Assam Tribune quoting security sources reports that the links between the United Liberation Front of Asom (ULFA) and Pakistani Inter Services Intelligence (ISI) is a well established fact and the ULFA is still receiving help from ISI. Sources added that the militant groups, including the ULFA, are still receiving explosives, including RDX, from the ISI. SF sources said that China’s own political exigency in Myanmar was the factor responsible for ULFA ‘commander-in-chief’ Paresh Barua finding a safe haven along the China-Myanmar border. Sources said Barua had been traced to Ruili in Yunan province of China bordering Myanmar. “Most of the arms deals are struck at Ruili and from there the Chinese arms are brought to Bamo in Myanmar, from where they are routed to different places mostly through the Irrawaddy and its tributaries. ULFA and other militant outfits of the northeast also bring their arms and ammunition through this route,” sources said. “Since the Myanmar junta and these rebel groups are in ceasefire, the Indian insurgent outfits like National Socialist Council of Nagaland-Khaplang (NSCN -K), ULFA, and Meitei groups of Manipur have found safe haven in the areas under control of the Kachin and Wa rebels [Myanmar],” added sources. Sources further mentioned that after the Bangladesh Government had stepped up action against the ULFA, Barua shifted base to the China Sino-Myanmar border and also set up camp in rebel-administered areas in Myanmar’s Kachin.

A fear psychosis has gripped the managerial staff of nearly six tea estates located in the fringe areas of Chariduar reserve forest in Sonitpur District following constant harassment by militants of the anti-talks faction of the National Democratic Front of Bodoland (NDFB), reports Telegraph. Dhekiajuli tea estate has witnessed at least two abductions in the past few months. A few more executives are said to be toying with the idea of resigning. Sources said that fear of the gun was forcing the staff to quit.

Union Ministry of Home Affairs (MHA) reviewed the security scenario in the State in a high level meeting with the officials of the Assam Government on January 28. Sources said that there have been some disturbing intelligence inputs about the situation in the bordering areas and though, Black Widow (BW) group, surrendered weapons, the situation in the hill district remains a matter of concern. As the National Socialist Council of Nagalim-IM (NSCN-IM) is under cease-fire agreement with the Government of India, the activities of the militants of the group in North Cachar Hills have become a matter of serious concern and it was one of the key points of discussions in the meeting. The Government of India has taken serious note of a newly formed militant group United Tribal Liberation Army (UTLA), which snatched weapons from the headquarters of an Assam Police battalion in Cachar in November, 2010. Sources added that the activities of the newly formed militant outfit were one of the issues discussed. In addition to these, the overall law and order situation was reviewed and the State Government was asked to make optimum utilization of the forces available as it might not be possible for the Centre to rush additional forces whenever required.

According to Sentinel, three militants of the anti-talks faction of the NDFB killed on February 10 were identified as Lokiram Basumatary alias Jetli (35) of Goriamari, Biju Daimary (26) of Gelagaon and Mukut Daimary (29) of Bagoribari. The trio belonged to Udalguri District. Lokiram Basumatary was operating as the outfit’s Jingabil and Orang ‘area commander’. The group was involved in various anti-State activities in the recent past including abduction, killing of senior Congress party leader Arun Sarkar on January 15 and setting ablaze of two tractors in Sonitpur District for non payment of extortion money. The report adds that six cadres of anti-talks faction of the NDFB were shot dead in a span of 20 days in Jingabil area by the combined force of the Assam Rifles and Udalguri District Police.

He said that it might be the handiwork of Atabur Bahini, a gang of goons operating along the Assam-Mizoram border of South Hailakandi. The forest guard was abducted at gun-point on February 13 and abductors demanded INR one million and 10 sets of cellular phones from his family members. Sources said they were speaking in broken Bengali language and it was assumed that they might belong to the Reang community. The report adds that UDLFBV had recently come up after the Panchram Apeto led United Liberation Front of Barak Valley (ULFBV) surrendered before the Assam Government in September 2008 while another Reang outfit United Democratic Liberation Army (UDLA) almost perished following the arrest of its leader Dhanyanram Reang. The report also mentioned that Dhanyaram’s erstwhile accomplice Atabur formed his own group Atabur Bahini, which has increased its activities in the region.

