Police has prepared a list of a total of 26 OGWs, mostly in Marmat area, who had been helping Qureshi and other HM militants in Doda District. The list was prepared on the basis of questioning of Qureshi.

According to reports, 37 Rashtriya Rifles troops and Special Operation Group of the Police raided the hide-out in Chatral-Mendhar, 160 Kilometer from Jammu. The recoveries from the hide-out yielded 5 Kilograms of RDX, one Improvised Explosive Device (IED), one Chinese grenade, 45 rounds of AK ammunition, one wireless set, one pouch (made in Pakistan) and one gas cylinder, the SF source said.

Army and Police on February 8 shot dead three top Hizb-ul-Mujahideen (HM) militants, including a ‘divisional commander’, in an encounter inside a 60 feet deep nullah at village Manjoosh near Nachlana in the Khari area of Banihal tehsil (revenue unit) in Ramban District. Official sources said troops launched a search operation at village Manjoosh after developing a specific input about the presence of three HM militants in the area. The militants when asked to surrender started heavy firing with automatic weapons on the troopers, who retaliated, leading to heavy exchange of gun fighting. All three militants were killed in the encounter with no casualties of Army and Police. Dead bodies of the slain militants, identified as Abdul Rashid Naik alias Qari Zubair, Nasir Ahmed Naik and Mushtaq Ahmed, were recovered from the nullah. While Qari Zubair was a ‘divisional commander’ of HM’s Pir Panjal Regiment, Nasir was a ‘district commander’ and Mushtaq was a ‘battalion commander’ of the outfit. Recoveries made from their possession of the slain militants included two AK-56 rifles, one Under Barrel Grenade Launcher (UBGL), three mobile telephones with earphones, battery chargers, AK magazines and ammunition, explosive devices and other items. Significantly, the hideout of the militants was located just one kilometer away from Manjoosh Police post. The militants had been using a rope to reach to 60 feet deep inside the nullah to hide them. With the killings, now only 27 militants were left in Doda-Ramban range, including 10 in Ramban District (seven of HM Pir Panjal Regiment and three of LeT [Lashkar-e-Toiba] Abu Moosa group), Inspector General of Police (Jammu) Dilbagh Singh said.

Army and Police on February 13 arrested two top Hizb-ul-Mujahideen (HM) militants, who happened to be close associates of recently slain HM ‘divisional commander’ Qari Zubair, after an encounter in their house at Bhimdassa in Gool area of Ramban District, reports Daily Excelsior. The arrestees, identified as Tariq Ahmed Chandel and Rafiq Ahmed, were ‘B’ category militants. The Security Forces (SFs) carried out a search operation at village Thachu near Bhimdassa in the night after developing information about the presence of the two militants in the area. Anticipating that they were being chased, the militants took the forest route and reached their houses at Thachu. Their houses were cordoned off but the militants managed to take cover of their family members. It was after about two hour that the SFs arrested the militants after segregating them from their families. However, both the militants did make an attempt to escape by opening fire. They were arrested after a brief exchange of firing. Recoveries made from the possession of slain militants included one AK-56 rifle, one Chinese pistol, four grenades, two pistol magazines, two AK-56 magazines, 39 AK rounds and four pistol rounds. The arrestees were close associates of Lashkar-e-Toiba (LeT) ‘chief’ for Pir Panjal range Abu Moosa also. Senior Superintendent of Police (SSP, railway) Raghubir Singh told reporters that the surveillance squad of the railway Police noticed a suspicious bag lying outside the Annapurna food corner near an ATM, just a few metres short of an X-Ray machine installed at the Jammu Railway Station. It seems that apprehensive of being caught with the haul while passing through the X-ray machine, suspected couriers abandoned the bag, the SSP said. "The surveillance team suspecting foul took away the bag and during frisking ten practice grenades were recovered, which are highly explosive," Raghubir Singh said. He further added that grenades carrying the marks GRE 90 MK3 with a tag a method of using the object mentioned in English and Roman languages will be sent to the laboratories for the verification.

