Odisha Home Secretary UN Behera on January 10 aid the State now could successfully prevent Communist Party of India-Maoist (CPI-Maoist) attacks as it had "adequate force comprising five battalions of Border security Force (BSF) and seven battalions of Central Reserve Police Force (CRPF) besides its elite anti-Maoist Special Operation Group (SOG)," DNA reports. About 50 units of SOG were engaged in anti-Maoist operation in the State, Officials said. [One unit of SOG has 30 members.] The Home Secretary described the encounter in Badangmali area of Rayagada District on January 9 as an ‘intelligence based operation’, and said the State has developed intelligence network to track Maoists movements. Odisha Government feels implementation of Integrated Action Plan (IAP) in 15 Maoist-hit and backward areas have started paying dividend. About INR 8.5 billion would be spent on these developmental works in next two years, the Home Secretary added.

Planning Commission denouncing bureaucratization of the recently launched Integrated Action Plan (IAP) to contain Maoists terror, the Odisha Government on January 13, said that it was ready to take panchayat (village level local self government institution) functionaries in the plan. District collectors are free to take any member from panchayat bodies or civil societies in the implementation of IAP, Special Secretary, Planning and Coordination RV Singh told reporters in Bhubaneswar. Of the 60 Districts chosen in the country, 15 Maoist-hit Districts of the State are covered under the IAP. The Districts are, Malkangiri, Koraput, Nabarangpur, Rayagada, Gajapati, Nuapada, Kalahandi, Bolangir, Sonepur, Kandhamal, Sundargarh, Keonjhar, Mayurbhanj, Deogarh and Sambalpur.

India Express reports that Chief Minister (CM) Naveen Patnaik speaking at the CM’s conference on internal security on February 1 sought the inclusion of four more Naxal [Left Wing Extremism]-affected Districts, Kalahandi, Nuapada, Bargarh and Bolangir under the Centre's Security-related Expenditure Scheme (SRE) in addition to the existing 15 Districts. He also demanded dedicated military choppers in Bhubaneswar and Koraput to assist the State Forces. “State police require dedicated helicopters to respond to any exigency. Besides, forward posts in highly inaccessible areas need to be maintained only by air support,” Patnaik said. He also said the plan to modernise Police forces should be spread over 10 years and demanded double allocation for the same during 2011-12.

According to Sify.com report, addressing the 55th Senior Police Officers' conference at Cuttack on February 3, Chief Minister Naveen Patnaik saidtheLeftWing Extremist (LWE) violence in the Statehas declined in 2010 compared to the previous year, 2009. 'The Police have done well, not only in maintaining law and order but also in containing the LWE problem that has posed a threat to the internal security of the country,' Patnaik said. Giving the statistics, he said that during the last three months alone, the Security Forces have conducted as many as 214 special operations and have achieved 'considerable success'. As many as 91 Communist Party of India-Maoist (CPI-Maoist) cadreshave been arrested, 24 Maoists have been killed in Police Action and 54 weapons have been recovered, he added. 'I understand that the coordination between State Police and Central Forces deployed in the State has improved, which will further strengthen anti-Naxalite (Maoist) operations,' Patnaik added. Further, asked the Senior Police Officers of the State to honour Human Rights and uphold the dignity of the general public while performing their official duties."OdishaPolice has a track record of tolerant and inclusive Policing to handle conflicts and law and order situations. I would like to re-emphasize that all possible care should be taken to honour Human Rights and more importantly uphold the dignity of general public," Patnaik said in his speech.

The Maoists have demanded the release of three or four of their comrades, including Ramakrishna’s wife Padma, who was arrested in November 2010 in Koraput while she was on her way to Narayanpatna to meet Ramakrishna and their son Prithvi.

State Home Secretary U. N. Behera told The Indian Express that commando action was not being considered to free Krishna and Majhi. “Any commando action would endanger their lives. We have halted all combing operations, and are open to all channels of discussion... We are ready for a dialogue with the Maoists at the district and state levels”. Behera said he had asked social activist Swami Agnivesh, who recently helped in the release of five security men abducted by Maoists in Chhattisgarh, to open talks with the Maoists. Agnivesh had told The Indian Express that he had appealed to the Maoists to treat Krishna and Majhi with respect and cause them no bodily harm. “I would also appeal to the Maoists not to be rigid with the 48-hour deadline,” he had said.

