Dima Hasao District based Dimasa organizations like Jadikhe Naisho Hosom (JNH) [apex body of Dimasa tribes], All Dimasa Students’ Union (ADSU), Dimasa Students’ Union (DSU) have planned a rally on January 22 demanding disclosure of the details of the August 3, 2015 frame work agreement signed between the Union Government and National Socialist Council of Nagaland-Isak-Muivah faction (NSCN-IM), reports The Sentinel. The protest rally is slated to take place at Haflong town of the District. The organization leaders claimed that (earlier) several Districts of Assam, Manipur and Arunachal were to be included in the (proposed) ‘Nagalim’ but now only Dima Hasao could be included in Nagalim, which was opposed by the people of Dima Hasao.

Liberation Front of Western Southeast Asia (UNLFW), an umbrella group of rebel groups on January 22 called for a total boycott of Republic Day celebrations, reports Northeast Today. Khango Konyak, the newly appointed ‘chairman’ of UNLFW, in a statement said ‘(We want) a 24-hour total shutdown on January 26 and to engage concerted refusal by not attending or gathering at any governmental offices or public places within 24 hours of that day, except some emergency services.’ UNLFW comprises of Independent faction of Liberation Front of Asom (ULFA-I), Kamtapur Liberation Organization (KLO) and Saoraigwra faction of National Democratic Front of Bodoland (NDFB-S)

In Dima Hasao, an indefinite curfew was clamped in the Maibong area on January 25 after a clash between protesters and Police following an attack by a mob on a train during a general shut down, reports Assam Tribune. Two people were killed and eight were wounded in the clashes. The mob attacked a train at Maibong railway station during the 12 hour general strike. The Economic Times add that the general strike was called to protest the suspected inclusion of Dima Hasao District in ‘greater Nagalim’ in the frame work agreement signed between Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) in 2015.

Earlier, four ‘AKRSU activists were arrested for their involvement in the incident of setting ablaze of All Assam Students Union’s (AASU) Gauripur office in Dhubri District. Oboro Suraksha Samiti, an organisation working for the non-Bodo people in Bodoland Territorial Areas District (BTAD), has reduced the March 10 bandh (general strike) to 24 hours, considering the ongoing school examinations and updation of the National Register of Citizens (NRC), reports The Telegraph. The organisation had called the strike beginning 5am on March 9 in protest against the Bodoland Territorial Council's (BTC) new land policy. BTAD has been in turmoil since reports published last month about a move of the BTC administration to alter the land policy, which allegedly will deprive the Rajbongshi, Adivasi, Gorkha and Nath Yogis living in the BTAD, the area it administers, of land rights.

Organisation Coordination Committee (a joint forum of four non-tribal student groups) has withdrawn its 12-hour Assam bandh( general shut down) on March 12 (today) to protest against the Bodoland Territorial Council (BTC)'s new land policy and demanding early release of its activists arrested by police on March 6, reports The Telegraph. The decision followed a discussion with Bodoland Territorial Council (BTC) chief Hagrama Mahilary and the top police officials of Bodoland Territorial Areas District (BTAD). Non-tribal groups of the BTAD became restive after the council's executive body adopted new resolution in the recent past to curtail the land rights of non-tribal communities living in the council area.

Immediately, after the news of the assault spread, mob started gathering in front of the shop and also in some areas of Iawmusiang. The victim lodged a complaint at Jowai Police Station. However, a group of 50-60 people gathered in front of Jowai Police Station and shouted slogans against non-tribals.Meanwhile, Mobile internet service will remain suspended for some more time and curfew will continue in the Shillong city in East Khasi Hills at least till the government holds a review meeting on June 12, reports The Shillong Times. Additional Chief Secretary in charge Home (Police), MS Rao, said the Government wanted to resume internet service but “some incident took place in Jowai in West Jaintia Hills and the government is keeping a tab on the situation”. The ban will continue till 1.30 pm on Tuesday before the government takes a call on the matter, Rao added. Mobile internet and SMS services in Shillong were restricted since June 1 following the clashes in Punjabi lane area of Shillong. Recently, the government ordered resumption of SMS service after the situation turned normal in the city.

Garo organisations in Goalpara and Kamrup Districts of Assam have called a 12-hour shut down on September 12 in protest against the government’s “apathy” towards their long pending demand for an autonomous council for the community in the state, reports Nagaland Post. The organisations comprising Garo National Council (GNC), Garo National Union (GNU), Garo Gaon Bura Santha, Garo Sahitya Sabha, Garo Mahila Parishad, Youth Parishad and All Achik Youth Federation had recently met at Hudakona near the Assam-Meghalaya border and decided to impose the bandh from 0500Hrs. GNC Assam state zone president, Thengsil Sangma stated that ‘The Garo community despite comprising the majority in the Rabha Hasong Autonomous Council in Goalpara and Kamrup has been neglected on all fronts, be it education, healthcare or agriculture. We have our own identity and culture and so want the creation of an autonomous council to protect our interests and uplift the community’.

He said the Assam Jatiyatabadi Yuva Chatra Parishad (AJYCP) and 40 other organizations have joined hands to call the shutdown. Gogoi also demanded the Assam government to stop the proposed convention being organized by an umbrella organization of Hindu Bengalis on November 17 supporting the Citizenship Bill. He warned that there would be serious repercussions if the Hindu Bengalis are allowed to hold the convention.

The bandh was called despite Police’s request to call off the strike, saying that Centre’s interlocutor of peace talks with the militants, A.B. Mathur had clarified to Pallab Bhattacharyya, Director-General of Police (Civil Defence) and in-charge of Special Branch that no such move had been made by the Centre. While the bandh was total in Bongaigaon district in lower Assam, it evoked mixed response in the BTAD and no response in Upper Assam and Barak Valley in south Assam. The All Assam Koch Rajbongshi Yuba Chatra Sanmilani called the bandh for 12 hours, the All Koch Rajbongshi Students’ Union (AKRSU) for 48 hours and the All Assam Koch RajbongshiSanmilani (AAKRS) for 36 hours, all from 5am. Several other organisations, like the BTAD Citizens Rights Forum, are supporting the strike.

Education institutions were, however, exempted from the purview of the bandh. The bandh was called by the students’ organizations to protest the Centre’s attempt to grant Scheduled Tribe (Hills) status to Bodo tribe people living in hill districts of Assam under the provisions of the Sixth Schedule of the Constitution. The bandh was called also to press for the long-standing demand for autonomous state under the provision of Article 244(A) of the Constitution.
