A woman Over Ground Worker (OGW) of the Hizb-ul-Mujahideen (HM), identified as Yasmeena Banoo, was arrested by Police along arms and ammunition at village Sirwal in the Marmat area of Doda District. One Chinese pistol along with two magazines and 10 rounds were recovered from Yasmeena, a close associate of arrested HM ‘divisional commander’ Ghulam Nabi Sheikh alias Javaid Qureshi. Police has prepared a list of a total of 26 OGWs, mostly in Marmat area, who had been helping Qureshi and other HM militants in Doda District. The list was prepared on the basis of questioning of Qureshi.

Security Forces (SFs) on January 11 arrested two Over Ground Workers (OGWs) of Hizb-ul-Mujahideen (HM), including an employee of PHE Department in Ramban District, reports Daily Excelsior. The SFs launched a search operation in Zanfara area of Gool and arrested the two OGWs, identified as Tarik, 27, son of Nazirdeen, a resident of Botas, who was working with PHE and Hasandin, 18, a student, son of Abdul Hameed, who was resident of Zanfara in Asthanmarg. As reported earlier, the SFs had arrested an OGW in Gool area of Ramban on January 10. Sources said the OGWs were being questioned to ascertain the hideouts of Abu Moosa, who was instrumental in the killing of two Territorial Army personnel at Bhimdassa in Gool on January 1.

Police arrested four persons, including two Kashmiri youths and two Bengali boys, for their suspected militant connections and recovered INR 1.5 lakh fake currency from their possession, which they had smuggled from Pakistan. Another accused in the racket, who had received INR 12 lakh worth fake currency recently from the same suspects, was absconding. The fake currency was being smuggled by the racketeers from Pakistan through Bangladesh-West Bengal border and then pumped into Jammu and Kashmir for use of militants and over ground workers (OGWs), Police said.

Three alleged Over Ground Workers (OGWs) of militants were arrested in Ganderbal District, Police said on January 13. The three arrested persons, identified as Gulzar Ahmad Khatana, Mohammad Shafi Banya and Abdul Khaliq, were arrested for providing logistic support and SIM cards to Mushtaq Ahmad Khan, a top militant, who is involved in 25 civilian killings in the area. One mobile phone and a few SIM cards were recovered from their possession. Another, OGW, identified as Mohammad Ashraf, was arrested by SFs from Gagarsola in Ramban District. He is the fourth OGW to be arrested in Gool area of Ramban after the killing of two Territorial Army troopers by the militants on January 1.

Police arrested a top ‘commander’ of Hizb-ul-Mujahideen (HM) from the city centre at Lal Chowk in Srinagar. An unnamed senior Police official said following a tip-off that HM ‘commander’ Parvaiz Ahmed War, a resident of Warpora, in Sopore Baramulla District, was roaming in Srinagar city, Police laid a siege to arrest him. "We arrested him near Regal Chowk late on Saturday evening [January 15]. We recovered a pistol, a magazine and four rounds from his possession," the official said, adding, "He was active since 2000. Continuing its crackdown on the Facebook users, who instigate violence in Kashmir, Police on January 17 arrested a class 12th student for being involved in the online protests, reports Daily Excelsior. The arrestee was identified as Irshad Ahmed Bhat, a resident of Nigeen area of Srinagar. "He had opened a page titled as Kalkharab (short- tempered) and had been loading material that could instigate youth for violence. He had been on the run for last many months," an unnamed Police official said, adding the pictures of protests were being uploaded on his page almost everyday. He said the detained youth is under Police custody in the Police Station Maharaj Gunj. "His interrogation is on. We want to know whether he is affiliated to any militant organization. We may come to know about why he had opened such a seditious page on the social networking site," the official said. Police had earlier also arrested many youth who were involved in uploading material that could instigate violence.

Davinder Kumar alias DK was wanted in nine criminal cases, including a case pertaining to supply of arms and ammunition and other logistic support to Qureshi. During his posting as in-charge Operations Picket Sarak in Marmat area of District during 2001 to 2003, DK had helped Qureshi and he used to sell AK round for INR 20 and INSAS round for INR five to the militants, thus, earning a huge amounts. He had also received INR 50,000 from militants for providing them a gun and INR 25,000 for a pistol.

