Assam Tribune quoting intelligence source reports that the Directorate General of Forces Intelligence (DGFI), the external intelligence agency of Bangladesh, was extending physical help to the top ULFA leaders including ‘chairman’ Arabinda Rajkhowa and ‘commander-in-chief’ Paresh Baruah. The report added that two top leaders of the ULFA were provided with passports to facilitate their travel, and the DGFI provided security to them. "This was more apparent after we received confession of an arrested ULFA cadre, stating that seven of her aids were hiding in and around the city….The lower rung of the ULFA suspects that top rung had come to some sort of monetary understanding with the Government to withdraw the boycott call during the National Games. Although there is no veracity but to keep the flock united the ULFA will restart attack," said the sources by adding, "We must admit that, in the last couple of years, the Intelligence has been poor and we do not even have profiles of ULFA mid rung leaders."

Assam Government received a "generally favourable response" from the Union Government to its proposal, for air surveillance of rail tracks targeted by militants in the State, according to Telegraph. The report added that all night trains had been cancelled in anticipation of militant attacks in the run-up to Republic Day, and later the period of suspension was extended beyond January 26. Northeast Frontier Railway also suspended trains between Guwahati and Rangia following warnings that militants had planted bombs on tracks in this sector.

Sentinel quoting intelligence sources reports that Pakistan’s Inter-Services Intelligence (ISI) was involved in circulation of fake Indian currencies in Assam and Meghalaya in the second week of February. Meghalaya Police, on February 25 appealed to all citizens for information regarding such activities on fake currency circulation. Further, Assam Police arrested two persons and recovered fake notes worth INR 39,500 from them on February 28. The youths were carrying fake currencies from Udalguri and Goreswar to the Guwahati city. The report added that ISI agents chennelised fake currencies to Karimganj, Dhemaji, Lakhimpur, Goalpara, Goreswar. Besides, the ISI reportedly has motivated local youths by providing mints for making fake notes in areas like Dhemaji and Lakhimpur.

According to Telegraph, police submitted a report to the Assam Governor mentioning names of the four affluent businessmen and some professionals suspected to be ardent sympathisers and helpers of the United Liberation Front of Asom (ULFA). Official sources said that they were suspected to have acted as ULFA conduits or ‘rendered their services’ to the outfit. The police also found “substantial evidence” of ULFA’s link with the Pakistani external intelligence agency, the Inter-Services Intelligence (ISI) and some fundamentalist organisations.

The level of violence in Assam has increased considerably in the last three years primarily due to violence perpetrated by the ULFA, reports Assam Tribune. According to security agencies, the number of such incidents is increasing gradually in the last three years. The outfit triggered off more than 50 bomb and grenade blasts in different parts of the State. In 2005, only 19 civilians, three security force (SF) personnel and 10 militants were killed. In 2006, the violence increased with more than 160 incidents of violence, in which more than 80 civilians, 14 SF personnel and six ULFA militants were killed. In 2007 (till date), more than 100 civilians were killed and 280 were injured. Three SF personnel and five ULFA militants were also killed in encounters this year. The level of violence involving the Karbi Longri N.C. Hills Liberation Front (KLNLF) and Black Widow group, a breakaway faction of the Dima Halim Daoga (DHD), in the hill districts of Karbi Anglong and North Cachar Hills also showed an upward trend. According to records available, the Black Widow group was involved in 10 acts of violence last year and it increased to 17 so far this year. The KLNLF militants were involved in more than 10 major acts of violence so far in 2007.

