At least 25 persons, including six Policemen, were injured in Pulwama town (Pulwama District) after fresh clashes broke out between protesters and Security Forces (SFs) soon after curfew was lifted from the township in the morning of January 1, reports Daily Excelsior. Police later arrested eight people from the township on charges of stone throwing. As reported earlier, the curfew in the township was imposed on Friday (December 28) after seven protesters were injured in SFs’ firing in village Chandigam and Pulwama town. SFs had claimed that the protesters had blocked the way for SF vehicles in which four security personnel injured in the Chandipora (Pulwama) encounter (December 28), in which two Lashkar-e-Toiba (LeT) militants were shot dead by SFs, were being removed to hospital for treatment.

A Hizb-ul Mujahideen (HM) militant, identified as Abdul Rashid, a woman, identified as Mariam Begum (mother of another HM militant, Manzoor Bhat) along with her 9 years old grandson, another person, identified as Gul Zaman Beg son of Sheikh Beg of Kupwara (Kupwara District), three Special Police Officers (SPOs) and three civilians harbouring them were arrested by Police on January 20, in Banihal town of Ramban District along Jammu-Srinagar National Highway. According to sources, four persons including the HM militant had flown from Karachi (Pakistan) to Kathmandu (Nepal) reportedly on fake passports and visas arranged by some couriers. From Nepal, they sneaked into Gorakhpur District in Uttar Pradesh (India), where the three SPOs and others received them. The three SPOs escorting them have been identified as Zahangir Beg, Mehboob Bhat and Shamas Din Beg. Remaining three persons detained included Ghulam Nabi Mir, Gulzar Ahmad and the Tavera driver Tazamul. All three SPOs and two civilians (except the driver) were family members or relatives of either of the four they went to receive. After preliminary investigations, Police handed over the accused Counter Intelligence wings of Criminal Investigation Department (CID) sleuths of Kashmir branch for further interrogation and initiating legal action against them.

Two persons, posing as militants, were arrested on February 6, in Dooru area of Anantnag District for issuing threats to the people in the area, reports Daily Excelsior. Police identified them as Mohammad Yousuf Khan, son of Mohammad Shafi Khan and Abdul Rashid Rai, son of Gulam Mohd Rai of the same District. The arrestees were posing as Harkat-ul-Jehadi-Islami (HuJI) militants and were threatening members of the Gram Panchayat (village level local self government institution). Police said that the scrutiny of Naiku's email reveals that he was in touch with two hardcore militants, Raees Mir and Carnal Choudhary. As reported earlier, Naiku passed on the information either through telephonic conversations, mails or by crossing the border, to his Pakistani handlers and intelligence agencies.

Police have by far arrested four out of a total of 15 persons allegedly involved in the March 13 Bemina (Srinagar District) fidayeen (suicide militants) attack, reports Daily Excelsior on March 15. Bashir Ahmad Mir, resident of Uri area in Baramulla District, a former militant and currently working for the security agencies, was picked by the Special Operations Group (SOG) of Police hours after the attack at Bemina. His mobile number was listed in a diary and a Subscriber Identity Module (SIM) card recovered from the dead fidayeen after the encounter. Sources said that Mir had helped the fidayeen to enter Srinagar city from North Kashmir. Based on Mir’s inputs, as reported earlier, a Pakistani militant, Abu Talha alias Zubair Ahmad, was arrested from Chattabal area of Srinagar city (Srinagar District) on March 14. Police further arrested one Pradeep Singh, a Government employee of Kansipora (Baramulla District), accused of providing logistic support to the fidayeen. Singh was on radar of security agency for past several months for his alleged links with militants. The fourth arrestee, reportedly arrested from Shaheen Gunj area of Srinagar city (Srinagar District) for his alleged role in providing logistics, is a former militant from Palhalan area of Pattan in Baramulla District.