Sajjad Afghani hailed from Balochistan of Pakistan. He was involved in master minding the Qamarwari militant attack on November 29, 2010 in which three JeM militants were killed. The ‘Commander’ had sent militants who were killed at Maloora in the outskirts of Srinagar in October 2010. He was also responsible for an attack in Pattan in Baramulla District 2010 and masterminded the attack carried on the residence of Superintendent of Police (SP) Sopore in Baramulla District on December 5, 2010. The slain ‘divisional commander’ identified as Chota Kalimullah alias Shamsher alias Talwar Bhai was killed in an encounter with SFs at Kralteng-Muslim Peer area of Sopore in Baramulla District. One AK-47 rifle, six magazines of AK and one pistol magazine was recovered from the possession of the slain militant. "It seems the militants had set up their hideout in the clinic of Dr. Mohammad Ramzan and they were spotted in the clinic today as well. We wanted to avoid the civilian casualties and as such did not open fire in the first instance. As the militants went inside we asked them to surrender since the clinic was cordoned off. But they did not pay heed to our pleas and started heavy fire on police and security forces," said the Police officials. However, the other two militants who were also present in the clinic managed to escape. The Baramulla Police discovered this during its investigation of a murder case of a civilian, Nazir Ahmad Lone by an unknown gunman on February 28, 2011, resident of Kreeri, as reported earlier. On interrogation, it came to surface that the Imam, on the directions of Mohammad Ashan Dar and Muzaffar Dar (senior self styled commanders of HM outfit) presently in judicial custody, had constituted two modules one for Kreeri and other for Palhalan of Baramulla District to "kill sixteen respectable persons in the areas to create a fear psychosis and to revive the HM outfit." the Police claimed. The module "A" operating in Kreeri and Nihalpora, was led by a "recycled HM terrorist Hilal Ahmed Palla of Dangerpora, Pattan and his associates Ajaz Ahmad Khan of Khanpora, Mudassir Nazir of Kachawa and Mohammad Ashraf Kumar of Khanpora all from Baramulla District. The group was "involved in Nazir Ahmed Lone's killing." Bashir Bukhari also disclosed the name of Mohammad Ashraf Mir of Kalantra in Baramulla District who was also part of the module "A". Police on April 6 arrested two Over Ground Workers (OGWs) of Hizb-ul-Mujahideen (HM) and recovered a large quantity of explosives and ammunition at their behest in Mahore area of Reasi District, reports Daily Excelsior. The two OGWs, identified as Shahnawaz and Mohammad Irshad, went to the house of one Mohammad Maqbool at Morha Mokha in Jamsalan in the night for extortion. As villagers raised alarm, the OGWs left the place. Police arrested them during subsequent raids. The Police later destroyed two HM hideouts based on the information provided by the arrested OGWs. Former Sub Divisional Magistrate (SDM) of Mendhar in Poonch District, Choudhary Mukhtiar, who had gone underground as his involvement figured in issuance of fake gun license was arrested on April 12 by a Special Investigating Team (SIT) of the Police from the house of his brother-in-law at Dalpatian Mohalla in Jammu more than two months after he went racket, reports Daily Excelsior. The former SDM Mendhar is also wanted by Tulja Police Station in Pune, Maharashtra where three First Information Report (FIRs) have been registered by Police in connection with fake gun license racket, which also had its roots in states of Haryana, Rajasthan and Gujarat besides Maharashtra. He was immediately whisked away to Janipura Police Station where a FIR under Sections 467, 468, 420 RPC, 5(2) Prevention of Corruption Act and 161, 165 has been registered against him along with other accused involved in fake gun license racket. So far, Police have arrested eight persons involved in the gun racket. Nearly 2000 fake gun licenses have been detected or seized so far, while the number could go up as many youth from twin border Districts of Poonch and Rajouri were working outside the State especially in Gujarat, Maharashtra, Haryana and Rajasthan as security guards on the basis of guns procured by them with the help of fake gun licenses for which they had paid between INR 35,000 to INR 50,000. Police is also investigating the name of political leaders and police officers, who had helped Mukhtiar escape police custody during past more than two months.

