Gujarat has reported an almost 50 per cent rise in crimes under the Information Technology Act, 2000. Compared to 35 cases in 2010, 2011 reported 52 cases as per the 'Crime In India' report published by National Crime Records Bureau (NCRB), as reported on July 16, by The Times of India. Twenty cases were registered under Indian Penal Code (IPC) sections in 2012, against 15 the previous year. From the cases reported, the highest came from Ahmedabad (36), followed by Vadodara (10). Surat and Rajkot reported one and two cases respectively. Gujarat Police arrested 36 persons for cyber crimes in 2011 of which 17 were below 30 years of age. 18 of the arrests were from Ahmedabad. Nationally, Andhra Pradesh (349) ranked first, followed by Maharashtra (306) and Kerala (227). In cities, Bangalore (117) reported the most incidents while Visakhapatnam (107) and Pune (83) ranked second and third. In addition, all over the country 157 cases of hacking were reported and 65 persons were arrested for the offence.

According to joint commissioner of Police (crime) Himanshu Roy, the Police were probing how these morphed pictures showing atrocities on minorities were uploaded on the Facebook and you tube which police believes instigated the mobs to protest at Azad Maidan on August 11. The Mumbai Police have termed the incident as an act of terror and accordingly probing the case.

Cyber Crime Cell (CCC) attached to the Criminal Investigation Department (CID) to probe case of objectionable MMSs and SMSs in Bangalore (Karnataka), reports The Times of India on August 21. Bangalore City Police handed over the case of objectionable MMSs and SMSs which triggered panic among people from the northeast in Bangalore to the cyber crime cell. According to Director General of Police (DGP) Lalrokhuma Pachau, three persons were arrested on August 18 in this connection. The arrested are, Anees Pasha, 26, who runs a mobile shop called New Fonotech in Koramangala VII Block, his brother, Thaseem Nawaz, 32, of Platinum Court in BTM I Stage, and Shahid Salman Khan, 22, of Teachers' Colony in Venkatapura allegedly spread rumours through SMSs and uploaded videos to incite hatred.

Cyber security agencies have detected the hand of the Popular Front of India (PFI) in Kerala and Bangladesh-based Harkat-ul-Jehad al Islami (HuJI), while tracking SMSs that led to the exodus of Northeast people, said a cyber expert, reports The Hindustan Times on August 21. According to cyber expert, they have been tracking SMSs, not all troublesome from all sources. Of them, more than 60 million were sent on August 13 alone. Cyber experts say it would be difficult to trace the route of these provocative text messages because hackers normally use third-party servers. They also bounce the SMSs through several countries to avoid detection. The agencies, monitoring Facebook and Twitter, are also examining the possible role of the Hindu radical groups and the underworld.

A classified government report on the recent incident [incidents after Assam Riots] of what has been described as the worst cyber attack on the country has said that it should not be treated as an 'isolated incident' as this exercise was not merely aimed at spreading communal hatred, but also to test the effectiveness of network of 'modules and sleeper cells' of subversive outfits in states like Karnataka, Andhra Pradesh, Maharashtra and Kerala, Deccan Chronicle on August 25 reported. These revelations have been made in the Situation Report (SITREP) given by the Central intelligence agencies to the Central government. “Encouraged by the success of its propaganda campaign these Pakistan-backed outfits may plan a bigger offensive in the days to come,” the report states. Outfits like the Jamaat-e-Islami, Harkat-ul-Jihad-al-Islami (HuJI), Students Islamic Movement of India (SIMI) and Indian Mujahideen (IM) are already on the watch list of intelligence agencies for spreading communally-sensitive messages and pictures that triggered a massive exodus of people from the Northeast. Intelligence agencies in their report have warned that outfits like HuJI, IM, SIMI and even the Popular Front of India (PFI) have a formidable network in southern India and have 'increased their support base manifold' in the last few years in Karnataka, Andhra Pradesh and Kerala. The report adds that this incident should be treated as a warning signal to sensitise security agencies to launch a massive offensive against these groups in the affected states. An unnamed senior government functionary commented, “It is highly suspicious that a few days after the Pune [Maharashtra] serial explosions [August1, 2012] Pakistan-based groups launched this hate campaign. Clearly, these terror groups do not want to let go of any opportunity for things to stabilise in India”. "And yes, these terror outfits know that communal violence can be much more lethal than any bomb explosion,” he added.

