Daily Excelsior reports that Police arrested an operative of the Lashkar-e-Toiba (LeT) outfit in Srinagar on January 1 and recovered INR 200,000 hawala money from his possession. Srinagar Police arrested a LeT operative has been identified as Parvaiz Akbar Lone, resident of Kanlibagh in Baramulla District. Police freezed two of his accounts which were being used for funding militant activities, a Police spokesman said. Parvaiz had so far passed on more than INR 2 million to self styled LeT commanders Abdullah Uni and Chota Salahuddin and was also in contact with top LeT operatives. Initial investigations done by the Police revealed that some of the money was used to organize stone pelting incidents in Sopore, the spokesman said, adding that investigation had also revealed the names of few more persons, who were funding militants, and more arrests are expected in this regard.

They were identified as Zahoor Ahmed, a resident of Awantipora in Pulwama District, and Irshad Ahmed, a resident of Budgam District in the Kashmir valley. A teenaged Pakistani militant, identified as Noman Arshad (14), suspected to be a suicide bomber, was arrested by the Boarder Security Force (BSF) near the India-Pakistan border. During interrogation, he said there were plans for a seven-member suicide squad including three women to cross over soon and create trouble. BSF Deputy Inspector General (DIG) Mohammad Aquil said Arshad during interrogation disclosed that he had undergone training at a camp in Peshawar where he learnt use of an explosive-laden jacket, bombs, pistols, missiles, rockets and other weapons. Arshad claimed of having learnt his skills from the same camp visited by Ajmal Kasab, the lone surviving Pakistani terrorist involved in the 26/11 attacks in Mumbai. He claimed to be in constant touch with the terrorists in Pakistan for over a year and pin-pointed locations of terror training camps in Pakistan.

Security Forces (SFs) shot dead three top ‘commanders’ of the Harkat-ul-Jihad-al-Islami (HuJI) militant outfit, identified as Feroz Ahmed Mengnu (code name Dawood), a ‘supreme commander’ of HuJI and his two ‘deputy commanders’ Nazir Ahmed (code name Abu Furqan) and Mohammad Ishaq, in an encounter in Chichha hills in Kishtwar District on February 4, reports Daily Excelsior. An Army trooper, Ravi Kant of 11 Rashtriya Rifles, was also killed in the encounter while a woman, identified as Haneefa Begum alias Babli, reportedly married to Dawood and actively working for HuJI outfit, was arrested. A large quantity of arms, ammunition, explosive devices, letter heads and personal belongings of the militants were recovered from the site of encounter. The seizure include three rifles—two AK and one SLR. Sources said the killing of three militants has led to elimination of entire HuJI outfit in Kishtwar District as they were the last surviving militants of the organisation.

The operative, identified as Raja Lahrasib Khan, was arrested on March 26 by the Chicago Federal Bureau of Investigation’s (FBI) Joint Terrorism Task Force. Khan claimed to have close links to Pakistan-based terrorist mastermind Ilyas Kashmiri, and according to the criminal complaint filed against him, the funds may well have also been intended for carrying out attacks in Jammu Kashmir. Ilyas Kashmiri had already been charged in January 2010 in the terrorism indictment against David Coleman Headley and Tahawwur Rana. According to a US Department of Justice release, Khan may allegedly also have discussed bombing a stadium in the US in August 2010 though “there was no imminent domestic danger”. He apparently knew Kashmiri, who he called Lala, for nearly 15 years. Kashmiri was the ‘commander’ of the Harkat-ul-Jihad-al-Islami (HuJI), a group that has traditionally focused on attacks in Jammu and Kashmir. Khan was under the FBI’s surveillance during the last couple of years.

Police on April 5 arrested the Hizb-ul-Mujahideen (HM) militant who was injured in a failed attempt on the life of a Congress party leader in the Pulwama District in the night of April 4, reports Daily Excelsior. Arshad Ahmad, who was injured in the shootout with the Personal Security Officers (PSO) of Congress District President Abdul Gani Dar, was found by Police in critical condition in a lane some distance away from the Dar's house in the Rohama area of Rajpora in Pulwama, official sources said.As reported earlier, three militants knocked at the door of Dar at around 8.30pm. Dar's PSOs did not open the door and sought to know the identity of the visitors. The refusal of the PSOs to open the door infuriated the militants, who threatened the cops of dire consequences, as they wanted to "talk to the Congress leader". A shootout ensued in which one militant, Aslam Kalas, was killed while Arshad was injured. The third militant managed to escape from the spot. All the three militants belonged to the HM. One AK rifle with magazine, one pistol with magazine and two hand grenades were recovered form the possession of the slain militant and his injured accomplice.

