Colombo Page reports that the Sri Lanka Terrorist Investigations Department (TID) seized a van fitted with six claymore mines in the Kurunegala District on October 3. According to the TID, each claymore mine weighed five kilograms. TID sources said the van was found on a tip off given by an arrested Liberation Tigers of Tamil Eelam (LTTE) suspect. Additionally, the TID recovered one T56 weapon with 340 ammunitions, 100 electric detonators, two remote controls, six grenades and one micro pistol and ammunition from the van.

Sri Lanka Police in the night of October 3 arrested three Sinhala nationals, who have allegedly supported former Liberation Tigers of Tamil Eelam (LTTE) cadres to leave the country through sea routes illegally, reported Colombo Page. Senior Deputy Inspector General of Police Nimal Mediwaka said that the three suspects were arrested from a hotel at Vaikkala area in Negombo. These three suspects have reportedly supported former LTTE militants who fled the welfare camps in Vavuniya to leave for Australia by boats.

A political solution to the ethnic issue will not be found until a new Parliament is convened after a likely General Election in March 2010 as the President Mahinda Rajapakse Government expects a clear 2/3rd majority to pass a new Constitution based on the All Party Representative Committee (APRC) proposals, the APRC chairman and Minister Tissa Vitarana said on October 4, according to Daily Mirror. The position so far maintained by the Government was that President Rajapakse will include a formula to settle the ethnic issue in his manifesto at the next Presidential Elections expected in January 2010. The Government is on record that the Presidential Elections will be held in January followed by the Parliamentary elections in March next year. “It is not correct to say that the government has neglected a political solution following the military victory over the LTTE in May. President Rajapakse is under tremendous pressure locally and internationally including India to come up with a political solution. But it is a long process and cannot be done in a hurry. The APRC is aware of the weaknesses of the 13th Amendment and has incorporated proposals to mitigate them,” Vitarana stated.

Further, the Police found four detonators, one cyanide capsule, a LTTE identity card, and three LTTE tags. Police believe that the items belong to a cadre of the LTTE's Charles Anthony brigade.

The Defence Ministry said that intelligence agencies are now searching for several high-profile Liberation Tigers of Tamil Eelam (LTTE) front agents-cum- arms dealers, The Hindu reported. “The agencies have tracked the LTTE terrorist agents who are alleged to have links with many militia and terrorist organisations. These agents had worked clandestinely, based in foreign shores supporting and abetting LTTE’s perpetrated crimes against humanity,” said a report on the Defence Ministry Website. The report said it was a combined effort of the intelligence circles along with the concerned security agencies and is a result of a much determined and coordinated efforts. “The new world has shrunk space for terrorists, their dealers and front groups. Palitha Kohona, Permanent Representative of Sri Lanka to the United Nations has said that Sri Lanka had fallen victim to dangerous forms of maritime terrorism, Daily News reported. Speaking at the UN general debate of the Third Committee (Social, Humanitarian and Cultural) on crime prevention, criminal justice and international drug control he stated that following the recent defeat of a terrorist group [Liberation Tigers of Tamil Eelam (LTTE)], it had been discovered that their networks were being transferred to arms smuggling and drug trafficking on the international arena. He noted that terrorist groups with their transnational linkages and multi-faceted criminal networks generated a vast and complex mix of criminal activities, ranging from fund-raising, using overseas bases, terrorist financing, money laundering, arms procurement and other organized criminal activities, all of which were interrelated. The transportation of large consignments of sophisticated equipment and lethal cargo to provide logistical support to terrorist groups continued to pose a threat to maritime security. Weapons transported by sea were reaching more than one group. He stressed the importance of achieving global consensus on a comprehensive normative framework for international cooperation on terrorism.

According to the Police spokesman, Senior Deputy Inspector General (DIG) Nimal Mediwaka, the suspect was arrested in the Chilaw area of Kandy District in the night of October 11 in a special raid conducted by the Police on information given by another LTTE suspect in custody at the moment. Police said that the suspect has been paid by the LTTE for his support in providing details on key places in Colombo. The LTTE had presented with him a fibre glass fishing boat, adds The Island. The boat had been found in the Mattakkuliya area. The suspect had posed as a fishermen and collected information on the harbour and surrounding areas, the DIG Mediwaka said.

The defendants include Nadaraja Matinthiran, the alleged leader in France of the LTTE, which is accused of extorting some five million euros (S$10 million) from the country's 75,000 Tamils. Also in the dock is a group called the Tamil Coordination Committee in France, believed to be a legal front for the LTTE, which has been listed as a terrorist organisation by the European Union since 2006. Most of the Paris suspects were arrested in April 2007 and charged with criminal conspiracy to commit acts of terrorism, financing of terrorism or racketeering to finance terrorism. The newspaper said federal agents had uncovered documents showing that Raj Rajaratnam, founder of the Galleon Group, was among several wealthy Sri Lankans in the US whose donations to a Maryland-based charity made their way to the LTTE. Rajaratnam, 52, was among six people arrested on October 16. The Federal Bureau of Investigation (FBI) said this is the largest-ever hedge-fund insider-trading case, the paper noted. Prosecutors allege Rajaratnam and his ring of alleged co-conspirators earned US$ 20 million in improper gains, the report said. Rajaratnam’s New York-based Galleon fund firm manages $ 3.7 billion in investments. As part of a separate terrorism probe, which was led by the FBI in Brooklyn, New York, eight other people have pleaded guilty to attempting to provide material support to the LTTE, designated as a terrorist organization by the United States, Wall Street Journal stated. Documents in a federal criminal complaint filed in US District Court in New York’s Eastern District include allegations by federal agents that money donated to a US charity called Tamil Rehabilitation Organization (TRO) USA, of Cumberland, Maryland, was funnelled to the LTTE, the paper noted. Under the Government's process of re-establishing peace and harmony in the country, 45 new police stations have been established in Northern and Eastern provinces after the two provinces were liberated from the Liberation Tigers of Tamil Eelam (LTTE), Inspector General of Police (IGP) Jayantha Wickramarathna said, according to Colombo Page. Speaking at a special function held in Colombo in the morning of October 20 the IGP said new police stations will be set up to cover the entire two provinces within the next few months. According to the IGP, the police department has established 37 new police stations in the East and eight stations in the North after the regions were liberated from the LTTE. Another four police stations are to be established in Kilinochchi District, he added. He further said that nearly 500 new police personnel who could properly speak the Tamil language are to be deployed in the Northern and Eastern provinces to grant a better service to the people in those areas. The new batch of Policemen is currently receiving special training at the Kaladi training school in Batticaloa, he informed.

The Government has made remarkable progress in resettling the people displaced by the war between Government forces and the Liberation Tigers of Tamil Eelam (LTTE), the Minister of Disaster Management and Human Rights, Mahinda Samarasinghe said on October 26, according to Colombo Page. Addressing a media briefing in Colombo at the Presidential Secretariat, Minister Samarasinghe said the number of Internally Displaced Persons (IDPs) has been reduced from 288,000 to 196,088. The IDPs have been resettled in their original homes in a secure environment with all the assistance given to restore their livelihood, the Minister said. However, the IDPs have been given a choice of a location to resettle and they are not forced to choose the location, the Minister added. The resettlement was due to the successful de-mining process, said the Minister adding that the Government has purchased 24 de-mining machines and 1,000 trained soldiers are assisting the de-mining operations. In coming weeks more IDPs will be resettled as the de-mining process continues the Minister told the reporters.

According to the statement made by Samadanam, a Sri Lankan expatriate in Canada when he came to Sri Lanka he was introduced to the LTTE by a friend.
