Assam Police reported that following the formation of the ULFA – backed People’s Consultative Group on September 8 in 2005, the ULFA militants have triggered off as many as 52 blasts, majority of those were in late January and early part of February and again from June 8 to 12 in 2006. The reports further said that at least 41 civilians were killed and 135 were injured in ULFA’s violence since September 8, 2005. During the same period, the outfit attacked the security force personnel on 15 occasions in which six were killed, while 41 were injured. During the same period, the security forces were engaged in encounters with the ULFA cadres on 20 occasions, in which 21 militants were killed and 48 were arrested. The sources further pointed out that in the first five and half months of 2006, as many as 29 civilians were killed, as compared to the death of 20 civilians and injury of 78 in 2005. The fatality figure among the security personnel in ULFA’s violence in 2005 was six.

The Union Government is learnt to be "seriously examining" the possibility of release of five key leaders of the United Liberation Front of Asom (ULFA in an attempt to boost the sagging peace process involving the outlawed militant outfit, reports The Hindu. Islamist outfits such as the Lashkar-e-Toiba (LeT), Harkat-ul-Jehad-e-Islami (HuJI) and Jama'atul Mujahideen Bangladesh (JMB), apart from the Muslim United Liberation Tigers of Assam (MULTA), have stated operating in certain minority-dominated pockets of Lower Assam, particularly where suspected migrants from Bangladesh have a sizeable presence, reports Telegraph. Commander of the Army’s 107 Mountain Brigade, Brig. Kanwaljit Singh, while expressing concern over the threat from Islamist forces to the Lower Assam districts, said, “The threat from the jihadi elements is of a serious nature, particularly in Lower Assam. Though the army is yet to mount any operation against them as such, we are keeping a close watch on the situation.” The 107 Mountain Brigade is responsible for counter-insurgency operations in the Kamrup, Nalbari, Baksa and Barpeta districts. Reports added that the Special Branch of Assam Police had also recently sounded an alert about the possibility of Jihadi attacks in the State. The alert was issued on the basis of intelligence inputs that a six-member group of Islamist fundamentalists had entered Assam with plans to carry out terrorist attacks.

The ULFA reportedly sent many of its cadres to get trained in handling explosives at its transit camps in the forests of Arunachal Pradesh, the Garo Hills of Meghalaya and the border areas of Bhutan, reports Telegraph. Consequent to this, the report said that the ULFA could trigger at least 100 blasts in 2006. The explosions figure was 121 in 2005 and 103 in 2004, compared to only 37 in 2002 and 2003. Reports added that the ULFA has switched over from “difficult and risky” military combat to the more damaging but easy-to-execute Jihadi-type operations in urban areas. An unnamed police official said the outfit has been left with only about 800 “hardcore” cadres, making it more wary about exposing its core strike group to direct military confrontation. “Ulfa is definitely facing a manpower crisis, which is why it is avoiding military tactics like laying an ambush on security forces. Planting explosives and lobbing grenades in public places, preferably under cover of darkness, constitute the new modus operandi of Ulfa operations,” said the police official.

The Union Ministry of Home Affairs (MHA) said that the overall security situation has improved in the northeast India, reports Assam Tribune. Till September 2006, there have been 981 incidents of violence in the region as compared to the corresponding period when 1011 such incidents had been recorded. This year till October, 306 civilians and security force personnel had been killed in the Northeast, whereas 392 killings took place in 2005. Reports added that the peace process between the United Liberation Front of Asom (ULFA)-backed People’s Consultative Group (PCG) and Union Government led to a decline in the violence level in Assam by three per cent, while killing of security force personnel and civilians decreased by six per cent. However, the figures given by the MHA contradicted the State Government’s contention that killings in Assam had increased after formation of the PCG.

"The ULFA leadership has established diplomatic relations with the LTTE and there is evidence in that regard," said an official of Assam Police. "The ISI (Inter-Services Intelligence of Pakistan) introduced LTTE's arms suppliers to ULFA leaders and two Tamils were arrested in Cox's Bazaar in Bangladesh when a huge quantity of ammunition meant for the ULFA was seized," said the official adding that arms were also supplied to ULFA through Cambodia, for which the group paid "hard currency routed through Nepal." Reports added that the ISI had facilitated recent visits by top ULFA leaders, including its ‘commander-in-chief’ Paresh Baruah, to Singapore, Thailand and other countries.

As many as 114 civilians and 27 security personnel were killed in militancy related violence in Assam since Tarun Gogoi took over as Chief Minister for the second term in May 2006, reports Indian Express. Assam Forest and Environment Minister Rockybul Hussain, while responding to the issue raised in the State Legislative Assembly on December 11, also informed that the civilians killed include 57 persons who were killed in explosions triggered by militants. The Minister informed that altogether 1214 persons, including 1031 civilians, 121 personnel belonging to Assam Police, Central Reserve Police Force (CRPF) and other para-military forces and 62 Army personnel, were killed by various militant outfits since Gogoi became Chief Minister in May 2001. He also mentioned that as many as 1,051 cadres of various outfits including the United Liberation Front of Asom (ULFA) were killed in encounters with security forces since May 2001.

The Union Government is reported to have not sent any instruction to the Assam Government to detect and deport foreign nationals from the State in accordance with the provisions under the Foreigners Act, 1946 and the Foreigners Order, 1964, despite the Supreme Court’s verdict of declaring the Foreigners (Tribunals for Assam) Order, 2006 as unconstitutional on December 5, according to Sentinel. Instead, the Union Government appealed to the Apex Court seeking modifications in paragraph 43 and 44 of its December 5 verdict that struck down the Foreigners (Tribunals for Assam) Order, 2006 as unconstitutional.
