According to Sify.com report, Karnataka Chief Minister B.S. Yeddyurappa was quoted as saying in his speech at the Chief Ministers' conference on Internal Security in New Delhi on February 1, that it has 'almost eliminated' the Communist Party of India-Maoist (CPI-Maoist) menace from the State though 'a handful of Maoists' are still active. “These few members are not going to be a potential threat,” Yeddyurappa said in the speech read out by State Home Minister R. Ashok. It also gave details of the socio-economic measures 'to bring the handful of youth who might be influenced by the Naxal [Left Wing Extremism] philosophy to the mainstream society'. The State Government has 'a Naxal Surrender Policy to award monetary compensation' to help surrendered Maoists to be gainfully employed. Ashok called for 'integrated and coordinated effort' to face the threats of enemies from within and outside the country. “These divisive forces mainly draw their strengths and sustenance from outside the country as well as from some anti-national elements within the country. We need to set aside narrow political considerations and tackle these threats to our national unity,” Ashok said.

Sify.com reports that Andhra Pradesh Chief Minister N. Kiran Kumar Reddy while addressing the conference of Chief Ministers on Internal Security in New Delhi on February 1, urged the Central Government to include six Districts (Visakhapatnam, East Godavari, Srikakulam, Vizianagaram, Warangal and Karimnagar), located on the Andhra-Odisha and Andhra-Chhattisgarh borders, under the Special Development Plan (SDP) unlike the two Districts of Khammam and Adilabad in Left Wing Extremist (LWE) areas and take other steps to prevent regrouping of the Communist Party of India-Maoist (CPI-Maoist). He also urged the Central Government to approve the proposal for development of a corridor of road network on the State's borders with Odisha, Chhattisgarh and Maharashtra. CM Reddy also called for stationing a helicopter with a capacity to carry 35 personnel at Visakhapatnam for facilitating swift airborne operations in the hostile terrain on the Andhra Pradesh-Odisha border. Stressing on the necessity for developing infrastructure, particularly a network of roads that can buttress operations along inter-state borders of Andhra Pradesh, Chhattisgarh, Odisha and Maharashtra States, considering that Maoists have been using these places as shelter zones, Reddy, suggested that the expenditure on counter-terrorism measures in the States be brought under SRE funds, like in the case of LWE. Reddy claimed that a judicious combination of law and order and socio-economic measures has helped address the problem of LWE. The number of armed underground cadre has come down from about 1,100 in 2004 to below 150 in 2011 in Andhra Pradesh.

Times of India reports that many industries located in Communist Party of India-Maoist (CPI-Maoist) dominated areas are forced to buy peace with the Left Wing Extremists (LWE) due to insecure environment. Speaking at a Confederation of Indian Industry (CII) organised seminar on "Security Dimensions of Development Disparities" in New Delhi on April 9, Union Home Secretary Gopal K Pillai said the Maoists often serve extortion notices to many industries located in central and eastern India where the LWE have a strong presence. He said that due to insecure environment and thin presence of Security Forces (SFs), the industries are forced to pay extortion money for their safety and smooth running of the business. "The Government and industry must work together to tackle the challenge urgently as the information revolution has led to greater awareness and the masses are unwilling to wait," he added. It was also stated by him that, currently, almost 81 per cent of crime in India is committed by first-timers and the maximum numbers of criminals are between the ages of 16-28.

The Communist Party of India-Maoist (CPI-Maoist) extended support to Baba Ramdev for his proposed indefinite fast in Delhi from June 4. "We invite the people of the country to join Baba Ramdev's movement from tomorrow against corruption and bringing back black money stashed abroad," Maoist State Committee member Aakash told PTI over phone. "We extend our full support to Baba Ramdev ... It is not only Ramdev or Anna Hazare but Maoists will actively participate in the fight against corruption by anybody, anywhere and in any way," he said. He also warned the people not to fall into the 'trap' laid by the political parties and the UPA government at the Centre, which is 'neck deep in corruption, as it would mar the purpose of the 'noble cause'.