According to sources, Chesti was a member of now-defunct Students Liberation Front (SLF) in the early days of militancy in Kashmir. He was arrested and after his release several years ago, he had given up arms to lead to normal life. However, he told the Police, that he was wooed back to militancy recently as efforts were on to revive the Al Umar Mujahideen militant group in the city by recruiting fresh youth into militancy and to recycle those who had given up arms earlier. Al Umar Mujahideen, an outfit which was believed to be the armed wing of Awami Action Committee headed by Mirwaiz Umer Farooq, is headed by Mushtaq Ahmad Zargar alias Latram. The chief ‘commander’ of the outfit was arrested by Security Forces in mid-1990s and released, along with Jaish-e-Mohammad (JeM) chief Maulana Azhar Masood and British militant Omar Sheikh, in exchange of the hijacked Indian Airlines plane from Kathmandu to Kabul (IC-814) in December 1999. The militant outfit had lost most of its cadres during counter-insurgency operations during the decade of 90’s and was considered almost defunct. The outfit kept itself alive by claiming responsibility for some grenade attacks in the old city areas in the early years of past decade.

In the first major security breach since the ban on prepaid cell phone connections was lifted in Jammu and Kashmir, the Police seized over two dozen Subscribers Identity Module (SIM) cards which they said were meant for suspected militants, according to Indian Express. Police said the SIM cards of four private telecom operators — Airtel, Aircel, Idea and Tata Indicom — were recovered from two “active Over Ground workers (OGWs)” on April 6 in Kupwara. The detained OGWs had procured SIMs in the Pulwama District and were travelling to Kupwara in a Sumo when a Police team intercepted them. The Police also recovered five mobile phone sets from them. “The two active OGWs identified as Owais Ahmed Wani and Owais Bashir are from South Kashmir’s Pulwama District. They had procured SIMs of four telecom companies in Pulwama and had to hand them over to militants in Kupwara. But we got an input and arrested them at Sogam,” Superintendent of Police (Kupwara) Mohammad Yousuf Mir told Indian Express. “We also arrested the driver of the Sumo for questioning,” he added. This is the first time that Police have come across SIM cards being smuggled by suspected militants from South Kashmir to North Kashmir. The Home Ministry had in November 2009 banned prepaid connections in the State in view of security concerns. However, the ban was lifted on January 21, 2010 after a “foolproof” plan was finalised by the Ministry to ensure proper verification for prepaid cell phone subscribers.

A group of militants is reported to have intruded into the Indian Territory, taking probably for the first time Gurdaspur (Punjab) route, in the night of April 18, reports Daily Excelsior. However, two of them were trapped by Police and Security Force (SF) personnel at Chabe Chak Nursery along Ujh River under the jurisdiction of Rajbagh Police Station, about eight kilometres from Jammu-Pathankot national highway, in the Kathua District in the evening of April 19. The militants opened firing on Police personnel before taking shelter inside the Nursery, about 400 meters away from the populated area of village Chabe Chak. Retaliation by Police left one of the militants injured. While only two militants have been spotted so far, Police didn’t rule out the possibility of some more militants having succeeded in infiltrating into this side but maintained that at no other place movement of the intruders has been observed. “We have surrounded entire Chabe Chak Nursery, spread in 400 kanals of land, along Ujh River. Besides, entire village, where the militants were hiding, and surrounding areas leading to Jammu-Pathankote national highway have been sealed. People have been advised to observe extreme restraint while venturing out of their houses with confirmed presence of two militants,” said Senior Superintendent of Police (Kathua) Gareeb Dass. Official sources said there was a strong possibility that the militants had intruded into this side from forward village of Simbal Skole in the Bamial sector of Gurdaspur District of Punjab where Pakistan troops resorted to heavy firing at 10.20pm in the night of April 18 and damaged border fencing in 400 meters of area by firing rockets. Another possibility was that the militants had infiltrated through Tinda Post in Paharpur area of Hiranagar sector but there was no visible evidence of intrusions as the fencing was in tact, sources said. According to sources, the group of militants included some activists of Dashmesh Regiment of the Khalistan Zindabad Force (KZF) besides Pakistani militants. While the KZF militants were reported to have left for Punjab, the Pakistani militants intruded into Kathua District.