Andhra Pradesh has topped the list of cyber crimes committed across the country, as reported on August 25, by Deccan Cronicle. According to a report on crimes in India in 2011, published by the National Crime Records Bureau (NCRB), 349 of the total 1,791 cyber crime cases registered in 2011 were reported from the state. Maharashtra followed with 306 cases. Among the cities, Hyderabad came fifth, with 61 out of 200 cases registered under various Sections of the Indian Penal Code (IPC) coming from the state capital.

Although cyber attacks have been ruled out in July 30-31 grid collapse, destabilization of the energy sector could lead to a "cascading effect on national security and economy", the report says. The unique nature of this collaboration is because of the unique nature of the domain, and we need to develop the habit of working together that hasn’t existed in the past”. Referring to the recent spate of riots in Uttar Pradesh, Assam and Mumbai (Maharashtra), Menon further said, “We have seen the misuse of social media to affect communal harmony. Since 2003, they have defaced 70 State Government websites, 48 of them were hacked repeatedly exposing the poor handling capacity of web servers by state agencies. Cyber crime experts revealed that Pakistan hacker, Dr Freak was behind the hacking of the Law Department of Rajasthan website: www.lites.rajasthan.gov.in on November 19. Another striking feature is that the main domain Rajasthan.gov.in was attacked four times since 2004. Mukesh Chaudhary, a cyber crime expert working with Jaipur Police estimated that over 70 per cent of Government websites are vulnerable to cyber attacks as they were never audited by any competent agency.

Minister of State for Communications Milind Deora on December 7, in a written reply to the Rajya Sabha (Upper House of Indian Parliament) said, over 1,600 people were arrested for cyber crimes registered under the Information Technology Act, 2000 and under sections of Indian Penal Code (IPC) in the year 2011, according to Economic Times. He further commented, "As per the crime data maintained by National Crime Records Bureau (NCRB), a total of 154, 178, 288, 799 and 1,184 persons were arrested for cyber crimes registered under IT Act, 2000 during 2007, 2008, 2009, 2010 and 2011, respectively”. A total of 429, 195, 263, 394 and 446 persons were arrested for cyber crimes registered under sections of IPC relating to cyber crime cases during 2007, 2008, 2009, 2010 and 2011, respectively, he added. "As per the crime data maintained by NCRB, a total of 217, 288, 420, 966 and 1,791 cyber crime cases were registered under IT Act, 2000 during the years 2007, 2008, 2009, 2010 and 2011, respectively, thereby showing a rising trend," he said.

Karnataka is facing a new challenge of dealing with Cyber Crimes, with Bangalore continuing to see a rapid rise in the numbers in the past four years, reports The Times of India on December 12. According to sources, the State registered 26 Cyber Crimes in 2009, 144 in 2010, 240 in 2011 and 388 in 2012 till November-end. Bangalore topped the list with 268 Cyber Crimes reported till October 30, 2012. Bangalore registered 102 cases in 2010 and 178 cases in 2011. Udupi and Mysore came in second with 13 Cyber Crimes each. Meanwhile, the State Home Minister (HM), R. Ashoka, told the State Legislative Council on December 11 that the government had made it mandatory for all Cyber Cafes to register the names of visitors to their cafe and allow them to use computers after checking their ID cards and other details.

A total of 294 websites belonging to various ministries and government departments were hacked in the January-October 2012 period. While the number of websites hacked in 2009 stood at 9,180, it grew to 14,232 in 2011 and in the first 10 months of this year the number has already crossed the 14,300-mark. About 16,126 websites were hacked in 2010, while 14,392 websites were hacked in the year 2012 (till October), as per the information tracked and reported by Indian Computer Emergency Response Team (CERT-In). To check hacking and cyber crimes, Minister of Communications and Information Technology Kapil Sibal told Parliament that the government has conducted six cyber security mock drills since November 2009 to assess preparedness of organisations to withstand cyber attacks.
