The United Naga Council (UNC) in a statement on February 3 has confirmed that it will go ahead with the proposed 48 hrs ‘Total’ bandh (general shutdown strike) and has warned against any violation of the said agitation, reports The Sangai Express. Endorsing the UNC’s 48-hour bandh starting February 4 midnight, the Chandel Naga Peoples’ Organisation (CNPO) has announced a total shut down in Chandel District of Manipur, including educational institutions during the bandh. Publicity wing of the apex body has informed that any elements or anti-social forces attempting to undermine the decision of the tribals in Manipur and Nagas will not be tolerated, it warned.

Traffic movement was obstructed along Imphal-Moreh road (National Highway 2) by a large number of volunteers from Chandel Naga Peoples’ Organisation (CNPO) which has endorsed the UNC strike. The Manipuri film industry shut down indefinitely on February 17 to protest against extortion threats by National Revolutionary Front of Manipur (NRFM) to the Film Forum Manipur, reports The Telegraph. "We have decided to suspend all Manipuri film-related activities after the National Revolutionary Front Manipur issued threats to us for not meeting its monetary demand. We will not resume our activities until the threat is withdrawn," the chairman of the Forum, L. Surjakanta, said. According to Surjakanta, the militant group first approached the Forum for "financial assistance" late last year (2015). In response, the Forum suspended all film activities from November 14, 2015. The Forum resumed work on December 28 after a public meet, attended by civil society and student organisations, appealed to the rebels to withdraw the threat. Surjakanta said the militants have not mentioned the exact amount to be paid, but continue to issue threats to the Forum. "Within days of resuming our activities, telephone calls came from the group, threatening us and warning us that no activities would be allowed until the group is paid. Our repeated appeals and pleas to withdraw the demand and threat went unheeded. After reviewing the situation and also in view of the rigid stance of the group, we have decided to suspend all activities indefinitely from today," Surjakanta said.

The Joint Action Committee (JAC) against the murder of Thongkhogin Haokip, a teacher of Molnom Junior High School in Chandel District, has decided to resume the indefinite bandh (general shut down strike) on Imphal-Moreh section of National Highway 102 from March 2 midnight, reports The Assam Tribune. The committee is compelled to resume the indefinite bandh, according to a press statement issued by JAC Convenor. The decision was taken after the authorities failed to book the culprits involved in the murder, the statement added.Meanwhile, the Kuki Students Organisations (KSO), in a memorandum, on March 2, has urged the Union Home Minister to ensure that the killers of the teacher are arrested and brought to justice, reports The Assam Tribune. It urged both the Central and State Governments “to rein in the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) militants holing up in Chandel District and place them in their designated camps. Prior to any final agreement between the government and NSCN-IM, the government must settle the issue of NSCN-IM atrocities against Kukis in which 905 innocent Kukis were murdered; 360 Kuki villages were uprooted and its lands seized,” said the memorandum. “More than 100,000 were rendered homeless and landless. The rights of the Kukis with respect to their land and identity in Manipur can not be violated by the NSCN-IM peace accord”, it added.

one vehicle was vandalized by bandh(general shut down strike) supporters along Imphal-Moreh road in Chandel District on the first day (March 3) of an indefinite bandh called by the Joint Action Committee (JAC) against the murder of Ts Thongkhogin Haokip, reports The Sangai Express. Since early morning, a large number of bandh supporters including womenfolk blocked the Imphal-Moreh road at H Kotlenphai, Pallel, Senam and Chahmol by burning tyres and piling woods. One white colour Alto car was vandalized on Saivom-Tengnoupal road for defying the bandh called by the JAC. Convenor Mangboi Haokip of the JAC said that the indefinite bandh was imposed as the State Government has failed to arrest and book the culprits involved in the killing of Haokip. He further maintained that the JAC would intensify the agitation including indefinite State wide bandh if the State Government fails to fulfill their demands at the earliest.

He was arrested after the security team recovered 27 Gelatine sticks, 50 detonators, two 6-feet long non-electric safety fuses, two mobile phones and one Honda Activa during the raid, the Superintendent of Police (SP) Dr AK Jhalajit said. Nameirakpam Mangi is said to be a member of National Revolutionary Front of Manipur (NRFM). SP further stated that Mangi revealed that he is working under the direct command of NRFM ‘commander’ Binodon alias Kishan alias Wangba and Dhabalo alias Paikhomba. During the drive, the team intercepted around 87 non-local labourers who were later handed over to Sekmai Police Station. Speaking to media persons, Hayatur Rahman Yumkhaibam, assistant convenor (organisation) of JCILPS, lamented the action of the Police who allegedly handed over the apprehended labourers to their respective employers who had hired them despite the fact that they did not posses any valid document. The issue here is not only about the possession of ID cards but that the labourers did not have workers license, he contended. He informed that the drive against non-local will continue further.

