Malkangiri Police have sought additional central forces following the recent spurt in Maoist activities in the District, reports The Times of India. Presently, four battalions of Border Security Force (BSF) are deployed there. Police said owing to absence of any permanent camp of paramilitary forces along Odisha-Chhattisgarh border, Maoists have now started regrouping in Padia and Mathili blocks that share the boundary with the neighbouring State. "We are conducting operations in Padia and Mathili only on specific intelligence inputs regarding movement of Maoists. This is not sufficient to contain them," said Superintendent of Police (Malkangiri) Akhileswar Singh. "We need permanent camps of central forces in border areas. This has been intimated to our higher-ups," said the SP. "At least two more battalions of central forces are required for the district," he added. According to the SP, Tulsi Dongar situated on the border of Mathili and Chhattisgarh and Dornapal forests along Padia and Chhattisgarh is slowly turning into a hub of Maoists. All recent offensives were reported from these areas. In less than a month, Maoists have abducted at least 10 villagers, murdered three persons on charges of being Police informers, burnt two passenger buses, blew up a mobile tower in Padia block.

Odisha Government on January 6 at a meeting of the Unified Command, presided over by Chief Secretary J K Mohapatra, has decided to improve road connectivity in southern districts of the State to take on the Maoists, who have been targeting civilians in certain pockets of these areas, reports Zee News. The meeting resolved to focus on the specific places and also take up road connectivity work to Maoist hit areas like Malkangiri, Koraput, Bolangir, Nuapada, Rayagada, Bargarh, Kalahandi and Nabarangpur Districts. "We will soon counter the ultras in Malkangiri. Wait and see," Director General of Police (DGP) Prakash Mishra said without divulging details of the meeting.

"Maoists are on the backfoot due to the efforts of police. Much more needs to be done to contain them in parts of Malkangiri, Koraput, Balangir, Nuapada, Rayagada, Bargarh, Kalahandi and Nabarangpur districts. Unless the Maoist menace is curbed, development in these areas will continue to suffer," Naveen said. "We will have to train and equip the police force to counter challenges posed by extremists," he added. He said cash rewards have been announced for 514 surrendered CPI-Maoist leaders and cadres.

Prasad alias Gudsa Usendi, has said that a combination of reasons, ranging from ‘ideological’ differences to health concerns, compelled him to leave the party, reports The Hindu on January 20. He accused his former party chief of falsifying facts and initiating “personal attacks” against him and his partner. While acknowledging that he was in a live-in relationship with Santoshi Markam, who left the party with him a week ago, Prasad said he and his wife had agreed mutually to separate. Odisha has sought additional Security Forces to ensure free and fair Lok Sabha (Lower House of the Parliament) and State Assembly elections on April 10 and April 17, the state's Chief Electoral Officer (CEO) said on March 5, reports Out Look. "We have already 89 companies of central para-military force in the state. We have sought additional force to conduct free and fair elections in both the Naxal hit areas and other parts of the state," Mona Sharma, the CEO, Odisha, told reporters. All precautionary steps would be taken in Left Wing Extremism (LEW) hit areas of the state, Sharma said, adding "the polling is being conducted one date in all the Naxal hit areas of the state and in adjoining areas in other states."

A week after the Communist Party of India-Maoist (CPI-Maoist) backed Chasi Mulia Adivasi Sangh (CMAS) leader Nachika Linga announced his plan to surrender and join mainstream politics, the CPI-Maoist leadership in Koraput District have urged the tribals to disown his plan, reports The Indian Express on March 17. In a signed two page letter written in Odia, Daya and Aruna, ‘secretaries’ of Srikakulam-Koraput Divisional Committee and Narayanpatna Anchalika Committee of the CPI-Maoist respectively, termed Nachika’s surrender move as ‘drama’ that would serve his own interests at the cost of larger interests of the Maoist-hit block. The letter said “During 2012 panchayat poll, School and Mass Education Minister Rabi Nanda, Koraput Member of Parliament (MP) Jayram Pangi, Member of Legislative Assembly (MLA) Jhina Hikaka and Raghuram Padal had signed on a 10-point charter of demands. But Biju Janata Dal has not fulfilled any one of the demands. In next poll, Nachika demanded BJD ticket for Laxmipur. He has weakened the agitation by telling people that they would get facilities by going the electoral way. Without caring for people’s problem, Nachika has demanded withdrawal of cases against him.”

