According to statistics from the National Crime Records Bureau (NCRB), in the three years up to 2013, registered cases of cyber crime in India were up 350%, from 966 to 4,356, reports Business Standard on January 19. Report said that as cyber crime rises, there are indications that the criminal-justice system is unable to cope, with a minuscule percentage of convictions reported, although there is no reliable, nationwide data. “Illegal gains” and “harassment” are the top cyber crime motives, the data reveal. The majority of crimes are registered under “others”; 2,144 cases were registered in this category in 2013. Data show that the age group of 18-30 accounts for the highest percentage of cyber crime with 1,638 persons arrested in the age bracket out of a total arrests of 3,301 in 2013. Maharashtra accounts for the most persons arrested under the Information Technology (IT) Act, 2000, and Uttar Pradesh reported the most arrests under the older Indian Penal Code (IPC).

The Government has finally given a green signal to setting up the Uttarakhand’s first Cyber Crime Police station in Dehradun, reports The Times of India on January 23. Till date, the state wasn't equipped with a special force to deal with such crimes and cases pertaining to illegal online activities were being referred to police stations spread across all 13 districts. After the government notification on January 21, all cases related to Information Technology (IT) Act would now be transferred to the Cyber Crime Police station, where members of the special task force (STF) would conduct probe. All matters of cyber crime, including online frauds, bank frauds, crime through social networking websites and mobile applications will be investigated by the STF team.

Gujarat Technological University (GTU) in Ahmedabad launched e-Raksha Research Centre that will encourage research and enhance capability to provide solution for issues related to cyber security, Business Standard reports on January 28. "GTU has launched e-Raksha Research Centre where various activities from research on latest techniques of cybercrime to capacity building of the faculties, students and government officers will be undertaken," a statement from GTU said. GTU is collaborating with Cyber Peace Foundation (CPF) with the goal of establishing a peaceful and harmonious cyber space through research in this area, it said. The research centre will train students in areas of cyber security and enhance their capability to provide solution for issues related with cyber security, the statement added.

The Gujarat Forensic Science University (GFSU) signed a Memorandum of Understanding (MoU) with a Finnish company, Codenomicon Software to be able to train and raise a “cyber army” to combat “cyber terrorism”, The Times of India reports on January 31. The technology will eventually also be used to secure critical infrastructure, industrial control systems and other smart-city initiatives in the country. The GFSU developed a cyber intelligence lab in August, 2014 that has the software called “defensics” provided by Codenomicon. The software is the only one available in the country, which makes this lab the biggest cyber monitoring cell among the other labs in the country. The cyber army would be then raised to combat cyber terrorism. The intelligence lab is not just a learners’ ground for the students of the GFSU, it will also host training sessions for the officers from central agencies like Central Bureau of Investigation (CBI), National Investigation Agency (NIA), armed units and Police officers from various states regularly. The intelligence lab will also aid cyber crime detections and help Police in cyber-monitoring. The GFSU and Codenomicon will then develop SCADA in the lab for analysis. The intelligence lab, working on the Defensics software, works for two phenomenon of cyber security – checking unknown vulnerabilities and cyber monitoring. The forensic officials said Defensics works on fuzzing technology, a technique that exposes defects and vulnerabilities in the software by sending inputs in the system.

The widespread use of the internet to foment trouble and brainwash youngsters into joining the terror bandwagon has prompted the Maharashtra Government to seek the Centre's approval for a Cyber Emergency Response Team (CERT), reports The Times of India on February 3. Maharashtra Chief Minister (CM) Devendra Fadnavis has written to Union Communications and Information Technology (IT) Minister Ravi Shankar Prasad in this regard. In the letter, Fadnavis said that CERT will enhance cyber security in the state and boost the National Government's IT infrastructure through collaboration. "We will extend all logistical support." Mumbai is responsible for about 50% of India's total internet load (as per multi-router traffic statistics), he wrote. "Mumbai is more vulnerable to international and domestic cyber attacks. With an expanding cyber environment and resultant vulnerability, the next terrorist attack on Mumbai may possibly be a cyber attack." A senior Indian Police Service (IPS) officer said the state stepped up efforts to combat cyber-linked terror after four youths from Kalyan were found to have flown to Iraq to join Islamic State (IS). "We increased vigil on websites and monitored the online activities of the Kalyan youths," he said. At present, Kerala is the only state with a CERT.

