The email account, from which a blast threat was sent to a five-star hotel in New Delhi (Leela Palace) via its chain hotel, Leela Kempinski in Gurgaon (Haryana) on January 20, was created by a person in West Bengal, according to Gurgaon Police. The email purportedly sent by Indian Mujahideen (IM) had landed in the general manager's inbox. A senior Police officer of the cybercrime cell commented, "The motive behind the act is still not clear but it appears that the ID was created with the sole intent of sending the terrifying mail and shocking the hotel authorities”. The email had threatened a 26/11 (November26, 2008) Mumbai (Maharashtra) carnage-like attack in National Capital Region (NCR), and was also sent to Delhi Chief Minister, Sheila Dikshit and Police commissioner Neeraj Kumar.

Crime Branch of Indore (Madhya Pradesh) on February 8, busted an international cyber crime gang and arrested two accused, identified as Varun Batra and a Mongalian national Munndro from Ghaziabad (Ghaziabad District) in Uttar Pradesh, reports The Times of India. Two other accused a Mongolian identified as Tamir and a Sri Lankan national Hassim are reportedly absconding. Inspector General of Police (IGP-Indore) Anuradha Shankar said, "This is one of the rarest of rare cyber crime cases and probably this is the first time when a district-level police has cracked such a case." Accused siphoned money from nine accounts of Punjab National Bank (PNB) of the Hindi news daily and transferred it to CC-Avenue (a gaming website based in China) from there the money was transferred to mol.com and redeemed in Shanghai (China). A share of money was transferred to a bank account in New Delhi from which Varun withdrew his share.

On February 13, websites of three Chandigarh’s Sector 20 (tech hub of the city) based shopkeepers were hacked and objectionable material was posted by the hacker, who introduced himself as a Pakistani national, according to The Times of India. Victims said the cyber criminals managed to hack their websites despite the fact that they are using the best anti-virus software. "The hacker introduced himself as Wasim Gujjar. He had written expletives against Indians and the country. We filed a police complaint but nothing came of it," said Naresh Garg, president of the Sector 20 market association.

According to recent data, India would need 4.7 lakh cyber security professionals by 2015 to protect its IT infrastructure. "It is highly likely that the third world war will be fought not with armies but in the cyber world and India is not prepared for such attacks," said Akash Agarwal, country manager of International Council of E-Commerce Consultants (EC Council). "We are very vulnerable right now. Even smaller countries like North Korea have around 15,000 cyber security professionals, which is not far behind India considering the size of the two countries," added Agarwal. Further, Deccan Chronicle mentioned that India has suffered losses of approximately USD 8 billion due to cyber-crime in 2011 and an estimated 14,392 websites in the country were hacked in 2012. India has the lowest rate of security measure adoption and if attacked the average estimated cost of downtime associated with any major incident is around INR 3, 00, 00,000 a day according to a McAfee report. India is ranked fifth in terms of e-commerce security breaches. This is alarm-worthy news since India is termed as the software capital of the world, Akash Agarwal added.

Maharashtra has emerged as the centre of cyber crime with maximum number of incidence of registered cases under cyber crimes over the past two years as per the recent National Crime Records Bureau report (NCRB 2012), Zee News reported on June 13. At the country level, incidence of cyber crimes (IT Act and IPC) has increased by 57.11 percent in 2012 as compared to 2011. Among Indian cities, Bengaluru (Karnataka) tops the chart with maximum number of incidence of cases followed by Vishakhapatnam (Andhra Pradesh) and Pune (Maharashtra). While in 2011 Maharashtra recorded 393 cases of cyber crimes (both under IT Act and IPC), the figure has jumped to 561 in 2012. Also, the figure for Karnataka was 160 and the latest figure of 2012 stood at 437 respectively. Among cities, Bengaluru registered 349 cases followed by Vishakhapatnam at 154 and Pune at 108 respectively. Overall, at the city level, 1396 cases were registered. In the year 2011, Vishakhapatnam reported 126 cases followed by Bengaluru at 121 and Pune at 83 respectively.

Mumbai (Maharashtra) saw a 218 per cent rise in cyber crime cases in 2012, with 33 cases registered under the Information Technology (IT) Act and 72 under the Indian Penal Code (IPC), according to the National Crime Records Bureau (NCRB), Times of India reports on June 15. The total of 105 cases was way over the 33 total cases registered in 2011. In fact, the 2011 figure was a 32.7% drop from the previous year's 49 cases. State-wise, Maharashtra recorded more cyber crime than any other state, with 471 different offences registered under the IT Act and 90 under the IPC in 2012. The total of 561 cases was a 42.7% increase from the 393 cases registered the previous year. Andhra Pradesh was second with 454 cases and Karnataka third with 437 cases registered under both categories in 2012. In addition, there has been a sharp rise of 46 per cent in cases of cyber crime in Delhi under the IT Act, according to NCRB. While in Faridabad and Ghaziabad (both in Haryana) the increase has been 67 per cent.

