According to Dawn, the local Taliban killed three people and injured five others in an attack on a cockfight fare at the Shene Ghundae village in the Shabqadar dub-division of Charsadda district of NWFP on December 2. Witnesses said the weekly fare was in progress when a group of militants appeared from nowhere and opened indiscriminate fire on the people. Three persons, Nawar, Bismillah Jan and Mohammad Ali were killed on the spot. Witnesses said that the militants arrived in three pick-up trucks and were armed with sophisticated weapons, including Kalashnikovs. A spokesman for the local Taliban, Abdu Nauman Askari, said that they had earlier warned Akhtiar Khan, the organiser of the cockfighting fare and alleged ringleader of gambling dens in the area, to abandon the ‘anti-Islam’ practices. An official of the concerned Sro Kaley police station told Dawn that the militants had entered the area from the adjacent Mohmand Agency. He added that since the militants came through unfrequented routes, it was difficult for police to trace them.

Official sources informed that the blasts also damaged two other shops and adjacent buildings. A leaflet in Urdu distributed a few days ago asked shop-owners to close their businesses or face consequences. Police suspect the local Taliban to be behind the blast.

Elsewhere in the FATA, the local Taliban burnt hundreds of CDs, tape recorders, CD players and TV sets in Landikotal on December 7, according to The News. The militants led by Hazrat Ali burnt dozens of TV sets, CD players, tape recorders in a ground after the Friday congregation in the presence of hundreds of persons. Talking to the media, Ali claimed that a large number of TV sets, CDs and CD players were handed over to them voluntarily while some of the gadgets were recovered during raids on CD and TV shops in Landikotal Bazaar. He urged the local people to avoid such doing such businesses and co-operate with the Taliban in their efforts against evil. The Taliban leader warned that those found guilty would face serious consequences.

Militants on December 11 publicly executed an alleged outlaw, Dildar, wanted by the Kohat police in connection with two murder cases in Darra Adamkhel. Talking to Dawn, local Taliban chief Tariq claimed that the accused had ‘confessed’ to having killed six people for money and refused to leave the area. He had been captured on December 9. He claimed that the Taliban had received an appeal from a woman that Dildar, a fugitive and resident of College Town, Kohat, was hiding in Darra Adamkhel after killing her son on May 16. A jirga (council) held on December 10 sentenced the accused to death after a brief trial and the sentence was carried out the next day in the presence of hundreds of people.

Militant ‘commander’ Baitullah Mehsud has assured the government that he will support the election process in the Federally Administered Tribal Areas (FATA), former parliamentarian Maulana Mirajud Din said on December 12, according to Daily Times. A delegation led by Miraj called on Baitullah Mehsud at an unknown place, and discussed the law and order issue with him. Later, Miraj said that the meeting decided that the elections would be held peacefully in the area. The Mehsud tribe had earlier announced not to support the elections. Miraj told reporters that local Taliban supported the election process in the area, APP reported.

Taliban militants from tribal areas and some districts of the NWFP on December 14 decided to set up a centralised organisation for a joint war against the US and NATO forces in Afghanistan and appointed Baitullah Mehsud as their Central Amir (chief), a spokesman for the militant commander told Dawn. The militants have named their movement as Tehrik Taliban-i-Pakistan and said the aim of the movement was to enforce Sharia (Islamic law) in their respective areas. The decision was taken at a meeting of 40 Taliban leaders, held in an undisclosed place in South Waziristan. "The sole objective of the Shura meeting was to unite the Taliban against NATO forces in Afghanistan and to wage a ‘defensive jihad’ against Pakistani forces here," Baitullah’s spokesman Maulana Omar said. He claimed that Pakistani forces were bombing seminaries and killing people and the Taliban wanted to avenge the forces’ action. The meeting asked the government to call off the military operation in Swat and North Waziristan and abolish all military checkpoints within 10 days. Otherwise, it warned, a suitable course of action would be chalked out in the next meeting of the militants. Taliban leaders from seven tribal agencies, six Frontier Regions of FATA and the NWFP districts of Swat, Kohistan, Buner, Dir, Malakand, Kulachi, Bannu, Lakki Marwat, Tank and D.I. Khan attended the meeting. They demanded release of Lal Masjid cleric Maulana Abdul Aziz and other Taliban jailed across the country. The meeting also formed a 40-member consultative committee (Shura) to be headed by Baitullah Mehsud. Maulana Umar has been chosen as spokesman for the committee.