The woman militant, identified as Kulsooma Begum Wife of one Tariq Ahmed Sheikh, a resident of Labbar in the Marmat area of Doda District, was arrested from the premises of Government Medical College (GMC) in Jammu where she had come for treatment after remaining in hibernation for past more than a month. The three hawala (illegal money transfer) conduits, including Ghulam Mohammad Bhat, a close associate of All Party Hurriyat Conference-Geelani (APHC-G) chairman Syed Ali Shah Geelani, who were arrested on January 23 by Srinagar Police and Delhi Police's special cell from Srinagar along with INR 21 lakh made a revelation that this money was being sent to Jammu & Kashmir via Delhi by the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, for stone-pelters, to deliberately create unrest in the valley. The money is being routed to J&K from Pakistan through a Delhi-based hawala dealer, who is yet to be arrested. During interrogation in Delhi, the three hawala operatives disclosed that the money is delivered to several leaders in J&K to further give it to local politicians to stage violent protests and create law and order problems. Also, terrorist organizations are being delivered money through a Delhi-based hawala dealer. The accused also disclosed that money is being sent every two months through hawala. "As per their disclosure, approximately INR 20 lakh is sent every month, over one crore every year. This money is given to conduits here in Delhi by the Delhi-based dealer and then it goes to Jammu & Kashmir," said an unnamed official.

Recently he had collected and distributed INR 70,000 among various stone-pelters of Palhallan in Pattan and its adjoining areas. Wani told his interrogators that he had been collecting funds on behalf of the banned outfit and distributing it among families of several slain terrorists, overground workers and families of people injured in the summer agitation in 2010. Army and Police on February 13 arrested two top Hizb-ul-Mujahideen (HM) militants, who happened to be close associates of recently slain HM ‘divisional commander’ Qari Zubair, after an encounter in their house at Bhimdassa in Gool area of Ramban District, reports Daily Excelsior. The arrestees, identified as Tariq Ahmed Chandel and Rafiq Ahmed, were ‘B’ category militants. The Security Forces (SFs) carried out a search operation at village Thachu near Bhimdassa in the night after developing information about the presence of the two militants in the area. Anticipating that they were being chased, the militants took the forest route and reached their houses at Thachu. Their houses were cordoned off but the militants managed to take cover of their family members. It was after about two hour that the SFs arrested the militants after segregating them from their families. However, both the militants did make an attempt to escape by opening fire. They were arrested after a brief exchange of firing. Recoveries made from the possession of slain militants included one AK-56 rifle, one Chinese pistol, four grenades, two pistol magazines, two AK-56 magazines, 39 AK rounds and four pistol rounds. The arrestees were close associates of Lashkar-e-Toiba (LeT) ‘chief’ for Pir Panjal range Abu Moosa also. The LeT and HM were operating jointly in Ramban District since their strength has dwindled in most of the areas.

The National Investigating Agency (NIA) on February 16 filed the final charge sheet in a special court in Kochi against 24 accused, including a Pakistan national, in the "Kashmir terror recruitment” case, relating to enrolment of several youths from Kerala for anti-national activities, reports Daily Excelsior. The case against the accused, including Pakistani national Wali Abdul Rahiman, was that they had conspired with the Lashkar-e-Toiba (LeT) and recruited several youths from Kerala to carry out anti-national activities in Jammu and Kashmir. The youths, recruited in 2006, were given armed training in terrorist modules to wage war against India, the charge sheet said. Wali, the main link between the LeT and the Keralites, has been absconding while four youths recruited from northern districts of Kerala, died in encounters with security forces in 2008. So far 10 persons had been arrested in the case while the absconding included the first accused Abdul Jaleel from Kerala. The accused included four youths killed in encounters with the Security Force personnel in October 2008 and T. Nazir, who is now in jail in connection with the Bangalore bomb blasts case.

A number of stone pelters arrested by Police have confessed during their interrogation that they had been instigated by militant groups to subject police and para-military to stone pelting. The statements of stone pelters were enough to establish a nexus between militants and the protestors, sources added. They added that some militants, who had instigated stone pelters, were directly in contact with Syed Salah-ud-Din while some others had operated at the behest of HM militants in the Kashmir valley. Sources said the names of some separatist leaders have also figured during questioning of the stone pelters that they too had driven them to the path of violence. Several separatists were already under surveillance for their links with the stone pelters, they added.

