On July 1, President Chandrika Kumaratunga rejected publicly aired allegations by the Liberation Tigers of Tamil Eelam (LTTE) that the Government had authorised Sri Lankan military activities in the Eastern Province in support of the 'Colonel' Karuna faction. At a meeting with Norwegian peace envoy Erik Solheim, she rejected the LTTE charges and expressed confidence that the Sri Lankan Army would continue to abide by the Ceasefire Agreement. She also reiterated the Government's commitment to achieving a lasting peace and maintaining the Ceasefire Agreement, the Presidential Secretariat added.

The shootings, carried out by unidentified gunmen, occurred on the day when the LTTE held its annual commemoration for its ‘Black Tiger’ suicide cadres throughout the northern and eastern provinces.

According to the Press Trust of India, India has made no fresh request for the extradition of Liberation Tigers of Tamil Eelam (LTTE) chief Velupillai Prabhakaran and his intelligence chief Pottu Amman. The Indian High Commission in Colombo said on July 6 "With regard to a press report today... That the new Indian government has made a request to the Sri Lankan government to hand over LTTE leader Prabhakaran and Pottu Amman, the High Commission of India hereby denies that any fresh request has been made by the new government of India in this connection." Both Prabhakaran and Amman are proclaimed offenders and wanted in India in connection with former Prime Minister Rajiv Gandhi's assassination.

An Agence France-Presse report on July 6 said that the Liberation Tigers of Tamil Eelam (LTTE) accused Government forces of preparing for war in the island's eastern province after the killing of a LTTE cadre in Batticaloa district. The outfit in a statement posted on the pro-LTTE Tamilnet website said that the July 5 violence showed the military was undermining the cease-fire in place since February 2002. "The killings clearly indicate that security forces are intent on undermining the memorandum of understanding (setting up the February 2002 truce) and are creating conditions for war," it added.

A suspected woman Liberation Tigers of Tamil Eelam (LTTE) suicide bomber blew herself up at the Kollupitiya Police station next to the Sri Lankan Prime Minister's official residence in Colombo on July 7 morning killing herself and four police personnel and injuring nine persons. The suicide bomber was detected by the Ministerial Security Division at Eelam People's Democratic Party (EPDP) leader and Minister Douglas Devananda's office, Galle Road, on suspicion as she refused a body search, according to Daily News. Ministry sources claimed that the suspected bomber was identified as Thavarasa Jeyarani from Jaffna based on an identity card found among the remains and had allegedly come to seek a job from the Minister. She was apparently on a mission to assassinate Minister Devananda who has publicly encouraged the LTTE rebel leader ‘Colonel' Karuna, to enter mainstream politics. The LTTE has neither claimed nor denied involvement in the attack.

Daily News has reported that Jaffna-based Sathya Leela Selvakumar, woman accomplice of the LTTE suicide bomber, told the police on July 8 that she was employed by Eelam People's Democratic Party (EPDP) Minister Douglas Devananda until April 2004. She later left for Jaffna and joined LTTE woman leader ‘Gune', Selvakumar told the police. According to the suspect, the LTTE woman leader had asked her to meet 'Akka', the LTTE woman suicide bomber, near Devananda's office on July 7 and accompany her to the Minister's office. Preliminary investigations have reportedly revealed that the LTTE had selected Selvakumar, now in police custody, to accompany the woman suicide bomber as she had access to Minister Devananda's office.

On July 9, the United States urged the Liberation Tigers of Tamil Eelam (LTTE) to give up terrorism, saying the July 7 suicide bombing in Colombo had the hallmarks of the LTTE. "Although no one has claimed responsibility for the bombing, the incident bears the hallmarks of an LTTE attack," the US Embassy said in a statement in Colombo. "The US has consistently called on the Tigers to renounce terrorism and cease terrorist acts, including political assassinations, and to comply with the terms of the ceasefire agreement that they signed," the Embassy added. The United States has said that it would not lift its October 1997 ban on the LTTE until they completely renounce the use of violence and enter the democratic mainstream.

The former ‘Special Commander’ of the Liberation Tigers of Tamil Eelam (LTTE), Vinayagamoorthy Muralitharan alias ‘Colonel’ Karuna, said on July 11 that he would launch a political party "within a month" and alleged his former leader, Velupillai Prabhakaran, was pursuing a war strategy. In a telephonic interview with the BBC Tamil Service - the first since he left his eastern base in April 2004 - Karuna also claimed that he had personally given an arms procurement list to the LTTE chief for arms procurement, Kumaran Pathmanathan, during his travels to Thailand as a member of the outfit’s peace negotiating team. He also warned that the eastern people would "rise in revolt" against Prabhakaran, if they were "continued to be tested." While claiming that he was in the eastern Batticaloa district, Karuna "completely rejected" the contention that he and his supporters were behind the killings of LTTE cadres in eastern Sri Lanka. He also rejected as "completely false" charges that the Army Intelligence was supporting him.