As per the ASSOCHAM-Mahindra SSG study, the reporting of cyber crimes in Maharashtra, Andhra Pradesh and Karnataka went up by 117 per cent during 2012-13 causing havoc in the financial space, security establishment and social fabric, dnaindia.com reports on February 9. According to the joint study on “Cyber and Network Security Framework”, in 2013, 681 cyber crime related cases were registered in Maharashtra, which saw a 44.6 per cent rise in cyber crimes when compared to 2012. Andhra Pradesh with 635 cases registered in 2013 also saw a 48 per cent rise when compared to 2012. Karnataka with 513 cases registered in 2013 saw a 24.5 per cent rise compared to 2012. Uttar Pradesh with 372 cases registered in 2013 is in the fourth place. Kerala is in the 5th place with 349 cases registered in 2013, highlights the study. Tamil Nadu and Bihar have very few cyber crime related cases with just 54 cases registered in Tamil Nadu and 23 cases in Bihar in 2013. Gujarat and Odisha have also registered just 61 and 63 cases respectively in 2013. Among the Union Territories, the national capital Delhi has registered 131 cyber crime related cases. It has seen a rise of 72.4 per cent when compared to 2012. D.S Rawat, Secretary General ASSOCHAM said, “What is causing more concern is that the origin of these crimes is widely based abroad in countries including China, Pakistan, Bangladesh and Algeria among others”. “Phishing attacks of online banking accounts or cloning of ATM/Debit cards are common occurrences. The increasing use of mobile/smart-phones/tablets for online banking/financial transactions has also increased the vulnerabilities to a great extent. The maximum offenders came from the 18-30 age group”, adds the report.

Central Bureau of Investigation (CBI) on February 9 said that a "fresh look" needs to be taken at the specific global laws and protocols which are necessary to effectively crack down on the menace of cyber crime and web-enabled financial frauds, reports Business Standard. Inaugurating a week-long training programme on "Financial Offences and Cyber Crimes", CBI Director Anil Sinha said that "the problems of today cannot be solved by using the skills and knowledge of yesterday." "Anonymity and connectivity of cyber world have enabled white collar criminals to exploit financial systems from far away jurisdictions, which not only makes detection and prosecution of economic offences difficult, but the recovery of the proceeds of crimes stashed away in different nations also becomes more complex," he added. Sinha underlined the need for an efficient and dynamic capacity-building programme and the "need to have a fresh look at the legislations and protocols to enable better international cooperation to tackle the emerging challenges in the 21st century".