Chasi Mulia Adivasi Sangh (CMAS) of Narayanpatna in Koraput District sought dialogue with the State Government to resolve their long-standing demands and release of their ‘innocent members', who are in jail on charges of alleged Maoist links. Speaking to The Hindu, CMAS leader Nachika Linga said he was ready to come out and hold direct talks with the Government to end the land-related exploitation of tribals in Narayanpatna area and release of arrested CMAS activists. He asked why the State Government never showed similar seriousness to resolve issues related to exploitation of tribals in remote areas which it showed for the release of the abducted Collector R. Hindustan Times report that 300 personnel of the Combat Battalion for Resolute Action (CoBRA), a special anti-Naxal [Left Wing Extremism] force, have been deployed in Balaghat District to combat the growing presence of the Communist Party of India-Maoist (CPI-Maoist) cadres. The deployment is part of a strategy to surround Naxal-hit areas in Maharashtra, Chhattisgarh, Jharkhand, Bihar and Odisha, said an intelligence officer, requesting anonymity. The Centre will decide standard operating procedures for them. In the first phase, these battalions were trained at the army’s insurgency and jungle warfare training centre in Mizoram and the CRPF’s anti-terror training centre at Silchar. Of the 10 COBRA battalions trained in guerrilla warfare, nine have already been deployed in Maoist-hit States. The deployment of three companies of COBRA in Balaghat follows a recent spurt in Maoist activity in the area. “We have fresh intelligence inputs that Naxalites are coercing tribal youths to join the movement,” Inspector General (IG) V Muniraju said. “We have already started sending them in search operation along with the state’s anti-Naxal squads,” Muniraju said. In a reply to an adjournment motion in the House of State Assembly on April 6, Chief Minister (CM) Naveen Patnaik said, “Security Forces during the first three months of 2011 have arrested 38 ultras while 20 others died in operation. Fifteen Maoists have surrendered before the police during the period." Rejecting the opposition allegation that there was total anarchy in the State, Patnaik said the State Government was taking all possible steps to contain Naxal [Left Wing Extremism] violence. In a press statement Mohanty said, "Instances of Violation of the Agreement by the Government Forces is creating tension in the rural areas. It has been more than a month (around 40 days) ever since the hostage crisis of Malkangiri Collector and Junior Engineer resulted in the discussions between the Government of Odisha and the Mediators delegated by the Maoists ensuring the safe release of both. The discussions between the mediators and the Government of Odisha had also reached certain agreements which were, in letter and spirit, to be respected by both the parties. But it is with great concern that we would like to draw your attention to the fact that the Government of Odisha is yet to respond to the need to expedite the demands. It should be noted that any concerted action towards implementing the agreed points would lead to a renewed faith in the process of dialogue and discussion as a way towards addressing and meeting with the outstanding grievances of the affected people of Odisha. But the perceived diffidence on the side of the Government betrays any confidence towards meeting systematically all the demands that have been agreed upon by both the parties. Instead one is afraid to mention that the Government of Odisha is yet to demonstrate the much needed seriousness on its commitment as is evident from the unfolding events in the areas where the Adivasis and other affected people have been struggling for their right to livelihood." In addition Mohanty said, "It is unreasonable on the side of the Government that has agreed upon the release of about 627 tribals who have been kept in various prisons in Odisha to further go on arresting more and more tribals under one pretext or the other. As a matter of principle and committed to the agreement that was reached upon, the mediators have time and again been reminding the Government about the need to expedite the demands at the earliest. And in pursuance of this Prof. Radha Mohan and Sudhakar Patnaik had approached on behalf of the mediators at the behest of the Government. But it should be made clear that the primary effort of the Government is to ensure the release of all these prisoners and not to indulge in piecemeal measures of withdrawing all cases of petty crimes. It goes without saying that a vast majority of the prisoners in the jail are slapped with various sections of the Indian Penal Code (IPC) which may not come under the category of petty crimes, although all are political offences. Under the demand of the release of political prisoners, the Government of Odisha is yet to write to the Government of Jharkhand and Chhattisgarh regarding the release of Sheela Didi alias Bodhini Munda who is lodged in Giridih jail in Jharkhand and Padma alias Shirisha in Jagdalpur prison in Chhattisgarh." He said another outstanding demand that will have major ramifications in the lives of the affected people is the distribution of land in the region of Narayanpatna. Land, as one may appreciate, is central while addressing any question pertaining to livelihood of the vast majority of the affected people in these areas. And any lasting solution of peace with justice cannot ignore this vital question. Any effort towards resolving the crisis of development/displacement will have to factor in the aspirations of the people as they are and should be the natural custodians of development that will positively contribute to the manifold dimensions of human potential.

Acting on a tip-off, troopers of the elite anti-Naxal [Left Wing Extremism] Special Operation Group (SOG) and the District Volunteer Force (DVF) arrived at the Tentulipadar village and raided Nakamamudi forest under Chitrakonda Police limits and were challenged by the Maoists camped there. “The force retaliated after the Maoists fired at them,” Deputy Inspector General of Police (DIG) Soumendra Priyadarshi, said. After an hour long exchange of fire between both the sides, the Police were able to kill the woman cadre on the spot, while the rest of the Maoists managed to escape from the site. Huge cache of arms & ammunitions including one .303 rifle, a .12 gun, SBML gun, one live landmine, several hand-grenades, country made gun, claymore mines, a DVD player, tape-recorders, a bag of Maoist literatures and 16 pairs of dress were recovered from the encounter site, the Police said. Gajla is believed to be from neighbouring Andhra Pradesh.

