anti-terror squads of Delhi, Mumbai, Punjab and Bihar and some parts of south India. These operatives could be wearing Western attire and have been trained to honey trap officials to gain entry into important installations, sources say.The women have been given new identities and contacts of ISI's sleeper cell members who would help them with logistics. Intercepted conversations have thrown up names like Razia, Sangeeta and Rubi. They also mention names like Muhammed Bhai, Ismail, Asgar and Junai. These men may either be accompanying them or could meet them in India, it is assumed.

Presenting India's arguments during the debate on the situation in Afghanistan, Akbaruddin stressed on the need of eyeing all terrorists with same lens, "We must not differentiate between good and bad terrorists, or play one group against the other.""The Taliban, Haqqani Network, Al-Qaeda, Daesh, Lashkar-e-Toiba, Jaish-e-Mohammad and others of their ilk are all terror organizations, many of them proscribed by the UN. Two Army personnel were killed and two others injured when the Border Action Team (BAT) of Pakistan comprising Special Forces and highly trained militants carried out an attack on the Army personnel in Karmara area of Chakan-Da-Bagh in Poonch sector in Poonch District on June 22, reports Daily Excelsior. Immediately after the BAT attack, the Indian Army launched massive offensive against Pakistani troops and decimated their four posts from where the BAT members had been launched into the Indian side to carry out the attack, official sources said adding that Indian troops retaliated swiftly killing two members of the BAT team. Indian Prime Minister Narendra Modi and US President Donald Trump stressed that terrorism is a global scourge that must be fought and terrorist safe havens rooted out in every part of the world. They resolved that India and the United States will fight together against this grave challenge to humanity. They committed to strengthen cooperation against terrorist threats from groups including Al-Qaeda, Islamic State (IS), Jaish-e-Mohammad (JeM), Lashkar-e-Tayiba (LeT), D-Company, and their affiliates. India appreciated the United States designation of the Hizb-ul-Mujahideen (HM) leader as a Specially Designated Global Terrorist as evidence of the commitment of the United States to end terror in all its forms. In this spirit, the leaders welcomed a new consultation mechanism on domestic and international terrorist designations listing proposals.The leaders also called on Pakistan to ensure that its territory is not used to launch terrorist attacks on other countries. They further called on Pakistan to expeditiously bring to justice the perpetrators of the 26/11 Mumbai, Pathankot, and other cross-border terrorist attacks perpetrated by Pakistan-based groups. The leaders announced increased cooperation to prevent terrorist travel and to disrupt global recruitment efforts by expanding intelligence-sharing and operational-level counter-terrorism cooperation. They welcomed the commencement of the exchange of information on known and suspected terrorists for travel screening. They further resolved to strengthen information exchange on plans, movements and linkages of terrorist groups and their leaders, as well as on raising and moving of funds by terrorist groups.

Security Forces (SFs) on June 27 conducted search operations at several places in Srinagar to hunt a group of JaisheMohammed (JeM) militants who are in the city for past two weeks and five more militants who are locals and have shifted to city recently, reports Daily Excelsior. SFs for last two weeks are tracking the militants and on June 27 they conducted searches at five places in the city during which two persons were detained. Police and Central Reserve Police Force (CRPF) conducted searches at Firodus Abad and Khadi Mill areas of Batamaloo and detained two persons during the searches. According to sources, a group of five JeM militants headed by their ‘commander’ Mateen Bhai is in Srinagar for two weeks and SFs are on alert to prevent them from carrying out an attack in the city.