The two arrested Hizb-ul-Mujahideen (HM) militants, both named Showkat Hussain, have revealed that a large number of youth, who had crossed over to Pakistan occupied Kashmir (PoK) from this part of the State during past two decades, were now forced to work as labourers or perform other type of manual job after being thrown out of training camps by Pakistan Army and militant ‘commanders’ due to their over-age, lack of proper training and refusal to become fidayeens (suicide bombers). They told Police that only those militants, who had become hardcore ‘commanders’ or those who were ready to become the fidayeens were being kept in the training camps and other rest houses. They were also being paid monthly honorarium, which has been stopped for all rest of the militants. As reported earlier, these militants were arrested on February 25 soon after they crossed the Line of Control (LoC) from forward area of Nakarket in Digwar sub sector of Poonch District. Senior Superintendent of Police (Poonch) Ashkoor Wani said the militants would be booked under illegal border crossing as they were not involved in any kind of militant activity in India. They also didn't fall under Rehabilitation Policy of the Government, he added.

Troops of Poonch Brigade on February 25 arrested two former Hizb-ul-Mujahideen (HM) militants along with their wives and seven children soon after they crossed the Line of Control (LoC) from forward area of Nakarket in Digwar sub sector of Poonch District, reports Daily Excelsior. Two Nokia mobile telephones, three Pakistani SIM cards, two Mohajir identity cards, two Pakistan occupied Kashmir (PoK) identity cards, one driving license and INR 12,705 were recovered from the possession of two former militants. The militants, identified as Showkat Hussain and Showkat Hussain, residents of Marhote in Surankote, had joined the HM outfit in 1998-99 and crossed over to PoK. They had also taken their wives with them in 2001 and stayed in different militant training camps in PoK before switching over to manual work. All seven children of two militants had been born in PoK, sources said. Sources said the former militants had reportedly paid INR 30,000 to a militant guide to help them reach the LoC before they crossed over to this side.

Police had recently finalised its identification of stone-pelters in the town, drawing up a list of 140 people whom it has under surveillance. The list includes the names of a number of Government Employees who, according to the Police, have been involved in fomenting trouble and instigating people on violence. The Baramulla Police discovered this during its investigation of a murder case of a civilian, Nazir Ahmad Lone by an unknown gunman on February 28, 2011, resident of Kreeri, as reported earlier. On interrogation, it came to surface that the Imam, on the directions of Mohammad Ashan Dar and Muzaffar Dar (senior self styled commanders of HM outfit) presently in judicial custody, had constituted two modules one for Kreeri and other for Palhalan of Baramulla District to "kill sixteen respectable persons in the areas to create a fear psychosis and to revive the HM outfit." the Police claimed. The two OGWs, identified as Shahnawaz and Mohammad Irshad, went to the house of one Mohammad Maqbool at Morha Mokha in Jamsalan in the night for extortion. Former Sub Divisional Magistrate (SDM) of Mendhar in Poonch District, Choudhary Mukhtiar, who had gone underground as his involvement figured in issuance of fake gun license was arrested on April 12 by a Special Investigating Team (SIT) of the Police from the house of his brother-in-law at Dalpatian Mohalla in Jammu more than two months after he went racket, reports Daily Excelsior. The former SDM Mendhar is also wanted by Tulja Police Station in Pune, Maharashtra where three First Information Report (FIRs) have been registered by Police in connection with fake gun license racket, which also had its roots in states of Haryana, Rajasthan and Gujarat besides Maharashtra. He was immediately whisked away to Janipura Police Station where a FIR under Sections 467, 468, 420 RPC, 5(2) Prevention of Corruption Act and 161, 165 has been registered against him along with other accused involved in fake gun license racket. So far, Police have arrested eight persons involved in the gun racket. Nearly 2000 fake gun licenses have been detected or seized so far, while the number could go up as many youth from twin border Districts of Poonch and Rajouri were working outside the State especially in Gujarat, Maharashtra, Haryana and Rajasthan as security guards on the basis of guns procured by them with the help of fake gun licenses for which they had paid between INR 35,000 to INR 50,000. Police is also investigating the name of political leaders and police officers, who had helped Mukhtiar escape police custody during past more than two months.

