On January 17, police in Swat region of North West Frontier Province (NWFP) arrested a man who is said to have confessed to his role in high-profile terrorist attacks, including an attempt to kill President Pervez Musharraf and a suicide bomb attack on the US Consulate in Karachi. Deputy Inspector-General (Malakand) Attaullah Wazir, who commands the police in the northern districts of the NWFP, stated that Mohammad Jamil Memon had been detained in Swat in December on some suspicion, but his interrogation led investigators to believe that he was not an ordinary criminal. Son of Usman Ghani Memon of Nazimabad, Jamil belonged to the militant Harkat-ul-Mujahideen Al-alami organization and had received training in terrorist activities in Afghanistan, the official said. Wazir said that Jamil had told investigators that he was an expert in attaching switches to explosives and had done that job for the attack on President Musharraf's motorcade in Karachi on April 26, 2002, that failed to work and was subsequently detected and defused.

The Pakistan Army has set up a new military base near the Sui gas field in Balochistan province, where troops have been deployed after a series of rocket attacks disrupted fuel supplies earlier this month. The decision was announced to journalists on a trip organised by the military to Balochistan. Tribesmen have strongly opposed Government plans to establish new military garrisons in the province. Col. Mazhar Masood said that "A new cantonment has been set up in Sui over 400 acres of land. Primarily, a battalion of army soldiers with tanks and other military equipment has been taken there… We are now completely ready to respond to terrorists and miscreants. We will cleanse the area of miscreants and protect strategic installations and the citizens of Sui." He also disclosed that 2,500 army and paramilitary troops are guarding the gas field and Sui. Meanwhile, tribal chief, Nawab Akbar Bugti, who heads the Jamhoori Watan Party, accused the military of being "invaders and occupiers" and claimed they were appropriating land to set up the base.

"Khalil submitted his resignation at a meeting of the executive committee of the organisation and asked the committee to elect a new chief," sources told Daily Times, adding that Maulana Badar Munir from Karachi had been elected new chief of the organisation. "The pressure from the government on the militant organisation is one of the major reasons behind Khalil’s resignation," claimed these sources. They also said that this was the first phase of the Government’s new policy to exert pressure on terrorist groups in order to ‘dethrone their popular leaders’. "Eight months in detention by security agencies took its toll on his health, leaving him unable to run the organisation capably," said HuM sources.
