PJACB is demanding the creation of “Bodoland” State and expedition of political dialogue with the Pro-Talks faction of National Democratic Front of Boroland (NDFB-PTF). The Chief Convener of the PJACB, Jebra Ram Muchahary, said they would block NH-31, 37 and 52 to press for “Bodoland”. The NDFB-PTF has extended its full support to the blockade.

Eleven persons were killed and many injured when Security Forces (SFs) opened fire to quell groups of protesters ransacking polling stations and preventing other voters from casting their ballots at several places in the Rabha Hasong Autonomous Council (RHAC) areas in Goalpara District during the third and final phase of Panchayat (village level local self Government institution) elections on February 12, reports The Assam Tribune. The clashes that erupted between the SFs and groups of protesters armed with machetes, knives, iron rods and sticks left three dead at Kathalmuri Palsa under Dhupdhara Police Station, two at Kachadal under Ranjuli Police Station, one at Siluk under Dudhnoi Police Station, three at Bekipool under Khrishnai Police Station and two at Dhuptola under Mornoi Police Station. According to sources, four columns of Army have been pressed into service to contain the situation in the district amid unconfirmed reports of fresh group clashes spreading to new areas. Meanwhile, curfew was clamped in the areas under Mornoi Police Station after fresh reports of group clashes between two communities were reported from Dhuptola area following killing of two persons who allegedly placed two hand bombs outside the polling station at Raikhashini Jawaharlal Nehru Vidyalaya. Earlier, mob set ablaze a village under Krishnai Police Station where around 60 houses were destroyed. The mob also indulged in brick-batting and torched two police vehicles, a bus and a Bolero vehicle standing on NH-37 leaving some Central Reserve Police Force (CRPF) personnel and the Officer-in Charge of Krishnai Police Station, Haten Ali Ahmed, injured. The series of clashes occurred following a call given to the people living in the RHAC areas by the Rabha Hajong Joint Movement Committee (RHJMC), an umbrella organisation of 34 bodies, to oppose holding of Panchayat elections in the RHAC areas. In the meantime, according to official sources, the Goalpara District recorded a peaceful polling of 60 percent at the 659 polling centres while polling could not take place at the rest 173 centres.

The Shillong Times reports that taking strong note of the 36-hour bandh (shut down strike) called by the Hynniewtrep National Liberation Council (HNLC) to boycott the Assembly polls in the State, the Government has beefed up security to ensure peaceful elections. Addressing a press conference on February 21 following a meeting with political parties, officiating Chief Secretary, Barkos Warjri said that altogether 91 companies of Central Paramilitary Forces have been deployed in the State to maintain law and order and 44 companies were deployed in the militant-hit Garo Hills region. Out of the 2485 polling booths in the State, only 1213 were identified as ‘normal’ and of the 900 polling stations declared as ‘sensitive’, 355 are ‘hyper sensitive’ due to prevalent militant activities. Another 545 are hyper sensitive polling stations due to other reasons. While dwelling on the security arrangements made for the polling day, Warjri said the Government will have one section of central armed police force stationed in all the polling stations which are affected by militancy while only half section of the central forces will be placed in polling stations which do not face the same threat.

A Policeman was injured when supporters of the 36-hour Goalpara District bandh (general strike) clashed with the Police at Pancharatna under Kharmuja Police outpost on March 19, reports The Telegraph. Officer-in charge of Kharmuja Police Outpost, Marmuj Ali, was injured when nearly 500 strike supporters staging a blockade on the road allegedly attacked the Security Forces (SFs). The situation turned violent when the Police tried to clear the road for vehicles. The supporters then attacked a Tata Sumo at Pancharatna about 300 metres away from Naranaryan Setu and set it ablaze. The driver of the car was also injured in the attack. Protesters also set ablaze a truck at Kumri area in the District. Police later had to fire blank shots in the air to disperse the mob. With the arrival of additional SFs and senior Police officials, a semblance of normalcy returned. The bandh was called by non-Rabha and non-tribal organisations under the Non-Rabha Co-ordination Forum (NRCF) to register its protest against the inclusion of non-Rabha and non-tribal dominated villages in the Rabha Hasong Autonomous Council (RHAC). The notification ordered all shops to remain closed and all trucks to stay off the road at Shallang. A reliable source informed that earlier the GNLA had issued demand notes to shopkeepers, tollgates and coal traders. However no payment was made which irked the outfit. Coal traders and shopkeepers complained that the huge ransom of INR 1.5 to 2 million was beyond their capacity and hence they refused to pay. In one of the notification, it was boldly declared that if any one opposed the bandh they would be shot dead.

Nagaland Post reports that normal life came to a standstill throughout Nagaland, including Naga inhabited areas in Manipur, Arunachal Pradesh and Assam, on July 1, during the 12-hour bandh (shut down strike), called by the Naga Students’ Federation (NSF) in protest against factional clashes and harassment meted out to public by underground groups. The total bandh was observed without any incident, at the time of filing this report. NSF ‘vice-president’ Joseph Nguori who monitored the bandh in Dimapur, said it was called to show “strong resentment” against those not maintaining peace, which was the need of the hour. NSF ‘finance secretary’ Shikavi Achumi pointed out that the federation had already submitted a five-point charter of demands to the State Government on June 26 and demanded a response within seven days. It may be recalled that NSF wanted the State Government to initiate stern action against the culprit(s) involved in a shooting incident where one NSF office bearer was injured in Kohima on June 25. NSF also demanded that the Government direct all the cadres of every faction be confined within designated camps and to seriously monitor “free movement” of armed cadres in civilian areas. Karbi People’s Liberation Tiger (KPLT) militants on August 7-8 carried out two attacks in Karbi Anglong District during the 300-hour Karbi Anglong bandh (General Shut Down) called by the outfit, reports Assam Tribune. The first firing incident took place when a group of KPLT militants armed with sophisticated weapons, attacked the Uttarborbil Police Outpost under Howraghat Police Station at around 8.46pm on August 7. The militants fired indiscriminately and lobbed grenades at the police outpost with the help of rocket propelled guns (RPG). The police retaliated and the exchange of fire continued for about 10 minutes. Later, the militants fled from the spot under the cover of darkness. No casualty was reported. In the second incident, a vehicle carrying chickens was attacked by suspected KPLT militants at Deopani under Sarupathar Police Station in Bokajan Sub-Division of the District. The occupants of the vehicle escaped unhurt, even as the vehicle suffered minor damage.

Five houses at Dhumni and two houses at Palasguri were vandalised. Sources said trouble began after strike supporters trying to impose it at Dhumni under Mushalpur Police Station in Baksa vandalised five houses around 1pm. Police said the bandh was called by Tai Ahom Students Union (TASU) and supported by Aikya Manch against the alleged failure of the district administration to rescue the man. The United Naga Council (UNC) acknowledged the cooperation and solidarity of the general public in the observation of the 48 hours total bandh (general strike) on National Highway (NH)-37 from the midnight of December 12 in Manipur, reports The Sangai Express on December 18. The UNC said in a statement adding, “We are for all round development and opportunities for our people. This can truly come only through political empowerment which is the core issue of the tripartite talk.” This is the message that has been conveyed through the 48 hours bandh on NH 37 said the UNC while congratulating the Tribe Hoho and frontal organisations for effective and peaceful observation of the same. The bandh may have inconvenienced many and dislocated scheduled programmes. Such are not losses but are valuable contributions to the people’s movement, it said adding that it should continue to count on and look forward to the cooperation of the public as it proceeds with the endeavour to secure the rights of the people.
