A security report for 2020 released by Pakistan institute for Peace Studies (PIPS) on January 2, said while the outlawed Tehreek-i-Taliban Pakistan (TTP) and affiliates continued to regroup in erstwhile FATA, Sindhi and Baloch insurgent groups have also intensified attacks, reports Dawn. The report stated that though terrorism was no longer an epidemic in Pakistan, the country faced a more severe challenge of religious extremism. “There is also little evidence to suggest that National Action Plan has been successful in countering these and the related challenges,” the report added. The TTP and its affiliates remained the major actors of instability in Pakistan in the year 2020 which perpetrated a combined total of 67 terrorist attacks or about 46 per cent of the total reported attacks in 2020, mainly in erstwhile FATA. “The TTP also successfully brought its few breakaway factions and some other militant groups and commanders into its fold. Another religiously-inspired militant group, the Islamic State, perpetrated two major attacks in 2020 in Quetta and Peshawar.” While six Baloch insurgent groups were found active in Balochistan, the Balochistan Liberation Army (BLA) and Baloch Liberation Front (BLF) were the two major groups which carried out 24 attacks out of the total 34 perpetrated by the Baloch insurgents. Meanwhile, Sindhi nationalist groups perpetrated 10 terrorist attacks in Sindh, including eight by Sindhudesh Revolutionary Army.

Lashkar-e-Taiba (LeT) ‘commander’ Zakiur Rehman Lakhvi, one of the suspected masterminds of the 2008 Mumbai terror attacks (26/11), was arrested by Pakistani authorities on January 2, on charges of involvement in terror financing, almost five years after he was freed on bail, reports Hindustan Times. Lakhvi’s whereabouts had not been known since he was released on bail from a jail in Rawalpindi in April 2015. However, it was widely believed that he had continued playing a key role in directing the activities of the LeT even while he was in prison after being arrested in the aftermath of the Mumbai carnage. A spokesperson for the Counter-Terrorism Department (CTD) of Pakistan’s Punjab province said in a statement that Lakhvi was arrested on charges of terrorism financing during an intelligence-based operation conducted by the department. “Today, on 2 January 2021, Zakiur Rehman Lakhvi was arrested in a case of terrorism financing registered by the CTD Punjab in Police Station CTD Lahore,” the spokesperson said. “He is accused of running a dispensary [and] using funds collected for terrorism financing. He [and] others also collected funds from this dispensary and used these funds for further terrorism financing. He also used these funds for personal expenses,” the spokesperson added.

Security Forces have recovered explosives, bomb, Improvised Explosive Device (IED) making gadgets, Daesh posters and other weapons in ArakhiKillay in Orakzai District of Khyber Pakhtunkhwa (KP) official sources said on January 3, reports thenews.com.pk. The sources added that the seized explosives and weapons included 854-kilogram explosives, 436 cartridges of different bores, 344 detonators, a 100-metre safety fuse cord, 87 metres prima cord, two-metre IED wire, nine hand-grenades, six remote sets, five landmines, two wireless sets, one SMG machine and 13 pamphlets attributed to Daesh.

A suspected militant, identified as Luqman Khan (32) who had been missing since last one year was found dead near Sawan Mor off the Northern Bypass in outskirts of Karachi on January 4, reports Dawn. Police sources said that the deceased had been missing since 2019 from Pirabad area of Orangi Town, Karachi. The family had lodged his missing/kidnapping report at Pirabad Police Station in the same year.The police sources said that the deceased originally belonged to Swat area of Khyber Pakhtunkhwa (KP). They revealed that the missing man had reportedly links with militants in Swat.

According to an annual report released from the office of District Police Officer Shahzada Kaukab Farooq, the year 2020 also saw the establishment of an investigation wing and posting of an SP investigation to improve the investigation of cases in the tribal district. The report said the Police in Bajaur District have seized more weapons and narcotics in the year 2020, compared to 2019. It said 35 suspected smugglers were arrested and 41kg charas, 51kg opium and more than 500 grams seized during the year. Also, 24 SMGs, 24 pistols, 7 rifles, 194 dynamite, 9kg explosive material, hand grenades and other weapons and ammunition were recovered during the year.

The Pakistan Army leadership on January 5, vowed that terrorists and their abettors would be “defeated at all costs”, the Inter-Services Public Relations (ISPR) said in a statement, reports Daily Times. At the 238th Corps Commanders’ Conference, chaired by Chief of Army Staff (COAS) General Qamar Javed Bajwa, the army leadership reviewed the security situation in the country and the region with a “special focus on the situation along the borders, internal security and other professional matters of the army”. It also discussed the “on-going security situation along the Line of Control, Working Boundary and eastern border”, the ISPR said.

An anti-terrorism court (ATC) on January 7, acquitted Lyari gangster Uzair Baloch in two criminal cases for want of evidence, reports Daily Times. The court accepted an application moved by the accused seeking his acquittal in the two cases related to attempt to murder and Police encounter registered at Kalakot and Chakiwara Police Stations. The court exonerated him from all charges in these two cases after the prosecution side failed to produce any evidence against him. Uzair has been accused of committing 198 murders during the Lyari gang war. He was arrested by the Rangers on January 30, 2016. In April 2017, his custody was handed over to the Pakistan Army after he was accused of espionage. The Army handed him over to the Police on April 6, 2020 after three years.

