Eight persons, including three Security Officials, were injured in two separate explosions in Chaman District of Balochistan on January 1, reports Dawn. The first explosion took place near an under-construction building on Chaman’s Mall Road injuring two persons. Second explosion targeted a Police Check Post in the same area and injured six persons, including three Security Officials. However according to a (unnamed) Police Official three security officials, including two Policemen and one Frontier Corps (FC) personal, and four others sustained injuries in the second explosion, adds The Nation.

Security & Exchange Commission of Pakistan (SECP) on January 1 prohibited the collection of donations by all organisations affiliated with Hafiz Saeed led Jamaat-ud-Dawa (JuD) and that are banned by United Nations Security Council (UNSC), reports Dawn. A notification issued by the commission read that "The Securities and Exchange Commission of Pakistan hereby prohibits all companies from donating cash to the entities and individuals listed under the UNSC sanctions committee's consolidated list". The Hafeez Saeed related prohibited outfits include Falah-i-Insaniat Foundation (FIF), Lashkar-e-Toiba (LeT) and JuD the charity wing of LeT. Other banned outfits include the Paasban-i-Ahle-Hadith and Pasban-i-Kashmir. Meanwhile, Pakistan’s Government plans to seize control of charities and financial assets linked to JuD ‘chief’ Hafiz Saeed, reports Daily Times on January 2. The Government detailed its plans in a ‘secret’ order to various Provincial and Federal Government departments on December 19, 2017. The December 19 document, which refers to “Financial Action Task Force (FATF) issues”, names Saeed’s two charities JuD and FIF, and “actions to be taken” against them. JuD spokesman Yahya Mujahid said the organization would go to Court if the Government decides to take over JuD and FIF.

The White House said on January 1 that it will continue to withhold $255 million in military aid to Pakistan out of frustration over what it has characterized as Islamabad's obstinance in confronting terrorist networks, reports CNN. "The United States does not plan to spend the $255 million in FY 2016 foreign military financing for Pakistan at this time," an unnamed National Security Council spokesman said. "The President has made clear that the United States expects Pakistan to take decisive action against terrorists and militants on its soil, and that Pakistan's actions in support of the South Asia strategy will ultimately determine the trajectory of our relationship, including future security assistance," he added. The administration first said in August 2017 it was temporarily withholding the $255 million, which was part of a $1.1 billion aid package authorized in 2016 by Congress. The money was put on hold until Pakistan agreed to do more to combat terrorist networks. The National Security Council official said the administration would continue to review Pakistan's level of cooperation in security areas.

Federally Administered Tribal Areas (FATA) Law and Order Officials confirmed on January 2 that 6,112 civilians were killed and another 6,707 others have been injured in the ‘war against terrorism’ since 2001 (period not specified during a meeting of the standing committee on the Ministry of States and Frontier Regions (SAFRON) in Islamabad, reports The Express Tribune. Families of the killed have been paid 3.7 billion rupees in compensation so far. Families of 244 Levies and 178 Khasadar Personnel were among the 5,690 civilians, who had received the compensation amount.

Government of Pakistan in a tweeted that Pakistan had sustained over 50000 casualties and $123 billion losses in the ‘war against terrorism’ on January 2, reports The Express Tribune. For the period 2003-2017 Pakistan suffered 62,421 casualties. In 2013, 5, 379 Pakistanis were killed in terrorist attacks followed by 5,496 in 2014; 3,682 in 2015; 1,830 in 2016 and 924 in 2017. According to Watson Institute 6000 Pakistan Security Personnel, 1582 United States (US) Contractors, 2357 US Military, 1130 Allied Troops and 14200 Afghan Troopers were killed in combat (period not specified). More Pakistanis died in incidents described by Law Enforcement Agencies (LEA) as encounters than in gun violence or in suicide attacks in 2017, according to the findings of a research conducted by the Centre for Research and Security Studies (CRSS), reports Daily Times on January 6. In 2017, 495 people were reported killed in what the law enforcement agencies said were shootouts. The number of those killed in gun violence was 399, those in suicide attacks 298, and in bomb explosions 144. The corresponding numbers for 2016 were 645 in alleged encounters, 485 in gun violence, and 376 in suicide attacks. The study finds that sectarian violence escalated drastically in 2017, with a 32 percent increase from 241 fatalities in 2016 to 319 in 2017. Overall, the report maintains that the country witnessed a 21 percent decline in violence-related deaths in 2017. Except Punjab, all other provinces or regions registered a decline in violence. 4,131 casualties were reported in violent incidents in 2017, including 2,057 deaths and 2,074 injuries. In contrast, there were 2,613 deaths in 2016 and 4,647 in 2015.

