Kuki militant groups under two umbrella organisations, Kuki National Organisation (KNO) and United Peoples Front (UPF), who are conducting talks with Government of India (GoI), on January 10 have demanded creation of a territorial council for the Kukis in Manipur, reports The Telegraph. The demand was placed in writing during talks held in New Delhi. The militant groups had had signed a suspension of operation agreement with GoI in 2008 and the January 10 talks was the sixth round of talks. The demand memorandum was signed by UPF ‘spokesperson’ Aaron Kipgen and KNO ‘negotiator’ Seilen Haokip. Altogether 13 delegates from the two organisations participated in the talks. Kukis have long been demanding creation of a separate Kuki state out of Manipur. The groups also demanded "constitutional" safeguards for Kukis in Manipur.

Chief Minister (CM) of Manipur Biren Singh on February 13 announced that a new and ‘attractive’ surrender and rehabilitation policy for militants in the state would be in place in a couple of months, reports The Telegraph. The CM stated that ‘the Centre is examining a proposal sent by the state government and the new revised comprehensive policy is likely to be implemented by April this year’. Following a cabinet decision taken in May 2017, state Government proposed to hike the monthly stipend of surrendered insurgents from INR 4,000 to INR 8,000 for three years. Of the INR 8,000, INR 2,000 will be counted as ration money. Additionally, one-time financial grant provided by the government to surrendered militants will be increased from INR 2, 50,000 to INR 4,00,000. Earlier Minister for State for Home Affairs Kiren Rijiju stated that GoI has revised stipend amount and fixed deposit for the surrendered militants in Northeast.

Manipur Chief Minister (CM) Biren Singh on February 21 stated that Kuki National Organization (KNO) cadres number 1122 and United Peoples Front (UPF) cadres number to 1059, reports Imphal Free Press. Both groups are under Suspension of Operation (SoO) agreement with the Government of India (GoI). The CM also added that no new militant cadre can be included in the list of cadres as per guidelines of agreement. For giving stipend to cadres, the GoI is providing INR 7, 85, 16,000 per year.Manipur CM also added that demand for creation of a separate state by militant groups having SoO with the GoI was unacceptable, reports Imphal Free Press. He added that there was a ground rule against such demands. On giving stipend to SoO militants, Biren said GoI has a role in tackling the problem of SoO and in sanctioning stipends for the surrendered militants. On alleged illegal activities by SoO cadres, Biren said there are reports that groups of people supported by SoO have indulged in extortion and kidnapping.Replying to a question regarding threats to a Aimol community, the CM stated that to prevent merger of small tribe Aimol to major tribe Naga forcibly Manipur Government has opened two Indian Reserve Battalion (IRbN) posts at Aimol Ngairong and Molnom Kuk in Chandel District, reports Imphal Free Press. He also added that state police could not find out any culprit involved in the alleged attempt to convert the Aimol community to another.

Seeking necessary steps for permanent settlement of the 37th Battalion of Assam Rifles camps at Latingkhal-Makhabasti and Guakhal in Jiribam a delegation is slated to meet Union Home Minister in March, reports The Telegraph on February 22. The delegation will comprise members of the civil organisations namely All Jiribam Linguistic Minority People's Organisation, United Minority People's Organisation, United Minority People's Front, All Manipur Bengali Students' Union and Nari Jagoron Jouta Mancha. The organisations, in the memorandum, stated that Jiribam and its adjacent areas are always affected by militant activities and the camps have been playing a vital role in keeping the law and order situation under control. There are 45 villages combining the areas around the camps at Latingkhal Makhabasti and Guakhal with a population of 13,000.

Chief Minister Biren Singh has informed that the investigation on the missing of 56 pistols along with 59 magazines from Manipur Rifles facility would be handed over to National Investigation Agency (NIA), reports Imphal Free Press on March 31. The missing pistols were reportedly part of consignment of 570 pistols purchased on September 11, 2014, by Manipur government for State Security Forces. Missing of the firearms was discovered after Commandant of 2nd Manipur Rifles P. Manjit examined the current holdings of arms and ammunitions of both the unit and police head quarters (PHQ) Pool. According to Police authorities, two personnel of Manipur Rifles identified as Damodaran NP and Narayan Chetri have been arrested in relation to the incident.Meanwhile, one of the missing pistols was recovered from a Kuki Revolutionary Army (KRA) militant identified as ‘2nd lieutenant’ Ngamboi Haokip alias Raju and Seineo Khongsai on August 13, 2017. Ngamboi Haokip alias Raju was re-arrested on March 31 in connection with the case.Further,two civilians identified as M. Maoist Communist Party-Manipur (MCP-M) on April 12 criticized the State Government over its inability to control the 'Thabal Chongba' (dancing in the moon light) festival which is being continued at various places, reports E-pao. According to MCP-M, the festival should be associated with the culture and tradition of the people and should have a limitation. Additionally, surrendered militants in the state announced a 36 hour general strike from midnight of April 15, if the government fails to provide the beneficiaries that they are supposed to get under the surrendered scheme by April 14, reports E-pao. The announcement was made by Vice President of the All Manipur Surrender Welfare Association (ANSWA). Speaking at the concluding day of the three-day Kuki black day observance held at Kuki Inpi Complex in Tuibong in Churachandpur District, Haokip said, “KNO is in a political dialogue with the central government where we have consistently been saying that Kukis will feel safe only when our right to govern ourselves in our land is given recognition. We cannot settle for any less. The KNO is ready to stand with Kuki people till this right of ours is respected, and no attempt to trample over our land and rights will be tolerated,” He also added that while substantial talks is yet to begin, the group have reportedly prepared 45 charter of demands with “territorial council” in priority to be tabled in the next round of talks. KNO is currently engaged in tripartite political dialogue with the Centre and state government. Of the 25-armed Kuki groups operating in the state, 17 are under KNO and eight under the United Peoples’ Front (UPF). Both the umbrella groups, whose initial demand was a statehood for Kuki people, signed the tripartite suspension of operation (SoO) agreement with the government on August 22, 2008. Recently, after dropping the statehood demand, they came up with the demand for ‘territorial council’ under the framework of the Indian Constitution.

Army’s 57 Mountain Division is involved in anti-insurgency operations in the State. “The presence of so many groups adds to the complexity. You may reach out, but to whom?” the Army official said, talking to visiting journalists recently. “Given the complexity of the problem, it may take longer to achieve a solution,” Major General V K Mishra said. “There are four major constituents in the problems affecting the State, insurgency, ethnic issues, criminal activities and drugs,” Major General VK Mishra added. There are around 30 insurgent outfits, many of them splinter groups with different secessionist demands, while Naga groups, including the Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) and proscribed Khaplang faction of NSCN (NSCN-K) are seeking ‘Nagalim’ or greater Nagaland, said Major General V K Mishra, GOC of 57 Mountain Division. These apart, 16 Kuki organisations are seeking a separate state for themselves and eight groups of the United People’s Front (UPF), which is demanding a separate Hill State within the territory of Manipur.