In three major successful operations, carried out on April 21 Security Forces (SFs) killed two top Lashkar-e-Toiba (LeT) militants in Kishtwar District, captured three hawala (illegal money transfer) operators in Banihal of Ramban District and seized explosives from Panchayat (village level local self-government) building at Khari, Banihal, which had been dumped by militants to disrupt Panchayat elections, scheduled for May 16, reports Daily Excelsior. SFs eliminated two dreaded LeT militants, Mohammad Sultan Bhat (‘district commander’ of LeT) alias Noman, resident of Naik Mohalla, Saranwa in Kishtwar District and Jaan Mohammad of Chatroo in Doda District, who happened to be close associates of Lashkar ‘divisional commander’ Salman alias Habib Gujjar alias Jameel in Kishtwar. However, two more LeT militants including Salman himself and Mohammad Ishaq Lone have managed to escape from the encounter site. Recoveries made from the site of encounter included one AK-47 rifle with two magazines, one grenade and a large quantity of ammunition and explosive material. Of three hawala operators captured by Police, one was Sheikh’s brother-in-law Barkat Ali Dar. Superintendent of Police (SP) Ramban Anil Magotra said, adding that hawala consignment was delivered at Bijbehara in Anantnag District at the behest of Sheikh. The seized hawala money was meant for militants and their families. Along with Dar, two other operators Farhad Ali Khanday and Mohammad Ramzan Hajam (both from Banihal) were also arrested by SFs and INR 1.99 lakh were recovered from their possession. The police and TA personnel were being quizzed to ascertain identity of the militants, who had been supplying weapons to them for further deliveries to their colleagues. Police suspected a link between recent recovery of pistols from Bhati Dhar forests in Poonch District and the pistols recovered from SPO and TA jawan as all of them were of same make. The Deputy Inspector General (DIG) Rajouri-Poonch Range stated that, "Definitely, the arrested policemen and TA jawan were involved in militancy. They were working for the militants, which is evident from the fact that they were in possession of Pakistan made pistols. We are subjecting the arrested persons to sustained questioning to ascertain the source of weapons.” A FIR No. 52/11 under Sections 7/25 Arms Act, 120-B and 122 Ranjit Penal Code (RPC) has been registered against the accused at Mendhar Police Station for further investigations.

An intercept of a Pakistani militant, Mehmoodi, presently operating from Muzaffarabad in Pakistan occupied Kashmir (PoK) and his conversation with Abu Moosa on April 23 gave the SFs clues about the location of the militant leading to his killing along with his associate. According to Inspector General of Police (Jammu) Dilbagh Singh SFs launched operation along Dandi Nullah (stream) in Aakhran belt of Banihal in Ramban District in the night after developing specific inputs about movement of Moosa and his associate Zulqarnain in the area. However, the encounter started in the morning of April 24, in which both the militants were killed. Zulqarnain, who had operated as bodyguard of Abu Moosa and later became a top militant of the outfit, was active in the militancy for past nine years. Deputy Inspector General (DIG) North Kashmir Range, Muneer Khan, said that the militants were operating in Kunzer village of Pattan area. The module was set up on the directions of a HM ‘commander’ Maqsood Ahmad Bhat alias Tariq, resident of Mamoosa, Pattan, presently serving detention in the jail. The aim of module was to revive militancy and to spread terror among people in areas like Pattan, Khore, Shirpora, Kunzer and Tangmarg (all in Baramulla District). The group was offering arms training to school going children in the adjoining orchards of Pattan. They had also intimidated people not to take part in the Panchayat elections and in fact had pasted threatening posters. The group was involved in two grenade blasts with one carried out on Army at Pattan market on September 9, 2010 and the second at Magam market on July 11, 2009. They had also made an unsuccessful attempt on the life of Abdul Karim Dar, Chairman Municipal Committee, Kunzer in 2010.