Senior Superintendent of Police (SSP, Poonch) Manmohan Singh said the teacher and SPO were arrested following disclosures made by Azam during his preliminary questioning that both of them were assisting him in carrying out the militant activities. They have been identified as Nissar Ahmed Banday, working as a teacher in a private school and Mohammad Yunus, a resident of Surankote, posted as a SPO at District Police Lines, Poonch. The SSP said Nissar had taken a weapon from Azam and handed it over to Yunus for INR 20,000. The weapon was to be provided to the militants. A joint team of Rashtriya Rifles of the Army and Special Operations Group of State Police launched a search operation in the forest area near Leenpathri village in Damhal Hanjipora area of Kulgam District, following receipt of specific information about presence of militants in the area, official sources said. Sources added that the encounter broke out between the two sides as the militants opened firing on the SFs approaching towards their positions. One militant had been shot dead so far while searches are going on in the area to look for any other militants present in the area, the sources said. The identity and organisational affiliation of the slain militant could not be ascertained till last reports came in from the area.

In the past month or so, three top ‘commanders’ from LeT and HM have been killed in clashes between the two groups in Doda, Reasi and north Kashmir. The latest casualty is the LeT militant Manzoor alias Zuber, who was killed by HM militant Irfan Mushtaq. His dead body was found by the Security Forces on June 11. “A failure to get fresh recruits, drying up of funds and elimination of over 40 terrorists by Security Forces within four months has created a vacuum in the top leadership. This has triggered a fierce rivalry between the LeT and Hizbul, both of whom want to lose control of areas from where they get extortion money,” said Lieutenant Colonel Biplab Nath, defence spokesman at Jammu. Manzoor’s killing comes days after Chota Bashir was killed by his junior, Lateef, at Dessa village in Doda. The assassin was later arrested by Police, but sources said he had surrendered after killing his ‘commander’. “The desire to obtain a larger share of the money routed through hawala channels might be a motive behind the killing. Besides, there was an attempt to show who is mightier,” added Nath. Not only is friction growing between the two outfits, there is simmering tension between foreign and local militants. The Army says Basharat Saleem alias Shaheen, top militant ‘commander’ of Harkat-ul-Mujahideen (HuM) had been killed by foreign militants. “He [Basharat] was killed allegedly because foreigners suspected him of having been in touch with Security Forces. During the course of further investigation, three persons -- Abdul Haq Khan, resident of Arwani Anantnag; Sajad Ahmad, resident of Brad Ashmuqam in Anantnag and Liyakat Ali Kuchay, resident of Kadder in Kulgam were arrested. "Search of the house of Abdul Haq Khan at Arwani, Anantnag resulted in the recovery of one pistol, one magazine, six cartridges, one mobile phone and 10 SIM cards," the spokesman added. The spokesman said from Liyakat Ali Kuchay, five Chinese pistols with ammunition were recovered. Kuchay has reportedly told the Police that he has handed over four IEDs, six pistols and three wireless sets to some militants for carrying out subversive activities.

From his possession, one mobile phone and three SIM cards were recovered which he used to furnish information about the movements of Army, Kishtwar Police and Special Operations Group to LeT ‘district commander’ Issaf Ahmed Bhat (code Atiq), a resident of Ghoni in Kishtwar. The spokesman said that Abdul Latief was also providing shelter and eatables to the LeT militants, particularly ‘district commander’. Sources also said that it was only due to information about the movement of SFs being provided by Abdul Latief that the SFs were not getting the ‘district commander’ despite several operations during the past one-month. "The arrest of Abdul Latief is a great set-back to the outfit and we are sure to bust all the hide-outs of the commander besides getting information about the plans of the outfit", they said, adding "the recovery of four SIM cards from the possession of Abdul Latief clearly indicates that terrorists continued to have free assess to the SIM cards of different cellular service providers despite stringent verification norms".

