The Maoists had released a tape alleging Police hand in the incident where a Maoist cadre was lynched by villagers in Malkangiri District of Odisha on January 25, reports The Times of India on January 30. As per the report, a Maoist, identifying himself as Ganesh, ‘secretary’ of the Andhra-Odisha Border Special Zonal Committee (AOBSZC), sent an audiotape to a few mediapersons in MalkangiriDistrict, in which he alleged that Police and administration are instigating villagers to turn against the Maoists.In the audio recorded in Telugu, the Maoist leader said, “Police agents present in the crowd had attacked our party members. We are always with the villagers and will keep fighting for them.” The Superintended of Police (SP),Rishikesh Khilari, said, “Police are in no way related to the incident. It was the Maoists who first attacked the villagers and they retaliated. It was a natural outburst from villagers against unreasonable demands of the Maoists.”

The Senior Security Advisor in Union Ministry of Home Affairs (UMHA), K. Vijay Kumar, in a meeting in Bihar over the Communist Party of India-Maoist (CPI-Maoist) activities and coordination between the Chhattisgarh and the Odisha Police Forces, on March 4, stated that the Maoist activities have been gradually declining in both the States and Security Forces (SFs) were asked to strengthen the coordination between them, reports The Pioneer. The said meeting was attended by Superintendents of Police (SP) of Kalahandi, Bolangir, Nuapada Districts in Odisha and Gariabandh, Mahasamund and Dhamtari Districts in Chhattisgarh. Kumar said “Besides development activities in the Left-Wing Extremism (LWE)-hit areas, we are focusing on more coordination between Police Forces.”

The Communist Party of India-Maoist (CPI-Maoist) have come out in support of the Government’s decision to implement lockdown amid coronavirus pandemic in Odisha and as a part of the lockdown exercise, the organisation decided not to indulge in violence for five days, reports The New Indian Express on April 6. Speaking to some media-persons at Swabhiman Anchal, the Spokesperson of Malkangiri-Koraput-Visakhapatnam Border (MKVB) committee of the CPI-Maoist – Kailash said that the outfit will not carry out any violence during this period unless security personnel attack them. “The war against the pandemic can be fought and won through awareness programmes put in place by the Government and adhering to social distancing,” he said. Further, refuting media reports that some Maoists have been infected by coronavirus, he said, “We are taking all preventive steps and maintaining social distancing.”

The senior Maoist leader Jallandhar Reddy alias Krishna, the ‘State Zonal Committee Member’ in Andhra Odisha Border Special Zonal Committee (AOBSZC), has made a plea through a video for peace in the LWE [Left Wing Extremism]-affected areas in Andhra Pradesh-Odisha Border region, amid the COVID-19 threat, reports The Hindu on April 6. As per the report, the leader released a video that said there would be no offensive from the Maoist side, as long as the people and the government fight against the virus. He, however, said that the Maoists would not hesitate to retaliate any offensive from the Security Forces (SFs), as a self-protection measure. The Maoist leader also asked the SFs not to indulge in combing operation but instead focus on saving people from the pandemic.

The Director General of Police (DGP) of Odisha, Abhay on June 19, asserted that the Communist Party of India-Maoist (CPI-Maoist) violence is on the decline in the Swabhiman Anchal, formerly known as Cut-off area, in Malkangiri District of the State, reports The New Indian Express. The DGP while reviewing the security scenario of the District with Superintendent of Police (SP) Rishikesh D. Khilari and Border Security Force (BSF) officials, said that three security vacuums have been filled up in the erstwhile cut-off region in the last six months. They include enhancing Police presence in the region and operationalisation of BSF camps in Jantapai, Hantalguda, and Darlabeda thereby expediting the ongoing development projects in the area. As security scenario in the region improved, construction of road from Badpada to Jantapai was completed and work is underway on six other important road projects in the area. These roads will connect Jantapai to Jodamba, Jodamba to Gorasetu, Jantapai to Gajalmamudi, Darlabeda to Kunturpadar, Jantapai to Papermetla and Singhabaram and Hantalguda to Bandhaguda, the DGP added.

In a significant improvement in the Left-Wing Extremism (LWE) situation in Odisha, the State Government on July 10 declared five Districts—Angul, Boudh, Sambalpur, Deogarh and Nayagarh—as Maoist-free belts following zero Naxal [LWE]-triggered violence in these regions in the last few years, reports The Times of India. The Director General of Police (DGP) Abhay said the State Government has approved the removal of the five Districts from the Centre-sponsored Security-Related Expenditure (SRE) scheme, which is exclusively meant for capacity building in Maoist-affected Districts. Out of total 30 Districts in Odisha, altogether 10 districts are now affected by the LWE. The 10 LWE-affected Districts are – Koraput, Malkangiri, Rayagda, Bargarh, Balangir, Nabarangpur, Kalahandi, Nuapada, Kandhamal, and Sundargarh.