However, better connectivity, roads and infrastructure in Raigarh [compared to Bastar] will make it difficult to expand [Maoist] operations here.” He said the Maoists had been working on the “corridor” for some time now. Sources said the Maoists had recently formed a Bargarh-Mahasamund Divisional Committee that reports to the larger Dandakaranya Special Zonal Committee (DKSZC). "We will examine the Supreme Court order to see whether or not it is applicable for Odisha. There is a degree of difference between SPOs in Odisha and Chhattisgarh. The SPOs in Odisha would be appointed as constables in the future," Patnaik said. A State Government official pointed out the Government not only issued advertisements for the recruitment of SPOs, but in order to give a chance to local tribals to get jobs in their own areas, changed the guidelines for recruitment of Security Forces, reducing the minimum qualification to 8th standard and the standard height from 163 cm to 160 cm. "Earlier though local tribals were recruited as constables, there still remained a big gap in employment needs and opportunities for these people, owing to their educational and economic disadvantages," a Government official said. "Odisha Government spends Rs 30 crore [INR 300 million] on them per annum," the officer said.

"The court order may not be applicable for the state. The method of recruitment and engagement of SPOs in Orissa is totally different from Chhattisgarh," Chief Secretary B. K. Patnaik said on July 28. SPOs appointed in tribal-dominated districts in Orissa did not directly confront Maoists and would be taken as regular constables after completion of a three-year tenure, he said. The youths appointed as SPOs in tribal areas received an opportunity to remain in mainstream instead of joining the Maoist brigade, he said. As many as 4,500 youths have so far been appointed as SPOs in the State and the Government was not averse to recruit more, a home department official said.

The State Government on July 29 decided to strengthen the elite anti-Naxal (Left-Wing Extremist) force, the Special Operation Group (SOG), by raising another 35 units and a Central Industrial Security Force (CISF)-like force, besides filling vacant posts of officers, reports Out Look. This was decided at a meeting of the home department chaired by Chief Minister Naveen Patnaik, official sources said. "Besides strengthening SOG, we have also sought more jawans [troopers] from the central para-military force (CPMF)," Home Secretary U N Behera told reporters after the meeting. SOG now has 50 units and another 35 units would be added to increase its strength, he said. The State Government also decided to raise a special State Industrial Security Force along the lines of CISF. "The crime branch of police, which had been dealing with important crimes, would now have an economic offence wing," he said. Besides, 788 vacant posts of Police officers and about 5,200 posts of constables would be filled this year. Behera said the Government has also decided to regularize the service of the Special Police Officers (SPOs) who have completed three years in service. At least 12 battalions of CPMF are now deployed in the State while two more battalions could arrive here soon, the sources said.

There are at least three top Maoist leaders in the rank of 'Central Committee' of Maoists who are moving in the State, revealed the Union Minister during his interaction with the State Government on November 9, sources said. Chidambaram said Andhra Pradesh was rewarding villagers with INR 1.2 million for providing information leading to arrest of the Maoists' Central and State Committee leaders. The Odisha Government should make the reward to INR 2 million so that people would be interested to provide information and this would help stop killing of innocent people. Posters announcing the reward amounts need to be put up in the villages, he added.

Chief Minister Naveen Patnaik told the Assembly on December 19 on the murder of the then Umerkote MLA Jagabandhu Majhi that the case was being investigated and ‘’Evidence collected so far reveals the involvement of Left-wing extremists operating from Chhattisgarh,’’ reports IBN Live. Dismissing allegations that the Government had miserably failed to tackle the Left-wing extremists, the Chief Minister said the militant activities of the CPI-Maoist have been contained to a great extent. ‘’There has been no organised Maoist attack on security forces during the last one year. Important roads have been secured for effective deployment of forces and operations by police and security forces,’’ he said in his reply to the discussion on the supplementary demand of grants for the Home and the General Administration departments. The Chief Minister said his Government was formulating a revised surrender and rehabilitation policy by making the package more attractive to encourage Maoist cadres to give up arms. Stating that the strength of Special Operation Group (SOG) has been substantially enhanced, the Chief Minister said inter-State coordination meetings are being held with neighbouring Andhra Pradesh, Chhattisgarh and Jharkhand for better coordinated operation against the Maoists. The Police recovered a revolver, five live bullets, INR 78, 500 in cash and a few Maoist leaflets from him. During interrogation, it was revealed that Charva has been an active Maoist cadre since the past three years, mainly in the Odisha-Jharkhand border and has been a close associate of Samarji, 'secretary' of the Bihar-Jharkhand-Orissa regional committee of the CPI-Maoist. "He also confessed that one Gangu Munda, another senior Maoist cadre had handed over the cash to him for use of the Maoist organization, which was seized from him by police," Rourkela Superintendent of Police Himansu Lal said. The Ministry of Home Affairs (MHA) has given nod for night running of trains on a key railway section in eastern region on December 30, reports IBN Live. Union Home Minister P Chidambaram said that night train services in the Left Wing Extremism (LWE)-affected areas of West Bengal, Jharkhand and Odisha have been resumed on all sections except the Tatanagar-Kharagpur section. "Efforts are underway to resume night services on this section too," he said. Railway authorities had rescheduled the timing of nearly a dozen trains, including Gyneshwari Express, Mumbai-Howrah Mail, Samar Satta Express and Delhi-Puri Purushottam Express, and avoid plying them during night in the Naxal-hit areas.
