State Authorities in Orissa's Gajapati District, in association with private companies, on July 14 decided to undertaken a vocational training programme in Maoist-inflicted Districts to provide employment to tribal youth to bring them into the mainstream, reports News Track India. The authorities set-up training centres to provide vocational training, in order to aid the rural youth to become self-sufficient and earn a livelihood. "Basically, we are concentrating on the affected Districts covering rural youth. We are arranging a sewing centre here, having capacity of 120 students. We are giving importance to Maoist -affected districts like Gajapati, Malkangiri, Koraput and other Districts," said Durga Prasada Padhi, Project Director, adding, "This is a Government-sponsored programme, that is why after attending the programme 100 percent placement will be provided in different organisations". The recruitment solely meant for tribals, as they face a high percentage of unemployment which is said to be one of the main causes of the local youth drifting towards the Maoist cadres.

Chief Minister Naveen Patnaik on January 25 reiterated Odisha's demand for inclusion of Nuapada, Bargarh, Bolangir and Kalahandi Districts in the centrally sponsored Security Related Expenditure (SRE) scheme, reports The Times of India. In a letter to Union Home Minister P Chidambaram, Naveen pointed out that there has been a significant rise in Naxal [Left Wing Extremism (LWE)] violence in parts of Chhattisgarh bordering Odisha as well as Nuapada, Bolangir and Bargarh Districts. "Maoists are building up a base in Sunabeda reserve forest of Nuapada and its adjoining areas. They are also trying to spread their network along the Odisha-Chhattisgarh border by creating and consolidating bases in Nuapada, Bargarh, Bolangir and Kalahandi Districts of western Odisha," he said. Naveen said there was an urgent need to include the four Districts under the purview of the SRE scheme to strengthen security infrastructure so as to effectively curtail and contain the spread of the LWE.

70 Police Stations with an investment of INR 1.4 billion, INR 200 million per Police Station, are under construction in the Naxal-affected areas, Bhandare said and added that two engineering battalions will be commissioned in Odisha Police to take up construction activities in these areas. The Governor said 1,384 constables, 3,127 sepoys and 99 group-D personnel were recruited to strengthen the Police force. Recruitment of 511 sub-inspectors/deputy subedars and sergeants, 20 fire station officers and 12 assistant jailors is under process. Besides three Police training institutes at Bayree, Sambalpur and Koraput are being established, he added.

In his address on February 21 to the Assembly, Governor Murlidhar Chandrakant Bhandare said the Government had taken strong steps to intensify anti-Naxal operations, with addition of 1,066 posts in the Special Operations Group (SOG), reports IBN Live. The number of deaths of Security Force (SF) personnel has come down from 22 in 2010 to 15 in 2011, Bhandare said and added that there had been considerable success with regard to surrender of Maoist leaders in 2011. The number of incidents of Naxal violence too has dropped significantly from 130 in 2010 to 100 in 2011. In order to facilitate smooth movement and deployment of security forces in accessible areas and for evacuation of the injured, air services have been provided through deployment of an MI-172 helicopter, Bhandare said. The Governor said to encourage and motivate Police personnel exhibiting acts of exemplary courage and gallantry in anti-extremist operations, the Government had instituted State-level gallantry awards for Police personnel in 2011.