"Information technology has reached every nook and corner of the society. It has radically changed the way people work, communicate and interact. It has also simplified life of modern people to a great extent. However, it has also altered the work culture of criminals and created new opportunities for them," he said. In 2012, 31 cases were registered under the Information Technology (IT) Act and the number rose to 47 the following year. Padmanabhan called for a cyber law that will protect citizens against frauds and cyber crime as India’s financial sector moves to electronic banking in a big way, reports The Hindu. Padmanabhan said a strong law would go a long way in building customer confidence to use technology in financial transactions. He said cyber threat was real and was constantly evolving. No organisation was immune to it, and hence preventive measures were a must. Where prevention failed, it should be made up with quick detection and decisive response. “The real challenge for the Indian financial system is awareness. There are two kinds of awareness. One is the awareness among customers about the dos and don’ts in digital transactions. It may be required for banks to take upon continuous awareness campaign among all customers on information security and the abundant caution to be exercised by them. As many as 37,721 cyber fraud cases involving INR 4.97 billion have been reported by the Reserve Bank of India (RBI) and Central Bureau of Investigation (CBI) in the last four years, Telecom and IT Minister Ravi Shankar Prasad informed Lok Sabha (Lower House of Indian Parliament) on March 4, reports The Times of India. Several cyber attack techniques are used in engineering these crimes and are normally reported as ATM/ debit card, credit card, internet banking frauds, Prasad said in a written reply to the House. "As per information provided by the RBI, 10,048, 8,765, 9,500 and 9,362 cyber fraud cases and losses of Rs 38 crore, Rs 67 crore, Rs 78 crore and Rs 60 crore have been reported to the RBI during 2011-12, 2012-13, 2013-14 and April-December 2014, respectively," he added. In a separate reply, the minister said: "CBI has also registered 46 cases (14 Preliminary Enquiries) and 32 RCs (Regular Cases) relating to cyber crime in various parts of the country during the last few years that is 2012, 2013, 2014 and 2015 (till date)." In these cases 34 persons have been arrested, he said. "An amount of Rs 90 crore, Rs 158 crore and Rs 6 crore was involved in these cases registered during the year 2012, 2013 and 2014, respectively," Prasad added. Incidents of malware infections in Indian cyberspace are reported to and tracked by the Indian Computer Emergency Response Team (CERT-In), which works with internet service providers (ISPs) to identify the infected systems and organizations, he said. "CERT-In, Department of Electronics and IT has initiated action with active participation of service providers and industry to set up a centre for detection of computer systems infected by malware and to notify, enable cleaning and securing systems of end users to prevent further malware infections," he added. Besides, more than 26,000 Police officers and 600 judicial officers have so far been trained in the training labs established by the government, Prasad said.

"It is my considered view that India needs a statute protecting a common citizen against cyber fraud or cyber crime...A strong law, which protects a diligent customer from cyber frauds would infuse institutional safeguard to a common person and increase his confidence to use technology in financial transactions," he stated. There is a need to collect data, collate attacks, failures, measures to mitigate security gaps, losses suffered, turnaround time for fixing security gap and analyse them in order to guide the industry participants as well as customers, he said. Data obtained from the Thane Police shows that its cyber cell detected 41 of the 85 cases registered under the Information Technology (IT) Act in 2012, making 55 arrests in the process. The following year, 2013, the cell registered 58 cases, detected 17 and arrested 24 persons. In 2014, however, the detection rate took a nosedive, with 207 cases registered and 23 detected. A total of 27 arrests were made, of which, 18 were aged between 19 and 30 years, the police said. April 2014 was the cyber cell’s best month, with 13 cases registered, six detected and four arrests made. “The accused in many crimes live in countries with which India does not either have friendly ties or an Extradition Treaty. Perpetrators of cyber crimes have also been using sophisticated software to mask their IP addresses. This makes it difficult to find the exact location of the accused,” Inspector Sanju John stated.

Allahabad Police claimed to have busted a major cyber crime racket with the arrest of two brothers, identified as Anshuman Singh and Ajatshatru Singh and recovered valuables worth lakhs of rupees and documents relating to fraudulent online transactions on March 10, reports Business Standard. The accused were arrested from Peepal Gaon in Dhoomanganj Police station area in Allahabad this afternoon (March 10) and recovered gold coins weighing 34 gram, a gold necklace, laptop, motorcycle, two mobile phones and several documents related to online transactions, Senior Superintendent of Police Allahabad Deepak Kumar said. The duo, both in their early 20s and natives of Ghazipur District, were nabbed by a special team set up to look into fraudulent online transactions, he said. They allegedly used to stealthily obtain debit card numbers and passwords of gullible users and make purchases, worth lakhs of rupees, with the help of fake accounts on e-commerce sites, he added.