Reports indicate that a new outfit with both Muslim and Reang militants had been formed. Some local sources said a splinter group of Atabur Bahini led by Abdul Salem had formed a new outfit called the United Revolutionary Army of Barak Valley with the help of some Reang tribals. It is to be noted that militancy in the south Hailakandi, which shares its border with Mizoram, was started by Panchuram Reang who formed an outfit called United Liberation Front of Barak Valley (ULFBV). Panchuram later surrendered to the State government and subsequently joined the Congress. But militancy did not came to a halt with his surrender and another Reang outfit was formed by Dhanyaram Reang, once a cadre of Panchuram. Atabur, joined the United Democratic liberation Army (UDLA), the outfit Dhanyaram had formed. In 2009, Dhanyaram, along with his wife was arrested in Mizoram. Meanwhile, in the backdrop of a series of kidnapping, in maximum cases Muslims being the victims, relation between the Reang and Muslims started to sour. A group of Reang youths, once associated with Panchuram’s outfit, were mercilessly assaulted by villagers. Panchuram squarely blamed the Muslims for the incidents and subsequently.

According to Assam Tribune, more than 10,000 militants surrendered before the Government in Assam since 1998. As per the list submitted by the Assam Government in the State Assembly, the ULFA topped the list of surrendered militants as during the period from 1998 to March 5, 2010, more than 4260 militants belonging to the outfit have laid down arms. The list included 2711 militants of the Bodo Liberation Tiger (BLT), which was disbanded following the signing of the Memorandum of Settlement between the Government and the outfit in 2003. The list included 514 Karbi Longri North Cachar Hills Liberation Front (KLNLF) and 416 Black Widow (BW) militants. These outfits surrendered weapons to come for talks with the Government for political solution of their problems.

The Police was asked to look out for groups of terrorists from the al-Qaeda trying to sneak into the country from the western coast. Though the input was not corroborated, authorities did not want to leave anything to chance at a time when the Lashkar-e-Toiba (LeT) and other Pakistan-based terrorist groups sound determined to launch huge attacks on India. At least a couple of inputs from Assam over the past two weeks said about 140 al-Qaeda members may have sneaked into India from the western coast, using Sri Lankan fishing boats.

The National Socialist Council of Nagaland (NSCN) played a key role in the formation of the National Democratic Front of Bodoland (NDFB), while the outfit also maintained links with Pakistan’s Inter-Services Intelligence (ISI) since the early 1990s. Sources revealed that Ranjan Daimary first joined the Bodo National Front in 1983 and later in 1984, he, along with other persons including Govinda Basumatary, decided to form the Bodo Security Force (BSF) and wrote to the leaders of the NSCN seeking their help. The BSF, which was later renamed as the NDFB, first started a training camp in the forests north of Rangapara in Sonitpur District in 1988 and the NSCN provided them with some weapons and trainers. Sources further revealed that Daimary also stayed in the bases of the NSCN in Thailand for quite some time and established contacts with some agents of the ISI in 1993. The ISI provided the NDFB with some communication equipment, explosives and timer devices.

Most of the extortion notes were sent by post and not delivered by anyone personally as was the case earlier. According to information available with the security agencies, some of the persons, who received such extortion notes, also received phone calls from persons identifying themselves as leaders of the militant outfit and apparently on most occasions, the militant outfit is ready to negotiate the amount demanded. However, no one is very sure whether anyone was paying up and if someone really paid, where the exchange of money took place.