In addition, the Government has decided to recruit 4,446 experts to be deployed in six organisations that would take care of India’s cyber security infrastructure. These are the Department of Electronics and Information Technology (DEITy), which includes Indian- Computer Emergency Response Team (CERT-In) and the National Informatics Centre (NIC); the Department of Telecom (DoT); the National Technical Research Organisation (NTRO); the Ministry of Defence; the Intelligence Bureau (IB); and the Defence Research and Development Organisation (DRDO). Of the 4,446 posts, the Armed Forces will get a majority of the experts (numbered at 1,887), followed by NTRO (695), DEITy (590), IB (565), DoT (459) and DRDO (250). The number of personal manning cyber security in other countries are-China 125,000 experts, the United States- 91,080 and Russia has 7,300 experts, says the report.

Sounding an alert regarding such “espionage” attempts from across the border, the Intelligence Bureau (IB) has warned that Pakistan’s intelligence operatives (PIOs) were targeting defence forces’ headquarters and other strategic organisations to collect sensitive information, The Hindu reports on August 7. According to IB internal note, “PIOs are frequently targeting government personnel/officers to collect sensitive information through spoofed VoIP (Voice over Internet Protocol) calls prefixed with the STD code of Delhi…The PIOs have been using the stratagem of calling phone numbers of security forces posing as officers belonging to Army/Navy/Air Force HQ (headquarters) and collecting details about the deployment, movement and other information about security forces”. The ISI operatives are also targeting Indian Railways, banks, and serving/retired employees and civil contractors working for Military Engineering Services (MES) to collect sensitive and defence-related information. Explaining how the ISI has managed to infiltrate India’s communication networks, the IB note adds: “Using VoIP and computer software to mask the point of origin of their calls, Pakistan’s intelligence operatives have been noticed to be masquerading as senior Indian armed forces officers to contact their targets on the telephone to collect such information”.

The country had witnessed 1,791 cases registered under the Information IT Act in 2011. "As per the cyber crime data maintained by National Crime Records Bureau (NCRB), a total of 288, 420, 966, 1,791 and 2,876 cyber crime cases were registered under IT Act during 2008, 2009, 2010, 2011 and 2012, respectively," he added. Maharashtra registered a total of 471 cases in 2012 followed by Andhra Pradesh (429), Karnataka (412), Kerala (269) and Uttar Pradesh (205) under the IT Act, Deora said. A total of 176, 276, 356, 422 and 601 cases were registered under cyber crime related sections of the Indian Penal Code (IPC) during 2008, 2009, 2010, 2011 and 2012, respectively, the Minister added. "To address the growing threat of cyber crimes/incidents in the country, government has issued an advisory to state governments and union territory administrations advising them to build adequate technical capacity in handling cyber crime including technical infrastructure, cyber police stations and trained manpower for detection, registration, investigation and prosecution of cyber crimes," Deora said.

There were 589 cases under Section 67 of the Information Technology Act, 2000, of obscene publications or transmission in electronic form during 2012 wherein 497 persons were arrested. “In addition, 259 cases of cheating through cyber forgery and 118 cases of cyber frauds were registered under Indian Penal Code provisions. Further, as per the information provided by Reserve Bank of India 6,034 frauds involving credit, ATM or debit cards were reported in 2013,” Deora said. To prevent frauds by social networking and matrimonial sites, the government has notified the Information Technology (Intermediary Guidelines) Rules 2011 under Section 79 of the Information Technology Act.

India should consider cyber-security as an essential component of national security as the increasing dependence on cyber-space and Internet has enhanced vulnerability to aggressors, Indo-American Chamber of Commerce's (IACC) Aerospace and Defence Committee Chairman, Vivek Lall has said, NDTV reported on December 25. "India must consider cyber-security as an essential component of national security and foresee and plan for various challenges arising out of the growth of Internet and digitalisation of governance…Threats abound: cyber-crime, cyber-espionage, cyber-war and cyber-terrorism, all represent genuine risks to nations, firms and individuals around the world," he said in a statement. After China and US, India has the highest number of Internet users. Besides, there are over 381 million mobile phone subscriptions with Internet connectivity. "India must take an early lead in creating a framework where the government, the national security experts and the industry catering to strategic sectors of economy, can come together, to pursue the goal of cyber-security in the larger national cause," Lall further said.