Kashmir Times, further adds that, the Police claimed that the conspiracy of the attack was master-minded jointly by incarcerated, Dr Qasim Fuktoo, and Saut-ul-Haq. Dr. Fuktoo is also the husband of Syeda Asiya Andrabi, chief of Dukhtaran-e- Millat (DeM). Moreover, the Tehreek-ul-Mujahideen was uncomfortable with Maulana’s moderate line. They were unhappy with his comments on stone-pelting and his talking to the Government, reports The Times of India. It was an attempt to take over the organisation and radicalise it. He had won three straight three-year terms as the Ahl-e-Hadith's head since 2004 and is believed to have closed down the terror group allegedly associated with his organisation in Kashmir. Further, the Police claim has complicated the events surrounding the murder. Tehreek-ul- Mujahideen, long associated with the Ahl-e-Hadith, was formed in 1990. It is the part of 15-member Pakistan occupied Kashmir (PoK) based United Jehad Council and enjoys close links with groups like the Lashkar-e-Toiba (LeT). Police further stated that a local LeT ‘commander’ provided logistical support for the assassination. The claim also rubbishes separatist leader Syed Ali Shah Geelani and Hizbul Mujahideen (HM) allegation that "Indian agencies" had murdered the Maulana. Following the investigation, Police on April 17 carried out thorough searches in Central Jail Srinagar and recovered 7 cell phones, 15 SIM cards and important documents from inmates, according to Kashmir Times.

Police have arrested two police personnel, identified as Mahroof Ahmed, a Follower in Police Department and Parvez Ahmed, a Special Police Officer (SPO) with Commando Group, both residents of Mendhar, along with Liaquat Hussain of Balakot who is with 156 Territorial Army (TA) as a jawan (trooper), for their involvement in militancy and recovered two Pakistan made pistols from their possession in Mendhar town of Poonch District on April 22, reports Daily Excelsior. The police and TA personnel were being quizzed to ascertain identity of the militants, who had been supplying weapons to them for further deliveries to their colleagues. Police suspected a link between recent recovery of pistols from Bhati Dhar forests in Poonch District and the pistols recovered from SPO and TA jawan as all of them were of same make. The Deputy Inspector General (DIG) Rajouri-Poonch Range stated that, "Definitely, the arrested policemen and TA jawan were involved in militancy. They were working for the militants, which is evident from the fact that they were in possession of Pakistan made pistols. We are subjecting the arrested persons to sustained questioning to ascertain the source of weapons.” A FIR No. 52/11 under Sections 7/25 Arms Act, 120-B and 122 Ranjit Penal Code (RPC) has been registered against the accused at Mendhar Police Station for further investigations.

Three persons identified as Javaid Ahmad Shah, resident of Razloo-Kund (Kulgam), Nazir Ahmad Wagay, resident of Mohammad Pora (Baramulla) and Manzoor Ahmad Lone resident of Razloo-Kund were arrested. The hawala money amounting to INR 3.18 lakh was recovered from the possession of arrested trio. "The trio used to receive the hawala money on the direction of Hizb-ul-Mujahideen (HM) militant, Nazir Ahmad Lone, who is presently based in Pakistan occupied Kashmir (PoK). However, the terrorist is absconding and efforts are on to arrest him. It has been reported that, Mujeed was the owner of Maruti 800 that was blown up in the explosion. During Mujeed’s interrogation, the nexus behind the blast got exposed and involvement of a PoK militant, who was residing in Jammu during the past several years on the fake name and identity of Ghulam Sarwar alias Firdos, resident of Behrote Thanamandi, was established. Accordingly, Abdul Mujeed with the assistance of LeT ‘commanders’ namely Hanjla and Usman, arranged a State Subject Certificate, ration card, driving license, an identity card from an institute at Kanpur and CBSE Date of Birth certificate on the name of Ghulam Sarwar, to facilitate the stay of PoK militant in Jammu and Kashmir and avoid suspicion from any quarter. Deputy Inspector General (DIG) North Kashmir Range, Muneer Khan, said that the militants were operating in Kunzer village of Pattan area. The module was set up on the directions of a HM ‘commander’ Maqsood Ahmad Bhat alias Tariq, resident of Mamoosa, Pattan, presently serving detention in the jail. The aim of module was to revive militancy and to spread terror among people in areas like Pattan, Khore, Shirpora, Kunzer and Tangmarg (all in Baramulla District). The group was offering arms training to school going children in the adjoining orchards of Pattan. They had also intimidated people not to take part in the Panchayat elections and in fact had pasted threatening posters. The group was involved in two grenade blasts with one carried out on Army at Pattan market on September 9, 2010 and the second at Magam market on July 11, 2009. They had also made an unsuccessful attempt on the life of Abdul Karim Dar, Chairman Municipal Committee, Kunzer in 2010.

