Security Forces (SFs) on January 19 shot dead Lashkar-e-Toiba (LeT) ‘commander’, Abrar Khan alias Abu Mavia alias Abu Wasim alias Mistry, hailing from Pakistan, in an encounter at Khaneti Mohalla in Salwa area of Mendhar in Poonch District, reports Daily Excelsior. Police sources said an operation was launched in Salwa area on specific information about the presence of Mistry in the forests. A contact with the militant was established at about 6am. His dead body was recovered later in the afternoon. Recoveries made from his possession included one AK-47 rifle with four magazines, one Under Barrel Grenade Launcher (UBGL), four UBGL shells, 107 AK rounds and one pouch. Mistry, an 'A’ category militants, was operating in twin border Districts of Rajouri and Poonch for past quite some time and had developed good network in Mendhar and adjoining areas.

Police on January 23 arrested a surrendered militant while two other former militants were reported to have joined the militant cadre after killing a Special Police Officer (SPO), Mohammad Hanief, on December 10, 2011 and taking away his AK-47 rifle in upper reaches of Thathri in Kishtwar District of Jammu and Kashmir, reports Daily Excelsior. Arrested person identified as Nafees Munawar Khandey son of Mohammad Munawar Khandey, a resident of Sozna Palmar village in Kishtwar was a former militant of Lashkar-e-Toiba (LeT). Two other former militants involved in the murder of the SPO have been identified as Shahnawaz alias Bilal Ahmed Khandey son of Ghulam Mohammad Khandey R/o Sozna Palmar and Mohammad Rafi son of Abdul Rashid Mochi. Both of them were absconding and have reportedly joined militant cadre.

In another search operation at Thanna Mandi, the SFs recovered two Chinese pistols with two magazines and 10 rounds, three shells, 14 PIKA rounds, 245 AK-47 rounds, two hand grenades, two AK-47 magazines, one solar light plate, two Nokia mobile handsets, one stove, one medicine packet and one mobile telephone charger.

Police arrested a militant of Tehreek-ul-Mujahidin (TuM), Fayaz Ahmed Magray, from Kreeri area Kashmir and recovered arms and ammunition from him. Police said that he was involved in abduction and torture of one Shahzad Khan. Fayaz disclosed the names of some more assailants who were part of the TuM outfit. Later, one Mushtaq Ahmed Malik was also arrested. "One AK series rifle, one magazine and four rounds were recovered on his disclosure from an apple orchard behind his house where he had kept it buried", Police said. The module was constituted on the directions of Abdul Gani Dar alias Gazali who is lodged in Central Jail (Srinagar) and is the chief of TuM. Police said Khan was abducted on January 7 and was attacked by some unidentified masked and armed persons. He was tortured on the pretext that he was working with security agencies. He, however, escaped. "It is pertinent to mention here that Abdul Gani Dar alias Gazali was also involved in killing of Maulana Showket Shah at Srinagar", Police added.

Police on January 29 neutralized a Lashkar-e-Toiba (LeT) module in the Pattan area of Baramulla District, reports Daily Excelsior. The Police arrested Shahnaz Ahmed Bhat and Zahoor Ahmed Lone along with one pistol, one magazine, three rounds and two grenades. The Police said that Nissar Ahmed Magray alias Shakti, the leader of the module is absconding. The module had been tasked to target South Kashmir's Sufi scholar Maulana Abdul Rashid Dawoodi. Police said that the two LeT recruits of the module revealed that Dawoodi was their target in October 2011 when he addressed a gathering at Andergam in Pattan area. Police said that the attack was foiled by the Police at that time. Maulana Dawoodi is the target of the militants and he was also attacked at Tahab Pulwama in 2006. The Maulana's security has been beefed up after attack on him in 2006. He is being targeted for preaching Sufism, police added.

Five Lashkar-e-Toiba (LeT) militants, including a ‘district commander’, were killed in two separate encounters with the Security Forces (SFs), one in Panjwani forests and second in a nearby Laribal village, in the Handwara area of Kupwara District on March 28, reports Daily Excelsior. The Deputy Inspector General of Police (DIG), North Kashmir, Munir Khan, said that five AK rifles, 17 magazines and three live grenades were recovered from their possession. He said that all of them were foreign militants and the dairies recovered from them suggest that three of them are Abu Bakar, Ali Bhai and Hanza Bhai. Five Lashkar-e-Toiba (LeT) militants were killed in an encounter with the Security Forces (SFs) in the Kramhoora forest area of Handwara in Kupwara District on April 5, reports Daily Excelsior. Superintendent of Police (SP, Handwara), Choudery Aslam said that SFs launched a joint operation early in the morning in the Kramhoora forests. The SP said that during the operation militants fired upon the SFs resulting in a fierce encounter that lasted for several hours. The identity of the militants is being ascertained; he said adding that five AK rifles were recovered from the dead militants. The SP said that firing has stopped but the operation is going on and it may continue tomorrow (April 6, today) also as the SFs apprehend that there are few more militants in the area. The SP said that the five militants killed today were part of the same group which was killed on March 28. The SP said that these militants were operating from the forests at least for last one year. He said that SFs were planning operation against the militants operating in these dense forests for last few months. He said that around 15 LeT militants were still operating in the Rajwar forests that have dense vegetation and it gave ample cover to the militants.

