Expressing concern over the sharp rise in cybercrime in the country, Union Home Minister (UHM) Rajnath Singh on March 13 alleged that cyberspace was being used to radicalise the young minds, reports webindia123.com. "Cybercrime is the biggest challenge these days with development and access to technology across the globe. Cyberspace is increasingly being used to radicalise young minds," Singh said.Voicing his concern at the exponential growth of cybercrime, Singh added,'' now-a-days, cybercrime is showing exponential growth in its number, which is a matter of serious concern. The Minister said that the main problem with cybercrime is its detection and prosecution, as it is faceless and borderless. He said an expert group has been constituted in the Home Ministry to prepare a roadmap for effectively tackling cybercrimes in the country. It has recommended setting up of an Indian Cyber Crime Coordination Centre (I4C) to fight cybercrimes, UHM added."With increasing inter-connectivity in the world, the challenges will come and we must find ways to tackle these challenges and address the security loopholes in the networks," he said.

Symantec, the global leader in cyber security, has come up with an Internet Security Threat Report (ISTR) that says, in 2015, Indian organisations were the sixth most targeted in Asia, with targeted organisations on the receiving end of two attacks on an average, Deccan Herald reportson April 22. “After the US and China, India ranks as the third top source in overall malicious activity. The country is no longer the source, but now a destination too,” said Tarun Kaura, Director (Solution Product Management) for Asia Pacific and Japan, Symantec.In 2015, India witnessed a 156 per cent increase in the percentage of social media scams. “Every sixth scam impacted an Indian, making it the most targeted country in Asia and second in the world,” he said, explaining how wearable devices and Smart TVs are also targeted now. Pakistan-based group is suspected to be behind cyber attacks on Indian government officials, luring them with emails referencing seventh Central Pay Commission, a software security firm FireEye has claimed, reports The Times of India. "On May 18, 2016, the group registered a fake news website and sent spear phishing emails to Indian government officials. The emails referenced the Indian government's seventh Central Pay Commission, a topic of interest among officials," FireEye said in a statement."FireEye has not previously observed this malicious tool used by these threat actors... Only one of the recipient email addresses was publicly listed on a website, suggesting that the actor harvested the other non-public addressees through other means," the statement said. The suspected Pakistan-based threat group has been active for several years, conducting suspected intelligence collection operations against South Asian political and military targets, it added. The group is the same that FireEye revealed in March to have conducted cyber attacks against Indian targets and Pakistani dissidents since 2013, it said.

Based on a tip-off, the District cyber crime cell busted a cyber criminal gang and arrested five of its members in Lakshudih village of Giridih District on June 13, reports The Times of India. The accused were identified as Vinay Kumar Mandal, Shital Kumar Mandal, Girdhari Mandaal, Mukesh Kumar Mandal and Pappu Kumar Mandal. They hail from different villages under Taratand and Ahilyapur Police Station areas of Giridih. The cell also recovered fake identity cards, ATM cards, SIM cards, a car and motorcycle from the accused.

Union Minister of State for Home Kiren Rijiju on June 14 stressed on the importance of coordination between various agencies in sharing intelligence for curbing cyber crime and terrorism, reports The Statesman. He outlined various initiative of the Union Government to develop a "robust system" to tackle cyber crime.Attempts were being made to involve various agencies both at Centre and state and even the private organisations to develop a system for seamless sharing of information, he said. "We are very much aware that the success will depend on how much we share our information with each organisation," he said. "Unless we connect (separate organisations) with each other, for seamless sharing of information and for proper coordination, we will never succeed," Rijiju added.Speaking on Islamic State (IS), he said India didn't face any threat from the terror group "because our people have strong character"."When some youths left India to join ISIS, it is their parents and the Muslim society at large which has been instrumental in persuading them to get back," he said.