Amidst the rising Communist Party of India-Maoist (CPI-Maoist) violence in Kolhan region in West Singhbhum District of Jharkhand, the Deputy Inspector General (DIG), Rajiv Ranjan Singh presided over a high-level meeting of senior Police officials from Odisha and West Bengal along with Superintendents of Police (SPs) of different Districts to review the law and order situation, reports The Avenue Mail on August 18. According to a Police official, “the meeting was called to frame a strategy to combat rising Naxal [Left Wing Extremist, LWE] activities in bordering areas of three States. During the meeting the officials of Police and Paramilitary Forces exchanged information regarding the Naxals movement in areas of concern like and Kiriburu in Kolhan areas with Purulia, Burdwan and West Midnapore Districts in Bengal and also with Mayurbhanj, Keonjhar and Sundargarh Districts in Odisha.” During the meeting, it was decided to step up vigil in the bordering areas. The officials said that additional check posts would be set in bordering areas to put a check on the movement of ultras. “We have found that the rebels have been active in the bordering areas of Odisha, West Bengal, and Jharkhand. They act in one State and easily cross and hide in another State. We have to work together and share intelligence and records of ultras so that they could be flushed out,” said another Police Official.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Mahadev Madkami, carrying a cash reward of INR 200,000 on his head, surrendered before the Police in Malkangiri District of Odisha on August 23, reports Hindustan Times. As per the report, Madkami, a resident of Kankerapra village of Dantewada District in Chhattisgarh, was involved in many incidents of assault and killing of civilians, exchange of fire with Security Forces (SFs) and destruction of government properties. Rampur block (administrative unit) in Kalahandi District of Odisha on September 16 reports The New Indian Express. As per the report, acting on a tip-off about movement of a group of 20-25 Maoist cadres in Jerka reserve forest within M. Rampur Police Station limits of Kalahandi and Burhani forest in Kandhamal District, a joint operation was launched by Special Operation Group (SOG) and District Voluntary Force (DVF) of both the Districts as well as two units of CRPF (Central Reserve Police Force) and personnel belonging to CoBRA (Commando Battalion for Resolute Action). The Kalahandi District Superintendent of Police (SP) B. Gangadhar said, during combing operations, the SFs came under indiscriminate firing from the Maoists. The forces fired in retaliation following which a group of rebels escaped to Birabaru reserve forest in Kalahandi and another fled to Birhani forest in Kandhamal taking advantage of dense forest cover of trees. An intensive search operation was launched following which, one INSAS rifle with magazine, nine 5.56 mm INSAS ball ammunition, spare magazines, Maoist uniforms and literature, electric wires and batteries, haversack and other incriminating articles of the ultras were recovered.

A joint operation launched by Odisha Special Operations Group (SOG) and Border Security force (BSF)personnel recovered a huge quantity of explosive materials from a hidden material dump of the Communist Party of India-Maoist (CPI-Maoist) in Malkangiri District of Odisha on October 26, reports Ommcom News. Malkangiri,Superintendent of Police (SP), Rishikesh Dnyandeo Khilari, said,“In the past few days, a joint operation was launched by our Odisha SOG and a unit of BSF. We had received some inputs from the operation. Basing on it, the security forces were undertaking searches in Mukudipalli, Gurasetu and Beijing areas under Jodango PS (Police Station). During this operation, we recovered some explosive dump from the areas.” He further informed, “The dump comprises one country-made revolver, a claymore mine, three-meter long Codex wire, various types of explosives, eight electronic detonators, a large oxygen cylinder, camera flash with switch, iron rods, some electric wires and some Maoist literature. From these seized materials, we suspect that these articles were intended to be used against the innocent tribals and our security forces. They intended for preparing IEDs to be used for anti-national subversive activities. Further enquiry is being conducted.”

The Communist Party of India-Maoist (CPI-Maoist) has given a call for a bandh (general shutdown) on December 28 in Odisha in protest against the recent deaths of several Maoists during the exchange of fire with Security Forces (SFs) in the State, reports The Pioneer on December 25. Releasing an audio clip in this regard, the CPI-Maoist Odisha Committee spokesperson – Sonali said the Maoists would give a befitting reply to the deaths of their cadres. Terming the deaths as killings by the SFs, she warned of destroying the ‘Police informers’ network. The CPI-Maoist has rejected Director General of Police (DGP) Abhay’s appeal to the rebels for surrendering before Police, she said further urging people to make the bandh successful by extending support.