Speaking to the visiting newspersons while releasing Colangelo top Maoist leader Sabyasachi Panda admitted that there was lack of unity among the division that he was heading and divisions that were at work in Malkangiri and Koraput Districts in the southern parts of the State. Panda, who operates from Kandhamal and Ganjam Districts, said his cadres would not indulge in violent activities in the areas under his command till the hostage crisis was over. Koraput District Collector Sachin Jadhav in a letter to all tour operators said the administration “consciously decided to stop all movements of foreign nationals in the District, particularly the primitive tribal group areas in the light of the recent unfortunate events of abduction of foreign nationals in our State, for an indefinite period of time”. Making a statement in the State Legislative Assembly, Patnaik said that in the case of Hikaka, the Government had decided to facilitate the release of 15 members of the Chasi Mulia Adivasi Sangha (CMAS) and also eight Maoists from Koraput and Malkangiri jails. Four other Maoists are to be released in lieu of Paolo Bosusco. Of the 27 persons, the Government will facilitate the release of 15 members of the Maoist-backed Chasi Mulia Adivasi Sangha (CMAS) and eight Maoists from different jails for the release of Hikaka, and four others for the release of Paolo. The State Government bowed to the demands of the Andhra-Odisha Border Special Zonal Committee (AOBSZC) of the CPI-Maoist after the abductors said they had no faith in it and the fate of Hikaka would be decided in “a people's court” on April 19 (today). In a fresh message to the media, the Maoists said they had already extended the deadline four times so far and there would be no further extension. The deadline ended on April 18. The State Government had on April 17 given an assurance that steps would be taken for withdrawal of cases pending against 25 persons if the hostage was released by the evening of April 18. The 43-year-old Panda, who has a bounty of INR 2 million on his head, was the secretary of the Odisha State Organising Committee of the CPI-Maoist and operated in Rayagada, Gajapati, Kandhamal and Ganjam Districts. He is the main accused in the 2008 killing of Vishwa Hindu Parishad (VHP) leader Laxmanananda Saraswati, which led to riots in Kandhamal. He was also responsible for the abduction of two Italians in March this year. “Our central committee is expelling Sabyasachi Panda from the party and declaring the fact to our party comrades in Orissa, the entire revolutionary masses and the revolutionary camp in our country. We are appealing to the Orissa comrades, mass organisations and revolutionary-democratic masses to condemn Panda’s enemy-like opportunistic stand towards our party, movement and leadership,” said a press release issued on August 10 by Katakam Sudarshan alias Anand, politburo member, on behalf of central committee. Panda’s expulsion came a month after he wrote a 16-page letter to CPI-Maoist general secretary Muppala Lakshmana Rao alias Ganapathy, saying the Maoists were resorting to mindless violence. He had also released the letter to the media. Referring to Panda’s charges, the CPI-Maoist said he was in league with the ruling classes and hurled baseless allegations. “He released this letter with the evil intention of liquidating the party and the revolutionary movement,” the release said. Sources said a Telugu cadre may replace Panda to bring cohesion in the Maoist rank and file in Odisha. Police sources said Panda, however, may have already severed his ties by forming the Odisha Maovadi Party.

Rejecting criticism from opposition parties, he also claimed to have spent 35 nights in Left-wing extremism (LWE)-hit areas during the last 12 years. "The chief minister has spent 35 nights in Naxal-hit areas which helped to boost confidence of government servants and public in those places," Patnaik said. The CM added 959 rebels had been arrested till August this year from 2006. Apart from this, 134 Communist Party of India-Maoist (CPI-Maoist) cadres have surrendered before the Police, he said. On the allegation of failing to control Maoist violence, Patnaik claimed that LWE activities had considerably reduced in nine of the 19 Maoist-hit Districts. The Districts are - Rayagada, Gajapati, Ganjam, Nayagarh, Jajpur, Keonjhar, Mayurbhanj, Sambalpur and Deogarh.

Eight Districts in Odisha have been freed from the menace of Communist Party of India-Maoist (CPI-Maoist) due to aggressive operations and now the focus would be on the western Districts, Director General of Police (DGP) Prakash Mishra said on November 7, reports Outlook India. "We have achieved major successes against Naxals [Left Wing Extremists (LWEs)]. About 8 of the 17 Maoist-affected Districts are now free from the menace following aggressive drives," he told reporters during a visit to Rourkela in Sundergarh District. The eight Districts are Nayagarh, Jajpur, Dhenkanal, Sundergarh, Keonjhar, Sambalpur, Mayurbhanj and Deogarh, he said. The Police would now concentrate on Bolangir, Bargarh and Nabarangpur in western Odisha along with Gajapati and Rayagada Districts to demolish Naxal bases, he said. "Our other main thrust would be on Koraput and Malkangiri. We have special aggressive plans for those areas and in the coming days you will find defining results there for the forces," Mishra added. On Maoist leader Sabyasachi Panda, the DGP said, "He has set up bases in Gajapati, Ganjam and Kandhamal. Panda's base is weakening. Besides, the situation has changed after he left the CPI-Maoist and formed Odisha Maoist Party."

