General Officer Commanding (GOC) Victor Force, Major General BS Raju, on November 3, said that after failing to take on Security Forces (SFs), militants in desperation aimed at soft targets like killing of Bhartiya Janata Party (BJP) youth president, reports Daily Excelsior. Speaking to reporters on the sidelines of a function at Budgam, Major General Raju said that SFs will take necessary actions against militants to restore peace in South Kashmir. “Two to three such incidents have taken place in recent past. We are given to believe these are acts of desperation by the terrorists. They are not able to make any concerted action against the security forces. So obviously they are looking at weaker targets and I am given to believe that police is taking necessary action against the perpetrators of these crimes and we as Army and other security agencies will continue to take all necessary actions against the militants so that people of South Kashmir can live in peace”, he said. Major General Raju further said that there are around 115 militants in South Kashmir, majority of them locals and this year they have already neutralized 80. “There are around 115 militants in south Kashmir and out of them, 99 are local and 15-16 are foreign terrorists. And the actions that we have taken since past 6-7 months; we have neutralized nearly 80 terrorists including top leadership. We believe this will continue and as soon as number of terrorists would decrease, the situation will improve”, Major General Raju said. Adding to it, the Major also said that the situation in South Kashmir is much better. “And, I want to say this that apart from these one-two political killings, the situation in South Kashmir is much better. The stone-pelting and random acts initiated by terrorists have also decreased. So, as the winter season sets in, our actions would be more effective and peace shall return”, he said. The GOC said that security forces are in the process of neutralizing the Jaish-e-Mohammad (JeM) militants. “There are indeed members of Jaish in South Kashmir and the process of neutralization of the Jaish cadre began yesterday (at Samboora) and we intend to act particularly against the Jaish”, he said, adding, there are 10-15 JeM militants in South Kashmir. “Definitely there is some strength of JeM and we are given to believe that there could be some 10-15 people in south Kashmir. We look at all them as terrorists and we will be taking action to neutralize them”, he said. Major General Raju also said that recruitment of the militants is a concern but efforts are being made to stop it. “New recruitment of militants is definitely a cause of concern. A lot of stakeholders need to work in a concerted manner to ensure that new recruitment is put in check. I would put the onus on the parents to ensure that they are able to take care of their children and I would put the onus on village elders, to the Moulvis in the villages and towns to ensure that they get right message across to the young people. I would like to put the onus on teachers and principals of schools and colleges where these people study so that they are able to bring sense into them that this is not the route that is going to take them anywhere and of course, the role of the security forces to ensure that they conduct operations in such a manner that would not alienate the population and the youth”, he said. The GOC further said that Zakir Musa group has been given much attention but its strength is not more than 8-10 people. “I think Zakir Musa phenomenon hasn’t caught that much of attraction as it appears to be. We are given to believe that the strength is not more than 8-10 people who are with him”, he said. On the picture of Hizb ‘commander’ Sameer Tiger holding M4 weapon, Major General Raju said, “That is also a weapon and that also fires same bullet which an AK 47 fire. So we believe it won’t make any impact.”

Three Jaish-e-Mohammad (JeM) militants and a soldier were killed while two soldiers were injured during an encounter at Aglar Kandi village of Pulwama District on November 6, reports Daily Excelsior. Two AK-47 rifles and a pistol were recovered from the debris of the house, where the encounter took place. One of them slain militant was identified as Waseem of Drubgam in Pulwama while two others were from Pakistan. A civilian Tariq Ahmad Bhat, son of Ghulam Mohammad Bhat of Aglar Kandi, was also injured when clashes between locals and Security Forces (SFs) erupted in the area amid encounter. Meanwhile, internet services were snapped in Pulwama district in wake of the gunfight.