Police in the evening of March 14 arrested a Pakistani militant, identified as Riyaz Ahmad alias Abu Talha, who they suspect was an associate of the two Fidayeen (suicide attackers) who carried out the earlier reported attack on Central Reserve Police Force (CRPF) personnel in Bemina locality of Srinagar on March 13 and killed five of them and injured 10 others, including four civilians reports Daily Excelsior. Inspector General of Police, Abdul Gani Mir confirmed arrest of a Pakistani militant from Chattabal area of Srinagar but didn’t confirm his involvement in the Fidayeen attack at Bemina. He was arrested from the house of one Ghulam Nabi, a visually challenged person and a pistol which he had concealed in a wardrobe of the house was recovered from him. Sources said that Abu Talha travelled to Narbal in the Northern outskirts of Srinagar around 15 hours before the Fidayeen attack took place at Bemina and received the two Fidayeen. “The duo stayed with him in Chattabal for the night and in the morning he dropped them at Bemina where they carried out the attack”, Police sources added. The sources said that the two Fidayeen who were killed at Bemina were Pakistani nationals and had infiltrated into Kashmir valley recently. “They were in Pattan area of Baramulla District before they came to Srinagar on Tuesday night for carrying out the attack”, sources added. Police besides recovering medicine of Pakistan make had recovered two AK-47 rifles, five AK magazines, 60 AK rounds, two Chinese pistol, two pistol rounds, one UBGL, three UBGL grenades, four hand grenades and two pouches from the encounter site. Police sources said that the medicine of Pakistani make suggested that the duo had infiltrated into Kashmir recently. Two militants were hiding in an orchard at village Wagub in Sopore area of the District, who upon seeing the SF fired upon the advancing parties and in the retaliatory fire one militant, identified as Shabir Ahmad Sheikh alias Tameem alias Sufiyan, was killed. They revealed that had been assigned a task of execution of the plot which included the killing of Police Officers and Jawans (troopers), civilians and prominent persons. A former Harkat-ul-Jehad Islami (HuJI) militant, identified as Nazir Hussain, resident of Marhot in Surankote tehsil (revenue unit) of Poonch District, was arrested on May 24 along with his Pakistani wife and three children upon reaching Jogi Morh naka at Surankote from Karachi (provincial capital of Sindh, Pakistan) via Nepal, reports Daily Excelsior. Nazir had crossed over to Pakistan occupied Kashmir (PoK) from Sabjian sector of Poonch District in 2001 for arms training. He was then affiliated with Lashkar-e-Toiba (LeT) outfit and underwent arms training in Sagosh training camp of PoK for more than one year. He later on came to village Nikyal and joined HuJI. One Nepali SIM card of Nepal Cell, two identity cards, issued by police authorities in PoK on the name of Nazir and Rifat (his wife) and some other belongings were recovered from the possession of the arrested persons. Police said it was being ascertained whether the family of Nazir had applied for his return under Rehabilitation Policy of the State Government or not.

A former militant, identified as Qaiser Sajjad Mir, was held from Thana Mandi area of Rajouri District on June 19, reports Daily Excelsior. "We have arrested Qaiser Sajjad Mir from Thana Mandi area yesterday. His arrest comes after Farooq Ahmad revealed his involvement in distributing the hawala money to the militant outfits in the state," Sub-Divisional Police Officer (SDPO), Thanamandi, Majid-ur-Rehman, said on June 20. Qaiser, 35, is the vice-chairman of Jammu and Kashmir Peoples Movement (JKPM) and a former militant, who had been earlier detained under the Public safety Act (PSA). On June 17, one Farooq Ahmad was arrested by the Police along with INR 95,000 hawala money (illegal transferred money) from the same area. Farooq, during questioning has revealed that Qaiser's father and former militant G A Mir played an instrumental role in the distribution of the money as it was through him that the amount was diverted to the different militant outfits of the state, the officer said. He added that during the investigations it came to the fore that the money originated from Pakistan and was routed to the state through Saudi Arabia. "Farooq has one of his cousin's based in Saudi Arabia, named Almar. He used to get the money from one Dr Majid Malik in Pakistan. Almar then used to route that money to Farooq, who in turn forwarded it to Mir," the officer said. The father-son duo over the years have received lakhs of rupees in their account and distributed it to different militant organisations after keeping their share of the money, he added. "Majeed Malik, on the other hand, is a former terrorist from District Rajouri who is now settled in Pakistan and is an important clog in the circulation of hawala money," Rehman said.