Police sources said that the Black Widow, a breakaway faction of the Dima Halim Daogah (DHD), is trying to extend its area of operation to the northeastern flank of neighbouring Cachar district, reports Telegraph. Sources also revealed that nearly two dozen people living in the Harinagar and Jaipur enclaves along Cachar’s northeastern boundary with North Cachar had received extortion notices. The notices, either sent by post or hand-delivered, demand amounts between INR 50,000 and INR 5 lakh. Activists of these organizations have been taking shelter in the border areas, seminaries, mosques and other religious minority-dominated areas in the State. Sources added, "These organizations recruit local youths and send them for arms training to foreign countries. With the change of guard in Bangladesh, United Liberation Front of Assam (ULFA) leaders who have taken shelter in that country, including ULFA chief Paresh Baruah, were forced to back the Islamic state blueprint prepared by Pakistan’s ISI and Bangladesh’s Directorate General of Forces Intelligence (DGFI). According to the Ministry of Home Affairs, 156 insurgency-related incidents took place in Assam between January 1, 2007, and March 31, 2007, where the ULFA has carried out 68 attacks in upper Assam between January 1, 2007, and June 10, 2007, killing 81 civilians, 11 soldiers. Since September 24, 2006, the Army also managed to kill 19 ULFA militants along the Arunachal Pradesh belt, and arrested 14 militants and 31 over-ground workers. Sources said that the ULFA lost several cadres in the recent operations like Operation Blazing Khukri and Operation Blooming Orchid. After the operation in Bhutan in 2003, 1,500 sq km of Manabhum forest in Arunachal Pradesh’s Lohit district has emerged as the outfit’s main area of operation. Presently, around 100 women cadres are reportedly being trained in fresh camps set up by the group inside Bhutan. The ULFA is also carrying on its recruitment drive but the training of its cadres is constrained due to shortage of permanent bases. Sources said that Chakma refugees, settled since decades in Arunachal Pradesh, have started providing logistic support to the ULFA. There are also reports of Chakma settlers being enrolled by the ULFA, and also being recruited by other militant groups active in the Tirap-Changlang-Lohit belt in Arunachal Pradesh, mainly the NSCN-IM and the NSCN-K. Sources said that as many as 176 training camps of Indian militants are in Bangladesh. The ULFA leads the list with the highest number of training camps – 38 within the terror belt which stretches from Sherpur district in the north, bordering West Garo Hills in Meghalaya, to Cox Bazaar in the south near Myanmar.

The outfit was reportedly formed in 2004 in the Karbi Anglong district to further the causes of the Adivasi community, including their demand for the Scheduled Tribe status in the district. The total strength of the outfit is estimated to be around 150, some of whom are armed with sophisticated weapons like AK series Rifles, carbines, pistols, SLRs, etc. The outfit, reportedly, has a nexus with the National Socialist Council of Nagaland - Khaplang (NSCN-K), which provided the weapons to its cadres. The AANLA is also maintaining ties with the Kuki Revolutionary Army (KRA).

The surrendered ULFA cadres comprised four ‘sergeant majors’ and six ‘sergeants’, including Bipul Neog alias Ujjal Gohain. Four women, including ‘sergeant major’ Tulshi Rabha alias Malati Santosh, were among the surrendered cadres. Eight AK-56 rifles, five pistols, ten revolvers, a single-shot pistol, 11 No. 36 grenades, 16 Chinese grenades, eight AK-56 magazines, 145 rounds of AK-series ammunition, 55 rounds of 9-mm ammunition, four rounds of .22 ammunition, an RT set, three electronic detonators, five No. 36 grenade detonators, three gelatine sticks, five kg RDX, a packet of Cordex wire, an RPG cell and five PTD switch were deposited by the cadres. The militants revealed that the surrender was because of a growing dissension and disillusionment among the ULFA cadres, which, according to them, had made them part with the outfit. Bhaskar Bora, a ‘sergeant’ of the ULFA from Tinsukia district, said, "The revolutionary ideals of the ULFA, which drew me to the outfit, are as good as non-existent now. There is an all-pervasive depression and gloom among the cadres due to the complete absence of internal democracy in the outfit’s functioning. The ULFA is running out of time to reform it and restore internal democracy." The Inspector General of Police (Special Branch), Khagen Sharma, said that 13,269 militants, including 8718 of the ULFA, had surrendered since 1991.

Saikia Commission has indicted the former Chief Minister Prafulla Kumar Mahanta, the then police hierarchy and the Home Ministry for the “extra-constitutional killings” which occurred in Assam during 1998-2001, according to The Hindu. “There is enough evidence to show that the then Home Minister was at the helm of these extra-constitutional killings,” the one-man Commission said. Mahanta, who was heading the Asom Gana Parishad-led government, was also Home Minister during this period. The report of the Commission, constituted by the State government to probe the “secret killings” of family members of leaders and cadres of the proscribed United Liberation Front of Asom (ULFA), was tabled in the Legislative Assembly by Chief Minister Tarun Gogoi on November 15. About the motive behind the “secret killings,” the Commission said it was “perpetuation of the Asom Gana Parishad rule by villainy, treachery and monstrous cruelty and dangerous propensity.” The Commission recommended to the government “to try to first keep in abeyance, and then gradually dismantle” the Unified Command structure of the Army, the Assam police and the Central paramilitary forces as an immediate measure to prevent recurrence of such killings. The government also tabled the preliminary report of the Justice J.N. Sharma Commission, constituted prior to the setting up of the Saikia Commission. Justice Sharma said he was not able to identify the killers and accomplices, and pinpoint responsibility.