An unnamed senior Union Ministry of Home Affairs (UMHA) official stated on November 7 that one of the three terrorists killed by Security Forces in Pulwama District is believed to be Tallah Rashid, son of Abdul Rauf, the key conspirator behind the 1999 hijacking of an Air India plane and brother of JeM ‘chief’ Maulana Masood Azhar, reports Daily Excelsior. The other killed militants were identified as Mehmood Bhai, the ‘divisional commander’ of JeM in the South Kashmir; and Wasim Ahmed Ganie. While the first two were in the category of ‘most wanted’ militants carrying cash rewards, the third was a local and had joined militancy in May 2017. A JeM ‘spokesperson’, identifying himself as Hassan Shah, sent a statement to local news agencies claiming that one of the slain militants was Tallah Rashid, the nephew of Maulana Masood Azhar. Inspector General (Kashmir Range) Munir Khan thanked the militant outfit for acknowledging the identity of the killed militant, and said the State police would like to request Pakistan to claim the body of the two foreign militants. “I am thankful that for the first time they have owned a Pakistani militant, that ‘yes, he is nephew of Maulana Masood Azhar’. Now, we will take up the matter through proper channels and we will very firmly request… Please claim the body and take it because they have owned it,” he said

Army Chief Gen Bipin Rawat on November 7 said that they will continue their operations in eliminating militants in Jammu and Kashmir, reports Daily Excelsior. “We can easily understand from where these terrorists get support. It is clear that from beyond the border, they are getting assistance. The operation will continuously take place. If the terrorists attack the people, buildings, police stations or political entity, the Army will try to neutralise them as soon as possible,” the Army chief said, without naming Pakistan on recovery of a United States Army-issue weapon, appearing to be a Colt-manufactured M4 carbine, from site of encounter in which three Jaish-e-Mohammed (JeM) militants were killed on November 6 (SATP had reported earlier). Reacting to the killing of militants the General said, “Our main aim is to end terrorism whether the terrorist is nephew of Masood Azhar or from other religion.”

Major General B S Raju, who heads Victor Force and is responsible for security in South Kashmir and parts of Budgam and Bandipore, said Pakistan’s special forces use M4 carbine rifles and it is likely that they supplied the weapon to the JeM. The weapon is mostly used by the US Army in its wars in Afghanistan and Iraq. “M4 Carbine is a US-made weapon, presently with a lot of armies in NATO and it is also with the Special Forces of the Pakistan Army. So we have reason to believe that this particular weapon was given by the Pakistan army to the JeM cadre. This clearly shows the complicity between the JeM and Pakistan and its nefarious designs in Kashmir,” he said. The Army Commander said it was the first time that a US- made weapon was recovered in Kashmir. He added that there were reports that 10 such rifles were brought by terrorists who infiltrated from across the border recently. While the number of militants has not come down, the level or quality of militancy in Kashmir “definitely has come down”, Raju said. “The quality of people who are joining is definitely being compromised and the relative level of peace that is there in the environment is ensuring that the Government is able to function better… That is an important development,” he said. According to him, the presence of JeM militants in the valley is an indication that Pakistan thinks the “capacity and the propensity” of the Hizb-ul-Mujahideen (HM) to survive has reduced. “My understanding is that there is too much relationship between this and radicalisation… This void is being filled by JeM… So, this fundamentally tells me that the Valley wants peace and to get back to normalcy but is not being permitted by Pakistan,” he said.

Amidst concerns raised from various quarters on radicalization of youth in Jammu and Kashmir, including from Centre Government’s Special Representative Dineshwar Sharma and Army Chief Gen Bipin Rawat among others, the Union Ministry of Home Affairs (UMHA) has decided to set up two Special Divisions named Counter Terrorism and Counter Radicalization (CTCR) and Cyber and Information Security (ICS), Daily Excelsior reports on November 12. “Each of the two divisions will be headed by an officer of the rank of Joint Secretary in the MHA,” official sources said. Sources said: “The CTCR division will exclusively deal with radicalization, the ICS will tackle cyber crimes including instigating the youth to take to terrorism and stone pelting in the Valley”. They added that the new UMHA division is being tasked not only to prevent youths from falling into the trap of various terrorist outfits across the country including the Kashmir valley but also launch online initiatives to counter the propaganda unleashed by various terrorist outfits including Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahideen (HM) to give correct picture of the situation to the youth.