She had been evading arrest for the last three months since the violent protests erupted in Kashmir. She is believed to be one of the masterminds of the protests along with Masarat Alam Bhat, leader of the pro-Pakistan Muslim League, and they spearheaded the “Quit Jammu and Kashmir” campaign. Both the DeM and the Muslim League are constituents of the Hurriyat Conference faction led by Syed Ali Geelani. Alam is also carrying a cash reward of INR 300,000 on her head. Asiya shot into prominence in the late 1980s when she launched the DeM essentially against social vices. However, she jumped into the separatist campaign, which began with the armed insurgency in 1990. Andrabi is married to the former militant ‘commander’ and Islamist separatist leader, Aashiq Hussain Faktoo alias Mohammad Qasim who is serving life imprisonment in the case of murder of rights activist H.N. A Pakistani militant of the Lashkar-e-Toiba (LeT) was killed and his local guide arrested in an encounter with Security Forces (SFs) at Lathishat in the Bomai area of Sopore town in Baramulla District on October 10, reported Daily Excelsior. The slain militant, identified as Ikrama alias Topiwalla, was an 'A' category militant and had been active in North Kashmir area for past couple of years, the sources said, adding, Ikrama was a close associate of top LeT ‘commander’ Abdullah Yuni. The arrested local guide was identified as Showkat Ahmad alias Shawa. This is for the second time that Showkat has been detained by the SFs in identical circumstances as he was earlier arrested during a gun battle near Marble. "The arrests were effected during a checking of vehicles at Tangmarg in Kulgam following intelligence inputs about movement of arms and ammunition," a Police spokesman said. He said Police had been monitoring the movements of Mohammad Farooq Deeded and Qasim Jan, wife of Mohammad Bashir Deeded. "The duo were close associates of a Hizb-ul-Mujahideen militant Abdullah Inquilabi of Peer Panjal Range. They were to hand-over a consignment of arms, ammunition and cash to the militant," the spokesman added. The other two arrestees were identified as Nazir Poswal and Mohammad Iqbal Magray. The militants had been in Pakistan since 1999 where they had been training the militants after completion of their own training. The arrested militants have been identified as Basharat Ahmed, a resident of Gandoh in Doda District and Musharat Hussain of Kishtwar District. The militants disclosed that they were sent on a confirmed visa and passport by HM leadership from Karachi (Pakistan) to Nepal by air. From Nepal, they entered into India by a bus. They reached Uttar Pradesh and then New Delhi. From Delhi, they reached Jammu by train where they were arrested. The militants were planning to travel to Doda by a TATA Sumo where they had to mobilize local youth into militancy in Doda and Kishtwar Districts and offer them training in handling of weapons in upper reaches. The militants had been promised that a group of militants already operating in Doda and Kishtwar Districts and over ground network of HM will help them in co-ordinating their activities.

Troops noticed heavily armed group of militants near the Line of Control (LoC) in Tangdhar sector in the morning and challenged them, official sources said. The militants opened heavy and indiscriminate firing towards the troop’s positions, which was retaliated, triggering off an encounter. Two militants were killed in the exchange of firing that was going on till last reports came in. Although group affiliation and identity of the slain militants could not be ascertained immediately, they were believed to be foreigners and affiliated to Lashkar-e-Toiba (LeT). There has been an increase in infiltration bids along the LoC since September 2010 and more than 65 militants have been killed in over two dozen bids made over past two and half months alone.

Police said 17 year old Junaid Akram Malik son of Reyaz-ul-Hassan Malik, a resident of Sangram Bhatta in Kishtwar District, presently putting up at Bhatindi in Jammu joined Hizb-ul-Mujahideen (HM) in the Dachan area of Marwah forests. Azhar Ali Bhat, 28, son of Ghulam Mohammad Bhat, a resident of village Kijaie in Asthan Payeen area of Kishtwar District, who had taken Junaid to Dachan forests for his recruitment and training, was arrested by the Police in Kishtwar on November 16. Police said Azhar was associated with Amir Kamal alias Akram, a ‘B’ category militant of HM, who was active in the Dachan area of Marwah for past quite sometime. It was on the directions of Amir Kamal that Azhar had recruited Junaid into the militancy after visiting his house twice in Jammu. Junaid was picked up from Kishtwar bus stand and handed over to HM operative Irshad Ahmed, son of Ghulam Mustafa Akhoon, a resident of Lidri in Dachan. Akhoon has also been arrested by the Police. After taking Junaid to Dachan, Irshad handed him over to ‘Chacha’ a known trainer of HM. Chacha later introduced Junaid to Amir Kamal alias Akram. On the basis of information provided by Baloch, the SFs neutralized the hideout in Waripora falling under the jurisdiction of Pattan Police Station and recovered two solar rockets, four explosive rods, four Improvised Explosive Device (IED) circuits, five kilograms of explosive powder, six IED detonators, one pistol along with magazine and six. One AK magazine, 121 rounds of AK ammunition, satellite phone with two batteries, one radio set, one binocular, one anti tank mine, four IED pipes, two IED fuse and one Chitra uniform were also seized. All three militants, identified as Mohammad Junaid, Mohammad Arif and Tahir, were part of Inqullabi’s team, which had been assisting him in moving from one part to another within the State and had also arranged his temporary stay in New Delhi, Police sources said. One of the arrestee was a TATA Sumo operator, who had dropped Chechi to Jammu from Shopian on November 7. Police arrested a head of HM’s recruitment cell, identified as Fateh Mohammad alias Chacha son of Ghulam Mohammad Akhoon, a resident of Pinjrari in Dachchan, from village Pinjrari in Dachchan area of Kishtwar District. With his arrest, the entire recruitment wing of the HM in Kishtwar has reportedly been neutralised. Police said Chacha was instrumental in recruitment of local youth of different areas into militancy. The SFs had been looking for Chacha after a couple of Over Ground Workers (OGWs) of militants arrested by Police in Kishtwar earlier had disclosed involvement of Chacha in recruitment of local youth into the militancy. Azhar Ali Bhat (28), son of Ghulam Mohammad Bhat from Kijaie in Kishtwar, has already been arrested by Police in connection with the recruitment case.

