The Criminal Investigation Department (CID) informed the Colombo Magistrate Court that the Attorney General's advice has not yet been received regarding the two former leaders of the LTTE. The two former leaders are Velayuthan Dayanidhi alias Daya Master, who was the media spokesman of the LTTE, and Velupillai Kumaru Pancharathnam alias George Master, who was the translator for slain LTTE leader V. Prabhakaran. The two former LTTE leaders have surrendered to Sri Lanka Army on April 22, 2009, during the final stages of the war between government forces and the LTTE. Following their surrender, they were brought to Colombo and held in custody under the Prevention of Terrorism Act. The former LTTE leaders have confessed to their past activities at the rebel outfit to the CID. The Magistrate ordered to obtain the consultations of the Attorney General urgently and postponed the case till November 26. The leader Tamil party Tamil National Alliance (TNA) R. Sampanthan making a special statement in the parliament on July 6 urged the government to pardon all the Liberation Tigers of Tamil Eelam (LTTE) detainees, who he described as political prisoners, without prosecuting them, according to Colombo Page. The TNA leader told the parliament that the government had failed to expedite the judicial process with regard to the prosecution of these despite assurances to do so. "If the legal proceedings could not be initiated against those who are kept in detention, why not release them under an amnesty? Tamil political detainees are being tortured and this raises serious human right concerns," he said.

President Mahinda Rajapaksa on July 7 said that despite the country having a concise foreign policy the threat of the pro-Liberation Tigers of Tamil Eealm (LTTE) Diaspora in the West remains to be a massive challenge and asked the country's diplomatic envoys to counter them, according to Colombo Page. The President said the Sri Lankan diplomats in overseas missions, especially in countries where, the pro-LTTE Diaspora is active, to be aware of the relentless campaign carried out by them to discredit Sri Lanka. He noted that the Diaspora interact with policy makers, media and non-governmental organizations in those countries to carry out their misinformation campaigns and asked the diplomats to launch suitable campaigns to effectively counter the adverse publicity created by the LTTE elements against Sri Lanka. President Rajapaksa noted that the aim of the government was to fortify national security both domestically and internationally while also achieving the required financial goals.

Defence and Urban Development Ministry Secretary Gotabhaya Rajapaksa addressing a workshop for Sri Lankan diplomats in overseas missions at Diyatalawa Military Academy on July 8 said that opportunity will be given to North and East youth and also ex-cadres of Liberation Tigers of Tamil Eelam (LTTE) during enlistment to man police stations which are being established, reports Daily News. He said that they could join hands with the Civil Security Force personnel in the development drive while doing a prestigious service and assist in the development of their areas. Speaking of the police, the Defence Secretary said that 11 new police stations have been established in the former LTTE-controlled areas and 1,214 Tamil policemen had been recruited to serve in those stations since 2009. Sri Lanka's Civil Defense Force recently called applications to recruit 1,500 rehabilitated former LTTE combatants, 300 each from the five districts of the Northern Province - Jaffna, Kilinochchi, Vavuniya, Mullaitivu and Mannar.

Tamil National Alliance (TNA) on July 8 called for re-merging the Northern and Eastern provinces demerged by a court decision. The TNA national list parliamentarian M.A. Sumanthiran said that according to the Constitution any two provinces in the country can be merged and the time has come to permanently remerge the Northern and Eastern provinces which had been once temporarily merged. However the southern polity of the country says the demand to re-merge the two provinces is an LTTE separatist agenda and the Tamil party's call for re-merger is aimed at establishing an Eelam state in the region. Dismissing the accusation that his party is to set up an Eelam state in the Northern region, Sumanthiran asserted that his party's aim is to come to a solution that is acceptable to all the communities in the country and not to establish a separate Eelam state. If any party is interpreting the re-merger of the two provinces as a step to create a separate state then that party is misleading the people and the country completely, the TNA parliamentarian said. In July 1987, the two provinces were merged as part of the Indo-Sri Lanka Accord after the Indian government intervened to bring about a negotiated end to the island's armed separatist conflict. The Supreme Court in October 2006 ruled that the 1987 order by the then President of Sri Lanka merging the two provinces was not in keeping with the country's Constitution.

