A spokesman of Pakistan's Foreign Office, on January 1, rejected the Indian Prime Minister’s allegation that the terrorist outfit Lashkar-e-Toiba has been getting support from Islamabad. As reported earlier, LeT had claimed responsibility of the December 22, 2000, attack on Red Fort in Delhi and also had threatened to attack the residence and office of the Indian Prime Minister. Prime Minister Vajpayee, on December 31, 2000, had held the Pakistan government responsible for the threat on account of its support to the terrorist outfit.

On January 1, Salim Hashmi, spokesman of the Hizb-ul-Mujahideen, stated that there was no point in the proposed Pakistan visit by leaders of the All Party Hurriyat Committee (APHC) unless there was a clear agenda. He clarified that ‘Pakistan’s stand is well known and there was no need to hold discussion on this’. Terming the APHC as the representative of the Kashmiri people who are party to the dispute, the Hizb spokesman added that it ‘cannot play the role of a mediator’.

The Muttahida Jihad Council (MJC), an umbrella organisation of the various Pakistan based terrorist outfits operating in Jammu and Kashmir, in a statement released after a meeting at Muzaffarabad in Pakistan controlled Kashmir, on January 2, has reiterated its rejection of the Indian cease-fire. Shaikh Jameelur Rehman, the Secretary-General of the MJC is reported as saying that "There is no shift in our stand regarding the cease-fire. We reject it outright and firmly resolve to continue our operations against the Indian troops". The MJC also said that India should withdraw its security forces from Jammu and Kashmir, release arrested terrorists and accept the disputed status of Kashmir.

In a heavy exchange of fire that ensued between two sectarian groups over a disputed mosque in Orakzai, three Frontier Constabulary (FC) personnel died when their base camp in Kalaya, Orakzai agency, was hit by rockets and missiles, on January 3. Disturbances in the area disrupted communication lines. The fight erupted on January 1 when one of the groups said the disputed Shah Baba tomb property belonged to them. The two sects, apart from firing at each other, also targeted the Frontier Constabulary camps.

Former Pakistan-Controlled Kashmir prime minister and the President of All Jammu and Kashmir Muslim Conference Sardar Abdul Qayyum Khan, on January 4, is reported to have urged all Pakistan-based terrorist groups operating in Kashmir, to render support to the proposed Pakistan visit of the All Party Hurriyat Committee’s. In a statement he said that "We must not miss an opportunity to resolve the issue by engaging ourselves in the debate,". He also urged that these groups refrain from creating hurdles in the process. In another statement, Another chief of the Pakistan-Controlled Kashmir Jamaat-e-Islami, Abdur Rashid Turrabi said that all the Kashmiri leaders should be involved in the process. Other leaders of Pakistan-Controlled Kashmir have also reportedly issued statements welcoming the proposed Hurriyat visit.

Two unconfirmed reports have varyingly estimated the death toll at seven and twenty two. As reported earlier, two groups of tribals, clashed using heavy artillery including mortar shells over a dispute on the possession of a shrine. Three security force personnel were reported killed on January 3 in these clashes though official sources have denied these reports.

Pakistan based United Jihad Council (UJC) in a message on January 4 has said that they would not allow anyone within the Hurriyat Conference to pursue what it termed as the "hidden agenda" of New Delhi on Kashmir. The message from Pakistan was in response to the Hurriyat Conference’s message to the United Jihad Council headquarters about the proposed visit to Pakistan by a team of Hurriyat leaders in the near future. The UJC’s message, while welcoming the Hurriyat Conference’s move to depute a delegation to Pakistan for talks, warned that "any agenda for talks with anyone at any level, which is found to have ignored the basic issue, namely, the great sacrifices made by the freedom-fighters in Kashmir, will not be allowed".

Pervez Musharraf on January 15 in Islamabad has conveyed that India would agree for constructive dialogue with Pakistan if Islamabad reaffirmed its faith in the Shimla and Lahore accords that envisage settlement of all issues through bilateral dialogue and peaceful means. He is reported to have also said that a halt to Pakistan's support of cross-border terrorism in Jammu and Kashmir could set a broad platform for productive dialogue between the two countries. Musharraf is reported to have reiterated Pakistan’s stand that the stalled dialogue should resume before restoration of normalcy in the State. Mulla Abdul Salam Zaeef, the Taliban's ambassador in Pakistan said, on January 21, in Islamabad, "We have neither closed our offices nor received any order for the closure". Earlier reports stated that Pakistan had ordered the Taliban to immediately shut down the offices of the Afghan Ariana Airlines and also to freeze the funds and other assets of Osama bin Laden as per the new UN sanctions on Afghanistan. The Taliban have consulates in Karachi, Quetta and Peshawar in addition to the embassy in Islamabad.