Security Forces (SFs) on May 10 killed six militants and foiled a major infiltration bid near the Line of Control (LoC) in Uri sector of Baramulla District, reports Daily Excelsior. Defence spokesperson Lieutenant Colonel JS Brar said that Army along the LoC in Maidan Nala area of Uri sector observed movement of five to six militants trying to infiltrate into Uri in the night of May 9. The troops laid an ambush around them and they were asked to surrender. "On being asked to surrender, the infiltrators opened heavy fire on our troops and the troops retaliated resulting in the killing of five militants", the spokesman added. He said that bodies of four militants' along with four AK rifles besides other ammunition have been recovered by the Army during the search operations. The body of the fifth militant is yet to be recovered as the area of operation is in very close proximity to the LoC, he added. The Defence spokesman said that identity of the infiltrators was yet to be established.

Nissar Ahmed was arrested on May 19 along with an AK rifle and ammunition rounds while his three associates were arrested overnight on the basis of disclosures made by Nissar Ahmed during his interrogation. The arrestees were in constant touch with Haji alias Hanzalla, the ‘chief operating commander’ of the LeT, presently based at Pakistan occupied Kashmir (PoK). They had been receiving instructions from Hanzalla and some of his other PoK based associates on Pakistan SIM cards, which received signals in forward areas of the LoC as Pakistan mobile companies under pressure from their Army and ISI had installed towers close to the LoC to help militants. Police sources said Hanzalla had repeatedly been asking the militants especially Nissar Ahmed to recruit more youth into militancy and step-up subversive activities as militancy has been dying down. Police sources said a consignment of arms and SIM cards of slain LeT ‘commander’ and Pakistani militant Abu Abrar alias Mistry was also lying with Nissar. Mistry was killed in an encounter with SFs and Police on January 19 at Salwa in Mendhar area of Poonch District. The LeT module busted by the Police was linked to Abu Abrar when he was alive.

