Nagaland Post reports that National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has called for a 36-hours total shutdown starting from 6 AM January 25 to 6 PM January 26, in all Naga inhabited areas. The shutdown would cover “all Naga inhabited areas and vehicular movement restricted”. It would affect all public institutions including educational and commercial establishments except media houses, hospitals and pharmacies. It has requested the public “to extent full cooperation”. NSCN-IM in a statement stated, due to “deliberate violation of ceasefire ground rules by government of India, violation of human rights by disallowing the collective leadership from visiting Zunheboto, deployment of security forces around designated Hebron camp without any provocation and placing unacceptable terms and conditions for the collective leadership to accept” has compelled the NSCN-IM to impose the shutdown.

The programme includes two-hour road blockade in the Districts on May 3 (today) and a railway blockade in all the Districts on May 11 to pressurize the Government to fulfill our demand. Assam Tea Tribes Students’ Association (ATTSA) extended its indefinite economic blockade of Nagaland on March 9 by blocking the Mariani-Mokokchung road in Jorhat District. The road connects Jorhat District to Mokokchung, Tuensang and Zunebhoto Districts in Nagaland. Earlier, ATTSA on March 6 had blocked the kutcha road from Mogroi to Chairman Basti (in Nagaland along the border) and the adjacent kutcha road from Sotai (part of Naginijan) to Akumen Basti (in Nagaland along the border) following the attack on laborers by Naga miscreants in Naganijan. The kutcha roads are used by people from Nagaland to come down to the tea estate area for marketing.

The Telegraph reports that Meghalaya Director General of Police (DGP) N. Ramachandran, on April 24, said there are indications that some teenagers who were lodged in Garo National Liberation Army (GNLA) camps have returned home. On April 10, the DGP had set a week’s deadline to attack the camps of GNLA if the teenagers were not released by the militant outfit. At least 120 teenagers were recruited by the GNLA to assist the cadres in the camps. The teenagers carry out menial jobs in the camps. The DGP said the primary intention of setting a deadline to the GNLA was not aimed at large scale surrender of the cadres. “Our intention was to get back the teenagers from the GNLA camps,” the DGP said. The State Police asserted that operations against the GNLA will continue, adds The Shillong Times. The statement came on the eve GNLA’s proposed 72-hour bandh (shut down strike) in Ampati and Selsella area in West Garo Hills District from April 25 (today). The GNLA earlier gave a three-day deadline to the Government to withdraw its forces engaged in counter-insurgency operations. According to Ramachandran, their demand for the withdrawal of security forces clearly indicates that the outfit is under tremendous pressure.

The ANVC (B) felt it necessary to give some time to the legislators to make their intentions clear before we start the third phase of agitation,” Rimpu N. Marak, the ‘chairman’ of the outfit, said in a statement. “However, if nothing happens in these two weeks, then the third phase of agitation will start, where every legislator who fails to take up his responsibility as an elected representative will be boycotted,” Marak said. The strike came in the wake of the organisation’s leaders canvassing in New Delhi to participate in the peace talks with the officials of the Ministry of Home Affairs (MHA) to work out solutions to their demands. Patnaik, through the local administration, that voiced their opposition to the alleged move to bifurcate Assam and sought the removal of villages with over 51 per cent non-Bodo population from the Bodoland Territorial Areas District (BTAD). It also wanted withdrawal of Sixth Schedule status accorded to the BTAD because it is located in the plains and not in the hills as “mandated” in the Constitution. Khorsan Ali, vice-president of the Samiti, said they had no option but to hit the streets because the non-Bodos had been deprived of all basic Government facilities, were victims of extortion and slowly but steadily Assamese was being replaced by Bodo language. “Under the prevailing circumstances, it is difficult to live in BTAD areas. Therefore, we should be excluded from it,” he said.

The Shillong Times reports that the Breakaway faction of Achik National Volunteer Council (ANVC-B) has called for a 12 hour Garo Hills District bandh (shut down strike) on August 24 demanding the resignation of Chief Executive Member (CEM) of Garo Hills Autonomous District Council (GHADC) Purno K Sangma and his deputy Brigady Marak. The militant outfit has accused the GHADC chief and his deputy of siphoning off money collected at the Council toll gates. The chief of the anti-corruption wing of the ANVC-B, Nawang Sangma, issued a press statement on August 22 informing that the 12-hour bandh would be effective from 5 am to 5 pm. The outfit accused the CEM and his deputy of accumulating large sum of money through bribes in return for giving out toll gates and markets at throwaway prices causing the Council treasury to lose lakhs of rupees. The militant group said that the corrupt people should resign, before the Council sinks into unrecoverable debts and warned that failure to heed to the same would bring in series of agitations which will adversely affect their political party.

The Bandh called and spearheaded by NESO will be in effect in six north eastern states including, Manipur, Mizoram, Meghalaya, Nagaland, Arunachal Pradesh and Tripura. The shootout occurred at a place called Thahekhu in Dimapur and it lasted from 7 am to 9 am. The two injured are identified as two ‘sergeant majors’ of the NSCN-K, identified as Mario Anal and James Kikon. The fight began when NSCN-Khole-Kitovi group attacked the cadres of NSCN-K at a house in Thahekhu, around 5 kilometres south of Dimapur main market. According to the source, one Khethovi, who was a town commander of NSCN-Khole-Kitovi group in Dimapur had defected to Khaplang camp a few weeks ago which did not go well with the former.

Two Imphal-bound rice-laden trucks from Dimapur were set ablaze by supporters of the 72-hour bandh (general Shutdown) called by the United Naga Council (UNC) in the state’s Naga-inhabited areas from midnight of December 26, reports The Telegraph. Barring these two incidents, the four Naga-dominated hill districts of Ukhrul, Chandel, Tamenglong and Senapati, which were affected by the bandh, remained peaceful. However, all shops and marketplaces remained closed and vehicles remained off the roads in these districts. “It is a total bandh,” a source close to the UNC said. The UNC has called the bandh to protest alleged attacks on Nagas in the valley during the State-wide indefinite general strike called by the two artists organisations, Film Forum Manipur and the Manipur State Shumang Leela Council from December 21.

Sources said that strike supporters set ablaze three vehicles at Chawangkining along IT Road about 8 Kilometres West of Kangpokpi Police Station in Senapati District.
