He expressed concern over the situation in the Maoist infested areas in the eastern region and said that despite the deployment of the paramilitary forces, the State Governments have failed to contain the movement of the Maoists. “It will take around two to three years to contain Maoist menace. What we are doing now is to get out of the mode of denial and engage Maoists and take resolute measures to tackle the menace of Maoists. That has just begun. It will take two to three years to contain the Maoists,” said Chidambaram.

According to Indian Express, the interrogation of top Communist Party of India-Maoist (CPI-Maoist) ideologue Kobad Ghandy, arrested on September 20 from Bhikaji Kama Place in New Delhi and currently in custody of Delhi Police’s Special Cell, has revealed the close ties the Maoist leadership has developed with their counterparts in Nepal. Union Home Secretary G.K. Pillai said in New Delhi on February 5 that the objective of the Communist Party of India-Maoist (CPI-Maoist) engaged in an armed ‘liberation struggle' was to overthrow the Indian State by 2050, as indicated by documents seized from them, reported The Hindu. Pillai also said that an in-depth analysis of Maoist operations also pointed to assistance by former Army men. "It is quite likely that the violence will go up in 2010 or 2011 before the tide begins to turn," he said adding that the Government would need seven to eight years to have full control over the areas lost to the Maoists. Pillai also said that the Bihar Government is a "little soft" in taking any "hard action" against Maoists since assembly elections are scheduled in 2010, added PTI.

Calling Naxalism (Left-wing Extremism) a "graver problem" than jihadi (Islamist Extremist) terrorism, Union Home Minister P. Chidambaram on March 12 said that the Government had a legitimate right to use as much force as necessary to regain control of areas dominated by the Communist Party of India-Maoists (CPI-Maoist) and expressed confidence that the Government would be able to "get rid of the Maoist menace" before the United Progressive Alliances (UPA) second term ended, reports Times of India. "We are confident that before the term of UPA-2 ends, we will get rid of naxals and will have considerably strengthened our security to face any threat," P Chidambaram said while addressing a media conclave in New Delhi. Referring to the offer of talks made by the Government to Maoists recently, he asked, "Why aren't the Maoists making a simple statement that we abjure violence?" He said in such a situation, it was the legitimate right of the Government to use as much force as necessary to regain areas under their control and hoped that once the Government regained control in two to three years, it would usher in development. Putting the threat from Naxalism higher than jihadi terrorism, Chidambaram said they had a presence in 200 Districts of the country and virtually controlled 34 Districts. "They (Maoists) have declared a war on the Indian State... They are anti-development. They do not want the poor to be emancipated or become economically free," Chidambaram said, adding that civil rights groups naively thought that Naxalites were pro-poor.

Assam Chief Minister Tarun Gogoi in New Delhi said that the Government will not wait "indefinitely" for elusive ULFA military ‘chief’ Paresh Baruah to come for talks but expects "some good news" in the next few days, reports Shillong Times. He said, "We will not wait indefinitely for Paresh Baruah to come. We are ready to initiate dialogue with other leaders on all issues, except sovereignty." Gogoi said that Government wanted to involve all leaders of ULFA in the negotiations but everything will depend on the willingness and sincerity of the insurgent leaders. Regarding the ULFA’s links with the Communist Party of India-Maoist (CPI-Maoist) in Assam, the Chief Minister said that all extremists groups like Maoists and ULFA are "in the same boat" as all of them believe in armed struggle, which is not acceptable for a democratic country like India. "Naxals, ULFA are in the same boat. Their objective is to achieve their goals through armed revolution. They just want to create problem for the country," he said. The Chief Minister also advised the Maoists to follow the footsteps of the erstwhile Bodo Liberation Tigers (BLT), a militant group which after surrendering arms joined the democratic process and is now in power of the Bodoland Territorial Council (BTC), if they really care about the development of poor people.

Inaugurating the Civil Services Day function in New Delhi he singled out Left Wing Extremism as the gravest internal security threat faced by the nation and said, "Recent events have underscored the need for urgent and considered action to root out this problem". "No quarter can be given to those who have taken upon themselves to challenge the authority of the Indian state and the fabric of our democratic polity," he added. He also acknowledged that many areas in which such extremism flourishes are under-developed, saying, “It is incumbent upon us to ensure that no area of our country is denied the benefits of our ambitious developmental programmes.”

PTI reports that a suspected Naxalite (Left Wing Extremist), identified as Ajay Kumar Singh, was arrested from Govindpuri in Delhi two days ago on a tip off, Deputy Commissioner of Police (South) H G S Dhaliwal said on April 23. Singh was reportedly involved in many Naxal activities in Taryani area of Sheohar District of Bihar including the incident of setting ablaze a Police jeep on March 23 when the Maoists had given a call for a Bihar Bandh (shut down). "He has been involved in similar other incidents of arson and Naxal activities. He is associated with the Naxal movement in association with 10 members of Maoist Communist Council which is very active in Taryani," Dhaliwal said. The Maoist Communist Council is being run Lakhender Paswan who was recently arrested by Bihar Police.