Lali diverted money out of relief funds collected by a HM-affiliated Non Governmental Organization (NGO) to terror activities. According to the National Investigation Agency (NIA) case, which was registered in September 7, 2011, Lali is allegedly involved in "procuring regular and systematic funding from across the border for HM for the purpose of promoting terrorist activities in India". The funding from across the border is allegedly being routed through Jammu & Kashmir Affectees Relief Trust (JKART), a frontal organization of HM, added the NIA. NIA's First Information Report (FIR) says JKART, which has its head office in Rawalpindi city of Punjab Province in Pakistan and branches in Islamabad (Federal capital of Pakistan) and Muzaffarabad in Pakistan occupied Kashmir (PoK), has pumped in over INR 80 billion into the Valley in the name of relief and rehabilitation work but diverted a major chunk to finance terror. Police on November 12 arrested father-son duo, identified as Manzoor Sofi and his son Suhail Manzoor and a woman in connection with running of a Fake Indian Currency Note (FICN) module at Tral town of Pulwama District, reports Daily Excelsior. Suhail Manzoor deposited INR1.5 lakh currency notes at HDFC Bank in the town and they were found fake. The bank employees informed Police, which arrested Suhail and his father.

However, no arms or ammunition was recovered from them. Sources said that they were working with Ghulam Mohammad Sheikh alias Haroon alias Bitta, the former militant who was arrested on November 12, 2013, after Security Forces received information about his re-joining militancy and recovered arms and ammunition from him. “The duo was arrested on the basis of information provided by Bitta”, sources added.

Salim who, SFs consider, is an Over Ground Worker (OGW) had given shelter to Abu Hurraira and fled along with him early this month after SFs raided his house. However, sources said that after fleeing from Salim’s house early this month, Hurraira has now got in touch with Muzaffar Ahmad alias Muzza Molvi, who is heading LeT in North Kashmir. Besides Salim, SFs have arrested Ifran Untoo and Jehangir Ahmad Dar for having come in contact with Hurraira after he arrived in Sopore from Srinagar early this month. Three Lashkar-e-Toiba (LeT) terrorists were arrested in Srinagar on December 24, reports The Times of India. "One of the three terrorists was picked up from Hazrtbal area and the other two were nabbed in Kadekadal area of old city," said an unnamed Police officer. "A special unit of police on Tuesday [December 24] arrested Lateef Ahmad, a LeT militant, from Hazratbal area. Lateef led police to Kadekadal where two other terrorists were picked up during routine frisking on the road," a source said. Initial reports said four unidentified people (who later turned to be cops in plainclothes) shot a youth in his foot and bundled him along with his companion in a private cab in Kadekadal. Sources said interrogation of the three arrested terrorists led police to Yechkoot village of Budgam, resulting in an encounter. However, the terrorists managed to escape under the cover of darkness. Police had received information last week from central and state intelligence agencies that several LeT terrorists were preparing to launch an attack in Srinagar city. Following the intelligence inputs, surveillance was intensified.

Police on December 29 arrested 10 persons for their involvement in vandalism at Ramban town on July 18 in the aftermath of killings of four civilians in the Border Security Force (BSF) firing at Gool in Ramban District, reports Daily Excelsior. With this, number of total arrests has gone up to 24. Police have identified a total of 109 miscreants for violence and arson in the Government offices and other places after the killings. Reports said all 10 miscreants were arrested from different places in Ramban District. They would be produced in the court of law on December 30 (today).