ATC Judge Aijaz Ahmad Butter also imposed PKR 300,000 fine on the convict. In case of default on payment of the fine, the convict would have to undergo further imprisonment. The verdict also directed the Counter-Terrorism Department (CTD) to arrest the co-accused in the case, Abu Anas Mohsin and produce him in the court. The CTD had booked Lakhvi in case no 26/20, registered at the CTD Lahore station under three different charges of Anti-Terrorism Act (ATA). Lakhvi was accused of running a medical dispensary to collect and disburse funds for financing terrorism. The court awarded five-year jail term to Lakhvi on each charge. Furthermore, it has been learnt that Lakhvi will be shifted to Central Jail Adiala to serve his sentence. The CTD arrested Lakhvi from Lahore on January 2. The CTD, after the arrest, issued a statement saying that Lakhvi was running a dispensary in Lahore as a front for financing militant activities.

The court has issued notices to the witnesses and the investigating officer and instructed them to be present at the next hearing. The suspects have been identified as Ahmed, Nadir, Ali Ahmed, Abdul Latif and Aslam. On November 23, 2018, two police officers and two civilians, a father and son, were killed in firing outside the Chinese Consulate in Karachi’s Clifton. Three attackers were killed in the crossfire. Major General Babar Iftikhar said that he is holding the press conference to highlight the latest situation of the country’s security. He said that in 2020, locust invasion and coronavirus pandemic have created difficulties alongside security challenges to the country. He said that the state, national institutions, armed forces and the nation become united to coup with the challenges. The DG ISPR said that the overall security situation of the country has improved and comprehensive steps were taken to secure borders with Afghanistan and Iran. Iftikhar said that the country has always spotted facts regarding internal and external threats besides timely responding it. Following the efforts, no organised terrorist infrastructure exists in Pakistan today. 371,000 operations had been conducted in the last three years under Radd-ul-Fasaad and the armed forces had successfully eliminated the illegal arms and ammunition. The tribal areas are now a part of Khyber Pakhtunkhwa (KP) province and the rate of the terrorist incident was reduced up to 45 per cent in 2020 as compared to the last year. “Security institutions have foiled more than 50 per cent of terrorist incidents. In 2013, Karachi was standing at the sixth number in crime index which is now 103.” He detailed that border-fencing along 2,611-kilometre-long Pakistan-Afghanistan border will be completed by the mid-2021, whereas, 37 per cent work on border fencing along Pakistan-Iran border so far which will be completed within one year. Iftikhar said that the number of ceasefire violations (CFVs) by India recorded highest in 2019 up to 3,097 times on eastern border especially the Line of Control (LoC), as well as making a failed act of aggression against Pakistan in February 2019. Accused Saad Aziz alias Tin Tin and Tahir Hussain Minhas aliasSaeen were found guilty of murdering Captain Ahmed of the Pakistan Navy and wounding his foreign wife in an armed attack in Karachi. The judge of the ATC-VIII pronounced the verdict reserved after recording evidence and final arguments from both sides. Both the accused, who were sentenced to death by a military court for the 2015 Safoora Goth bus carnage in which around 43 members of the Shia Ismaili community were killed, were produced in court from prison. The judge also imposed a fine of PKR 500,000 each on them and in case of default Aziz would have to undergo an additional six-month imprisonment, while Minhas would have to undergo an additional three-month imprisonment. The same court also awarded life imprisonment to accused Saad Aziz in a policeman’s murder case on October 16, 2014. Constable Waqar Hashmi, who was posted in the Rapid Response Force, was attacked and killed at the Powerhouse Chowrangi in Sector 11-K of New Karachi when he was returning home from duty.

The Counter-Terrorism Department (CTD) of Sindh Police on January 18 arrested a student of Karachi's Nadirshaw Edulji Dinshaw (NED) University of Engineering and Technology over charges of "international terror financing", reports Dawn. “The CTD arrested Hafiz Mohammed Omer bin Khalid over international terror financing charges when he was trying to flee the city,” CTD Deputy Inspector General (DIG) Omar Shahid Hamid told a press conference at his office. According to Hamid, the held suspect is a final year student at the university. “He was involved in sending money to families of militants linked with the global [militant] Islamic State group in Syria,” said the officer. According to the CTD, Khalid used to provide cash to an associate, named Zia, in Hyderabad, who converted it into dollars before sending it to Syria. He has sent over PKR one million so far, added Hamid.

The KP Police have registered 516 cases and arrested 751 accused during actions across the province to achieve the Financial Action Task Force (FATF) targets, KP Police chief Sanaullah Abbasi said, The News reported on January 19. As many as 128 accused have been convicted by the courts after their arrest. “A total of Rs252 million have been recovered from the held accused in actions under FATF requirements,” Abbasi said. He added that more targets were achieved during the last year as CTD is aggressively going after those involved in money laundering. The FATF, in a statement in November last year, said Pakistan has made progress across all action plan items and has now largely addressed 21 of the 27 action items. The statement added the FATF strongly urges Pakistan to swiftly complete its full action plan by February 2021.