While FICN worth INR 300000 worth was in the denomination of 1000, FICN worth INR 200000 were in denomination of 500. The FICN appeared to have been printed in Pakistan and smuggled to Bangladesh from where it was taken to West Bengal and transported onward to the Valley. Genuine Indian currency notes worth INR 35,000 were also seized from them. The arrestees were identified as Bengali Habibullah, a resident of Malda in West Bengal, and two walnut traders of Kashmir, Ghulam Mohammad Sofi and Abdul Rashid War, both residents of Haihama in the Soipora area of Kupwara District. Habibullah later confessed having made two trips earlier to the Kashmir valley during past two months and supplied more than INR 500000 to two traders of walnuts. Habibullah disclosed that one Ghulam Rasool used to hand over the currency to him at Bangladesh-West Bengal border. According to sources, the fake currency very nearly resembled to the Indian currency.

This was for the fourth consecutive Friday this month when stone-pelting incidents were witnessed in the Nowhatta area. Police said the stone pelters have of late been using motorcycles to throw stones at Security Forces (SFs) and fled away quickly. "The typical practice is that such bikes carry three people, one rides the bike, the man in the middle has stones in his lap and the one at the back hurls them at the security forces. Two suspects from Jammu and Kashmir were detained in Alwar District in Rajasthan on the basis of their resemblance to the sketches of suspects released in connection with the Delhi high court blast, The Times of India reports. The duo, hailing from Anantnag District of Jammu and Kashmir was detained on September 9 in Alwar District while they were searching for an accommodation in the inns of Kishangarh Bas area of Alwar, some 140 km from Jaipur, the state capital City. The arrestees were identified as Shariq Ahmed and Abid Hussain. After sustained interrogation, the two admitted to sending the email and reportedly also identified the person who asked them to do so. Calling his detention a major breakthrough, they claimed that Wasim and four others hatched the plot in Bangladesh and took the help of local contacts in Kishtwar. “It is through the process of elimination during the interrogation of Aamir (an accused in the case) that we managed to reach Wasim. He appears to be the key link,” said an official. Wasim’s will be the third arrest in the case. Police have busted a Lashkar-e-Toiba (LeT) module that carried out attacks at Baramulla and Batamaloo on August 25 in which two persons were killed and 13 others were injured, Deputy Inspector General (Central Kashmir) Abdul Gani Mir said on October 27, reports Daily Excelsior. Mir said, "On August 25, a blast took place at Baramulla in which a civilian and a Border Security Force (BSF) jawan were killed. An hour later a blast occurred at Batamaloo here in which 13 persons were injured. We launched investigations in both these incidents and it was established that these blasts were carried out on directions of Sopore based Lashkar ‘commander’ Muza Molvi. Furqan, an ex-filtrated militant of LeT was in contact with Muza Molvi and both of them made the ultimate plan of the twin blasts." Mir said that the leads about the involvement of module in militant activities came to fore after the arrest of Muzaffar Ahmad Mir, the militant responsible for the killing of Sajad Ahmad Parray, a Police Constable at Hazratbal on October 14. He said five LeT operatives were arrested from different parts of Valley. A Special Investigation Team (SIT) constituted to probe the blasts succeeded in arresting two LeT operatives, identified as Irfan Ashraf Dar and Ali Mohammad, both residents of Reban-Sopore in Baramulla District. Later, one more LeT operative, identified as Tariq, was arrested. Police also arrested one Khalid Ahmad Bhat alias Sajad son of Haji Ghulam Hassan resident of Nagam-Chadoora in Budgam District in connection with the twin blasts at Baramulla and Batamaloo. The DIG said that Haji Ghulam Hassan is an active worker of All Party Hurriyat Conference-Geelani (APHC-G). Mir also said, "The face of militancy in the Kashmir has changed and it has been observed that operatives these days carry out militant activities along with their normal work. It has been observed that the module would find soft targets in colleges and then lure these college students towards militant activities. Nobody would doubt these students since they were regular in their studies." He said that investigations in Delhi High Court blast have also established the fact that college students are involved in militant activities like blasts. He said that provocative videos on social networking sites like You Tube lure youth towards militancy, adding that two of the five arrested persons were driven towards militancy by this reason only.