Cyber crimes reported in India rose 19 times over the last 10 years (2005 to 2014), from 481 in 2005 to 9,622 in 2014, smetimes.in reports on June 16. India is now ranked third - after the US and China - as a source of "malicious activity" on the internet, second as a source of "malicious code" and fourth and eight as a source or origin for web attacks and network attacks. Arrests involving cyber crimes also rose nine times from 569 in 2005 to 5,752 in 2014, according to National Crime Records Bureau (NCRB) data, even as more Indians logged on to the internet. Internet subscribers in India crossed the 400 million mark, and are expected to reach 462 million by June 2016.As many as 9,622 cyber crimes were reported in 2014, an increase of 69 percent over 2013. Of these, 7,201 were reported as offences under the Information Technology (IT) Act, 2,272 under the Indian Penal Code (IPC) and 149 under Special and Local Laws (SLL). Under the IT Act, the most - 5,548 cases - reported were computer-related offences, of which 4,192 were under Section 66A, which allows for jail terms up to two-three years for sending "offensive messages through communication service" and related offences.

In the wake of increased instances of cyber attacks, Reserve Bank of India (RBI) Governor Raghuram Rajan on August 16 said Reserve Bank is improving its capabilities and also urged the lenders to strengthen their systems, reports Indian Express. “There have been cyber incidents in the recent past. I think it would be overly complacent for anyone of us to say we are well prepared to meet all cyber threats,” he said. “Too many access points are left unmonitored, too many people share passwords or have easily penetrated passwords, and too little surveillance is maintained of vendors and the software they create,” Rajan said. “The RBI is working on upgrading the capabilities of its inspectors to undertake bank system audits as well as to detect vulnerabilities in them,” he said.

India has been working closely with the FBI (Federal Bureau of Investigation) ever since the 26/11 terror attacks in Mumbai, and the FBI is also actively helping NIA (National Investigation Agency) in unravelling the Pathankot terror attack, India Today reports on September 6. But it is the growing influence of Islamic State (IS) which remains a huge challenge. With pan-India arrests of IS terror recruits in the past two years, India has been taking the help of the United States, as most of the servers of the mobile app sites and social networks are based in America. Many terror organisations like Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) continue to spread terror through their websites and Twitter handles. Close to 40 web and mobile based applications have been used by terrorists in the recent past, with high-end encryption. The security of the websites of Indian embassies in Italy, Switzerland, South Africa, Libya, Malawi, Mali and Romania was breached by hackers who identified themselves to the media as Kaputsky and Kasimierz L.“We are aware of the problem and are trying to fix it,” External Affairs Ministry spokesman Vikas Swarup told reporters. Several Indian websites have come under attack this year- 2016. In October, Pakistan-based hackers targeted more than 7,000 Indian websites after India launched a series of attacks on terror camps in Pakistan. Also in October, the security of around 3.2 million debit cards in India was breached when hackers inserted malware through an ATM network.

India on December 5 said it will evolve technology against nuclear terrorism, not only for “physical protection” but also against cyber attacks, reports Indian Express. Without naming Pakistan, New Delhi said all countries must assume responsibility and should scrupulously abide by their respective international obligations. Addressing the IAEA Ministerial Conference on Nuclear Security in Vienna, Minister of State (External Affairs) M J Akbar said, “We, in India, will continue to evolve technology against nuclear terrorism not only in terms of physical protection measures, but also to guard against cyber intrusion and sabotage. We will also continue to maintain and enhance export controls, in particular intangible controls, to complement nuclear security measures. We invite the Agency to take the lead in promoting work on the technology dimension of nuclear security.”He said recent developments showed that terrorist use of WMD materials is not a theoretical concern. “A breach of nuclear security could lead to unimaginable consequences. Our meeting is therefore critical, urgent and essential. It underlines the Agency’s central role in strengthening the global nuclear security framework, in facilitating national efforts on nuclear security, in fostering effective international cooperation, in setting future priorities and in forging technical and policy guidance. This meeting must carry forward the legacy of the Nuclear Security Summit (NSS) process,” he added.