The Supreme Court on January 28 ordered the release of Ahmed Omar Saeed Sheikh, the main convicted of beheading United States journalist Daniel Pearl, reports Daily Times. Ahmed Omar Saeed Sheikh, who was the main suspect in the 2002 kidnapping and murder of Wall Street Journal Reporter Pearl, was released by a bench of three judges. “By a majority of two to one, they have acquitted all the accused persons and ordered their release,” Provincial Advocate General Salman Talibuddin said. “The court has come out to say that there is no offence that he has committed in this case,” Mahmood Sheikh, who represented Sheikh, said. He added that the court had ordered that three others, who had been sentenced to life in prison for their part in Pearl’s kidnapping and death, also be freed. A Sindh High court (SHC) division bench on April 2, 2020, had commuted the death sentence of Ahmed Omar Saeed Sheikh to seven years and acquitted three others who were serving life terms. The Sindh Government had swiftly challenged the April 2 order in the Supreme Court. The Sindh Government had also immediately detained the four men under Section 3 (1) of West Pakistan Maintenance of Public Order (MPO) Ordinance, 1960. “The decision is a complete travesty of justice and the release of these killers puts in danger journalists everywhere and the people of Pakistan,” the Pearl family said in a statement released by their lawyer.

Pakistan’s former ambassador to the United States (US) Abida Hussain on January 30 revealed that al Qaida chief Osama bin Laden had supported and funded former Prime Minister (PM) Nawaz Sharif, reports Daily Times. “Yes, he (Osama Bin Laden) supported Mian Nawaz Sharif at one time. However, that is a complicated story. He (Osama) used to extend financial assistance (to Nawaz Sharif,” she said in an interview with a private television channel. Abida, also a former Cabinet Minister of Nawaz Sharif’s Government, recalled that at one time, Osama Bin Laden was popular and liked by everyone including the Americans but later, he was treated as a ‘stranger’. She said she was appointed as an ambassador during the first premiership of Nawaz Sharif, after she lost the election. She said during her stint as envoy to the US, most of her communication used to be with the then President Ghulam Ishaq Khan. “Khan had tasked me to keep the Americans engaged in talks till Pakistan completes its nuclear program in 18 months,” she said, adding that the US administration, including the diplomats, senators and congressmen, used to advise Pakistan against the execution of nuclear program. To a question, she said though she used to be spied in the US, she had no such suspicious activities which could be used against her by the intelligence agencies. Asked about the mode of communication between her and President Ishaq Khan in the absence of modern tools, she said during the 18 months, she visited Pakistan for five times to brief the president. “However, I used to avoid using phone knowing that it could be tapped,” she added. As the nuclear program was under the purview of the president, she said, most of her conversation used to be with him, not the prime minister. This is also because President Ghulam Ishaq Khan did not trust anyone, she added. Asked whether being prime minister, Nawaz Sharif did not feel bad over being bypassed in communication with the president, she said, “He never expressed it.” Abida Hussain said though Pakistan had started its nuclear program in 1983 during Ziaul Haq’s regime, it was completed in 1992. She also revealed that she was made ambassador on the President’s recommendation.

In an intelligence-based operation, carried out with the Police, the Paramilitary Force claimed, they arrested a most wanted Lyari gangster, Ismail alias Petra. According to a Rangers spokesperson, they had received a tip-off about Ismail - who had fled from Karachi - hiding in Mominabad in Orangi Town. The Rangers carried out a joint operation with the Police in the wee hours of January 30 and arrested Ismail from Mominabad. Later, Ismail was booked in cases of murder, attempted murder, extortion, kidnapping for ransom, Police encounter, sale of drugs and other crime. The Rangers arrested two suspected Lyari gangsters, identified as Ismail Patni and Sameer Shaikh, said to be working for an on the run Lyari gang war leader, Ahmed Ali Magsi on January 30, reports The Express Tribune. The arrests were made during joint operations with the Police, conducted in on the basis of tip-offs. The arrested men were caught with the help of CCTV footage, said a statement issued by the Rangers, adding that Patni and Shaikh had barged into the office of Crown Builders in Gulshan-e-Iqbal on December 7, 2020, demanded INR 5 million in extortion and given death threats, all the while brandishing a pistol and a hand grenade. A Major general of Army confessed China’s role and support in his deployment in Balochistan, the Sangar reported on January 26. “China has deployed me here to crush the Baloch movement and has given me a six-month task”, said Frontier Corps (FC) Inspector General (IG), South Balochistan, Major General Ayman Bilal at a special (jirga) meeting at FC headquarters in Turbat with few notables including local agents of FC and intelligence agencies. In this special jirga session of FC, Raheema Jalal, sister of Federal Minister for defence Production Zubeida Jalal, Sardar Aziz, head of state formed death squad from Pedarak, Yasir Bahram, head of state death squad Nagor Dasht, Hasil Kolwahi and heads of armed groups who are working on state parole from Tump, Mand, Buleda, Zamuran, Dasht and Hoshap were also present in the meeting.