The rechristening of JeM founded by Masood Azhar, who is wanted in India in connection with several terror attack cases, has come at a time when India has been lobbying hard at the United Nations (UN) for more sanctions against the outfit. According to inputs received from the intelligence agencies, the JeM is now using its new identity to secure entry into the universities and colleges across Pakistan. Besides, the changed identity of the outfit is also being used to secure more funds for the organisation. The reports, claiming to have accessed documentary evidence, said that Masood Azhar is using this new identity for organising speech and debate competitions in schools and colleges in Pakistani cities of Islamabad, Karachi, Lahore and Rawalakot.If the intelligence agencies are to be believed, the renaming of JeM is a well-calculated move aimed at shielding the outfit from international scrutiny. However, this is not the sole reason behind JeM's renaming. JeM's new identity is also likely to help it in expanding its anti-India operations, report said. In view of a tough competition from as Lashkar-e-Toiba (LeT) and the Taliban, the JeM has been under tremendous pressure to increase its influence in Pakistan occupied Kashmir (PoK) and the Kashmir Valley.Several pamphlets inviting entries for debate competitions have been distributed in various schools and colleges in Pakistan in the name of ‘Al Murabitoon.’ Interestingly, top leaders of JeM have been invited to the events as guests. Another thing which draws immediate attention is the prize – special swords bearing the name of Masood Azhar as the 'Ameer of Mujahedeens' – being given to the winners and the runner-ups. All this comes to light at a time when the United States (US) President Donald Trump has threatened to cut USD 255 million in aid to Pakistan over its alleged terror activities.

The suspension includes USD 255 million in Foreign Military Funding (FMF) for the fiscal year 2016 as mandated by the US Congress and USD 900 million of the Coalition Support Fund (CSF) money to Pakistan for the fiscal year 2017. “It has been more than four months since the President’s speech and despite a sustained high-level engagement by this administration with the Government of Pakistan, the Taliban and the Haqqani Network continue to find sanctuary inside Pakistan as they plot to destabilise Afghanistan and also attack US and allied personnel,” Nauert said. She added that the cut is not permanent. However the suspension of FMF for 2016 was announced back in September 2017 and the State Department could not confirm the exact figure of what extra amount of aid had been suspended beyond $255 million in FMF for 2016 during the press briefing. The Tehreek-e-Taliban Pakistan (TTP) and its associated outfits remain the most potent threat followed by nationalist insurgent groups despite a 16 per cent decline in militant attacks in 2017, said a security report issued by Pakistan Institute of Peace Studies (PIPS) on January 6, reports The Nation. The report mentioned that Islamic State (IS) footprint was increasing in Balochistan, Federally Administered Tribal Areas (FATA) and Northern Sindh, and were carrying out deadly attacks. The report said that militant, nationalist and violent sectarian groups carried out, in all, 370 terrorist attacks in 64 districts of Pakistan during the year 2017, including 24 suicide and gun-and-suicide coordinated attacks, killing 815 people, besides injuring 1,736. These attacks posted a 16 per cent decrease from the total in 2016; and the number of people killed also dropped by 10 per cent.Of these attacks, as many as 213, or 58 per cent, were perpetrated by TTP , its splinter groups, mainly Jamaat-u-Ahrar (JuA) and other militant groups with similar objectives such as local Taliban groups, killing 186 people. Nationalist insurgent groups, mostly in Balochistan and a few in Sindh, carried out 138 attacks, or 37 per cent of the total, killing 140 people. As many as 19 terrorist attacks were sectarian, which killed 71 people and inflicted injuries on 97 others, according to the report. It also noted that compared to 2016, a significant surge of 131 per cent was witnessed during 2017 in cross-border attacks from Pakistan’s borders with Afghanistan, India and Iran. A total of 171 cross-border attacks claimed 188 lives and injured 348 others.Security Forces (SFs) and Law Enforcement Agencies (LEA) killed a total of 524 militants in 2017, as against 809 in 2016, in 75 military operations as well as 68 armed clashes and encounters with the militants reported from across the four provinces and FATA. According to the report, some new challenges raised their heads, including emergence of self-radicalised individuals and small terrorist cells, growing incidence of religious extremism including on educational campuses, and, most importantly, increasing footprints of IS in parts of the country and convergence of its fighters in Afghanistan near Pakistani border. In 2017, IS and its local affiliates claimed 6 major attacks, killing 153 people.

The suicide bomber targeted the Police contingent returning from duty at the Provincial Assembly building and rammed into the parked Police truck. Inspector General (IG) of Balochistan Police Moazzam Jah Ansari said that he could "tell in advance" that the suicide bomber must have come from across the Afghanistan border. Bomb Disposal Squad (BDS) officials said 10 kilograms of explosives had been used in the attack. The Daily Times, however, put the injured toll at 23.