Police formally arrested three associates of Pakistani militant and HM ‘divisional commander’ Mohammad Abdullah Chechi alias Abdullah Inqullabi and registered a case against them at Budhal Police Station in Rajouri District. As reported earlier, Delhi Police arrested Inqullabi on November 14 at Deer Park near IIT in South Delhi. He was handed over to Rajouri Police by the Chief Metropolitan Magistrate (New Delhi) on November 29 on completion of 14 days remand as a court in Rajouri had issued a production warrant against him. The Rajouri Sessions court had on December 2 handed over the custody of Inqullabi to Rajouri Police for custodial interrogation. Inqullabi is in police custody till December 6.

Nine grenades, 35 kilograms of explosives, a pistol with a magazine and 11 rounds, four combat uniforms and two improvised explosive devices ( IEDs) fitted in a pressure cooker were recovered from them, the Deputy Inspector General of Police (DIG, South Kashmir) Shafqat A. Watali said. "These (modules) were instigating, motivating and funding youths to indulge in stone-pelting. There is a clear link between militant groups and the recent law and order situation in the Valley," Watali said. The modules were also involved in a string of grenade attacks in South Kashmir, he added, saying, "Most of the militants are associated with the Lashkar-e-Toiba [LeT] but also have links with Hizb-ul-Mujahideen [HM]."

Showkat's interrogation revealed the module was instigating the youths to resort to stone-throwing in the Valley, the DIG said. Showkat was a close associate of LeT ‘commander’ Firdaus Ahmad Peer alias Gowhar and HM ‘commander’ Javiad Ahmad Sheikh and held meetings with them in Anantnag, Watali said. The modus operandi of the module was to distribute video clips, literature and posters to motivate youths to indulge in stone-pelting, he said, adding, "At a meeting attended by Peer on the outskirts of Anantnag, Talak was given the responsibility of printing and distributing provocative posters among the youths. Abass Sheikh was given the responsibility to intensify the protest in parts of Kulgam District while Dar was assigned the task of stone-pelting and protest on Khanabal-Pahalgam road," the DIG said.

Police on December 20 recovered a consignment of arms and ammunition from a hideout of the militants at Nag Nullah in the Marmat area of Doda District on the disclosures of arrested Hizb-ul-Mujahideen (HM) ‘divisional commander’ Javaid Qureshi, reports Daily Excelsior. Recoveries including a Self Loading Rifle (SLR) and a large quantity of ammunition besides some other items had been hidden in tree trunk at Nag Nullah from where they were recovered at the behest of Qureshi. Deputy Inspector General of Police (Doda-Ramban range) M. K. Sinha said the militants had looted the SLR after killing a Special Police Officer Baldev Singh at Seri Top near Bulandpur Post under the jurisdiction of Assar Police Station on August 5, 2007. Earlier, three hideouts of the outfit were destroyed by Army and Police in Marmat area on December 17 and a large quantity of arms, ammunition and explosives were recovered from there. However, two HM militants had also removed some of the arms consignment of Qureshi from other hideouts after his arrest. Qureshi and his associate Tanveer Ahmed, during their questioning by Police after being shifted to Doda from Dehradun, were reported to have disclosed a number of hideouts of HM in Marmat and surrounding hills of Doda and Udhampur Districts. Sustained interrogation of Javaid Qureshi and Tanveer Ahmed, who were arrested in Dehradun (Uttaranchal) on December 10, was on and some more clues were expected of them, Police said.

Official sources said three major hideouts of Javaid Qureshi, who was arrested from Dehradun by Uttaranchal Police along with his associate Tanveer Ahmed on December 10, were raided and neutralised by Police. Recoveries made during the operation included six AK rifles, five of which were seized from the hideouts of Javaid Qureshi and another at the behest of Jameel Qureshi, 450 rounds, 20 magazines, 18 Chinese grenades, detonators, Improvised Explosive Devices (IEDs), battery chargers, pencils cells, bags, mobile handsets and some other items.
