In the first phase of Legislative Assembly elections in Jharkhand on February 3, sporadic incidents of violence and encounters between left-wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-Maoist) and police were reported across the State. Speaking at a press conference in New Delhi on February 10, the Andhra Pradesh Chief Minister, Y.S. Rajasekhara Reddy, said there were no differences over the approach of the State Government or the view of the Union Government on the issue of peace talks with the Naxalites. "There is total coordination between the State Government and the Centre, which has endorsed whatever we have been doing," said Reddy. The State Government was trying to persuade Naxalites through intermediaries to give up arms and resume talks at the earliest, Reddy added.

The Maharashtra Government indicated on February 24 that it could follow the Andhra Pradesh model in holding peace talks with left-wing extremists (also known as Naxalites). "If needed, we will certainly go ahead," Chief Minister Vilasrao Deshmukh stated in New Delhi in the presence of Union Home Minister Shivraj Patil. The Union Home Minister said Maharashtra has been virtually free from Naxalite activity barring one or two districts due to progressive measures like tenancy law and employment guarantee scheme initiated by the Government there. He, however, said the recent incident in which seven policemen were killed in Gadchiroli district "cause a little concern to us."

On March 23, in a written reply to the Rajya Sabha (Upper House of the Indian Parliament) the Minister of State for Home, Sriprakash Jaiswal, said there is no proposal, at present, to set-up a Unified Command to counter left-wing extremism (also known as Naxalism). Keeping in view that the Naxalite problem is not merely a law and order problem, the Union Government has adopted a multi-pronged counter strategy, which takes into account the security as well as development aspects of the problem, he added. The Minister further said the Government has asked the Naxalite-affected States to intensify security force operations while keeping the door for a peace dialogue open.

At the conclusion of the Commander’s conference on April 7 in New Delhi, Army Chief, Gen. J. J. Singh, reportedly stated that the army is likely to extend support to the police and paramilitary forces in countering left-wing extremist (also called Naxalite) violence. "The issue has been discussed at the army commanders’ conference. We have analysed the state of extremism in the Naxalite corridor from Andhra Pradesh to Bihar to forest areas along the Nepal border. We are in touch with the Ministry of Home Affairs," the Army Chief said. Media reports also added that the Chhattisgarh Government has invited the Army to help set up a school to train the State’s paramilitary forces in low-intensity conflict and specifically, ways to deal with Naxalite violence. "One of our best Brigadiers is being sent as commandant to this school", the Army chief added.

At the conference, the Andhra Pradesh Chief Minister, Y.S. Rajasekhara Reddy, informed the Union Government that its efforts to engage left-wing extremists (also known as Naxalites) through the dialogue process was stalled following violation of ground rules and doubts that had crept in. The Chief Minister told the conference that a three-pronged strategy was being adopted to address the issue: engage Naxalites in talks with a view to bringing them to the mainstream; strengthen socio-economic development and wean away support to Naxalite groups by the poor; while engaging Naxalites in talks enforce the rule of law and strengthen law-enforcing agencies. He also reiterated the demand for four battalions of the India Reserve force and restoration of two battalions of the Central Reserve Police Force that were withdrawn from the State after the 2004 elections. In addition, the Government also asked for Rupees 300 crores for modernization of the police force.

"We unequivocally condemn their terrorist and violent activities that have caused enormous suffering to the people of Nepal... It is our conviction that there is no purely military solution to the Maoist insurgency. Durable peace and stability in Nepal can be achieved only through a political settlement which, among other things, requires the Maoists to forswear armed struggle and lay down their arms. India is committed to supporting all efforts at restoring peace, political stability and economic prosperity in Nepal," he said. Asked whether senior Nepalese Maoist leader, Baburam Bhattarai, was in the capital, the spokesperson said that he had no information on the subject.

While inaugurating the conference of Director Generals of Police and Inspector Generals of Police in New Delhi on October 5, Union Home Minister Shivraj Patil stated that the Government has decided to adopt a two-pronged strategy of economic development and firm police action to tackle the left-wing extremists (also known as Naxalites). Observing that Naxalism fed on widespread socio-economic, political and regional inequities, Patil said, "High priority has to be accorded to ensure faster integrated development in Naxalite-affected areas in 13 states." Referring to the peace talks between the Naxalites and Andhra Pradesh Government in 2004, he said it was hoped that following the footsteps of the Maoist group others would come forward for talks, "but these hopes were belied.... CPI (Maoist) withdrew from the process and resumed violent activities."

According to Hindu, replying to a discussion in the Rajya Sabha (Upper House of Parliament) on national security on December 7, Union Home Minister Shivraj Patil underlined the importance of dialogue in tackling left-wing extremist (also known as Naxalite/Maoist) violence in States. Dialogue, he said, was one of the methods to solve the issue. "They [the Naxalites] are our brothers and sisters. What is wrong if we call those who are born in India as our brothers and sisters? They could be angry, they could be misled. But one should not conclude that they should be tackled only with bullets,'' he said. At the same time, the Home Minister was confident that the Naxalite problem would not become an insurmountable problem for the Government. "Naxalite activity is on the increase, yet I would not say it has increased to an extent presented in the House. Not all districts mentioned are affected. One affected village or hamlet does not mean that the entire district is affected. The country is big and strong, it won't be cowed down by a few arms.''

On December 21, Home Minister Shivraj Patil told the Rajya Sabha (Upper House of Parliament) during Question Hour that even though India and Nepal were cooperating in terms of intelligence sharing, if the need was felt, a joint strategy would be required to counter Maoists. He said the two Governments were regularly interacting at various strata of administration, including the Home Secretary and Foreign Secretary levels, and discussing the problem. Admitting that the government had reports that Maoists had graduated from traditional ''spear and axe'' to improvised explosive devices, explosives and even radio frequency explosives, Patil said Maoists and Naxalites do indeed have ''ideological'' and ''training'' collaboration. However, there were no reports that they shared weapons, he asserted. Replying to a supplementary, the Home Minister agreed with a questioner that Naxalites were making weapons domestically. However, they were also trying to procure arms from outside.
