A senior source said the Cabinet Committee on Security may soon approve setting up of the first Territorial Army battalion comprising tribals from the Naxal-affected areas of central India. Referred to as the 'Home and Hearth' battalion, it will provide the Army over 1,000 trained, tribal soldiers who can be effective in a whole host of activities including intelligence gathering. In States such as Meghalaya, 'Home and Hearth' battalions have been proposed to carry out intelligence gathering among other things.

Singh has pointed fingers at some State Governments saying they lack “commitment’’ in fighting the Communist Party of India-Maoist (CPI-Maoist) threat, reports Deccan Chronicle. According to him, in these States, the local Police is not taking the “initiative’’. Speaking before a Parliamentary Panel about the problems being faced in “tackling the menace of Naxalism’’ in April, Singh said that he wants to be “frank’’ while making his observations. “The operations, in which our forces (Central forces) are engaged, are very difficult for our forces for a number of reasons. Again, I will be very frank. Our forces go to the state, they are from outside. It is the state police force which has local knowledge and local intelligence which is supposed to have the ground-level intelligence; they are supposed to know the situation on the ground. They are supposed to have sources in the rural areas to find out as to where these armed groups are. The Central Armed Police Forces are supposed to assist them. Unfortunately, we find that in some states, I will not say all states, this is happening, but in some states this is not happening,” he said.

The Union Government has underlined its intention to set up the National Counter-Terrorism Centre (NCTC) on the basis of the suggestions and reservations expressed at the Chief Ministers' meeting on May 5, reports The Hindu. In his concluding remarks at the meeting, Union Home Minister P. Chidambaram stated the government's resolve to set up the centre, while offering to re-examine thorny issues, including locating the counter-terrorism apparatus in the Intelligence Bureau (IB). Justifying the need to set up an NCTC or a similar organisation, Chidambaram called for the need “to move beyond looking upon counter-terrorism as a police operation and enlarge the scope to make it a truly counter-terrorism organisation that will mobilise all elements of national power.”

Under the plan implemented by Planning Commission, so far over 70,706 works like building schools, culvert and community centres have been taken up. Of these 48,992 have been completed.

The Union Cabinet has cleared a INR 85 billion rural roads package to ensure growth and remove Communist Party of India-Maoist (CPI-Maoist) influence in forested tribal areas, reported The Economic Times. The three-year roads programme, under the Pradhan Mantri Gram Sadak Yojana (PMGSY), will provide connectivity to 6,000 habitations in 78 Maoist-affected Districts, which have been left out of the core network. "This is a major step as it fulfills a long-standing demand of states. Whenever I travelled in Maoist-hit areas, this demand has kept coming up. The PMGSY is the single-most important rural development intervention that can significantly transform the ground-level situation in these Districts. Naxals realise this and so they first target roads," Rural Development Minister Jairam Ramesh said.

While there has been no incident of violence by the Communist Party of India-Maoist (CPI-Maoist) in Delhi, the Union Home Ministry has admitted that this year they have assessed influence of front organisations of Maoists in its six districts, reports India Today. "The influence of Maoists in areas is assessed on the basis of both overground activities by front organisations and violent activities by underground cadres," Minister of State for Home Jitendra Singh told the Rajya Sabha (Upper House of the Parliament) in a written reply on August 8. The Home Ministry has also said the CPI-Maoist operates in Delhi through the city committee of the outfit and that Left-wing extremist groups, such as CPI (ML) New Democracy and CPI (ML) Liberation, are active in the Capital. "Besides, front organisations of the CPI (Maoist) like Revolutionary Democratic Front, Committee for the Release of Political Prisoners, People's Democratic Front of India, and Democratic Students Union are active in Delhi," the ministry has said. MHA details reveal that the number of Districts reporting any sort of Maoist violence or having Maoist influence has reduced to 173 this year, as on June 30. Last year 203 districts in the country had reported Maoist violence, while 208 districts were affected by rebel violence in 2009. "It is clarified that around 26 districts of India account for nearly 80 per cent of the total Maoist violence. The total number of 'violence affected' districts has to be viewed in this overall context," the minister told the upper house. MHA figures shows the Maoists have killed 82 Security Force personnel till June 30 this year, compared to 142 in 2009. Also, there have been 864 incidents of Maoist violence in the first six months of this year, compared to a total of 1764 incidents last year. A total of 244 people, including Security Forces, have lost their lives at the hands of Maoists this year, while 49 Maoists have been shot dead by Security Forces in 2012. Bihar has emerged as the biggest problem for the security establishment on the Maoist front. 30 out of the 38 districts in Bihar have reported Maoist violence this year, making it the state with the maximum Districts affected by Left-wing Extremism.

Delivering the inaugural address at a three day annual meet in New Delhi of Police Directors General and Inspectors General from States and Central Police Forces, Union Home Minister Sushil Kumar Shinde on September 6 said that Naxalism (Left-Wing Extremism) continues to pose "significant challenge" as confidence levels of the Communist Party of India-Maoist (CPI-Maoist) are exhibited in their ability to move in larger formations, hold 'jan adalats', obstruct thoroughfares and recover levies, reports NDTV. Seven states are experiencing different levels of intensity of this problem. However, nearly 80 per cent of Naxal violence is taking place in less than 30 districts and many of them are close to inter-state boundaries," he said. The Home Minister said there are indicators about increase in the number of trained and armed cadres, re-organisation of military potential for formation of new battalions, and the creation of well-developed indigenous capacity for accretion to their arsenal.