The US security firm said, the findings revealing that India remains a vulnerable target for cyber attacks even after documents leaked by whistleblower Edward Snowden exposed widespread spying by US National Security Agency. According to FireEye, Tranchulas, which claims to have helped prepare Pakistani government for cyber warfare, bombarded officials in Indian government with emails containing malicious software. The firm used 'Sarabjit Singh', 'Devyani Khoragade', 'Salary hikes for government employees' in the subject line of the emails to lure officials into opening attachments containing the malware, which would then infect the computers and collect an assortment of data that it would send to the cyber attacker. A senior Indian intelligence official also confirmed Indian establishments were targets of cyber spying, but said the attackers could not be traced. "We have seen many such attacks targeting Indian government and defence establishments, but in cyber space it is very hard to ascertain the actual source." Manish Gupta, Senior Vice President at FireEye, stated, "They are essentially penetrating Indian government accounts to find out what the Indian government is up to”. He added, "They are also targeting defence organisations. Some of the things that could be important to them could be what kind of weapons does India have, where are these weapons deployed, how many people are deployed in these regions, what is the s organization structure, are there any military exercises planned."

Data available with the National Crime Records Bureau (NCRB) shows that cyber crime cases registered under Information Technology (IT) Act witnessed a steady increase from 1,791 in 2011 to 2,876 in 2012 and 4,356 in 2013, reported The Times of India on March 25 (today). According to details, arrests too headed north from 1,184 in 2011 to 1,522 in 2012 and 2,098 in 2013. In comparison, Indian Penal Code (IPC) was a less chosen tool to book cyber criminals. As many as 422 cases were registered in 2011 under the relevant sections of IPC dealing with cyber crimes, as against 601 in 2012 and 1,337 in 2013. Similarly, arrests under IPC rose from 446 in 2011 to 549 in 2012 and 1,203 in 2013. A state-wise breakup of cyber crime cases registered in 2013 under various sections of the IT Act shows Maharashtra at the top with 681 cases, Andhra Pradesh with 635 cases and Karnataka with 513 cases. As many as 426 persons were arrested in cases registered under IT Act in Maharashtra, as compared to 296 in Andhra Pradesh and 283 in Uttar Pradesh.

However, with only 100-150 policies covering cyber crime liability insurance being sold in the country, majority companies are inadequately protected against the growing menace, according to insurance companies. Financial sector that carries out financial transactions and handles cash is among the high-risk targets, but most banks in India, barring a few large private lenders, do not have cyber crime liability insurance. Industry officials said this could potentially lead to heavy business losses if the computer systems are hacked and customer data is stolen. According to Union Ministry of Home Affairs (UMHA) statistics, there have been 62,189 incidents of cyber frauds till June 2014. About 28,481 websites were hacked in India in 2013 and cyber crimes have cost India INR 24,630 crore in 2013, according to a Delhi High Court-commissioned report. India is ranked as one of the top three targets in cyber crime. According to available statistics, about 71,780 cyber frauds were reported in 2013, while 22,060 such cases were reported in 2012. Cyber terrorism is ranked as high a risk as political unrest. Industry experts say it could have a debilitating impact on companies and individuals. For example, if customers information is compromised in the US, the company has to individually inform each customer and the cost of notifying a customer may vary from USD 10 to USD 30.

Police registered 9,622 cases of cyber crime in 2014 as against 5,693 in 2013 with Maharashtra, Uttar Pradesh (UP) and Karnataka together accounting for 48.18 per cent of the cases across the country, the report said. While Maharashtra topped the list with 1,879 cases, a 107.2 per cent rise from 907 cases the previous year, Uttar Pradesh which came second with 1,737 cases, registered a 154.7 per cent hike from the previous year's figure of 682. Karnataka, witnessed 91.4 per cent rise in cyber crime cases from 533 in 2013 to 10,20 last year. The increase in cases was also reflected in the number of arrests, which reported a 74.3 per cent rise from 3,301 to 5,752. The report showed that the maximum number of cyber crimes were related to Section 66A, which was declared void by Supreme Court in March, 2015. A total of 4,192 cases or 44 per cent of cyber crimes were registered under this section in UP (898) and Karnataka (603). While, Assam registered 377 cases.