Cracking down on financial terror, ED, which had sent one of its senior officers to the Valley for reviewing hawala cases, decided to take up the investigation under Prevention of Money Laundering Act (PMLA). State Police had busted a hawala racket in 2009 involving traders and businessmen in Punjab and Jammu who allegedly channelised funds to LeT militants in the Kashmir valley and used to get heavy percentage in return. This is the first case taken up by ED after the cross-LoC trade began in October 2008. The sources said terror groups were taking advantage of the absence of legal banking facilities for trade across the LoC which is based on a barter system.

Police said that two militants, identified as Mohammad Rafiq Lone of Hizb-ul-Mujahideen (HM) and Ejaz Ahmad Shah of Al-Baraq, were arrested during vehicle checking near Muqam Crossing. Police said that two pistols, two magazines and six pistol rounds were recovered from the arrested militants. Pattan Police arrested another HM militant, identified as Mohammad Yousuf Bhat, along with his wife near Rangee Mode. Police said that the couple had recently infiltrated into the Kashmir valley. Sources said that Bhat had gone to Pakistan for arms training a decade ago and married there. He along with his wife returned to Kashmir through Nepal, the sources added. One revolver, three rounds and one hand grenade were from the possession of Bhat.

Police arrested a Bharat Sanchar Nigam Limited (BSNL) employee, Sajad Ahmad Dar, for providing SIM cards on fake names to the HM militants in Sopore are of Baramulla District. Dar was working with BSNL Sopore as a consolidated employee. He had provided 10 SIMs and one Wireless in Local Loop (WLL) connection to HM militants operating in Sopore. Dar is an IT expert and has been working for HM militant network for about a year. Police are working out whether he was planted by the HM in the BSNL or he was trapped by them after he joined the BSNL. Superintendent of Police (Sopore) Imtiaz Ahmad Mir said that there are other people also who are involved in helping the HM militants to get BSNL SIM cards. "However, they have not been arrested yet. Police is also investigating that who were the militants who were using these SIM cards", he added. Early in February, Police claimed to have arrested a BSNL employee Ali Muhammad Bhat in Anantnag District along with four petrol bombs, a binocular and a HM letter pad from him. But later Bhat was let off by the Police after they found his no links with the militants. However, the departmental enquiry against the employee is still going on. The Union Home Ministry has issued strict instructions to cellular operators in the State to ensure that the SIM cards may not fall in militant hands. As part of that move, in September 2011, 200000 SIM cards were blocked by various cellular operators in the State after they were found to have improper registration.

Two HM militants who traveled on Pakistani passports to Nepal from Pakistan on their way to the Bandipora District were arrested in the outskirts of Bandipora town on December 22. Two Pakistani passports, Nepal visa, PKR 6,000 and few SIM cards were recovered from their possession. The arrested militants were identified as Tariq Ahmad Malla and Sajad Ahmed Mir. During questioning the two militants revealed that they received arms training for three months in 2003 at militant training camps in Abbottabad, bordering Pakistan occupied Kashmir (PoK), in the same area where Osama Bin Laden was killed by US Navy Seals on May 1-2. The duo then left the camp and were working there as labourers. The duo revealed that they entered India via Nepal on Pakistani passport on December 21. So far Bandipora Police have arrested six militants with Pakistani passports in past three months. All the arrestees had used Nepal route for entering into India on their way to Bandipora. The report further said that nine of militants have returned to their homes along with their wives and children from PoK during the past one year via Nepal or after crossing the LoC. Majority of them surrendered before Police after their return.