Releasing a Press note, the 'spokesperson' of the Nuapada Divisional Committee stated that the Maoists are observing Nuapada bandh in protest against the recent killing of a woman Maoist cadre by the Police in Sunabeda. “We have called Nuapada bandh protesting the killing of one of our comrades and beating of innocent people of Khadang and Jalmadie villages of the Sunabeda area by Police forces,” the Press release stated.

Panda is the ‘general secretary’ of the new formation. The united front has been forged between the OMP and the erstwhile Communist Party of India-Marxist Leninist [(CPI-ML (Janashakti)] and certain Maoist groups based in West Bengal. The press release said, ‘Communist revolutionaries belonging to different ML/ Maoist groups and sections have come forward to build a single united communist revolutionary party in the name and style of CPI (MLM) in an exercise in (the) right direction. We hope to rise up to the occasion, earnestly serving the interest of the people and foiling the evil fascist design of Indian comprador ruling class.”

Secretary of the Communist Party of India-Maoist (CPI-Maoist) Andhra Orissa Border Special Zonal Committee (AOBSZC) Chandramouli termed the death of three Maoist cadres in an exchange of fire with Police in Nallamalla forests of Guntur District on June 21, 2014 as a fake encounter, reports The Hindu on July 8. In a statement sent to media, he claimed that the Police had captured Maoists Ashok, Bharati and Vimala and tortured them before staging a fake encounter at Murarikurava Vaagu on the banks of Krishna river on the borders of Prakasam, Guntur and Mahaboobnagar Districts. He contested the claims of Inspector General of Police (IG) Sunil Kumar that the Police had recovered an AK-47, a Self Loading Rifle (SLR) and a .303 rifle from the site of the encounter and that fourth extremist, Srinivas alias Vikram, was injured and had escaped. He further said in 2006 when the Maoists decided to withdraw from Nallamalla after it had become weak there, Maoist Baburao along with Bharati and Vimala had decided to stay back due to sentimental attachment to the place. They were working with the Chenchus there for the past eight years and helping rebuild the party base there. They were carrying only .303 rifles and tapanchas for their self defence and did not possess any automatic or semi-automatic weapons. He also said that after N. Chandrababu Naidu took over reins, the State Government resumed its pro-World Bank stance and decided to crush the Maoists. He however warned that the Telugu Desam Party (TDP) leaders and Chief Minister Naidu would have to pay for the fake encounter killings of the Maoists.

Chief Minister Naveen Patnaik while replying to a question of Bharatiya Janata Party (BJP) Member of Legislative Assembly (MLA) Dilip Ray in Odisha Legislative Assembly, on July 21, said Communist Party of India-Maoist (CPI-Maoist) cadres have killed 435 persons, including 210 Security Force (SFs) and 235 civilians in the last 14 years while the security personnel have eliminated 139 Maoists during the same time, reports The New Indian Express. The Chief Minister further said 119 civilians and 218 security personnel were also injured in Maoist violence. He said Maoist activities of different magnitude were witnessed in 19 Districts of the State. Stating that 1916 Naxalites-[Left-Wing Extremists (LWEs)] have been arrested, he said 355 LWEs have surrendered. The Maoists have also looted 1907 guns and about 1,72,656 bullets during the period, he added. Replying to a question from Prafulla Samal, MLA, Biju Janata Dal (BJD), he said 25 Maoists were killed and 112 including four ‘area committee members’ were arrested by the Police between April 1, 2013 to March 31, 2014. During this period, 86 Maoists and their supporters including a ‘divisional committee member’ and five ‘area committee members’ have surrendered. About 190 Maoists and 88 supporters have surrendered by June 2014 after the State Government announced its surrender and rehabilitation scheme in 2008 Naveen said replying to a question from Naba Kishore Das of the Congress Party. He said 116 of the surrendered Maoists have been rehabilitated.