Welcome to Dawlathul Islam Dwah group." The messages were sent from the number +1(509)871-0700 by a person who introduced himself as Shami. The sender has warned the youth that joining the WhatsApp group of IS involves risk and hence needs to be careful. The stranger first messaged the youth on Friday (September 11, 2015) with the greeting 'asalamu alaikkum'. When the youth asked the sender's identity, the stranger sent the reply "Shami, from Islamic State". The other messages in the conversation were sent on September 12. The stranger had also asked the whereabouts of the youth, including his profession. Later, the youth received an audio file, which is believed to be in Arabic. After seeing the flag of IS as display picture of the group, the youth left the group. Before quitting the group, the youth took screenshots for evidence. According to the youth, the stranger could have accessed his mobile number from a Facebook group named Right Thinkers, wherein he used to have conversation with many.

These largescale and well-organised hi-tech fundraising methods help terrorist organisations widen their outreach to several thousands of sponsors and raise significant amounts in short notice. The modus operandi is peer-to-peer horizontal communication in the form of chat goups and forums on social networks such as Facebook, Twitter and Instagram, and sometimes take to mobile applications such as WhatsApp and Viber or more secure networks like Surespot and VoIP, says the report. Listing several cases, and indicating that the donors from crowd-funding and social networks had no idea of end use of the collected funds, the FATF report states that probe is on in many cases of false crowd funding campaigns, where in ultra groups resort to such methods as a ploy to obtain money. The US Secret Service had observed that terrorists are looking for and finding virtual currencies that offer: anonymity for both users and transactions, the ability to move illicit proceeds from one country to another quickly, low volatility, which results in lower exchange risk, widespread adoption in the criminal underground, and reliability. As late on August 28, 2015 Ali Shukri Amin was charged for providing instructions to new terror recruits on how to use bitcoin, a virtual currency, to mask the provision of funds to terror outfit Islamic State (IS), as well as facilitation to IS supporters seeking to travel to Syria and Iraq. "Amin had tweeted a link to an article he had written entitled 'Bitcoin wa' Sadaqat al-Jihad' (Bitcoin and the charity of jihad). The article discussed how to use bitcoins and how jihadists could utilise this currency to fund their efforts. Amin suggested using Dark Wallet, a new bitcoin wallet, which keeps the user of bitcoins anonymous," FATF report stated. Some terror financing cases involving low-value transactions via online payment systems such as PayPal have also been linked to a number of terror suspects. Besides, CashU, a prepaid online and mobile payment method is also under the scanner of law enforcement agencies terrorist financing.

Enforcement Directorate (ED) launched a massive exercise to identify and plug the sources that fund the activities of Islamic State (IS) sympathisers, The Hindu reports on December 30. Using the funds, some of the sympathisers have already made it to Syria and Iraq to join the terror outfit. While hawala (illegal money transaction) has been the preferred route of terror funding, in the case of IS, there are specific instances of formal banking channels being used to fund its sympathisers. The funding is for initial travel requirements, and once they join the IS, they are taken care of there. The sympathisers are also promised monthly allowance if they join the battlefield and a hefty payment to their families if they are killed while fighting. Hawala routes are extremely difficult to detect and track, and it has been among the key reasons why Indian agencies have over the decades struggled to plug the loopholes that allowed terror groups to receive funding from various sources. According to sources, the ED, mandated to conduct investigations into money-laundering, is all set to take up the cases registered in different parts of the country in connection with the activities of the IS. The National Investigation Agency (NIA) and the Delhi Police have also registered such cases. The agencies have come across specific instances where IS operatives and sympathisers pooled in funds to recruit people. The list includes 18 youths from the newly-formed State of Telangana who during interactions with the sympathisers had expressed their willingness to join the outfit.
