It also mentioned that the Nagaland-based National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) is presently supporting a splinter group of the PULF, which is indulging in terrorist activities. The press release said there is no place for terrorism in Islam and Muslims who indulge in it are acting against the tenets of the religion.

The National Socialist Council of Nagaland - Isak-Muivah (NSCN–IM) accepted the safe passage offered by the Assam Rifles at Siroy village in the Ukhrul District, according to Sangai Express. The outfit on February 3 said that its armed wing, the Naga Army of Kiusumong Battalion, vacated its camp after holding it for more than 15 days defending its stand that it is not on the wrong side of the cease-fire ground rules. "Thus, the stand-off for 14 days after the Naga Army stood their ground. To send the message across that political negotiation is the only road to solution and not arm confrontation the civil societies jumped into the fray but by organizing a peaceful protest rally both on the spot at Siroy and Ukhrul town. The women were at the forefront, and students took turn to join the sit-in protest," the outfit added. Meanwhile, people belonging to the Naga community in Manipur started an agitation demanding extension of the cease-fire between the NSCN-IM and Union Government in all Naga areas including Manipur.

The Manipur Government on February 16 suspended three senior officials of the State food and civil supplies department on the charge of meeting militants, reports Telegraph. The Food and Civil Supplies Minister Yumkham Erabot Singh said the officials were suspended for violating a standing Government order that prohibited any official to meet militants. The minister further said the officials went to meet militants of the People’s Revolutionary Party of Kangleipak (PREPAK) after the outfit called them for a meeting. However, the outfit said it had abducted the officials for questioning on their role in the misappropriation of rice meant for public distribution. The outfit reportedly released them on February 9.

During the recent Lok Sabha (Upper House of Parliament) election, its cadres could be seen throwing their weights around and forcing the voters to vote for the candidate of their choice, while the Security Forces simply looked on, alleged the MNRF. The group accused a number of contractors as acting a ‘handymen’ of the NSCN-IM. The MNRF further informed that a contractor, Chinaongai alias Angai alias M Paul, was ‘admitted’ to the its fold earlier and given a rank taking his age into consideration. However he turned out to be a black sheep and was expelled from the group on March 20, 2009, it said. The group asked the people not to extend co-operation to him.

Telegraph quoting the Chief Minister of Manipur, Okram Ibobi Singh, reports that extortion was the motive behind the abduction and murder of the Manipur Sub-Divisional Officer (SDO) Thingnam Kishan and his two junior staff members by the militants of the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) on February 14, 2009. The Chief Minister informed the Legislative Assembly that preliminary investigations had ascertained the motive of the crime as extortion. "The NSCN (IM) cadres demanded money from the SDO and two of his staffs and were killed for not paying it. We do not know how much money was demanded," he said. The NSCN-IM militants abducted Kishan, who was posted at Kasom Khullen in Ukhrul District, along with five of his subordinate staff members on February 14 from the District. While the abductors freed three men belonging to the Naga community, they killed Kishan, Yumnam Token Singh and Aribam Rajen Sharma. The mutilated bodies were recovered in Senapati District on February 17. Subsequently, the NSCN-IM admitted the involvement of its cadres and said ‘Lieutenant Colonel’ Hopeson Ningshen was the mastermind. The Central Bureau of Investigation arrested Ningshen on May 28 and he is currently imprisoned in Tihar Jail in the national capital New Delhi

During the period, 356 persons, including militants, arms smuggler and gangsters, were arrested. While 129 KCP cadres were arrested, 53 arrested cadres were from the PREPAK, 48 from the KYKL, 44 from the PLA, 32 from the UNLF, 12 from the PULF, 12 Kuki Revolutionary Army (KRA), six from the United Naga People’s Council, three from the Kuki National Front (KNF), three from the Kuki Liberation Army (KLA), two from the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), two from the Kuki National Army (KNA), and one each from the United Kuki Liberation Army, Hmar People's Convention- Democracy (HPC-D) and Naga National Liberation Army. 94 militants were detained under National Security Act (NSA) during the same period. While 33 KCP cadres were detained under the NSA, 16 detained cadres were from the PLA, 16 from the UNLF, 12 from the PREPAK, 11 from the KYKL, five from the PULF and one from the KRA. Two Police personnel and three India Reserve Battalion personnel were also detained under NSA. During the year, 109 assorted weapons and 2309 ammunitions were seized by Imphal West District Police. The seizure included one AK-76 rifle, 26 AK-56 rifles, one AK-rifle, two M-16 rifles, one G-3 rifle, five lathode guns, two SLR rifles, five carbines, 43 9-mm pistols, 33 hand grenades and two packets of explosives weighing approximately 25 kilograms.

The SP further said that 75 sophisticated weapons, including 11 AK-47 Rifles, 11 Ak-56 Rifles, one SM Carbine, one M-16 Rilfes, 38 9mm pistols, six numbers of .32 pistols, two 7.65-mm pistols, five .38 revolvers, four lethod louncher guns, four M-20 pistols, three M-21 Rifles, three SLR 7.62 mm, and total of 388 ammuntions of different weapons, two extra magazines of AK-56 rilfes, one magazine of .32 pistol, four 36 HE hand grenade, 16 Chinese hand grenades, one detonator, one wireless set, eight mobile hand sets, six motor cycles, one computer set, four vehicles and 60 kilograms of silver electricity wires were recovered from the possessions of the arrested cadres. 13 arrested cadres, including four of the PREPAK, three of the KCP, three of the PULF, two of the PLA and one of the UNLF, were detained under National Security Act (NSA), said the SP.