Border Security Force (BSF) personnel recovered three live landmines, weighing around 10 kilograms each, suspected to be planted by the Communist Party of India-Maoist (CPI-Maoist) cadres, from Boipariguda-Gupteswar road in Koraput District on September 12, reports The Times of India. Police said the security personnel spotted the landmines during regular combing operation. "The landmines were planted, targeting the security personnel engaged in counter-insurgency operations. The landmines were planted at a distance of 30 metre each. As it was not possible to bring back the landmines, those were set off on the spot in the evening," said Inspector in Charge (IIC), Boipariguda Police Station, Ashok Mohapatra. Police said the explosions were so powerful that they were heard to a long distance and created five-foot craters.

Suspecting that extensive illegal hemp cultivation in some parts of the State is benefiting Maoist organisations, the Odisha Police have taken steps to destroy these cultivations and initiate criminal proceedings against land owners who are allowing the cultivation of hemp on their land, reports The Hindu on November 15. “We suspect the Maoist organisations are encouraging hemp cultivations in certain Districts of the State and are reaping rich dividends by this illegal trade”, said Odisha Director General of Police (DGP) Sanjiv Marik in Cuttack District on November 14. Sources said in 2011-12 nearly 1575 acres of hemp cultivations were destroyed by the Police in the State and in the following year 1305 acres were in target. However, after forming a multi-agency squad comprising excise, revenue and forest officials, the State Police were able to destroy 3523 acres of hemp cultivations in the year 2013-14.

The Minister of State for Health and Family Welfare Atanu Sabyasachi Nayak while answering a question in Odisha State Assembly on November 21 said there are as many as 1,647 posts of doctor, which is 34.02 per cent of the sanctioned strength, vacant in Odisha, reports The New Indian Express. In a written reply to a question from Dilip Kumar Ray (Bharatiya Janata Party), the Minister said steps are being taken to fill up the vacancies through recruitment and contractual appointment. The Minister admitted that Communist Party of India-Maoist (CPI-Maoist) affected Malkangiri District has only 35 doctors against sanctioned strength of 97, while 74 posts are vacant in Rayagada District. He said 90 and 79 posts are vacant in Koraput and Nabarangpur Districts respectively. About 112 doctor posts are vacant in Ganjam District as against the sanctioned strength of 296, the highest in the State. Similarly, 63 and 47 posts of doctor are vacant in Balasore and Cuttack Districts respectively. Out of 3,194 doctors working in different hospitals, 2,450 are regular, 460 have been given ad hoc appointment and 224 have been recruited on contractual basis, Nayak added.

Newly appointed Central Reserve Police Force (CRPF) Director General (DG) Prakash Mishra on December 22 said his top priority would be to ensure 'zero casualty' in the largest para-military force, reports Zee News. "We will prepare appropriate strategies to minimise casualties in the force through changes in the deployment pattern, better intelligence gathering and more effective coordination with states' police forces," Mishra told two Odia television channels immediately after taking over as the new CRPF DG. Stating that he would use the experience gathered in tacking the Left-Wing Extremists (LWE) in Odisha while working as the Director General of the State Police, Mishra said he would make sure that successful tackling of the Maoist menace in other parts of the country would also be part of his strategy. Replying to a question on the Odisha Government's demand of more helicopters and central force to tackle the LWE menace in the State, he said there was no problem in this regard. "The state government has to make proper demand in this regard. As such Odisha government has choppers for the purpose of operation. When major operation takes place, the central agency will arrange additional chopper if required. The CRPF do not decide where to send force. It is up to the central government," he added.
