After claiming to have neutralized all militant camps in south Manipur, the Army said on February 7 that it would enter into cease-fire agreements with all militant outfits operating in the State. "We would like agreements on cessation of hostilities with all militant groups of Manipur to pave the way for peace talks. We will discuss the topic with the state government," said General-Officer-Commanding of the 3 Corps, Lt Gen. Z.U. Shah, at Thanlon subdivision in the Churachandpur district. According to Army sources, 14 militants and two security force personnel, including one officer, were killed and a cache of arms and ammunition, including eight weapons and 70 kg of explosives, were seized during the counter insurgency Operation Dragnet that targeted the UNLF in Thanlon and Parbung subdivisions of the Churachandpur district.

Lunkim, who was reportedly abducted from L. Molnom village of the Senapati district on January 17 and kept hostage by the Kuki Liberation Army (KLA), according to Telegraph. "Government forces are working 24 hours to rescue the hostage. The suspected hideouts of the outfit where the hostage could possibly be kept, have been identified. These hideouts are surrounded and the police have blocked all escape routes. Considering the threat to the life of the church leader, the government is having second thoughts on launching a full-scale rescue operation," said Chief Minister.

The National Commission for Women (NCW) is reported to have confirmed on June 2 the rape of 25 women by cadres of the outlawed United National Liberation Front (UNLF) and the Kangleipak Communist Party (KCP) at Parbung and Lungthulien in the Churachandpur district in January 2006. The Commission has asked both the Centre and the Manipur Government to provide a comprehensive rehabilitation package for the victims and continue deployment of security forces in the area, according to Nagaland Post. Commission member Malini Bhattacharya, a former Member of Parliament, submitted the NCW report to Governor S.S. Sidhu and Chief Minister Okram Ibobi Singh on June 2. A team led by her prepared the report after visiting Lungthulien and Parbing villages, where the alleged mass rape occurred, in May 2006. "The commission will submit the report to the Centre very soon. We will also meet Union Home Minister Shivraj Patil and seek measures for the victims' rehabilitation," she said. Bhattacharya informed that the girls were still in a "traumatised and terrorised state", which called for immediate medical attention and counselling. She reported that 18-armed militants raped 15 girls aged between 15 and 27 years on the night of January 16, 2006 at Lungthulien, forcing the villagers to flee to neighbouring Mizoram the next morning. Ten other girls were raped at Parbung before the Lungthulien incident.

Meghen alias Sanayaima, warned that the State is soon going to witness a flare-up as his outfit plans to take its war for ‘liberation of Manipur’ into the streets, by sparking a civil unrest. "You will see some sort of an intifada….Part of the strategy is to tell the world that something is happening here [Manipur] and you are morally obliged to come to our help. India should not be allowed to simply massacre our people”, the UNLF chief claimed. He reiterated the demand for a plebiscite in Manipur. On December 2, Prime Minister Manmohan Singh ruled out integration of Naga-inhabited areas in the northeast, reports The Telegraph. Speaking at the Kangla Fort ground Manipur capital Imphal, Prime Minister said, “It is the duty of the Centre to protect the people of the state and respect their sentiments.” The announcement comes two days before the next round of talks with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leadership in Amsterdam. Speaking on the controversial Armed Forces (Special Powers) Act (AFSPA), Prime Minister said that the Centre was working on amending the Act, reports The Hindu. He said, “I had given an assurance earlier that we will try to redress legitimate grievances on the AFSPA. A Committee had been set up to review its provisions and it has done its job. I believe that we need to consider some amendments to the Act by modifying existing provisions or inserting new provisions, whereby it could be made more humane giving due regard to the protection of basic human and civil rights ... The Home Ministry is working on this matter just as I had promised. Once these amendments are in place, I am hopeful that many of your grievances would be effectively addressed."
