According to official sources, a military report on the terrorsit-poacher nexus operating in Assam's Kaziranga National Park would soon be brought out to expose the flourishing illegal trade in wildlife in the protected forest areas. The report, prepared by the Headquarters 101 Area of Army's Eastern Command functioning in Shillong, Guwahati, Orhat and Varingte areas of the North-East indicates the easy money that the nexus is making from wildlife products. The report is also said to have investigated the indifference of implementing agencies towards the illegal trade and the slackness of vigilance machinery in tackling the crime. Sources said that the report is to be sent to the Ministry of Environment as well as the Army Headquarters.

According to the Annual Report of the Ministry of Defence (MoD), "Protracted military operations against the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) have led to near marginalisation of the terrorists in Assam’. The report added that, "Sustained operations by the security forces have resulted in the ULFA and the NDFB being holed up in their camps in South Bhutan". According to intelligence reports, the United Liberation Front of Asom (ULFA) of late has been trying to take advantage of the relaxation in vigil by the security forces after the State assembly elections. The Chief Minister’s statement of giving the police a much more active role in comparison to the army in counter insurgency operations has also created confusion among the rank and file of the security forces. The ULFA has initiated a drive for extortion and recruitment throughout the State. The outfit, reportedly, has planned to raise a sum of Rs 3 crore from three business firms including two tea business houses in Assam. Besides these three firms, extortion notes, demanding money ranging from Rs 50,000 to Rs 50 lakh, have been issued to doctors, engineers, contractors, businessmen and other professionals throughout the State. Several important leaders of the outfit are supervising the drive for both recruitment and extortion.

In 1999, 65 SF personnel were killed and 119 injured in terrorist attacks. 65 SF personnel were killed and 64 injured in the year 2000. 46 SF personnel have already been killed and 42 injured this year (2001) till August 8. Of them, 22 SF personnel were killed and 33 were injured in attacks by the United Liberation Front of Asom (ULFA), while eight were killed by the National Democratic Front of Bodoland (NDFB). Besides, 13 were killed by the Dima HalomDaogah (DHD) and three by the terrorists of the United Peoples’ Democratic Solidarity (UPDS).

Both the outfits also decided to indulge in joint extortion drives in Assam. This decision was taken at a meeting in Bhutan in July 2001. Sources further added that an estimated 100 KLO terrorists were receiving armed training at the Gelengphu and Kalaikhola camps in Bhutan.

Reports quoting intelligence sources indicated that ULFA cadres entering the western Assam district of Barpeta from their camps in Bhutan, cross the Bramhaputra river and proceed to the Goalpara district or West Kamrup and later move inside Garo Hills. As reported earlier, Bhutanese Home Minister, Lyonpo Thinley Gyamtsho, had said in Kolkata recently that the ULFA, which runs nine camps in southern Bhutan, has agreed to close these down in phases following discussions with the Bhutanese government. According to him, four camps will be closed by December, while the strength in the remaining ones would be initially reduced and finally closed.

However, it is still reportedly operating its Command Headquarters and General Headquarters from bases inside Bhutan and security has been intensified around the camps. Cadres numbering approximately 250 to 300 and arms and other logistics have been shifted to another camp located at Bhangtar, intelligence officials were quoted as saying. Reports also said that the ULFA has opened three camps in the Chittagong Hill Tracts, Bangladesh, and is planning to open more. Three top ULFA leaders, Dristi Rajkhowa, Hira Sarania and Rustav Choudhury, are reportedly supervising the relocation of cadres to Bangladesh. "They are taking two routes one via Kalikhola and North Bengal the other via Assam-Meghalaya (East Garo Hills)," officials said.

Reports added that the ULFA may carry out acts of sabotage at the insistence of the ISI. However, reports also pointed out that there have been instances of the ULFA refusing to obey the subversive agenda of the ISI.
