The Coordinating Committee (CorCom), a conglomerate of Manipur-based militant outfits, has called for a 17-hour shutdown in Manipur in support of its decision to boycott Prime Minister (PM) Narendra Modi’s visit on January 4, reports Northeast Today. In a statement issued on January 2, Publicity committee of CorCom announced its decision of boycott and shutdown. The conglomerate stated that PM’s visit is ‘just a smoke-screen and a weapon to mislead the international community with claims of India being the world’s largest electoral democracy’ and further accused India of ‘occupying a position at the United Nations by claiming to be a true democracy’.

Manipur Police released its annual report on January 3, reports United News of India. In a statement issued by Public Relations Officer (PRO) of Manipur Police, Khuplen Lhouvum, Manipur Police arrested 233 militants and seized 167 arms in 2021. Fifteen suspected militants were shot dead while twenty militants laid down arms to the government. In its counter-insurgency operation, the State Police arrested 233 cadres belonging to different outfits and altogether 167 arms, 3115 live bullets, 253 IEDs, explosive (3 kgs), 76 hand grenades, six RPGs, two safety fuses, 27 lathodes, 360 detonators, 30 NT sets and Rs 6,17,222 and 4500 Kyat in cash were seized. Fourteen persons were detained under NSA. In 2021, 313 cases related to drugs were filed and 467 persons including 95 women were arrested. Heroin (36.46 kg), Valium-10 tablet (120 pieces) 381.75 kgs of opium, Dizzy-10 tablet (70 pieces) 826.43 kg of ganja, 19,153 SP capsules, 372 pieces of N-10 tablets, about 164.69 of brown sugar and 26.50 litres of morphinated liquid among others were also seized.

The Armed Forces Special Powers Act (AFSPA), 1958 has been extended for one more year in Manipur excluding the Imphal Municipal areas, reports The Northeast Today. In a notification signed by the Special Secretary (Home), Government of Manipur, H. Gyan Prakash released on January 8, “Whereas the Governor of Manipur is of the opinion that due to violent activities of various extremist/insurgent groups, the entire State of Manipur is in such a disturbed condition that the use of Armed Forces in aid of civil power is necessary; And, whereas the Governor of Manipur is of the opinion that the areas within the State of Manipur be declared as a ‘Disturbed Area’ under the provisions of the Armed Forces (Special Powers) Act, 1958, as amended from time to time.” Further adding, the notification states, “Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (Act No.28 of 1958) as amended from time to time, the Governor of Manipur hereby accords ex-post facto approval to declare the entire State of Manipur excluding the Imphal Municipal Area as ‘Disturbed Area’ for a period of 1 (one) year with retrospective effect from December 1, 2021.”

On January 12, a Zeliangrong United Front (ZUF) militant was reported abducted and later on shot dead by another rival militant outfit in between Awangkhul and Warngkhung under Noney Police Station (PS) of Noney District in Manipur, reports The Nagaland Post. Police recovered the dead body of the militant identified as Pouluanthai Gangmei along an empty case of the 9mm pistol. ZUF in a press release later on strongly condemning the incident claimed that National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) militants have killed Pouluanthai, reports The Sangai Express on January 16.

The United Naga Council (UNC) called for a total shutdown for six hours across the Naga-inhabited areas in Manipur on January 26, to demonstrate their resentment against delaying and frequent backtracking on the political settlement of the historic Indo-Naga Framework Agreement even after six years of signing, reports East Mojo. On February 10, National Socialist Council of Nagaland-Khaplang (NSCN-K) allegedly abducted two truck drivers from Kaiphundai area in Tamenglong District of Manipur, reports Northeast Now. The two abducted truck drivers were identified as Kangabam Brajamani Singh and Shaferuddin. NSCN-K also captured the two trucks carrying 330 rice bags of Food Corporation of India (FCI). On February 12, an Improvised Explosive Device (IED) exploded inside the compound of district Forest Divisional Office located at Phungreitang of Ukhrul District in Manipur, reports Northeast Today. Though no causalities were reported, yet the blast damaged a part of the office and created a crater about one foot in diameter. It is to be mentioned that election observer, police and expenditure observer were stationed at Forest guest house at that time. Meanwhile, Tangkhul Civil Society Organizations (CSOs) namely Tangkhul Naga Long (TNL), Tangkhul Naga Wungnao Long (TNWL), Tangkhul Katamnao Saklong (TKS), Tangkhul Shanao Long (TSL), Tangkhul Mayar Ngala Long (TMNL), and four Zonal chairmen strongly condemned the bomb attack and appealed to all to desist from repeating such acts in the future.