Local Taliban militants on December 17 denied that al Qaeda chief Osama bin Laden might be hiding inside or near the tribal areas of the country, according to Dawn. A spokesman for the recently-formed United Taliban Movement of Pakistan (UTMP) in a statement accused President Pervez Musharraf of making false claims to please the ‘Americans’ in order to make money. Musharraf had claimed in an interview to The Washington Post that Laden might be hiding in the area that borders Bajaur tribal agency and Afghanistan’s Kunar province. "No one except Osama knows where he is. Musharraf is making such statements to make more money," Taliban spokesman, Maulana Omar, said. He alleged that such statements were tantamount to inviting US forces to invade the country. He added that the tribal militants would welcome and protect Osama bin Laden if he ever came to their area. He denied that the Afghan Taliban had formed the UTMP, but acknowledged that they shared the same ideals and goals. "Of course, our mission is the same and we believe that Mullah Omar is our caliph but, at the same time, we have our own separate struggle which is limited to Pakistan."

An internet centre and two CD shops were blown up in various areas of Peshawar, capital of the North West Frontier Province (NWFP) on December 20, according to Dawn. According to police, the explosives had been planted inside the shops. An unnamed senior police official said the explosion left police with no other option but to force the owners of internet centres, snooker clubs, CD and video shops to close their businesses, which was not being tolerated by the Taliban.

The government has decided to ban Tehrik-i-Taliban Pakistan (TTP), a militant outfit that was formed on December 14 in the Federally Administered Tribal Areas (FATA), Daily Times reported. Sources said that the decision was made on the recommendation of top officials of the country’s security apparatus. Caretaker Interior Minister Hamid Nawaz Khan stated that no decision to ban TTP had been made as yet but the matter was under the government’s serious consideration. Sources said that intelligence agencies had already been tasked to check out the TTP infrastructure including its main leaders, financiers and supporters in the FATA and elsewhere. The government has banned 18 militant outfits and put two on the watch list since 2001.

At least 31 persons have died and more than 50 wounded so far in the continuing sectarian violence in the Kurram Agency of Federally Administered Tribal Areas (FATA), The Post reported. The clashes have intensified after receiving support from the local Taliban from other tribal areas, news channels and the eyewitnesses said on December 25. Hundreds of the armed Taliban militants set ablaze two religious buildings in Sadda, a city near Parachinar, and also attacked residential complexes with sophisticated weapons causing heavy damage in the area. Sectarian clashes have been reported from Maqbal, Nasti Kot, Kunj Ali Zai and Bash Khel, Khar Klay, Sadda, Sangeena, Shashoo, Mukhai Zai, Tunga, Bilyamin and other areas. According to official sources, the fighting that erupted in some parts of Parachinar is also spreading to other areas. Meanwhile, due to the prolonged curfew and tension in the agency, acute shortage of daily use items and medicine has been created and the people have demanded of the government to airlift necessities of life to the agency, according to The News.

Further in Dara Adamkhel, the local Taliban brought down billboards, posters and banners of all candidates for the NA-47, tribal territory-12 seat, on December 26 and warned of ‘dire consequences’ if these are put up again. The Taliban reportedly took the step on the directive of their ‘high command’, claiming that it was needed to prevent clashes among supporters of the candidates over sites for displaying election material. The NA-47, Dara Adamkhel constituency comprises parts of the Frontier Region Kohat, Peshawar, Bannu, Lakkai, Tank, and Frontier Region areas of Dera Ismail Khan.