After the meeting, Chidambaram said, "We have made very clear that no operation will be conducted without the complements of State Police. Earlier practice has been completely discontinued since a year-and-a-half. Now, all operations are conducted by the paramilitary forces with the complements of state police. All operations are now joint operations." Raman Singh too agreed. Addressing a joint press conference with Chidambaram and Patnaik, he said, "Central forces cannot do it alone. State Police has to be there. It is not right to say that the casualties are only from paramilitary forces. Whoever comes under fire, they face the casualty. So, joint operation has to be there." Asked about the activities of Naxals along the inter-state borders, Singh said Chhattisgarh had 4,000 kilometres borders with Maharashtra, Andhra Pradesh and Odisha and it was practically impossible to check the movement of Maoists in these areas. "We can't stop them fully. Movement keeps going on. We have decided to augment our strength and operations will be intensified," he said. Chidambaram earlier said violence and the number of casualties had been reduced considerably in areas falling under 270 Police Stations in 64 Districts in eight States. "Up to June 14, there have been 811 incidents (1,025 last year) resulting in 270 deaths (473 last year). Of the 270 persons who were killed, 190 were civilians (296 last year) and 80 personnel of the security forces (177 last year)," he said. He said Communist Party of India-Maoist (CPI-Maoist) and other left-wing extremist groups continued to target civilians and kill them after branding them as 'Police informers' and of the 190 civilians killed this year, 72 were branded as Police informers. Chidambaram said these extremist groups also continued to target infrastructure and businesses and this year there were 13 attacks on railway property, 18 telephone exchanges and towers were attacked, four panchayat bhavans (office buildings of village level local self-Government institution) and 12 school buildings were destroyed and 82 roads and culverts were also damaged. Statistics, released by the Home Ministry, showed there were 125 encounters between Security Forces and extremists and 78 extremists were killed. Besides, 883 extremists were arrested, 243 surrendered and 315 arms were recovered this year.

Chidambaram on August 3 defended the use of Special Police Officers (SPOs) saying their “special skills” were needed in fighting the Communist Party of India-Maoist (CPI-Maoist) as Government sources indicated they would seek a review of the recent Supreme Court order banning such recruits, reports Telegraph. “In Chhattisgarh and Orissa, the SPOs have been engaged for certain very limited tasks in the conflict with the Left-wing extremists. That is because the SPOs bring to the task certain special skills and knowledge which are otherwise not available to the paramilitary force personnel. This (apex court) judgment, indeed, has far-reaching implications,” Chidambaram said in the Rajya Sabha (Upper House of the Parliament). More than INR 50 billion is lying as outstanding dues against various State Governments on account of deployment of central paramilitary forces for anti-Naxal (Left-Wing Extremist) operations, the Central Government said on August 30, reports Indian Express. The largest amount in this regard is pending against Chhattisgarh INR 10.7054 billion, followed by Jharkhand INR 8.761 billion and Uttar Pradesh INR 8.1892 billion, Minister of State for Home Jitendra Singh told the Lok Sabha (Lower House of the Parliament) in a written reply. Calling Naxalism (Left-Wing Extremism) a bigger challenge than terrorism or insurgency, Union Home Minister P Chidambaram on September 13 said that the burden of governance in the Communist Party of India-Maoist (CPI-Maoist)-affected Districts must rest with the States as the Central Government "does not have that much human resources" and can only provide help, reports The Times of India. He said the battle in the affected Districts was not for maintaining law and order but winning the "minds and hearts" of the people there. "The most violent movement in India is not terrorism or insurgency but Left-wing extremism. While 26 people were killed in terrorist violence and 46 in insurgency (27 in Jammu & Kashmir), 297 people were killed in Naxal violence. That is ten times of those killed in terror incidents," Chidambaram said. He was speaking at a national workshop attended by collectors of 60-Maoist-hit Districts in New Delhi. Prime Minister Manmohan Singh, who concluded the day-long session, stressed on integrated development while urging the collectors to have zero tolerance for corruption.

Observing that the Communist Party of India-Maoist (CPI-Maoist) has not targeted works done under the Integrated Action Plan (IAP), the Government on September 13 said efforts are on to extend the ambitious programme to 20 more Naxal (Left-Wing Extremism)-hit Districts, reports Hindustan Times. Addressing a national workshop attended by the collectors of Naxal affected Districts in New Delhi, both Union Home Minister P Chidambaram and Rural Development Minister Jairam Ramesh said there was a "definite view" that the IAP being implemented in 60 selected tribal and backward districts, should continue. "We are trying to add another 20 districts. Planning Commission has given approval for 18 districts. This brings the total districts under IAP to 78 districts," Chidambaram told the workshop.

Describing Left wing extremism as the “most violent movement” in the country, Union Home Minister P. Chidambaram maintained during a conference of Directors-General of Police and Inspectors-General of Police (DGP and IGP) in New Delhi on September 15 that dealing with it was a “shared responsibility” of the Centre and the States, reports The Hindu. He added, “Although the number of incidents and the number of casualties seem to indicate a decrease in the level of violence, this is largely attributable to the changed situation in West Bengal. I regret to point out that there is no significant decline in violence in Bihar, Chhattisgarh, Jharkhand, Maharashtra and Orissa. Even in West Bengal, there are reports that the State unit has been instructed by the CPI (Maoist) to develop guerrilla bases in Jangalmahal and to intensify the conflict. The CPI (Maoist) has added at least four companies to the People's Liberation Guerrilla Army and its goal remains seizure of power through an armed liberation struggle