Sri Lankan President Mahinda Rajapaksa as saying that elections to Northern Provincial Council (NPC) will take just over a year from now. “We want to hold elections in September 2013. We are working towards it [the elections] in a systematic manner,” the President said. Rajapaksa said there were many issues to be resolved ahead of holding of elections. The primary one related to the electoral rolls. People who fled when the Liberation Tigers of Tamil Eelam (LTTE) were in power and during the war were still coming in and staking claim to their land and property after the defeat of the LTTE in May 2009. These people too had to be accommodated in the rolls. The last rolls were more than 30 years old and had no relation to the current eligible voters in the province. The second issue was the completion of the rehabilitation and resettlement process. This was on with international support and was expected to be completed soon. Livelihood issues too were being addressed. Insisting that his government had worked on all the promises that were delivered and was serious about fulfilling all undertakings that were given to the United Nations Human Rights Council in 2009, he said he had even said that he was willing to go beyond the 13th Amendment. Clarifying for the first time what the plus was, Rajapaksa said this was the creation of a Senate. “I said 13th Amendment plus. Then Shankar [Shiv Shankar Menon, Indian National Security Adviser] remarked if I meant the creation of a Senate, and I said yes.” Menon had met Rajapaksa on June 29 on post-Geneva issues. Rajapaksa made it clear that the creation of a Senate and the fleshing out of a solution needed to come from Parliament. “This is [where] the Parliamentary Select Committee is important,” he said

The mobile phones had been concealed within the premise of the prison complex. "The diaspora continue to spread, through articles in the internet portals, anti-India feeling among the Sri Lankan Tamils by holding the top Indian political leaders and bureaucrats responsible for the defeat of the LTTE," said the notification that was issued in May. "Such propaganda through internet, which remains continued, is likely to impact VVIP security adversely in India," it said. The MHA also said the LTTE's objective for a separate homeland (Tamil Eelam) for all Tamils threatens the sovereignty and territorial integrity of India and amounts to cession from the Union and thus falls within the ambit of unlawful activities. The outfit was banned in India in the aftermath of the assassination of former Prime Minister Rajiv Gandhi in May 1991.

The Union Government Centre on July 14 extended the ban on Liberation Tigers of Tamil Eelam (LTTE) for another two years, declaring that the terror outfit continues to adopt a strong anti-India posture and pose a grave threat to the security of its citizens, The Times of India reported. In a notification extending the ban till May 31, 2014, the Ministry of Home Affairs (MHA) said that separatist Tamil chauvinist and pro-LTTE groups continued to foster a separatist tendency among the masses and was trying to enhance the support base for the group, particularly in Tamil Nadu, which would ultimately have a strong disintegrating influence over the territorial integrity of India. It said that the activities of the outfit's remaining cadres, dropouts, sympathizers, supporters, who have been traced recently in Tamil Nadu, suggested that the supporters sent to the southern state would ultimately be utilized by the LTTE for unlawful activities.

National Language Unit Director General Prasad Herath on July 15 said they have started Sinhala language courses for former Liberation Tigers of Tamil Eelam (LTTE) combatants at the Protective Accommodation and Rehabilitation Center (PARC) in Welikanda in Polonnaruwa District, according to Daily News. He said 90 former militants are being given Sinhala language training at the rehabilitation centre. “We will soon introduce our language training programme to ex-LTTE cadres at rehabilitation camps in the Vavuniya, Kilinochchi, Jaffna and Mullativu districts,” Herath said. The aim of this programme is to enable them to get along with the public anywhere in the country, to build confidence in them, paving the way for them to integrate with society on a firm footing, he explained. “We are also conducting language training programmes for public servants in Jaffna, so that they will be able to speak in Sinhala when they meet with Sinhala speaking people at their Divisional Secretariats of other institutions. Justice Ministry Secretary Suhada Gamlath said some 20 hardcore LTTE cadres who are alleged to have committed war crimes will be prosecuted within the next six months under the Prevention of Terrorism Act (PTA) and Emergency Regulations, thus bringing to a closure the uncertainty over the fate of the detainees. He said the remaining group was believed to have participated in LTTE military activities because they had no other option but to carry out the dictates of the LTTE under severe threat. He said the investigations were not easy or simple because many LTTE cadres maintained links with the LTTE network and refused to grab the opportunity offered by the government to be rehabilitated.

The government of Sri Lanka, although not immediately concerned over a possible resurgence of the Liberation Tigers of Tamil Eelam (LTTE), remains concerned over its overseas financial network, noted 'Country Reports on Terrorism 2011', an annual report mandated by the US congress, issued on July 31 by the United States State Department, reports Colombo Page. The report said that in 2011, there were no incidents of terrorism in Sri Lanka and most counterterrorism activities undertaken by the government targeted possible LTTE finances as the government remained concerned that the LTTE's international network of financial support is still functioning. The possible resurgence of domestic militant Tamil groups is not an immediate concern, but efforts were underway to address possible growing Tamil radicalism in the north and east, the US State Department noted in the report.