The Indian Army killed 138 Pakistan Army personnel in 2017 in tactical operations and retaliatory cross-border firings along the Line of Control (LoC) in Jammu and Kashmir, Government intelligence sources said on January 10, reports The Times of India. The Indian Army lost 28 soldiers during the same period along the LoC, the sources said. The sources said the Pakistan Army usually does not acknowledge the deaths of its personnel and shows them as civilian casualties in certain cases. The Indian Army has been adopting a ‘tough’ approach in dealing with ceasefire violations and terrorist activities in Jammu and Kashmir in the last one year. The Pakistan Army has suffered 138 fatal and 155 non- fatal casualties in tactical operations and retaliatory cross-border firings along the LoC in 2017, the intelligence sources said. A total of 70 Indian Army personnel were injured during cross border firings and other incidents. According to official figures, 860 incidents of ceasefire violations by Pakistani troops were reported in 2017 as against 221 in 2016.

Out of the total 153 terrorist incidents in 2017, 73 terrorist attacks (48 percent) targeted the security forces, while 71 attacks (46 percent) were directed against civilians. Seven terrorist attacks (five percent) targeted members of civil militia or Amn Lashkar. Two incidents of infighting between terrorist groups were also report during the year 2017. The violent incidents both militants and counter-terrorists, resulted in a total of 1207 casualties 539 killed and 668 injured across FATA, marking an increase of 37 percent in overall casualties. Of the total casualties, 76O (138 Killed and 437 Injured) were that of civilians, accounting for 63 percent of the overall casualties. There is no case against Hafiz Saeed in Pakistan, if there were a case, action would have been taken," Abbasi said in a TV interview, referring to Saeed as 'sahib', a form of address or title placed after a man's name or designation as a mark of respect. The Lashkar-e-Taiba (LeT) and Jammat-ud-Dawa (JuD) chief, who has a USD 10 million bounty on him by the US state department since 2012 for his role in several acts of terror, was set free on November 24, 2017 after the Lahore high court directed Pakistan Government to end his home detention. The IMET programme, which focuses on military education, is meant to establish a rapport between the US military and the recipient country's military for building alliances for the future. Under this programme, Pakistan Army officers have been trained in the US at a cost of USD 52 million over the past 15 years and an allocation of another USD 4 million has been made for the current year. While the IMET would continue, the US has frozen the aid provided under the programmes that are more important to Pakistan, particularly the Foreign Military Financing (FMF). According to Police, Fazlur Rehman Kakar was sitting outside his car showroom on Yat Road when unidentified assailants shot him dead. Kakar was dismissed as the Airport SHO after the May 17, 2011 Kharotabad incident in which four Russians and one Tajik nationals were killed. These five foreigners were shot dead after they allegedly failed to stop at a Police checkpoint. The victims included three women, including a pregnant one. Several high-profile inquiries were conducted into the incident to ascertain the role of the Frontier Corps (FC) and Police. As a result of the judicial inquiry by Justice Hashim Khan Kakar, Quetta Capital City Police Officer (CCPO) Daud Junejo, FC’s Colonel Faisal Shehzad, SHO Fazlur Rehman Kakar and Assistant Sub-inspector (ASI) Raza Khan were held responsible. In August 2013, unidentified assailants shot dead ASI Raza while he was standing outside his house in Quetta. On December 29, 2011, Police surgeon and key witness in the incident, Dr Baqir Shah, was shot dead by unidentified assailants in Quetta. The doctor was previously roughed up by Police as his statement differed from the official version of security agencies.

The report detailing 745 encounters involving former SSP Malir Rao Anwar, after his appointment seven years back, was submitted by the Police after Chief Justice of Pakistan Mian Saqib Nisar took suo notice of the alleged extra judicial killing of Naqeebullah Mehsood on January 13. According to the inquiry report, Rao Anwar led 192 police encounters in which 444 people were killed. Whereas, there were 553 cases that did not involve any killings. The report stated that Rao Anwar took some 891 suspects into custody during the last seven years as SPP of the Malir District. Another passerby Rajab Ali was injured in the incident. According to Hyderabad Senior Superintendent of Police (SSP) Peer Muhammad Shah, “It seems that due to our ongoing search operation some miscreant threw the grenade in the garbage.” The deceased was rummaging through the garbage when the grenade exploded.

The Pakistani Government on January 31 decided to extend the stay of over 1.4 million registered Afghan refugees in Pakistan for another two months, reports Daily Times. The decision to give the sixth extension to Afghan refugees was made in the federal cabinet meeting, which was chaired by Prime Minister Shahid Khaqan Abbasi, said the PM’s spokesman. It was also agreed to extend the period for the proof of registration (PoR) cards for Afghan refugees living in Pakistan which automatically lost their legal status on Dec 31, 2017.