Sources said that the two outfits have joined hands to form the Hills Tiger Force (HTF) with the objective of opposing the renaming of the District as Dima Hasao. Assam Tribune reports that the recent arrest of an agent of Pakistani Inter Services Intelligence (ISI) agent in Tripura foiled a game plan of the Pakistani agency to create a new network in the Northeast States including Assam. Security sources said that one of the tasks given to the ISI agent Omar Ashraf alias Momin Khan was to create a network of “sleeper agents” in the Northeast region. Sources said that Omar was a well trained ISI agent and after receiving his training in Pakistan, he was sent to Dhaka, Bangladesh from where he managed to sneak into India by taking advantage of the porous international border. After completion of his initial job of establishing a network of contacts in the Northeast, he was to be posted in either Western of Northern India to work as a “sleeping agent” and work for the Pakistani agency whenever required. He was planning to board a flight out of Tripura when he was trapped, sources added. This was not his first visit to India and in the past also, he visited the Northeast region and during questioning by the Police and security agencies, he admitted that he even visited Guwahati during his previous visit and stayed for a few days.

They said the group has hardcore cadres like Samudra Nirmaliya and Gojen Konwar. However, the 15 to 20-member group was not moving together. “They have split into groups of two or three and are working in areas like Joypur, Tingkhong, Namrup, Naharkatia, Duliajan and Moran. They have also served extortion notes to some businessmen,” a Police official said. “Ulfa is desperately trying to make its presence felt in Upper Assam by making efforts to rebuild its network in the villages,” the official added. The Police also believe that the hardliners within ULFA were encouraged by the fact that the direct talks between the Centre and the outfit were not making much headway.

Sources said that in recent times, the ‘109th battalion’ of the ULFA has become active in lower Assam Districts, particularly in Goalpara District and the recent ambush of CRPF personnel, proved the intercepts to be correct. On the activities of the other battalions of the ULFA, sources revealed that recently Police and SFs foiled a bid by the ‘27th battalion’ of the outfit, headed by Nayan Medhi to target the Numaligarh Refinery Limited (NRL). Sources, however, refused to divulge the details of the operation. The ‘28th battalion’ is concentrating more on launching extortion drive in recent times; members of the unit have not launched any major offensive. After the surrender of a number of cadres, the leaders of the unit are apprehensive of sending cadres to Assam from their bases in Myanmar, sources added. The ‘709th battalion’ headed by Hira Sarania has not indulged in major act of violence in recent times and Police believes that Sarania is closer to the ULFA ‘chairman’ Arabinda Rajkhowa and the possibility of his agreeing for talks in future cannot be ruled out. A 10-member group of the ULFA built tent on some chaporis (sandbars) along the Brahmaputra River close to Majuli Island to intensify its operations in the Upper Assam Districts, according to Telegraph. Sources in the State Intelligence Bureau said the group was taking shelter at a few chaporis near Lakhimpur District and coordinating a fund collection drive in Lakhimpur, Jorhat and Golaghat Districts. “The group, led by Biplab Barua of Sivasagar district, is using the river network and was shuttling between Sikoli Chapori and Charai Chapori till a few weeks back; it is distributing extortion notes among businessmen in Lakhimpur, Golaghat and Jorhat districts,” the source said.

As reported in Assam Tribune, the Communist Party of India-Maoist (CPI-Maoist) has established links with Adivasi People’s Army (APA) raised in Sonitpur District through United Liberation Front of Asom (ULFA), Police said on Novemebr 5. This was revealed during the interrogation of Tarjan Majhi, the Sonitpur District ‘commander’ of the APA. Majhi was arrested with five others on November 3 at Bhairabguri under Dhekiajuli Police station of Sonitpur District. Majhi claimed that an ULFA self-styled sergeant Major Das had provided arms training to APA cadre in Majbat area of Udalguri District and helped them contact the Maoists. The APA ‘District commander’ from Gossaigaon in Kokrajhar District claimed he had recruited a large number of APA members and procured some firearms.