Kashmiri youth, who are either studying in Punjab or involved in some business there, are being encouraged to visit Pakistan on valid visa documents, said a report of the agency that has members from the Punjab Police, Border Security Force (BSF) and the Army. It was underlined that a particular pattern with the Kashmiri youth visiting Pakistan was observed from the data of 2016. The frequent overstaying of visa period by Kashmiri youth was pointed out and it was observed that the database and details of Indians who have either under stayed or over stayed the visa period should be closely monitored and shared with all the concerned agencies.In one such case, a resident of Kulgam in Jammu and Kashmir was found carrying specific instructions from Saifullah Ghazi, a terrorist active in Rawalpindi, the report recorded. The youth was provided money to purchase a mobile phone and install BBM app in order to receive further instructions from his handlers in Pakistan which he was supposed to convey to his commander in Kulgam, the report said. The report expressed concern over the trend for it was done at the behest of JaisheMohammed (JeM) ‘chief’ Masood Azhar. The role of Azhar’s younger brother Talha AlSaif has also come to light. It might be mentioned here that a petition pertaining to drugs and cross border terrorism is pending adjudication in the Punjab and Haryana High Court. The agency has learnt about the involvement of banned Pakistani terrorist outfit JamaatudDawa (JuD), which the report said, has increased its training activities all across Pakistan administered Kashmir (PaK) and Pakistan occupied Kashmir (PoK) particularly after Eid. Over the period of two months, three to four reports of infiltration from Gurdaspur and Amritsar area have been received.The Indian intelligence agencies were informed that JeM student wing, AlMurabitun (AM) organised a second annual congregation for Jihadi indoctrination titled “Islamic and Training Convention” at Balakot (KhyberPakhtunkhwa Province of Pakistan) from July 28 to 30 which was addressed by Talha AlSaif. Besides, JeM inducted a batch of 1213 students at Markaz UsmanoAli, Bahawalpur from July 10 to 21 in which 70 students from Peshawar, Manshera and Balakot in Khyber Pakhtunkhwa participated. Intelligence agencies are scrambling to verify an input that Jaish-e-Mohammed (JeM) ‘chief’ Maulana Masood Azhar is setting up a special squad to target prominent politicians, including senior cabinet ministers and a high-profile chief minister, Times of India reports on November 22. The input was shared with all stakeholders at an intelligence meeting last week, sources said. As per the initial tip-off, JeM and Lashkar-e-Taiba (LeT) have come together for the task and are using a Bangladesh-based cadre for logistics. Some of the men assigned to execute the task are learnt to have already crossed the border, the intelligence input suggested. As per intercepted chatter, reports about a CM moving around with minimal security has made him one of the prime targets. Sources, however, said the input was yet to be fully corroborated. Official source said that on a tip off about the presence of militants, SFs and Special Operation Group (SOG) of Jammu and Kashmir launched a joint search operation in a village in Charar-e-Sharief in the District early this morning. However, when the SFs were moving towards a particular area in the village, militants hiding there resorted to indiscriminate firing with automatic weapons, they said adding SFs also retaliated, ensuing an encounter. A Police spokesman said: “Acting on specific information, Budgam Police along with 10 Gadwal and CRPF [Central Reserve Police Force] launched a cordon and search operation (CASO) in Futli Pora area of Police Post Pakherpora, Charar-e-Sharief in Budgam. During the search operation, terrorists hiding in the area fired upon the joint search party. The fire was retaliated, ensuing an encounter. Three terrorists were killed in the encounter. One of the killed terrorists was identified as Shabir Ahmad Dar resident of Thokerpora Pulwama. The identity of other two foreign terrorists is being ascertained. Three AK rifles, 3 AK magazines, 111 AK rounds and other ammunition was recovered from the encounter site.” The 12-Sector Commander, Brigadier Harbir Singh while giving details of the operation stated: “We got specific information about presence of terrorists in a specific house in Futli Pora. We were tracking this group for last 3-4 days. When we got specific information of their hiding in a house, early in the morning we laid cordon around the village. Around 20 civilians were present in the house where terrorists were hiding. We rescued these civilians from the house and they told us there are 4 terrorists hiding including a local Shabir while three were foreign terrorists and all the four belonged to Jaish-e-Mohammad (JeM)”. A Scorpio parked near the encounter site and which belonged to the house-owner was also gutted in the encounter.During the encounter, locals staged protest and clashed with the SFs, who fired teargas and pellets against the stone-throwing protesters to bring the situation under control. During protests, one boy sustained bullet injuries in arm. Locals set ablaze a vehicle in the area as they suspected it had been hired by Army. Internet services were suspended in Pulwama and Budgam Districts in the wake of the encounter. Police have handed over the body of militant Shabir Ahmad Dar of Thokerpora to his family.