Two Hizb-ul-Mujahideen (HM) militants, identified as ‘divisional commander’ Muzaffar Ahmad Malla alias Chota Moulvi and his associate Suhail Khan alias Shahid, were killed in a 12-hour long gun-battle with the Security Forces (SFs) in Pulwama District, reports Daily Excelsior. Acting on a tip off about presence of some militants in the house of one Mohammad Yousuf, the SFs cordoned off a village in Shikargah at around 7 pm in the night of June 26. The militants opened fire following which the encounter broke out, which continued intermittently throughout the night. The SFs’ launched an assault on the militants shortly after dawn on June 27 and killed both the militants. Two AK assault rifles, four magazines, 14 rounds, an Under Barrel Grenade Launcher along with a grenade and two Chinese hand grenades were recovered from the incident site. On the basis of information provided by them, the SFs recovered one AK 47, 15 rounds of AK ammunition and four grenades from the orchards of Ningli Nala. "These militants had crossed over to Pakistan occupied Kashmir (PoK) for arms and ammunition training in the year 2001. They had returned recently," Police said. Initially, SFs identified the slain militant as Sajjad Ahmed alias Rizwan, a HM ‘district commander’. Later, with the help of the locals, the SFs ascertained that the slain militant is ‘commander’ Wasif alias Kamran alias Subhash, son of Jeevan Kumar, another ‘commander’ of the outfit. Wasif was earlier named as Subash but had converted himself a long ago and joined the ranks of HM. Daily excelsior reports that the gun-battle between Security Forces (SFs) and terrorists in the frontier District of Kupwara near the Line of Control (LoC) entered into fifth day after firing resumed early in the morning. While giving details about the fresh firing that has taken place in the Shamsbari forests, General Officer commanding (GOC) 15 Corps Srinagar, Lt Gen S A Hasnain on September 30 said, "A fresh encounter started today at 5.30 in the morning. We cannot say whether it is an infiltrating or exfiltrating group. We can't say how many terrorists are present as the area is close to the LoC, but a fierce encounter is taking place." Earlier, Police on September 30 said that the encounter has ended after the militants stopped firing. Meanwhile, the bodies of the five militants who were earlier killed in the encounter were recovered on September 29 during search operations of the forest area by the SFs. Large quantity of arms and ammunition was recovered from the possession of the dead militants.

The slain militant, identified as Abdul Rehman alias Rehman Bhai, a Pakistani national, was also nominated as ‘divisional commander’ of LeT (North Kashmir) after the death of Abdullah Uni on September 13. Army said Abdul Rehman was active in Sopore since past 11 years and in Pulwama since 2007. Police said Abdul Rehman infiltrated in 2005 into Kashmir valley and was operating in Kupwara area where he came in contact with Al-Badr Chief Zeenat-ul-Islam alias Zahid. He shifted his base to South Kashmir in 2007 and worked under a local LeT ‘commander’ Gazi. After the elimination of Gazi, he took over as the ‘divisional commander’ of LeT in South Kashmir.

Sources said the militant lobbed two grenades towards Army and police after observing their movement to prevent them from advancing towards his hideout. SFs had a narrow escape in the grenade blasts. Police claimed that with the killing of Hussain, a Pakistan trained militant surviving since 1998, Doda District has been free of militancy now. "With the killing of Waseem, Doda District is free of militancy. However, some of the militants from Doda were camping in Pakistan and PoK or other parts of the State’’, Police official said. Recoveries made from the site of encounter included one 7.62 mm Chinese pistol, two pistol magazines, 11 rounds and one FM radio set.

The Security Forces (SFs) on October 9 killed two Hizb-ul-Mujahideen (HM) militants in the forests of Kangan in Ganderbal District, reports Daily Excelsior. Identify of the two militants whose aliases were Obaid and Tahla could not be ascertained. The Superintendent of Police (Ganderbal) Shahid Mehraj said that SFs after receiving information about the presence of militants in the area launched an operation. After the family members were rescued from the house in which the militants had taken shelter, the operation against the two hold up militants was launched. The house caught fire during which the bodies of both the militants were charred. SF recovered two bodies, an AK 47 rifle, six magazines and one pistol from the debris of the house. Earlier, the SFs had heard a radio communication between two holed up militants and their handlers across the Line of Control (LoC) in Pashto, a language spoken in Afghanistan and Federally Administered Tribal Areas (FATA) of Pakistan. SFs are ascertaining the nationality of the two deceased militants but sources said they might be from the group of Taliban who surrendered in Swat Valley two years ago after Pakistani army launched a major offensive against them.

The arrestees were residents of Sopore town and were locally trained militants of LeT, Hussain said, adding one of them was a "recycled" militant.