He said that Fahadullah is the only surviving LeT terrorist of Pakistani origin in Sopore active as on date. "After being indoctrinated with Jihadi ideology, the group members had formally joined LeT organization and were provided the communication gadgets and weaponry", he added. During the search operation, SFs established contact with the militants resulting in an encounter, he added. He also said that one unidentified militant, likely to be a foreigner, was killed. He said three houses suffered damages during the operation as they were used by the militants as shelters adding that militants resorted to heavy firing while hiding in the two houses. The two militants were hiding in these houses and were shifting their positions from one house to another house. The troops received information about the presence of 3-4 militants in the area and launched operation in the night of July 16. One militant was killed on July 17. One AK rifle and ammunition was recovered from the dead militant. Massive search operation has been launched in the area to track rest of the militants of the group. As reported earlier, Army in June end had launched a massive operation in the Handwara area after they noticed movement of a group of 8-10 militants who had infiltrated into these forests. However, Army didn't confirm whether the group has infiltrated through Line of Control (LoC) or has used Nepal route to infiltrate into Kashmir. Security Forces on August 6 shot dead two Hizb-ul-Mujahideen (HM) militants and arrested another alive in a three hours long encounter at Leddri forests in Dachchan area of Kishtwar District, reports Daily Excelsior. The slain militants were identified as Aamir Ali Kamaal alias Aamir alias Akram and Mohammad Shaffi Hajam code Saqib. The arrested has been identified as Sajjad Ahmed alias Rezwan. Two AK-47 rifles, three magazines, 15 rounds, one Chinese pistol and one magazine were recovered from the site of encounter. The Inspector General of Police (IGP, Jammu) Dilbagh Singh said with the killing of two militants and arrest of another, 27 militants were left in Jammu region. Of the three, only Aamir was an accused in September 7, 2011, blast at Delhi High Court. Aamir, a prime accused, carried a reward of INR 2 million on his head — 1 million each from the National Investigating Agency (NIA), which has been investigating Delhi High Court blast, and from the State Government. Aamir was the first accused of the blast who has been killed, while three others, Amir Abbas Dev, Wasim Akram Malik (Junaid's brother) and a minor, had been arrested earlier in Kishtwar and handed over to the NIA. Four accused were still at large, including Junaid Akram Malik and Shakir Hussain alias Chota Hafiz of Kishtwar, Abu Saifullah and Abu Billal, both Pakistanis. Aamir had helped the two Pakistanis execute the blast. Sources said three HM militants, operating in Kishtwar, who were wanted to NIA in Delhi High Court blast included Aamir Ali Kamaal (killed on August 6), Junaid and Chotta Haafiz. All three carried a reward of INR 2 million each on their head. The NIA had announced a reward of INR 1 million on each of the three militants. The State Government had also announced an equal amount making it INR 6 million for three NIA wanted militants. Police on August 21 claimed to have arrested a Policeman who carried out assassination bid on Law and Parliamentary Affairs Minister, Ali Mohammad Sagar on December 11, 2011, and 12 other attacks in Srinagar city since 2011 on behalf of Hizb-ul-Mujahideen (HM) outfit, reports Daily Excelsior. Inspector General of Police (IGP) Kashmir, S M Sahai, said that they have arrested two persons making claims for militant attacks in Srinagar city over the past 18 months. "One of them is a Policeman while another is a released militant", he added. Sahai said that arrested policeman, Abdul Rashid Shigan, a constable of the armed Police and posted with the security wing, was operating under the shadow name of Omar Mukhtar and General Usman. "He was acting as spokesman for Kashmir Islamic Movement, a shadow outfit of Hizb-ul-Mujahideen", the IGP added. He said that Shigan was working in coordination with a released militant, Imtiyaz Ahmad alias Raashid, in carrying out the attacks. He said that Shigan had a militancy background before he joined Police force in 1998. "He was an Over Ground Worker of Harkat-ul-Mujahideen. He was discharged from Police department while undergoing training for his involvement in militant activities and detained under Public Safety Act for one year. He was reinstated on court orders in Police department in 2002", added Sahai. He was recently transferred to security wing of the Police and was performing duty with Superintendent of Police Bandipora. The IGP said that Shigan confessed carrying out 13 attacks in Srinagar since January 2011. The IGP said that during the raid and searches conducted on the house of Shigan one coil electric -wire, one mine, two radio sets kenwood , 11 Batteries, one radio set Frequency setter, four Chinese pistols, six pistol magazines, 100 rounds of pistol ammunition, five grenades, two knifes, 13 UBGL shells, one Kiran Kove rifle, two AK 47 rifles, 16 AK 47 magazines, large quantity of AK ammunition, two UBGL thrower, two kits for cleaning, two pouches, one fire extinguisher, three bags, one water bottle, one first aid kit, one ladies hair wig, two scooter helmets, four grenade pins, one IED and 11 detonators were recovered. Sahai said that besides this, his hand writing matched with the statements he was issuing to the press and a cell phone that he used to call a local news agency was also recovered. S M Sahai also said that Police have to rethink and conduct scrutiny of Police Force that has been on the forefront of fighting militancy in the State after involvement of Policemen in militant activities came to light. Sahai said that militants are adopting new tactics of forming small modules, which were very difficult to uncover. He said that normally any militant attack that took place in Srinagar was solved in a couple of months but for the past 18 months [January 2011 to July 2012] police had failed to uncover these 13 attacks which took place in Srinagar. He said that subversive activities of such kind where Policemen are involved are possible in militancy infested areas but Police have been able to uncover it. He said that such modules are working independently and they are difficult to uncover. He further said that the attacks they carried out had given an impression that militancy is on the rise in Srinagar. "However, this is not correct. Statistically also the number of incidents has come down compared to last year," he added. It may be mentioned here that four Policemen were arrested in June 2012 for militant links and carrying out subversive activities in Srinagar city. "With the arrest of Shigan all these cases have been solved," Sahai said, adds India Today.

An Army trooper was killed, while two Army troopers, including an officer, were injured in the encounter. The Army recovered two AK 47 rifles, six magazine, 150 rounds, two Matrix sheet, four maps, two wireless sets, two GPS, one compass, 2 pouches and Indian currency from the dead militants. The Army in the night of September 24 launched an operation in the maize fields and forests of Haril in Handwara after they received information about the presence of militants in the area. The militants fired at the Army party resulting in a fierce encounter. In the morning of September 25, the Army party was again fired at by militants. Army returned the fire killing one militant. The gun fight continued till the afternoon resulting in the killing of another militant at around 1pm. One Army trooper was killed and an Army commando, Captain Manish and Army trooper were injured in the encounter. As per the matrix sheets, maps and GPS devices recovered from the militant who was killed early in the morning it appeared that he was a top ‘commander’ of the LeT. The militant group that was trapped in the Handwara forests appeared to have recently infiltrated. The Army sources said that it was a group of around eight militants that was trapped by the Army, which was using surveillance helicopters to track the movement of the group.