Addressing the Chief Ministers of Naxal (Left Wing Extremism)-affected States in New Delhi, Union Home Minister P. Chidambaram gave figures to underscore the gravity of the challenge posed by Naxalite (Left Wing Extremist) groups, reports Indian Express. He said between 2004 and 2008, the Naxalites had killed about 500 civilians every year. This number rose to 591 in 2009. In just the first six months of this year, 325 civilians have been killed in Naxal violence, a figure that senior Home Ministry officials concede is a conservative calculation. The casualties amongst the Security Forces, are in the range of 150 to 200 every year for the past few years. This year 209 security personnel have already lost their lives to Naxal violence. According to a confidential note on the internal security situation circulated to Union ministers, the Government has admitted that in the first six months of this year, Naxalite activity was noticed in as many as 158 Districts of the country, a sharp increase from the 133 districts where Naxalites were seen to be active in the previous year. Incidents of Naxal violence this year have been reported from 85 districts. In 2009, violent incidents were limited to only 67 Districts. In fact, four Districts and 17 police stations witnessed incidents of Naxal violence for the first time in their history.

With Naxal (left wing extremism)-hit States collectively reporting Police vacancies to the tune of 97,000 personnel, the Chief Ministers have agreed to set up committees — headed by the respective chief secretary — to evaluate the openings and monitor the progress in filing up all the posts in a time-bound manner, reports Times of India. The Centre will, on its part, increase the intake of young personnel from Maoist-hit areas in paramilitary forces through fresh recruitment. These decisions were taken during the meeting of Chief Ministers of Naxal-affected States with Prime Minister Manmohan Singh on July 14. "The committees — one each in all the seven Naxal-affected states - will also develop an appropriate incentive package for posting of police personnel in difficult areas and also ensure their deployment in a time-bound manner in the respective state," said a senior Union Home Ministry official. Bihar, West Bengal, Orissa, Jharkhand, Chhattisgarh, Maharashtra and Andhra Pradesh will set up these panels. Though these states have already recruited nearly 80,000 personnel in the past one year or so, the backlog and attrition — mainly due to retirement — have led to the vacancies at around 97,000." These states have been asked to fill up at least one-third of the total vacancy by the end of this year," said a Union Home Ministry official. The committee will also monitor raising of 13 extra India Reserve Battalions (13,000 personnel) and recruiting 16,000 Special Police Officers (SPOs) in the respective State. At present, these states have collectively 13,500 SPOs and 21,000 personnel. Of the total sanctioned strength of 16,000 SPOs, Chhattisgarh — the worst-hit State — will alone recruit 3,000 personnel.

The Government on August said almost 8,500 armed Naxal [Left Wing Extremist] cadres were present in the country and as many as 21 left wing extremist groups were indulging in acts of violence, reports DNA. "As per available inputs, the total strength of armed cadres of Naxalites is around 8,500," Minister of State for Home Affairs Ajay Maken told the Rajya Sabha (Upper House of Parliament) in a written reply. Maken also said, "According to intelligence inputs, there are 21 left wing extremist (LWE) groups indulging in violence in the country". There are no inputs to indicate that the LWE groups are being supported financially by various industrialists. However, they raise funds from contractors and businessmen by imposing levies through coercive means, he said in reply to another question. Maken said the total number of security personnel killed by Naxals in the current year, up to July 31, is 218. To an another question, Maken said, "There are no inputs indicating operational link between Maoists of Nepal and India."

Replaying to a question, Chidambaram said there was no evidence that the CPI-Maoist was getting overt support from any international terrorist organisation or international militant organisation, reports The Hindu. “There was one report about a contact between an organisation in Nepal and the CPI (Maoist), but that has not been confirmed either. There is no evidence that they receive money or weapons from China — China as a country or China as an entity. Weapons are indeed smuggled from across the border — both the Bangladesh border and the Myanmar border.” Chidambaram also pointed out that the CPI-Maoist was able to raise funds within the country. “They are able to raise money through extortion, through levies, and through looting. But we are keeping a careful watch. If there is any evidence that they receive money or receive other support from any organisation abroad, certainly, we shall look into the matter very carefully and, with the help of friendly countries, take action against those organisations which are reported to be supporting the CPI (Maoist).”

In an address to the nation on August 14 on the eve of the 64th Independence Day, President Pratibha Patil called upon Communist Party of India-Maoist (CPI-Maoist) and other extremist groups to eschew violence and urged civil society to encourage them to join the national mainstream, reports The Hindu. She said, “proponents of extreme ideologies and the followers of Left Wing Extremism must abandon their path of violence. I call on them to join [the] national efforts for growth and development. I hope that everybody, including the civic society, will come forward and move them in this direction.” Highlighting that protracted development efforts needed in the naxal [Left Wing Extremism] violence-affected areas, she called for promoting a spirit of conciliation through dialogue to foster the process of nation building. “It is possible [to achieve a spirit of conciliation], when dialogue is chosen as the channel for communication. The Prime Minister made it clear that India wanted peace and harmony with neighbours but emphasized that progress in dialogue with Islamabad would not go far if Pakistan continued to allow its territory to be used for acts of terrorism against India. On Kashmir, he reiterated, “Kashmir is an integral part of India. According to Hindustan Times report Union Home Minister P. Chidambaram speaking at a pre-conference seminar on 'Development problems of regions affected by discontent and extremism' in New Delhi on December 6 said no democracy in the world can allow armed liberation struggle and suggested a two-pronged approach to solve the Communist Party of India-Maoist (CPI-Maoist) problem. Talking about a two-pronged approach to tackle Naxalism (Left Wing Extremism, LWE) - development and Police action together - he said the answer to LWE is to strike at the roots of the problem and quell the armed liberation struggle. He also called for setting up of a process so that certain amount of funds could reach directly to the local body and local authorities to carry out development work as asked by locals in Naxal-affected areas. Referring to panchayat (village level local self Government institution) elections in Jharkhand, he said even if some Naxal supporters or Naxals themselves get elected in the polls, it would be okay as they would be accountable to the people.