Five persons, said to be part of Sabyasachi’s group, Odisha Maovadi Party (OMP), were killed in the encounter. According to the Police, the four Naxalites (Left Wing Extremists) were arrested in the Bhaliaguda area under Mohana police station in Gajapati District. The arrested persons were Naju Mallik, Bulu Mallik, Kalia Mallik, and Rutu Mallik. They were allegedly cadres of the OMP. A country-made SBML gun, a country-made pistol, four rounds of 8 mm ammunition, and 20 electronic detonators were among the items seized from the arrested persons. Speaking to The Hindu, Deputy Inspector-General (DIG) of police, southern range, R.K. Sharma said statements of the arrested Maoists confirmed that members of the extremist group were injured in the encounter with security forces on November 14. “According to the arrested Maoists, the top commander in the Sabyasachi group was seriously injured as he had received a bullet wound in his abdomen. Sabyasachi himself also had injury as he had a bandage on his left hand. Another woman cadre of the group also had bandage on her leg,” Sharma said.

Besides, one full battalion is placed in Nuapara District bordering Chhattisgarh.” Each company was being accompanied by two or three platoons of the Special Operations Group (SOG) of Odisha. Estimates suggest that no fewer than 2500 security personnel are involved in the operation. “We have clear orders to get him (Panda) arrested or ensure his surrender,” said the officer. However, a senior CRPF official said the operation adjacent to the Chhattisgarh border “may not be for Panda.” “The operations in the hinterland (Kandhamal, Ganjam and Gajapati) are for Panda. In all probability, the Nuapara operation is an ongoing one to locate Chhattisgarh’s (Maoist) groups,” the officer told.

According to reply furnished by Chief Minister Naveen Patnaik in the State Assembly in Bhubaneswar on December 3, the State Government received Central fund to the tune of INR 1.2638 billion from 2009 to 2012. During the same period, the State Government paid to the tune of INR 303 million under Police modernisation programme. Patnaik claimed that the State spent INR 1.4323 billion accounting 91.41 per cent of utilisation of the fund. Similarly, INR 520 million of grant-in-aid was received for construction Police and outposts in Maoist-affected regions from the year 2009 to 2011. However, the fund flow was raised to INR 1.12 billion under fortified Police Stations in the year 2011-12.

Vineel Krishna from their captivity, reports The Times of India. In posters put up at several places in Malkangiri District, the Maoists denied receiving money from anyone for the release of the Indian Administrative Service (IAS) officer and the tribal legislator and asked Dandapani to withdraw his statement. "For the past few days Dandapani has been saying in the media that INR 60 million was paid to Maoists for the release of Krishna and Hikaka. But this is not true. We have not received any money from the government. After the State Government agreed to fulfil our demands, the two kidnapped persons were released in the presence of the mediators," read a Maoist poster at the Malkangiri collectorate. The posters further added that "Dandapani in connivance with Panda is trying to defame the Maoist organisation and to weaken the people's movement. Prakash Mishra, the Director General of Police (DGP), Odisha, on December 30, dismissed rumours that any top Maoist leader was still present in the State, and claimed that Maoist problem in the State would be under control in the next two years, reports Zee News. The DGP said in Rourkela (Sundergarh District), “All the Maoist leaders are from outside Odisha. Sabyasachi Panda (is) not a big leader as such. His position in the Maoist set up is known to all." The DGP claimed that out of the 17 Maoist-affected Districts in Odisha, eight have been freed from Maoist activities and now the focus would be on the rest. In the coming days the forces would concentrate on Districts including Bolangir, Bargarh, Nabrangpur, Gajapati and Rayagada, however the main thrust would be on Koraput and Malkanagiri. Mishra further said, "Efforts are on to enhance the staff by inducting more constable level personnel." Present strength of Odisha Police is 60,000 which was doubled from 30,000 a few years back but main thrust is to create more armed personnel keeping in view Maoists problem.