The lockdown was meant to boycott Prime Minister Narendra Modi’s visit into the northeastern state of Manipur on February 22. United People's Revolutionary Front of Manipur (UPRFM) also has called for a State-wide total shutdown from 1 am of February 22 against Prime Minister Narendra Modi's visit to the State. Like CorCom, UPRFM also stated that the total shutdown will continue till the time the Prime Minister leaves Manipur.

An encounter between People’s Liberation Army (PLA) and Security Forces (SF) took place near Khontal village bordering Myanmar of Chandel District in Manipur on March 8, reports Northeast Now. According to sources, the gunbattle started after a group of PLA rebels attempted to infiltrate into Manipur in India from Myanmar. Three PLA militants including a self-styled lieutenant is believed to have sustained bullet injuries. Later, the militants are stated to have returned to their bases in Myanmar. Revolutionary People's Front (RPF) Deputy Secretary Publicity Roben Khuman and Manipur Naga People’s Front (MNPF) Secretary Publicity Thomas Numai in a joint statement claimed that PLA and MNPF had attacked a camp of 4 Assam Rifles (AR) and set it on fire causing injuries to Assam Rifles personnel near Khontal village, adds East Mojo.

The Union Home Ministry (UMHA) has considerably reduced the ‘disturbed areas’ under the Armed Forces (Special) Powers Act (AFSPA) in Assam, Manipur and Nagaland, reports Northeast Now on April 1. According to a notification, the purview of AFSPA in Dimapur, Niuland, Chumoukedima, Mon, Kiphire, Noklak, Phek, Peren and Zunheboto districts of Nagaland have been extended for another six months. This notification comes after Union Home Minister (HM) Amit Shah tweeted, “In a significant step, GoI under the decisive leadership of PM Shri @NarendraModi Ji has decided to reduce disturbed areas under Armed Forces Special Powers Act (AFSPA) in the states of Nagaland, Assam and Manipur after decades.” On the other hand, AFSPA was extended in three districts of Arunachal Pradesh. Tirap, Changlang and Longding Districts and areas under Namsai and Mahadevpur police stations in Namsai District, bordering Assam, are declared as “disturbed area” under section 3 of AFSPA. UMHA stated, the “disturbed areas” tags in these three districts of Arunachal Pradesh came into effect on April 1 and will continue till September 30, unless withdrawn earlier.

The National Revolutionary Front Manipur (NRFM) has claimed responsibility of the two blasts at Nagamapal and Khurai in Imphal on May 5 and 6 respectively, reports East Mojo on May 9. NRFM stated that RK Birendra, an executive engineer of agriculture department, on whose residence one of blast took place, had made boastful remark and conducted activities that portrayed the militant outfit in poor light and demeaned the cause of the outfit. The militant outfit also maintained that they take utmost precaution to avoid any collateral damage while carrying out their action and abstain from violence. The NRFM has appealed to owners of properties damaged in the blasts to pardon them. Earlier, South Asia Terrorism Portal (SATP) has reported the two incidents on May 7.

On December 24, Manipur Chief Minister Nongthombam Biren Singh stated that some of the Kuki militants who are under the Suspension of Operation (SoO) as per the 2008 tripartite ceasefire agreement signed with the Government of India and the Government of Manipur are involved in poppy cultivation and collecting tax from poppy cultivators, reports The Times of India. Biren also urged people to stop growing poppy immediately or face consequences under the Narcotic Drugs and Psychotropic Substances Act (NDPS). He even stated that under the act, the government could confiscate the property of drug dealers and poppy planters. The cadres of these Kuki groups are currently put up in designated camps set up by the government in different Kuki-dominated areas of the hill Districts of Churachandpur, Kangpokpi, Tengnoupal and Chandel Districts of Manipur. The involvement of these Kuki militants in poppy cultivation was revealed during interrogation by the village chairman Henkholun Kipgen and village secretary David Kipgen of Selsi village in Kangpokpi District, who were earlier arrested by the Kangpokpi Police on December 22.