Hundreds of students from various schools took out a rally along the NH2 at Singjamei area of Imphal. A 48-hour state-wide general strike has been called from midnight of August 18 in protest against the arrest of former Convenor of Joint Committee on Inner Line Permit System (JCILPS) Khomdram Ratan, reports The Assam Tribune. The strike was called by Joint Action Committee (JAC) constituted against declaration of former JCILPS Convenor Khomdram Ratan as a wanted man. Co-convenor of JAC, Kshetrimayum Thoiba made an announcement in this regard at a hurriedly called press conference in Imphal on August 18. In the meantime, Khomdram Ratan, former Convenor of JCILPS, who was declared a wanted man with a cash reward of INR 500,000 to anyone who can provide information leading to his arrest on charges of “indulging in prejudicial activities against the State”, was produced before the court on August 18 and remanded in judicial custody till August 26. On August 17, Ratan came out of hiding and took part in the ongoing relay hunger strike here demanding introduction of Inner Line Permit (ILP) system in Manipur. Police spokesperson Inspector General of Police (IGP) MS Bhatia said no untoward incident was reported during the bandh, called against the State Government's move to amend land laws in the state. "The market places were closed in some areas in the countryside. The bandh was peaceful," he said. In Giridih, Maoists put up banners and posters on the wall of Hatiya maidan at Madhuban, close to the Jain shrine, under Pirtand Police Station of Giridih District. The banners created fear in the people despite increased movements of the forces after the banners were spotted. "The CPI (Maoists) vehemently protested the bills regarding changes and amendments in the CNT and SPT Acts by the Raghubar Das government," the banner read.

The 18-hour total shutdown (Sintha Leppa) would be effective from the intervening night of Friday (October 15) and Saturday (October 15) and ends at 6 pm on Saturday. Manipur was merged to the Republic of India on October 15, 1949 after a merger agreement was signed between the then King of Manipur and India. Some women vendors of Khwairamband market, anguished by the prolonged economic blockade being imposed by United Naga Council (UNC), have on November 12, launched a counter economic blockade on some roads leading to Hill Districts from Imphal, reports The Sangai Express. With the State cut off from other parts of the country for the past many days, all sections of the people have been literally living under a siege. Anguished by the economic blockade which has been going on for the past 12 days, women vendors of Khwairamband Keithel went to different parking lots and prevented transportation of essential commodities including rice to Hill Districts. Goods loaded on different vehicles heading for hill Districts were pulled down at Jiri parking (Wahengbam Leikai), Noney parking (Moirang Leirak Machin), Nagamapal parking, Kangpokpi parking (Khoyathong) and Lamlong parking. The women vendors maintained that they would prevent transportation of essential commodities to Hill Districts until UNC lifts its economic blockade.

On completion of the 14 days remand, the two leaders were produced in the court of Chief Judicial Magistrate (CJM) Imphal East District on December 8, which remanded them to 15-day judicial custody. But a team of Tadubi Police station personnel of Senapati District re-arrested them in connection with another case registered with the Police Station and took them into custody for five days, that is, till December 14. The case was related with setting ablaze of a chick-feed laden truck (MN01-0444) on November 21 morning at Tadubi area along the National Highway-2 (NH-2).On the other hand, Security Forces (SFs) escorted back hundreds of Imphal-bound vehicles on NH-2, NH-102 and NH-37 as the ongoing indefinite economic blockade imposedby the UNC crossed one month, adds The Sangai Express. Numbering over a hundred, the mob attempted to barge into the MBC Church compound before resorting to pelting stones breaking glass shields of the Church. Another group of bandh supporters pelted stones at a bus and a Bolero jeep in which India Reserve Battalion (IRB) personnel were escorting some stranded passengers at Khurai Puthiba Nandeibam Leikai in Imphal East District. Some five to six persons including the driver of the bus sustained minor injuries in the attack. Four women supporters of the bandh were also injured when Police used tear gas to control the mob.

The Naga Students’ Federation (NSF) temporarily suspended its eight-day-long total blockade of all Manipur-bound vehicles with immediate effect taking into consideration the assurance of Manipur Government and the Centre Government’s request on December 27, reports The Assam Tribune. The NSF President Subenthung Kithan and Assistant General Secretary Kesosul Christopher Ltu said that the decision was taken in view of the communiqué received from the Chief Secretary of Manipur through the Chief Secretary of Nagaland with assurance to provide safety and security to Nagas in Manipur. Union Home Minister (UHM) Rajnath Singh also told Nagaland Chief Minister (CM) TR Zeliang on December 23 to ensure that there was no disturbance in movement of vehicles passing through the State following reports of NSF’s blockade.