Sources identified the slain militants as Abu Mahaz alias Khandari Kashmiri, a ‘divisional commander’ and Abu Anzala alias Abu Tallah Afghani, an ‘area commander’ of the LeT. Both of them were Pakistani nationals and were wearing Army uniform. Official sources said troops observed movement of militants trying to infiltrate into Indian Territory on surveillance gadgets installed between Roshni and Gun Hill Posts at Balnoi sector of Mendhar at 2am. Troops challenged the militants when they reached close to the fence and asked them to surrender. The militants opened firing and made attempts to sneak into this side. A heavy exchange of gun fighting between militants and the troops continued till 3.30am in which two infiltrators were killed. As the Army personnel were engaged in searches, Pakistani troops started heavy firing on Indian positions at 5.30am in an apparent bid to facilitate infiltration by remaining militants. The firing from Pakistan side continued till 8am, sources said. However, an effective retaliation by the troops forced rest of the militants to retreat to PoK. Army didn’t suffer any casualties in the firing. Troops conducted searches on the LoC and recovered bodies of both the slain militants along with a large quantity of arms, ammunition and other items. An unnamed senior Police official said that these militants were responsible for threatening Panches (members of Panchayat) and Sarpanches (heads of Panchayat) of the District besides extortion. Police few months back found them involved in several extortion cases. "Later, their involvement was also found in issuing threats to Panches and Sarpanches of the area", he added. Arms and ammunition including four AK 47 rifles, 16 magazines and 500 rounds of ammunition was recovered from the arrested militants. A joint operation was launched by Special Operations Group (SOG) of Jammu and Kashmir Police and Army’s Rashtriya Rifles (RR) after receiving a tip-off about the presence of Yasir Tunda at a hideout. Terming it a major achievement, the Police said that Yasir Tunda, a Pakistani national, was operating under the code names of Showkat, Shoaib and Shehzeb in Handwara area of Kupwara District and Rafiabad-Sopore areas of Baramulla District. Tunda had infiltrated into Kashmir valley in 2002. He became ‘divisional commander’ of the outfit in 2007 and was injured in an encounter in 2008. Tunda, according to Police, was involved in number of attacks on SFs and civilians including the killing of Peoples Democratic Party (PDP) leader Ghulam Mohammad Mir at Ladoora (Baramulla District) in 2008 and National Conference’s (NC) activist Ghulam Mohiuddin at village Chatloora (Baramulla District) in 2010. The Security Forces (SFs) had condoned off the forest areas after receiving information about the presence of four militants. The hunt for the fourth militant, Fahadullah, the ‘commander-in-chief’ of LeT, is still going on. Fahadullah, reportedly, infiltrated into the Indian side in 2007 and graduated to the LeT ‘chief’ as the successive chiefs were killed over the years.

Major General Sarat Chand said that since last night there was no firing and Army presumed that all the militants were killed last night only. SFs have recovered six bodies and 7 weapons from the debris of the houses in which these militants were trapped. LeT ‘spokesman’ Dr. Abdullah Gaznavi confirmed the killing of LeT group of militants. Quoting the ‘chief commander operations’ of the LeT for Jammu and Kashmir (J&K), Mehmood Shah, he said that the militant group engaged the Army for a week and have inflicted heavy casualties on them.

Police on December 21 arrested one Lashkar-e-Toiba (LeT) militant, identified as Mohammad Altaf Ganie alias Cheema son of Abdul Hamid, from village Raipora, Palhalan (Baramulla District), reports Daily Excelsior. The militant was involved in the killing of a Sarpanch (head of village level local self government institution), Ghulam Mohammad Yatoo, of Raipora Palhalan in Baramulla District on September 10, 2012. Yatoo's killing resulted in the resignation of hundreds of Sarpachs. Police said that another accomplice of the arrested militant, Shabir Ahmed Sheikh alias Shaka is still at large. One AK-47 rifle, four AK magazines, 192 rounds of AK ammunition, one pistol, four pistol rounds, one pouch, one wireless set and 32 IED circuit packs were recovered from them.

The hideout was located at some distance from house of slain Hizb-ul-Mujahideen (HM) ‘commander’ Ghulam Qadir alias Tohid-ul-Islam, who was killed by Ramban police on May 25, 2012.
